wisconsin? we will have much more on the big game coming up. >> let's get to the top story. the stinging review about an alleged rape at the university of virginia that has the magazine officially retracting its story and the story's author apologizing this morning. gabe gutierrez is on the campus for us. good morning. >> reporter: good morning. this story rocked the campus and sparked a national conversation, about sexual assault. but the report is scathing blaming not only the "rolling stone" reporter but the editor. they are apologizing to readers and anyone else damaged by the piece, but despite that, everyone will keep their jobs. this morning the story that horrified the country has been retracted, replaced on the "rolling stone" website with the headline, what went wrong? a new independent review calls the article a story of journalistic failure that was

avoidable. a woman identified as jackie claims she was assaulted by seven men at a fraternity in 2012. this report from a journalism school finds "rolling stone" violated basic journalistic principles by not contacting jackie's friends to check her story. >> if this reporter contacted you, would this be avoided? >> absolutely. >> we sat down with two of jackie's friends mentioned in the article. >> i wondered why there was a photo i had never given. >> reporter: the report found "rolling stone" did not try hard enough to find the person accused of orchestrating the assault and did not give the fraternity a chance to review the allegations in detail. the reporter apologized. i allowed my concern for jackie's well being, my fear of retraumatizing her and my confidence to take the place of more questioning and more facts. charlottesville police can't rule out something terrible

happened at some point -- >> all i can tell you is there's no substantive basis to conclude that something happened in the article that night. >> calling it irresponsible journalism, they did nothing to combat sexual violence and addressed serious efforts to address the issue. >> there is a lot to be learned and that's the take away. >> reporter: "rolling stone's" publisher said this represented an isolated and unusual episode and that the reporter would continue to write for the "rolling stone" magazine. a lawyer for jackie declined to comment and columbia university scheduled a news conference to discuss this later today. >> on the campus at uva, thank you. in other news, president obama is strongly defending that deal to halt iran's nuclear program, calling it a once in a lifetime opportunity. but some lawmakers here and abroad are not buying it. the chief foreign affairs

correspondent andrea mitchell has the latest on this. good morning. >> reporter: in a high profile interview, president obama is answering prime minister netanyahu and other critics at home of the iran deal through a clear message. he has israel's back. under fire from israel and many in hong kong, he chose thomas friedman, a veteran little east man and guaranteeing israel's defense. >> that i understand that prime minister benjamin netanyahu is expressing the deep-rooted concerns that a lot of the israeli population feel about this. what we will be doing even as we enter into the deal is sending a clear message to the iranians and to the entire region that if anybody messes with israel, america will be there. >> let me start -- >> that will not appease prime minister netanyahu on "meet the press." >> i think this deal is a dream deal for iran and a nightmare deal for the world.

>> the administration is counting on secretary of state kerry's deals. a nuclear physicist defends it. >> we have blocked all of these pathways to a bomb. this is a long-term arrangement. >> since thursday's agreement, iran and the u.s. are disagreeing about what they settled on. back in tehran, iran's foreign minister zarif is disputing u.s. claims that sanctions would be phased out gradually, key nuclear facilities contained and tock stockpiles of nuclear fuel eliminated. >> it's designed to create enough space for each to build the political capital needed to get us to a generous agreement. >> reporter: officials say the agreement was deliberately ambiguous because of the hard liners in iran. but that could make it

harder to nail down the final agreement that is supposed to be filing on both sides come june. >> a lot of discussion between now and june on this one. thank you very much. >> natalie is here. the jury could get the case as soon as today in the boston bombing trial. >> that's right. the jury will hear closing arguments today and then they'll begin their deliberations. nbc's justice correspondent pete williams is in boston with the latest. >> reporter: good morning. the verdict seems a foregone conclusion, but two big questions remain. will dzhokhar tsarnaev take the stand in the follow-up trial to come and what penalty will be imposed? his lawyers have conceded that he was involved in the bombings and the shootings that followed. dzhokhar tsarnaev faces a total of 30 counts and a conviction on any of 17 of them dealing with the deaths of four victims would mean he could face the death penalty in a second trial. the jury would choose between a sentence of death or life in prison without parole. he did not testify in the guilt phase, instead staring straight

searching for three suspects wanted in connection with the shooting of five people in a home including three children. one of the victims is just six months old. police don't believe the shootings were random. all of the victims are in serious condition. california governor jerry brown responding to critics who say farmers should be included in the state's first ever mandatory water restrictions. brown says farmers have faced cuts to the federal water supply costing many workers their jobs. critics say the farming industry uses the most water state wide. brown says he will re-examine the issue if the drought persists. former contractor edward snowden says americans shouldn't curb their use of the internet just because the government is watching. snowden spoke to hbo in moscow where he has been for more than a year now since being charged with espionage. >> in my defense i'm not handling anything anymore. they are using extraordinary security measures to make sure

again, winter storm watches and warnings for the shasta, mount shash ta and the sierra. later tonight into tomorrow we've got heavy rain in coastal areas of northern california, it moves in early tuesday morning, into the morning hours, by tuesday afternoon showers extend into southern california, could see hail and a brief tornado possible. rainfall amounts generally about 2 to 3 inches in northern california, snowfall amounts upwards of 12 to 18 inches in the upper elevations of the sierra and mt. shasta. we'll get to your local forecast coming up in the next 30 seconds.

i drive every day for a living. >> reporter: but marie is not alone. in kansas city our nbc affiliate found other altima drivers with similar complaints. some said they had no idea that it was widespread and figured they got unlucky. >> you can feel it's soft right here. this is about a seven inch long area. where it's actually rotted up here. >> reporter: and her brown 2000 altima. >> who would want to buy a car with a hole in the floorboard? >> reporter: while many come from states with heavy snow and salt not all do. nissan said it's aware of a number of complaints but won't order a recall because it has no evidence of a defect and the cars affected are 10 to 14 years old. but the mechanics we talked to said something is wrong. have you seen this in a nissan before? >> yes. i have a couple other customers with the exact same car, same issue. >> reporter: nissan tells nbc

the heck is happening to my body. >> you said you would like to gain weight. >> exactly. it is very scary to have cancer be on medication and then you start losing weight. i think, oh my gosh is the cancer back and he said a side effect from the medication you're on is weight loss. >> you have been on a lot this year. one of the things have to do with your struggle with fertility. you have an adorable little boy. >> thank you. >> who is over 2 now, but i know you were hoping your surrogate would be able to have another baby. you just got sad news about that. >> we did. we -- everyone has been asking us about our last embryo because we would talk about it on the reality show we had our final shot of having a baby a biological child, another biological child. unfortunately, she did miscarry. it just didn't work out. but that's okay. we have other options. i've been open to adoption even before we had issues. so we're definitely looking at our options. >> and let's talk about "fashion police." you guys are creating headlines for a lot of different reasons. first of all, there was the

can't file your taxes on time. this year millions of americans miss that deadline. so what do you need to know with just ten days to go? jean, good to see you. good morning. the first thing is don't do nothing. >> doing nothing gets very expensive. you have to file even if you can't pay. the penalty for not filing is 5% of what you owe per month up to 25%. that's 10 to 20 times more than the penalty for filing and not paying. >> because if you don't file then the irs generates a return based on what the company you work for tells them you made. >> exactly. the irs gets information from two sources and the sources are supposed to true up. they are supposed to be the same and that's how you know what you owe and are not cheating. few and if you don't tell them they base it on once source. >> you say figure out when you might be able to pay. that's an important question to ask yourself.

>> right. there are different methodologies based on your timeframe. if you think you can pay within 30 days, just file the return. the irs is going to send you a bill and penalize you, but .5%. a half of a percent of what you owe. it won't be a huge amount. if you think you can pay from 30 days to 120 days from one to four months essentially you want to ask for a short-term payment extension. they are willing to do this. you have to ask for it. you're going to be penalized but it won't cost you as much as going on installments. >> a lot of people qualify to have interest fees waived. >> this is what the irs calls the fresh start initiative. there's a separate form to fill out but they are very clear. you have to be going through a hardship not just an inconvenience. it will require you to sell assets at a significant loss in order to qualify. >> we have gone from asking yourself when you might be able to pay.

now you need to ask yourself the question, how am i going to pay? >> right. it's going to take you more than four months. the first is an installment agreement. if you owe less than $50,000 and can pay it within six years, they are willing to allow you to go on installments. there is a set up cost from $50 to $120. the lower cost is if you are willing to allow the irs to pull money from your bank account each month which drops the penalty from a half a percent to a quarter a percent. >> if you owe the irs money, it may be a red flag that you have got this whole thing figured out wrong in the first place. >> yeah and you want to go back to adjust your withholding because you don't want this to happen year after year after year. and another option is to pay on a credit card. before anybody says whoa that's a bad idea. if you have a zero percent credit card and you can pay within a year or two?

you may very well be better putting it on that credit card but a high interest rate credit card no way. >> what if it is not about money, what if it is you just can't get it all together by april 15th. what do you do then? >> in that case fill out the extension. the irs will give you the six-month extension, but it is an extension for filing not paying. pay what you think you owe them. base it on last year just be careful that you don't want to undercut what you owe the irs by 10% or more or you pay a penalty. >> and by the way, people can file for free and always be careful with scams out there targeting taxpayers. >> you get a call from somebody saying they are the irs, they are not the irs. hang up the phone. >> good insight. jean chatzky, thank you very much. we are back in a moment. this is "today" on nbc.

they became very very sick. apparently due to a pesticide that was used at their hotel. pesticide poisoning that they are suffering from. the rental agency said they were staying on the second floor of the condo above a property that was recently sprayed for bugs. now what is used in this pesticide is a highly toxic pesticide that is illegal to use indoors in the u.s. and the u.s. virgin islands, but i guess other places it is still being used obviously. such a horrible story. the mother was released, the father is now in stable condition, the twos however the teens are in critical condition this morning. they say it is a neurotoxin and affects the brain and the central nervous system. my thoughts are with that family. it makes you think as stephanie gosk was reporting one of the
