through the morning. in the south bay, looking pretty good. one small accident. two lanes blocked at moffett field. otherwise things moving smoothly this morning. back to you. >> thank you very much. now to a developing story. a woman shot and killed, her body left in the middle of the street one block from a south bay high school. this all unfolded last night mere the corner of south bascom and stokes. bob redell on the scene along with investigators. what can you tell us? >> reporter: good morning to you, sam. within the past 20 minutes, the coroner's office here in the south bay did remove the body of this woman where she had been lying dead on the right side as you look down the road right now, where you can see the crime scene. looks like technicians are searching an area in front of a pool supply store right near where she was shot, looking for any other possible evidence. she had been shot in the road or in that general area around 10:00 last night. police are still looking for a

man who shot her. they don't believe this was a random crime. they believe that she was with this man and at least one or two other people at the time that she died. don't know what kind relationship that they had, if they were just acquaintances or friends or what they were doing out here in the middle of the sidewalk near the road around 10:00 last night. investigators are interviewing the other person or persons who are with the man and woman who witnessed the shooting to get the suspect's identity, and to find out what led up to her murder. as far as when this section of b bascom will be open, they're waiting for a crime scene cleanup to show up. once that unit shows up, once they get their job done, they'll get this reopened. it could be perhaps within the next hour, but it's going to depend on when they arrive. reporting live, bob redell, "today in the bay." >> still very much an active scene there. thank you, bob. we will find out more details this morning about just how an escaped inmate from santa clara county ended up in

mississippi. jo at the time, he was in custody on suspicion of child molestation. deputies were holding a press conference to reveal how he was caught and we'll have the details at 11:00 a.m. explosive video coming out of south carolina which shows a police officer shooting and killing a man from behind. the officer michael slager appeared in court yesterday. the judge ordered him held without bail. tracie potts explains the criminal charges he's now facing and how that video emerged. >> reporter: it happened saturday morning in north charleston, south carolina. a traffic stop, a brief scuffle. then this. walter scott shot at eight times as he was running away. >> we've got 343 police officers in our department. this was a bad decision by one of those 343 that is the result

of that video and the bad decision made by our officer. he will be charged with murder. >> reporter: the officer says he felt threatened. >> shots fired. subject is down. he's got my taser. >> reporter: the video shows an officer picking up an object after the shooting and dropping it at scott's feet. >> this is a cop who felt like he could just get away with shooting that many times in the back. >> i don't want to see anyone get shot down the way that my brother got shot down. we've all seen the video. if there wasn't a video, would we know the truth? >> reporter: scott's family is planning to file a civil rights lawsuit. the family's attorney says that the person who shot that cell phone video is cooperating with authorities and will speak out at some point. tracie potts, nbc news, washington. happening today, do parents

have the right to decide whether their children should be vaccinated? sacramento lawmakers will debate that hot button issue today. senate bill 277 is up for discussion in committee this morning. that bill would repeal the state's personal belief exemption. it would also require children be immunized for diseases like measles and whooping cough before they are allowed in public schools. last night berkley's city council voted 7-1 in support of that bill, but there were a lot of people in talked yens whe au had mixed feelings. >> this wreaks of the most politics and fear mongering that i've seen since 9/11. >> what i have a problem with is when one person's personal freedom encroaches of someone else's freedom. it's a question about public health and safety. >> if the bill fails in committee, the authors have to go back to square one. this legislation was developed after the recent measles outbreak, which was traced back to disney land. last month, researchers

determined unvaccinated children fueled that outbreak, allowing the disease to spread quickly. more than 140 people got sick from december's outbreak according to the centers for disease control. we have more details coming up about today's hearing on our website, nbcbayarea.com. there you can look at our database of vaccine opt-out rates at california schools. just search vaccine database. the man accused of kidnapping and killing morgan hill teenager sierra lamar will be back in court today. he will be back to set a trial date. a previous hearing on this issue ended up getting postponed until today. lamar disappeared three years ago while walking to a school bus stop and her body still has not been found. the prosecutors say her dna was discovered in garcia torres's car. he's pleaded not guilty. the election to determine who's going to fill san jose's open city council seat is now going to a runoff. so far, 86% of the ballots have

been tallied and tim orozco is leading the race. however, by collecting just 22% of the vote, orozco still well short. city officials are trying to decide how to punish water wasters while rewarding those who conserve. next month, the state board will vote on a new and drastic plan to communities who aren't doing enough. resourceful communities already trying to conserve would only have to cut back by 10%. just yesterday, water officials revealed that in february, people only cut back their water use by about 3% statewide. an amazing sight in the sierra this morning. some areas are reporting close to two feet of new snow. chains now required on

interstate 80 this morning. while the snow is nice, it's too little too late for some ski resorts. operators say it would take more snow than they're getting to allow them to reopen. >> it cost a lot of tears. we were joking that we could power snow makers off of tears if we had the weather. but it was a tough one. >> for some other resorts, the snow means a couple more weeks of ski season still prolonged. >> make snow out of their tears. that is really sad. >> it's cute and poetic. >> governor brown might be doing a double take, christina, based on what he saw up there just last week, and now this new snowfall. >> i don't know about that. we're still going to have to conserve as much as possible. but yeah, i'm sure everybody's pretty pleased to have at least two great powder days up there. that snow's going to melt pretty fast. the good news is it's still cold enough for them to make that snow on top of what mother nature provided yesterday. but yeah, definitely a different scenario than when governor brown was out there last week. 50 degrees in the south bay.

mayor sam lacardo is considering a permanent memorial to honor police officers and firefighters who have died in the line of duty. the recent death of michael johnson rekindled that idea. back in 2008, council members did green light a similar plan, but it was later shelve ed back because of budget cutbacks. state supreme court justices will hear a legal challenge to san jose's ordinance called the inclusionary housing law. legal appeals have kept it on hold so far. that rule calls for developers to include small numbers of below market units with any new development project. other cities across the state have similar policies in place, but the housing industry calls the rule strong arm act ticks that do nothing to slow down soaring housing costs. starting next year, bart riders will have to dig even deeper to catch a train. late yesterday, bart quietly announced a 3.4% hike across the

morning after the markets stayed up late in tuesday's session. oil prices are in focus, falling back today after they settle at the highest level yesterday since the end of december. we've got a government report on u.s. oil supplies this morning, as well as the minutes from last month's fed meeting. also reacting to a mega merger in the energy sector, as shell is buying bg group for $70 billion. the dow slipping five points. the nasdaq down seven to 4,910. mcdonald's is going upscale adding sirloin burgers. you get a choice of toppings. the burger will be available later this month through the end of june. it's the latest attempt by the new ceo to boost sagging sales. and 7-eleven wants to satisfy your slurpee cravings. saturday is bring your own cup day at participating stores. there are a few rules. you can't bring in a trash can or fill up your shoes or hat. it could conceivably get you a

out that front door early in order to fight the showers that were coming through. we were in the thick of it at this point yesterday. today, different scenario. morning showers, afternoon sunshine coming your way. as we get into the next couple days, your temperatures are going to slime into the 70s. a nice-looking warming trend headed your way as we get into the end of the week and this upcoming weekend. and then as we head throughout saturday and sunday, jet stream stays just where it is, right to our north. and for us, that's going to translate to the potential for some light activity. that unsettled pattern will continue. although i'm not counting on much. some cloudy activity, couple chances for showers as we head throughout sunday. through tuesday, we're going to show yaw that coming up as we head throughout the 5:00 hour together. plus, we'll get to those totals that sam is so eagerly requested this morning. back to you, kris and sam. >> always just one step too soon. thank you very much, christina. it has all the makings of a movie. russian hackers infiltrating white house computer systems. cnn reporting this morning it actually happened.

investigators tell cnn that hackers based in russia gained access to information, including private details about president obama's schedule. they apparently penetrated through state department networks. investigators say the breach dates back to last year, and no classified information was compromised. but investigators are also not certain if those hackers have stopped infiltrating the system either. >> you'd think hackers would have better typing skills than that. president obama still not talking about the most recent judge's ruling that keeps his immigration plan from going into effect months after he signed it. late yesterday, a federal judge upheld the injunction which the federal government has been trying to overturn almost since the president signed the executive order last november. a part of that plan protects some 5 million undocumented immigrants from deportation. but 26 states, including texas, has sued to overturn the action. the bidens are coming to the bay area. vice president joe biden and his wife jill will be here tomorrow

and on friday. the couple is going to stop at the pg&e center in oakland to talk about job training programs. dr. jill biden will also be visiting the college in cupertino to talk about the obama administration's commitment to community colleges. a pilot program aimed at keeping the streets of san francisco cleaner is now drawing attention of other u.s. cities. san francisco recently started bringing guarded mobile toilets into the tenderloin district four days a week. since then, the streets have been cleaner. honolulu, portland, and new york are now trying to mimic that program. >> trend setters we are here. a former giants fan favorite could soon be playing for the team across the bay. details on that story next. and this morning, we are looking at pretty light traffic, especially coming through the altamont pass, where yesterday we had a big rig that jackknifed on 680. nothing like that this morning. we'll get you up to speed after this.
