good tuesday morning. it's 7:30. i'm sam brock. >> i'm kris sanchez. we'll take a life look at fremont where there's some wind out there this morning. also, some rain. here's what it looked like outside at&t park a few hours ago. you can see our camera getting a little wet. our meteorologist christina loren is tracking the weather. >> this is probably going to lead to a slower than normal drive to work. the good news is, we're actually getting rich moisture across the bay area.

overnight, we had quite a bit of lightning firing just offshore. you may have heard the thunder. it was fair game. right now the heaviest pockets of rainfall are south of highway 92. you can see san francisco starting to get a little bit of a break. some cities have already picked up over half an inch of rainfall this morning. i want to zoom you into foster city. that's where our own stephanie trong is. what are the conditions like? you're weathering the weather very well? >> reporter: good morning to you. we're in foster city where it's raining steadily. the wind is an issue as rain is coming down this way. we have san mateo bridge behind me. they have issued wind advisories for san mateo. we shot some video of the rain that has accumulated on

southbound 101. you can see puddles are on the right-hand side and they splash pretty big. make a pretty big impact when you drive through them. the usual advice from chp is to slow down today. leave space between vehicles, especially watching out for the flooding on the roadways. back here live, again, it is still raining pretty good here. we just saw in the last 20 minutes or so, there was an accident northbound 101 where the vehicle spun out 20 feet off the roadway. be sure to be careful. we'll have updates throughout the show. back to you. >> thank you, stephanie. it's been a while since we've had appreciable rainfall in the bay area. what happens is that oil that lays down on the street starts to get welled up. it's a little slicker than usual out there. please travel cautiously this morning. as we head throughout the morning, we'll continue to track the showers as they move in. heaviest rainfall right now located right in the south bay.

later on today we are talking about some thunderstorms on the way. more on this, plus we'll get to your wind speeds coming up in moments. right now we want to check out your drive. maybe you're getting ready to leave. here's anthony with the latest. >> we have numerous spinouts. over a dozen reported. i only have time to point out a few serious accidents. there are three making their way toward the bay bridge. you can see over my shoulder, emeryville, an accident on 80 westbound at university. also just past the toll plaza. san francisco some reporting of flooding on the 80 westbound side just after the ninth street off-ramp. toward the east bay on 680 northbound at 2838. three lanes ablocked because of a series of accidents. it's going away from the flow of traffic but lots and lots of spinouts. take it easy out there. remember the blue you see on the

map, that means hydroplaning is possible. >> good reminder. that rain going to affect the morning commute because of the timing. >> let's get the perspective from a different location. live from the summit on highway 17 with a check of the conditions. what are you seeing? >> reporter: good morning to you. we started our morning -- i started my morning in the east bay in livermore but as we got into san jose, we see the rain starting to come down much more heavier -- heavily than it was earlier. right now we're seeing a little lull. your headlights right there are heading northbound on highway 17 back down on the other side of the summit into los gatos and san jose. some of the same thoughts stephanie was mentioning, you want to watch your speeds. chp will tell you that. concerning the fact we haven't seen that much rain that the rain getting on the roads right now, it brings up a lot of the oils that typically might have

been washed away in earlier rainy seasons but we haven't seen as much. so the roads could be extra slick. something to keep in mind if you are going to be choosing to head into work as opposed from working from home this morng, if you have that option. you might want to give yourself a little extra time. don't tailgate. keep in mind, the roads will be very dangerous, more dangerous than usual because of the wet weather. reporting live atop the summit, "today in the bay." this latest storm is triggering memories of the last big storms we had back in december. hardware storms in marin county say they've seen an uptick in sales as people gear up for the most significant rainfall in months. you may remember all that flooding that happened back in december, people hoping this storm brings plenty of rain without the flooding. >> a lot of additional rain boots, a lot of plastic, tarps. >> i bought this for a project i'm doing tomorrow, but i'm just

praying for rain tonight because we need it. >> video from last night shows how much the wind had already picked up. that's expected to continue through the morning. we'll continue to follow this story all morning long. as we take a live look outside of what's going on in the south bay, san jose, where christina said we're starting to see the bulk of the rainfall. she's closely watching that rainfall. anthony slaughter keeping an eye on the roadways. we'll have an update throughout the course of the morning. you can stay up to date on the forecast where you live with our nbc bay area weather app, for free on your android or iphone. breaking news in santa clara. all northbound lanes of highway 101 are open once again this morning after a deadly crash shut them down for hours overnight. this happened at the exit for dela cruz boulevard. this is what's left of one of the cars involved. chp says a witness saw a pickup truck, hit a stalled car on the

freeway, which caught fire, trapping and killing the person inside. that fire burned for more than an hour. the cause of the crash is under investigation. former 49er and raider will have his day in court. kwame harris. we have video of the incident that happened sunday night. they say he was careening through the streets before he passed out in his car. authorities caught up to him and the car was still running. when he came to, harris reportedly did not cooperate. >> the suspect then tried to bite the officer's hand. thankfully the officer was not bitten. >> police arrested harris. he left football back in 2008 but he hit a low point in 2013. this mug shot from a domestic abuse arrest for beating up his then-boyfriend over an argument involving soy sauce. the man accused of attacking a homeless man in san francisco last week will be in court

today. police believe arthur lee jones is the man seen in this security video swinging a metal pipe or bat at a homeless man. that left the man with severe head injuries. witnesses told police the two got into an argument earlier and then jones returned later to attack that man. 4:38 right now. city and county leaders in the south bay got an earful last night with people upset about seemingly endless problems of crime and homelessness. about 50 people attended that meeting with san jose city and santa clara county officials. some were fed up with crime in their neighborhood. others wanted better streetlighting, more patrols and more police officers for the city. officials discussed solutions but some residents came away wanting more. >> we didn't hear about all these businesses that leave downtown because they don't feel they're safe anymore. that's an issue. >> the other thing wheel do in the interim is take a look at all the suggestions made and make sure we're gleaning out of them the low-hanging fruit. like what can we be doing right

now? >> one suggestion from east san jose's new police commander, call police when a crime occurs. she says people don't do it as often as they should on smaller crimes. eight candidates for city council will face number of a special election to fill one open seat. today's election covers district 4, which covers north san jose. the candidates are vying for a partial term for the seat vacated by former council member who is now in the state assembly. one candidate will have to receive a majority of votes to win outright. if not, there will be a runoff in june. that seems pretty likely with that many candidates in the field. we already know the rain event well under way this morning at 4:30. we talked to stephanie earlier and she was reporting wind conditions are picking up, too. >> it's definitely a combination of both rain and wind, which is probably going to prompt you to give yourself extra time this morning. no matter what, as you head out that door this morning, please travel cautiously.

if you're taking little ones to school, some kids are back after spring break, you really want to take it easy out there this morning. you can see from the radar, heaviest rainfall right now, mostly south of highway 92. this is going to be the story. we are going to be in the red and the yellow, which is moderate to heavy rainfall all the way throughout this broadcast. things starting to improve by 7 a.m. this morning. i want to show you your wind speeds. you can see, they are pretty strong. we're 21 miles per hour sustained in san francisco. 14 in san jose. 24 in oakland. so, you might drive out your front parking area and then once you get onto the highway, you get caught up with a really strong gust of wind. so, do take it easy out there, especially over open water bridges. rain, heaviest right now until 7 a.m. the strongest in the south bay hills when it comes to wind. sustained at 20 to 30 miles an hour. gusts 40 to 50 miles an hour through the heaviest areas of

wind. you want to take it easy. that's the highest elevations. we do have that risk for thunderstorms as we head throughout the day today. we accumulate that daytime heating. before it starts to warm up, i can tell you, we are still tracking that chance for snow on top of mt. hamilton. we'll have more on that for you. plus, i'll tell you when the showers will be out of here for good. we'll have a little activity throughout tomorrow morning. we'll show you the future cast coming up. right now, want to check on that drive, here's anthony slauter. >> we have a few spinouts across the area and very serious accidents starting to appear across the chp. i want to show you the camera from emeryville. the top of the screen, the ambulance there. there was an accident and people were in the slow rain. this is already a slow spot. as you know, you take this route, it will be slow until 7:00, 8:00. a couple other accidents in that area past the toll plaza, a spinout there. at the connecter, 980 connecter

is headed toward the south bay right now. attorney general is looking into apple's hiring and firing policies. the cooper tino company recently fired several construction workers because of past felony convictions. union leaders wrote to apple ceo tim cook to urge him to reconsider, but so far no comment from apple. the san jose city council will talk about extending the life of its family cam. city staffers will recommend the council negotiate with u.s. forest service to extend the lease agreement. crews just finished rebuilding that family camp after the devastating rim fire from 2013. the fire charred hundreds of trees and destroyed more than a dozen cabins. the french laundry will reopen today for the first time in months. the world renowned restaurant tweeted out these images last night, giving fans their first look at the temporary kitchen. the restaurant has been closed

since december as it builds a new modern kitchen. until it's red, chefs will be cooking in four heavily renovated shipping containers that are probably still nicer than our kitchens. youtube has a new kids app meant to be safe for kids but consumer groups worry it's not so harmless, at least in its advertising. for news before the bell, we turn to cnbc for all the details. good morning. >> good morning to you. consumer groups are ernlging the federal trade commission to investigate youtube's new mobile app, launching it as a safer place for kids to watch videos and family moek cuss content. they say it's so stuck with ads and product placement it's hard to tell the difference between content and commercials. wall street looks to add to monday's gains. futures are pointing to a higher open. investors shrugged off friday's

disappointing jobs report. dow closing to 17880. nasdaq rising 30 points to 4917. apple is giving set to put its new apple watch out in stores later this month. the company wants to thank employees for their efforts. reportly apple is giving employees 50% discount on any model of the watch. it begins friday when consumers can begin preordering the watch and try it out at any apple store. sounds like a pretty sweet deal, 50% off. >> and you don't have to wait in line, apparently, because they don't let you get the watch. have you to preorder. >> i'm sure that will change quickly. >> thank you. today state water leaders will discuss how to best keep communities in line with those water reduction plans. the problem, how to enforce the mandatory 25% water cuts issued by governor jerry brown last week. especially for the largest water

wasters. cities will likely receive conservation targets based on the amount of water residents already use. luckily our first significant rainfall in a while taking place this morning. not just light rainfall at that. christina, you were mentioning we're seeing heavy to moderate rainfall as well. >> right in the south bay, that's where the bulk of it is. good morning to you. we're also tracking some thunderstorms firing off offshore. i can tell you later on today we could see some thunderstorms develop in the north bay mountains, higher elevations, you stand the best chance. also the east bay hills and santa cruz mountains as well. we will be watching that for you. i want to show you radar right now. you can see heavy rain right now. mostly to the south of highway 92, but 680 definitely getting a dousing of rain. 101 all the way from san jose down south through gilroy, heavy rain at times. please travel cautiously. as you head out and about, this is what you can count on. this is a live picture of the

golden gate bridge where you can see that rain being swept by that strong wind. so, winds will play a factor today in addition to the heavy rain at times. pop-up thunderstorms, certainly fair game for that. as we head throughout the afternoon, gusty wind in the hills. as we head throughout the night, things will start to calm down. we'll keep showers in the forecast, at least through the first part of tomorrow. let me show you your future cast, take you into later today. 12:00, high noon, still getting some light shower activity over parts of the bay area with some heavier pockets imbedded as well. that's when we could start to see those thunderstorms as we accumulate that daytime heating. then i take you into this evening. you can see things lighten up. like i said before with the storm system slowly moving out of here, we will see some showers all the way through tomorrow morning. we need the rain so desperately. i think we're going to measure up to an inch of rain even right here in the south bay. your temperatures for today will be on the chilly side. will be in the upper 50s to low 60s just about everywhere.

thanks for joining us. i'm kris sanchez. >> i'm sam brock. we start with a live look outside what we would call the quad boxes. we're monitoring weather conditions in all areas of the bay area, from the golden gate bridge to fremont to palo alto, it's all wet. meteorologist christina loren joining us. >> good morning to you. want to show you right now where the main cold front is. you can see that identified by the orange, red and yellow. that's heavy rainfall. mostly working its way through the south bay and the east bay at this point. you'll notice, we have had lightning firing off over the ocean this morning. we are fair game for thunderstorms over the bay area later on today. please travel cautiously wherever you're headed. want to take you live to the 17 summit. you can see this area getting moderate to heavy downpours. bob, you were out there for that historic storm in december. i know
