a spring break rotation around the bay as well. we see the lighter volume but the backup at the toll plaza, watch a crash of anotherr@)í m east bay interchange coming up. a live look outside of the s.a.p. center in san jose, where this morning thousands will gather for a final farewell to a fallen officer. very good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> and i'm sam brock. it's an emotional good-bye to a son, a brother, a husband, and a local hero. today with black bands over their badges, thousands of police officers from all over the country will be in san jose to honor the life of officer michael johnson. >> "today in the bay's" kris sanchez is at the s.a.p. center this morning where today's memorial will be big and powerful, but we begin with christie smith, joins us from los gatos this morning where in just a few hours friends, family and people who didn't even know the officer will begin lining the streets just to pay their respects.

good morning, christie. >> reporter: good morning to you. that's right, thousands of police officer and members of the community are expected to attend a procession. starts here in los gatos at 10:00 this morning, that would be a quarter-mile long, maybe even longer all to honor officer michael johnson. it could impact those not attending today. it moves up santa cruz avenue into winchester boulevard through camp bell. the procession heads east on stevens creek boulevard north on montgomery street and into the s.a.p. center where a memorial service begins at 11:00 this morning. san jose police say standard security procedures will be in place today. board president david cortez had chance to spend time with the family. >> there's officer thats are on duty there 24/7 at the funeral home. and they expressed a great deal of gratitude for this public

outpouring of support. >> reporter: the california highway patrol will use 45 motorcycle officers to guide the procession as well as afterwards to the cemetery in south san jose. reporting live in los gatos, christie smith, "today in the bay." >> a very solemn day, tough one for many folks, thank you. another live look at the s.a.p. center in downtown san jose as christie mentioned in just a matter of hours, members of law enforcement from across the country will fill the arena to remember officer johnson. >> let's bring in "today in the bay's" kris sanchez live at the s.a.p. center and kris, in a true show of support, several other law enforcement agencies are going to step in today so san jose police officers can take the time to grieve. >> yes indeed, it amazed, so many officers and community members and family members say good-bye to officer michael johnson at s.a.p. center, hundreds of police officers will show up at his department, the

sypd to report for duty. the department will grow by about 200 officers as officers from other law enforcement agencies provide mutual aid. the officers will be on the job patrolling san jose today so that quell low officers of michael johnson can attend his memorial service. they'll be briefed at roll call in about a half hour or so at sjpd headquarters and in fact the 13 police chiefs in santa clara county will also leave their desks, get into patrol cars and hit the streets as well. as those officers arrive for duty this morning, this is what they will see first, the flowers, the candles, the pictures of officer mike johnson. it will be a physical reminder of what could go wrong at any given time on any given day. in addition to the officers from the surrounding departments providing that mutual aid, san jose police officers association says they expect law enforcement from across the country to attend the services as well.

although the uniforms may be different they'll have the same black band across their badges, showing their support for officer johnson. in san jose, kris sanchez, "today in the bay." >> thank you very much, kris. >> support from all places today. more details now following that service, there will be a private burial at san jose's oak hill cemetery. the procession will leave s.a.p. center around 1:00 this afternoon and travel along santa clara street through the heart of downtown san jose before turning south on market street and the procession will end at the cemetery. the story is one that hits home for many people living in and around san jose. just because you can't attend the funeral service does not mean you can't help. today the brittannia arms will donate their entire day's proceeds to the officer's memory. the british pub is open from 11:00 this morning to 2:00 tomorrow morning. the san jose earthquakes were showing their support for officer johnson. the team will hold an easter egg

hunt after this sunday's game. families taking part are asked to make a donation to the san jose police officers association. donation bins will be set up during the game and all donations will be matched by the san jose earthquakes community fund up to $10,000. the san jose police officers association is also raising money for the family, you can visit our website, nbcbayarea.com, for more details on how you can donate. here's more personal information about officer johnson. he attended gunderson high school in san jose, he was the captain of the chess team, as he exceled in math and science. officer johnson was a black belt in jujitsu, ultimately becoming a sensei or a teacher at the dojo where he studied. first job as a newspaper delivery boy on his bike for the ""san jose mercury news."" he was also a skilled marksman and won medals at the police and fire games own an a sad note he and his wife nicole were married

ramon just after midnight. people as far away as san francisco are reporting they felt it. it struck about six miles beneath the ground. again both police and sheriffs say no reports of any damage or any injuries. laura? you know, sam, with he knew it was bad but look at this video. on the left this is what it should look like, but this is yesterday, nothing but dry, dead grass on the ground, not a flake of snow. governor brown was there to see the trouble firsthand and for the first time in california history, there will be mandatory water restrictions. governor brown is ordering a 25% cut back statewide to save water. he threatened hefty fines and rate hikes for californians who fail to meet new conservation targets. this is the fourth year of the dlout. the april snowpack survey marks the worst april snowpack in history. >> people should realize we're in a new era.

the idea of your nice little green grass getting lots of water every day, that's a thing of the past. >> brown really is the new green. governor plans to take action against water wasters. governor brown may want to look to actually santa cruz. santa cruz cut back water use by 25% last year, the city offered rebates to replace lawns and also imposed mandatory water rationing of 15% to 25%. the water wasters held water schools, a place for customers to learn what they were doing wrong and how to fix it. if they attended and passed the test their hefty fines were reduced. >> the water is not there so i don't think we have much of a choice at this point so i think it's a step in the right direction. >> the water department will continue to hold water school this summer. we'll have many other stories on the drought in the coming days and weeks. for details on how the cuts will affect you, logon to our website nbcbayarea.com and search

historic drought. sam? >> laura, thank you. time to check your microclimate forecast at 6:08 this morning. live look at the bay bridge and yes, it is a chilly start. this is some changes in the weather forecast, but right now, what's grabbed christina's attention are cold temperatures. >> definitely grabbing your attention when you walk out the front door. san martin at 39 degrees. we'll take a good three to five degrees off your morning lows tomorrow, a rare chance for a frost advisory to go up in the bay area tomorrow morning. it's been really mild so far, temperature wise, for 2015, and so yes, want to make sure you're ready for that. 39 degrees, chilly to start in san martin. waking up at 51 degrees in oakland. you notice right around the bay is where we have the milder temperatures at this point. we're already at 46 degrees and dropping in san jose as we get through the next couple hours. let me take you through your day part forecast, the cold start will make way to warm afternoon

sunshine, and temperatures in the mid-60s by lunch time today. rounding out the day in the low to mid-70s, just about everywhere, with the exclusion of san francisco, 69 degrees though definitely going to be a warmer than average day there, and we're going to see more of the same for the final day of the work week, which is tomorrow. you made it to the end of the week. high pressure firmly in control, that ridge starts to break down, heads off to the south and the east, as we head throughout your weekend, and that's going to allow for some shower activity. we're looking at a rainy pattern that kicks off on easter sunday and you're also going to notice here on your five-day forecast temperature also drop, very chilly day on easter. more on that coming up in just a few moments. i'm going to show you when we're expecting that rain in your microclimate and how much you might receive out of this first round. we'll talk about that but first check your drive, all buttoned up over there, mike? >> loosen the button a little bit. looking over toward the bay bridge toll plaza, too early for

this but we always see it, the backup at the toll plaza is on schedule, just people don't want this in the morning. we have that flow of traffic moving smoothly on the bridge itself because of the metering lights, and we'll look at your map, we don't see any drama on the maze or approach. 580 only slowing off 24 east shore freeway moves really slow coming off the bay bridge and carquinez bridge, a smooth drive for 680 and interstate 80 respectively. i want to move over here, two incidents to report, the first one right there at the 680 highway 4 interchange. the flat tire has cleared to the shoulder, stay to your left toward the connector, someones still there fixing the flat tire and on the right westbound highway 4 at willow pass road, folks moving toward 680 trying to take that corner there and a slower drive as you past that crash also on the shoulder. we have slowing out of antioch and pittsburg and bay point for highway 4 and the tri valley a little build southbound 60 and southbound 880 through hayward

and down in toward union city typical pattern and easier drive this thursday, seeing a smooth flow of traffic across the san mateo bridge and dumbarton bridge headed over to the peninsula side. look at the south bay san jose traffic flows nicely, north 101, 87 slower in the downtown after a fender bender tleered from curtner. we'll guff you a look at the peninsula, palo alto, wrel' take up company northbound with the tail lights past willow and toward san francisco and we'll check the north bay as well. good volume of traffic, more than we see monday through wednesday. my guess is there may be more folks out today, they want to get out tomorrow for good friday. >> good friday. >> sorry, i was thinking palm friday. palm sunday, good friday and many people taking the day off, they want to get stuff done before their weekend. >> good point, thank you very much. >> right now it's 6:12. up next, a violent ride caught on camera.

gatos at 10:00 and travels to s.a. center. the memorial will begin at 11:00. this morning, at least 15 people have died, more than 65 injured after masked men storm a university in kenya. more than 500 students though still unaccounted for. the somali militant group is claiming responsibility for that attack. california governor jerry brown ordering mandatory water restrictions following the worst april snowpack survey in state history. brown calls for a 25% statewide reduction. at 6:15, the san francisco cab ride turns violent and all caught on camera. now san francisco police hope someone recognizes the attacker. "today in the bay's" stephanie chuang is in san francisco with a clue that may lead to an arrest. >> reporter: good morning. it's one of the best things you can have in this case, video. the attack captured on a dashboard camera while the cab driver was still driving here on his way to the civic center b.a.r.t. station.

>> really? >> yes. >> you want to just go there? >> yes. >> reporter: you can see the dash cam captures the driver gonzalez trying to save his farer a couple of bucks tuesday morning taking him to a closer b.a.r.t. station, so the ride starts off friendly enough but then he sensed something was off when the man wouldn't slide over in his seat, kept sitting directly behind him when the man who said he was going ohm to oakland began to hit him with a metal padlock. >> got a bump on the head and a little blood but it could have been so much worse. >> reporter: more and more taxi cab drivers have cash cams in their vehicles, this is footage from february in a different cab when that passenger refused to pay and beat up a yellow cab driver in daly city, leaving the driver with serious facial injuries. the san francisco suspect meantime tried to take electronics from the front passenger seat but got away with nothing. the hope is the video goes viral and lands the attacker in jail. in san francisco, stephanie chuang, "today in the bay." >> steph, thank you very much.

6:17 right now on your thursday morning. we'll get a look at your microclimate forecast and that vista jaw-dropping per usual, it looks like there's just warmth emanating there, but you know what? as we talked about that, that you were talking about frost can be deceiving. this morning, christina. >> yes, i think we have a better chance for tomorrow but temperatureness in the 30s which we haven't seen in quite some time and it is possible for some frost if you're headed down towards slinas this morning, there's a frost advisory in place. travel cautiously out there. the time is 6:18. temperatures are mostly in the 40s and 50s. we're at 4 degrees in the north bay. we have wind out there mixing up our atmosphere, tomorrow we lose that wind, the cool, dense air settles in and temperatures are going to be cold enough for frost, like sam's talking about. temps in the mid-60s by lunch time today, we'll round out the day in the 70s, and just getting a really pretty sunrise out there this morning. if your pollen levels have been high, if you've been sniffing,

sneezing, allergies, yes, it's definitely that season and the wind does not help out with that. as we lose the wind we are looking toward lower pollen levels for the next couple of days and through the weekend, we have showers on the way, that will improve that situation even more. definitely people asking about that on facebook and twitter. ask me your questions, i will respond. patchy frost is expected tomorrow morning, like we talked about, and then we're going to see a nice finish to the work week, with temperatures just about as warm for your friday afternoon. we bring in those showers, starting on sunday, and that will continue into monday, i promise you the timing first though, want to make sure you're aware of the fact we could also see a little bit of lightning, some thunder in the forecast from this system that arrives on sunday. so we take you through your sunday, 9:00 a.m., looking towards a little shower activity, that will intensify for the second half of the day, good idea to plan that easter egg hunt early, i think a lot of that activity for us in the south bay, though, will hold off until about lunch time, then i take you into monday and

tuesday, when we get a big system of low pressure for this time of year, this could actually produce an inch of rainfall up in the north bay, and we could get up to a half of an inch right here in the south bay, so things are looking up for us when it comes to the forecast. also tracking another system as we get into the end of next week. so we'll keep you updated, we have a storm system to watch, and another one potentially towards the end of next week, and that is great news when it comes to the drought situation. as you do at your household, mike, we urge everybody to conserve as much water as possible. over to you. >> thank you, christine. my kids are reminding me, getting a good education about that at the school. so they don't have bad habits like us adults, start them young. 880 moves smoothly and easy flow of traffic headed into the south bay. as we look at your map the speed sensors through the same area show a dip below 60 miles per hour, but it's a lighter volume, just a little slowing as folks jump onto the freeway and start their day headed in toward san

jose. northbound routes slowed for 101, sticking to the speed limit there. 87 shows a little slowing from capitol expressway into downtown and a smooth drive here. talking about the service for officer johnson, that will be the procession start in los gatos, head up on winchester and san carlos, staying off of the freeways but the long motorcade will likely cause slowing after 10:00. plan on disturbances through the city because of the motorcade throughout the morning until the early afternoon and keep that in mind, 85 and 280 will be here. the normal value for a thursday, looking at south 680 coming off the dublin grade. we're looking at a smooth flow of traffic headed toward the dublin interchange. take our live camera faces toward el chara. crash westbound. i scanned the whole area and couldn't see flashing lights or lanes blocked. report of a crash in this approach and the fast lane so we'll watch that as well. out to the maps a smooth drive

6:25 on thursday morning. cold start across the bay area, taking a live look outside, as the sun's arrival is a happy one for this day, hoping to warm things up. we'll check the forecast in moments. this is interesting, a new prenatal test is proving to be extremely accurate at detecting down's syndrome in the early stages of pregnancy. uc san francisco conducted the dna blood test on 16,000 pregnant women and the test positively identified the 38 cases of down's syndrome. the test is proving to be even more accurate than the current standard testing of am know

"today in the bay's" tracie potts live in washington, d.c., to explain just who is behind this attack. good morning, tracie. >> laura, good morning. al shabab has claimed responsibility. remember they are the somali islamic militant group that also claimed responsibility for the mall attack in nairobi two years ago. now, according to witnesses,

they sit off an explosion at the gate of this college late last night and for hours after, a fierce gunfight with authorities there. they went inside, according to authorities, and shot at least 15 people, killed at least 15 people, another 65 have been wounded, about 50 they think escaped, according to the red cross, but there are hundreds of students and workers at this school who are unaccounted for, some of them believed to have been still held hostage inside. it's an ongoing situation. we've been monitoring all night long, we do know at this point that at least 15 people have been killed but there are a lot of people who they're concerned about who may still be inside with those gunmen. >> so interesting, one to continue to follow. thank you very much, tracie. at 6:31, more developing news this morning, right now rescuers frantically searching the icy waters off eastern russia for survivors of a sunken fishing vessel.

the ship had 132 people on board when it started going under this morning. as of now, at least 54 people are confirmed dead. 63 have been rescued, 15 are still missing. crews think the ship collided with a chunk of ice. an inside look at an officer's body cam capturing video of his frantic search for survivors following a tornado in moore, oklahoma. sergeant joseph williams was on patrol when a torpedo touched down. he headed to the damaged area and saw a home with the roof torn right off. he called out but no one responded. so the officer kicked in the door, nobody was inside. in all, 33 homes destroyed in last week' tornado. time to check our own microclimate forecast this morning, let's take a peek outside. golden gate bridge clear out there, but a cold start to our day. you might want to dress in layers. >> some of the temperatures in the 40s, christina. >> we have some thirt30s out th.

good morning to you, sam and laura and to you at home. temperatures chilly to start, much colder than this time yesterday. we had that wind that mixes up our atmosphere this morning, the cool, dense air is settling down but it's a little breezy out there, tomorrow morning we lose that wind entirely and as a result, temperatures are going to be even colder. i think we'll see a frost advisory go up for parts of the bay area when we meet back here tomorrow morning. for this morning, dress in layers, 70 degrees on the peninsula later on today. 73 for the east shore and 74 degrees in the north bay. your weather headlines tell the story. about five to eight degrees warmer today than where we ended up for your wednesday, as we get into tomorrow, chilly start, a little bit of frost expected and then everything changes. it's going to be just about as warm for your friday afternoon, then as we get into your easter weekend, showers arrive and we also have a total lunar eclipse. i'm going to tell you where and when you can see this, if that's

something you're interested in. cool stuff. we'll have this in my next report for you. first check your drive, welcome in mike inouye. >> good morning, christina. folks we take you you the oto the san mateo bridge looking at brake lights traveling away from us. i saw somebody slam on their brakes in the middle lane and that caused this ripple back for a time being it almost stopped traffic for about 30 seconds but that's how delicate our commute is, westbound continuing to build. on our maps we see that slowing drive, the trend going from green to yellow then to orange as you travel over to the peninsula, which is still green and smooth at the limit for 101 and 280. the dumbarton bridge a little farther south 84 on your map there, also hayward and 680 through pleasanton and sunol. we're showing an easy drive right now, the earlier crash at airway looks like it cleared to the shoulder for westbound 580. moving the map to the south bay, san jose shows your typical build northbound slowing north of capitol expressway and for 101 north of 680, 87 and 85 show

day here. this morning, investigators question the parents of the germanwings co-pilot believed to have intentionally crashed a plane full of people into the french alps. it's unclear if officials are learning any new information from andreas lubitz's parents. prosecutors say they might have a new update later on today. the ceo of the airline visited the crash site this morning where 150 people died. the company said it knew lubitz suffered from severe depression but in years passed. we could see major developments today in the controversy surrounding religious freedom bills in arkansas and indiana. they are rewriting portions of the bill and removing other portions trying to find a compromise. in indiana, the pressure is on to change the law before easter break and final four in indianapolis this weekend. the clock is ticking in arkansas where the governor refused to sign a similar measure yesterday. >> we're going to fix it and

valley we'll jump by 20 degrees between now and noon, so that's going to be comfortable out there as of lunch time as you break for lunch, so much closer to the weekend at that point, a lot of us getting together with family and friends. we have jewish passover on friday night and of course easter sunday looking forward to seeing some families. 72 degrees in the south bay, 74 degrees in the tri valley, and 74 degrees in the north bay. here's where we're headed for tomorrow, more of the same after we get through that cold start, could see a little bit of frost. i would not be surprised at all to see a frost advisory go up for your inland valley spots and then by saturday night, something really cool is going to happen, a total lunar eclipse. this is expected between 4:58 and 5:03 a.m., the lunar eclipse when the moon passes into the earth's shadow when the sun, the earth and the moon are all aligned and there's going to be quite a few viewing parties for this. we'll have the details when we meet back here tomorrow morning but for your easter weekend,

keep in mind it's kind of cool out there, a little cloudy and we have showers on the way as of sunday. also expecting some thunderstorms as we get into easter sunday night. so here we go, let me show you your latest futurecast, models bringing in showers activity by about lunch time on sunday, and then we continue that for you, we take you into monday at 11:00 p.m., we get another round of light rain and then by tuesday a more generous round of rain comes through starting at 9:00 a.m. continuing through much of date, clearing out by about 8:00 p.m. and we could pick up an inch of rain, if everything works out if the system stays organized. we'll keep you updated. i'll have the latest every 15 minutes throughout the todd she. i'm watching the models like a hawk obviously because of the drought and plus we need that rain to keep our hills nice and green, makes for a pretty drive across the bay area. let's check in on the morning drive with mike inouye. >> folks are watching the roadways as well because we don't have any major crashes. i hope i don't jinx anything.

if we do, not my fault. the bay bridge toll plaza the lighting changed, we have the headlights and the sunlight, the lighting on the sides of the road has gone down bewe have a backup and the maps typical flow of traffic off of the maze, as far as the slow drive coming off of the berkeley curve and 580 which is starting to see a smoother flow of traffic. lighter volume of traffic will continue to see a nice easy flow toward the east shore freeway. we have a breakdown reported on 980 right at 880, out of lanes and no real slowing for the last few minutes. we'll zoom out of the map and upper east shore freeway with slowing down, hercules and richmond for west 80, approaching the bridge headed toward san rafael where southbound 101 shows speeds coming down to the upper 50s now, just the build out of novato toward the portion of the north bay, nothing going on as far as incidents go. westbound highway 4 an earlier crash at willow pass road in concord, slowing things down. it cleared from the roadway. another crash over at loverest over in antioch shows you a little more slowing as well. no big deal loveridge looking

toward the tri valley area as well, the crash over at airway let's take our live look at a camera. we had a crash westbound coming into the area at airway. i didn't see any land blocked, el chara a smooth flow of traffic showing, they must have cleared that quickly from the roadway. the tri valley with that shot and over toward the castro valley y. new crash reported southbound 880 past the 238 merge. we're looking at the slower drive from there, hayward down in toward union city. we have typical build for the nimitz freeway, smooth drive across the san mateo and the dumbarton bridges, the peninsula not slowing at all for 101. northbound 101 shows a bigger slowdown than 87 and 85, dipping into speeds but a new crash reported north 101 at oakland road could be a factor. slowing coming into the area, the crash must be blocking the slow lane. it's just north again at oakland road around 880. back to you. thank you very much, mike.

starting at 10:00 this morning, through campbell, heads east on stevens creek boulevard, there north on montgomery street to autumn street to the s.a.p. center where a memorial service for officer michael johnson begins at 11:00 this morning. san jose police say standard security procedures will be in place at the s.a.p. center. friends and co-workers including those who were part of a special response team at san jose regional medical center are bracing for the service. >> it's a very emotional toll when we see things that are happening, the tv, the funeral and all that, just understand the support that he truly had and i hope if anything that he, where he is right now, up in heaven, that he's able to feel that. >> reporter: now at least 200 motorcycle officers will be part of the procession. the chp will use additional motorcycle officers to help guide the procession to s.a.p. as well as afterwards to the cemetery in south san jose.

reporting live from los gatos, christie smith, "today in the bay." >> a very solemn day, thank you very much. now toe a live look at s.a.p. center this morning, in downtown san jose. in a matter of hours members of law enforcement from across the country will fill that arena to remember officer johnson. the first san jose officer killed in the line of duty in 14 years. let's bring in "today in the bay's" kris sanchez who joins us from the s.a.p. center and kris, in a true show of support, several other law enforcement agencies locally and hundreds of officers stepping in, so the san jose officers can take time to grieve. >> reporter: exactly. they can't exactly take a day off to come to the memorial service and in fact, there are sjpd officers inside right now making sure that everything is set up and ready to go for the memorial service. officer mike johnson's patrol car is there on the floor of the s.a.p. center as we speak. there's also a briefing getting started over at sjpd

headquarters and the force will be about 200 officers stronger today because of mutual aid. other officers from other departments showing up so that all sjpd officers who want to attend the service can do so. there are about 200 officers from neighboring departments that includes departments like milpitas and sunnyvale and in addition to that, the 13 police chiefs for all of the law enforcement agencies within santa clara county, they are away from their desks this morning, they will be in patrol cars offering support protecting the streets of san jose as well, so you may see some unknown vehicles in your neighborhood today, rather unfamiliar law enforcement vehicles in your neighborhood today. in addition to all of the officers who are providing the mutual aid, the san jose police officers association says that they have gotten a number of calls from law enforcement across the country who say they plan to be here to show support for their fallen brother, the

cab driver picked up his fare in another part of san francisco and suggested bringing him here to the civic center b.a.r.t. station to save him a couple bau bucks. the ride became friendly enough but before they got here -- >> what the [ bleep ]? no, no, no! >> reporter: the dash cam catches the passenger hitting the driver with a padlock. the passenger tried to steal electronics and other things from the front passenger seat but was unable to and took off. he didn't rob him but the driver says he feels robbed of his sense of security. >> makes you think wow i'm out there every day by myself and that's it. it's me against the world in a way. >> reporter: it's a growing trend. more taxi cab drivers have the dash cams in their vehicles. this is footage from back in february in a different cab when a passenger refused to pay the fare and beat up a yellow cab driver in daly city, leaving him with serious facial injuries. the victim in this san francisco case says it's the first time

he's been attacked by a passenger in the 12 years he's been driving. he hopes it's the last and that the video goes viral and lands the attacker behind bars. in san francisco, stephanie chuang, "today in the bay." >> 6:56. we knew the drought was bad. look at the video, on the left this is what the sierra should look like at this time of the year. on the right, this is what it looked like yesterday, nothing but dry, dead grass. not a flake of snow on the ground. the governor was there to see the trouble firsthand. for the first time in california history there will be mandatory water restrictions. governor brown ordering a 25% cutback statewide to save water. he threatened hefty fines and possible rate hikes for californians who failed to meet new conservation targets. this is the fourth year of the drought. april snowpack survey marks the worst april snowpack in history. >> people should realize we're in a new era, the idea of your nice little green grass getting lots of water every day, that's going to be a thing of the past.
