killing the afghan shooter instantly. the incident occurred this morning following a high level meeting between the u.s. and afghan government officials in jalalabad. again, without warning the security forces or the the afghan opened fire on american security forces, killing one and wounding the two others. the motive is unclear. that's under investigation. the condition of the two wounded americans is unknown at this time. but this incident today is a grim reminder that each as americans are withdrawing from afghanistan are not involved in direct combat, they are in harm's way every day on the ground in afghanistan. >> they certainly are. jim miklaszewski, thank you for that report. story at home outrage growing over yet another deadly police shooting, this one in south carolina and this time it was caught on camera. leading to murder charges against the officer. gabe gutierrez is live in north

charleston for us. good morning to you. >> reporter: good morning. city leaders here are stunned, the fbi now investigating whether any civil rights were violated and right now at this hour peaceful protesters are gathering at city hall behind me. we should warn you, the video is disturbing. this morning the outrage over this video is growing, a white police officer drawing his gun as a black suspect runs away his back turned. the officer fires eight shots, the suspect walter scott is killed. >> shots fired. subject is down. he grabbed my taser. >> reporter: a bystander's video shows the officer michael slager handcuffing scott. his face down on the ground. moments later slager retrieves an object. it's not clear whether it's his taser and appears to drop the object on the ground next to scott. slager reportedly said he feared for his life after scott

allegedly grabbed his taserment but on tuesday, as the video surfaced the officer was charged with murder. >> when you're wrong you're wrong. and if you make a bad decision, don't care if you're behind the shield or just a sit senl on the street, you have to live by that decision. >> reporter: police say the confrontation started after the officer pulled scott over saturday for a broken taillight and the two fought over the officer's stun gun. scott's family is heartbroken. >> we can't get my brother back and my family's in deep mourning for that. >> overnight #walterscott trended worldwide. the death the latest in a string of officer involved incidents, in ferguson and elsewhere that sparked a national debate about lethal force by police. >> what if there was no video? what if there was no witness or hero as i call them to come forward?

then this wouldn't have happened. >> reporter: the city of north charleston has about 100,000 residents, about half are african-american but black officers make up just about 20% of the police force. as for the officer who is charged he is a coast guard veteran, if the convicted could face up to life in prison or even the death penalty. so far he has not commented and it's unclear whether he currently has an attorney. matt. >> gabe, thank you. walter scott's parents, judy and walter, are with us along with their attorney. good morning to all of you. >> good morning. >> and mr. and mrs. scott, please accept my condolences on the loss of your son. >> thank you. >> thank you. you know that the police officer michael slager says that your son grabbed for his taser and that is why he used deadly force. when you look at that videotape, do you see any reasonable for that deadly force?

>> i see no reason for that deadly force because i raised my children better than that. my son knew better. when i saw that i steed myself no, i know that's not true because walter would have, whatever he said to do walter would have done it. >> mrs. scott, why do you think walter was running away from the officer? >> i think he probably, he had some child support on him and i believe that he didn't want to go to jail again. he just ran away. >> can you imagine, and this is a question that was asked in the piece we just ran, what would this situation be if this videotape did not exist? if this tape wasn't made public, then this story and the circumstances of that shooting may have never come to light. >> it would have never come to light. they would have swept it under the rug like many others.

and i thank god that it did, that this young man whoever it was, had the video because i was telling some of my friends the other day that god has my back because when i saw it i fell to my feet and just my heart was broken, and i said no, it cannot be. and when i saw it, i just couldn't take it anymore. >> mrs. scott, let me ask you a straight question. do you think race played a role in this incident? >> i hate to say it. i don't really know whether it was or not. i can't really say how the young man felt but i mean, the way i saw it on the film, the way he was shooting that gun, looked like he was trying to kill a deer or something running through the woods. i don't know whether it was racial or something wrong with his head or what.

>> kr as you know, he has been arrested now charged with murder. are you confident that justice will be served in the name of your son? >> i'm pretty sure that justice will be served because god is in the plan. god is tired of all of this foolishness going on and i believe in my heart that god is going to finish this right now. this -- they started and i think god is going to finish it. i think he is tired with it. >> mr. scott, mrs. scott, mr. stewart, again my condolences and i thank you for talking to me this morning. >> thank you. now to the race to become the next president, republican senator rand paul launched on tuesday with a fiery speech in his home state of kentucky. three quick facts. he is an eye doctor, still practices medicine providing pro bono surgery, his father is former congressman ron paul.

you know him he ran for president three times and he was called randy but his wife shortened it. he is on the campaign trail and joining us from new hampshire. senator, good morning, good did to see you. >> good morning, thanks for having me. >> it's official, you're running for president but those who watched you closely have seen you laying the groundwork for this for years. you have been in office about four years, was higher office, the presidency always the master plan for you? >> you know, it's kind of funny. you meet people running for president and their friends say oh, in eighth grade he said he was going to run for president. i guess when i grew up i grew up a normal existence, concerned about playing football, running track, being on the swimming team, reading. but never really thought about it and even once i launched my career i spent the a lot of time, many years becoming an eye surgeon. and so i never really thought of it. in the back of my mind i thought

i might run for an office but never in my wildest dreams would i think there would be a constellation of events that would come forward to allow me to but i do think that the message i have to offer is a distinct one and i think it is resonating. >> here you are now officially a candidate. let me ask you about items in the news. the deal with iran, this framework deal, whether or not you support it. if the it were written in black and white exactly as president obama has described it, and the iranians agreed to it exactly as described is it a good deal, would you support it? >> you know, i think that's part of the problem. the iranian foreign minister immediately came out writing in english saying it meant something completely different than what the president -- than what president obama said. >> right but let's say -- take that issue off the table. >> let me answer the question. let me answer the question. the sinlty of the iranians does make a big difference. if they are immediately saying that the agreement doesn't say what president obama says that is a big problem. the other thing is so far we've

seen fact sheets. irannians put out 500 words, the american put out 1300, the europeans 200 words and they don't all seem to agree but it's very little information so far. i'm going to keep an open mind and look at the agreement. i do believe that negotiation is better than war, i've been a big proponent of negotiation but i also say that the law is very specific in this. i voted to put sanctions on iran, sanctions can only be relieved by congress voting to remove those. so that's why i signed on to the corker bill which could say that any kind of permanent reduck shunl or relief from sanctions has to be voted on in congress. >> you have had views in the past on foreign policy that are somewhat unorthodox but you seem to have changed. you once said iran was not a threat, now you say it is. am you once proposed ending foreign aid to israel, you now support it at least for the time being. and you once offered to drastically -- wait. >> before we get to -- before we get to --

>> which is -- let me answer the question. i still agree with my original statement from years ago that ultimately all nations should be free of foreig shouldn't borrow money to do it. but, my opinion is not any different than netanyahu's opinion. when he came before a joint session of congress in 1996 he said you know what, eventually israel also out to be independent of it and israel's defense may be stronger because then they wouldn't be forced to buy defense products from outside the country. >> do you still think iran is not a threat as you said in 2007? >> yeah. 2007 was a long time ago and events do change over long periods of time so we're talking about eight years ago. we're talking about a time when i wasn't running for office and i was helping someone else run for office. what i would say is that there's always been a threat of iran gaining nuclear weapons and i think that's greater now than it was many years ago. i think we should do everything we can to stop them. i voted for sanctions to try to stop them.

i'm somewhat skeptical of the president's agreement. however, i am in favor of negotiations over war and i think i've been one of the reasonable people in our party to w.h.o. has not been beating the drums for war. so i think my position on iran is one that reflects the events and reflects the current history with regards to iran. >> before i let you go, the question i was getting at in general is when you came to washington and you realize i'm going to run for president, have you mellowed or tempered your views a it all? >> i think what i understood is that washington's horribly broken and we have to try and fix it. i think the deficit goes on whether republicans or democrats are in charge and sometimes we point fingers too much and say it's the fault of one party or the other. i think there is enough blame to go around. what i have come to the conclusion is we need more turnover. i'm a fan of term limits. i think we will only improve when we have term limits and balanced budget amendment which force congress to do the job

by a white police officer, voters elected two african-american candidates to the city council. up until now the council had just one black member. even though two thirds of ferguson's residents are african-american. rahm emanuel won the run-off election. getting re-elected wasn't easy. he failed to gain a majority over four candidates in february's election. he held off jesus "chuy" garcia taking about 56% of the vote. a larger political stage, talking about the 2016 presidential election and hillary clinton is expected to officially throw her hat in the ring in the next weeks. dr. natalie azar sat down with president obama on tuesday and asked him if he had any words of wisdom for his former secretary of state? >> if the you had one piece of advice to give to hillary clinton right now, what would it be? >> just if the she's her wonderful self i'm sure she's going to do great.

>> we'll have more from dr. natalie azar's interview coming up later on today. two people were rescued in los angeles tuesday night from a burning six-story building. the man and woman were trapped on the fifth floor of this commercial building, fire crews used a ladder to pull them to safety. they were uninjured. it took 170 firefighters to battle the flames and extinguish it. the cause is still under investigation. congratulations to the uconn women's basketball team won their tenth national championship tuesday night. beating notre dame in the title game. the final 63-53. all ten of uconn's changes have come under head coach geno. good job ladies. and we've all seen how excited dogs can get when it's time to go for a walk. take a look at this dog that takes that to a whole other level.

inland in the rockies. we have a threat of stronger storms today especially through the middle of the country, texas all the way into western ohio, that's where we'll see some strong storms today. that goes for two-inch hail, a lot of lightning and it's in this orange area we could see some of our tornados, perhaps even a tornado outbreak this afternoon and evening. same goes for thursday afternoon and thursday evening as well. we have a couple of scattered showers and the northeast will even see snow through central and northern new england. there is a chance we could end up with 3 to 6 inches, in new york city a cool day in the 40s, in the southeast record highs a possibility.

one u.s. soldier has been killed, two others wounded in an ambush chuting in afghanistan, and afghan soldier opened fired shortly after a meeting between local leaders and u.s. officials in jalalabad. and jurors are deliberating for a second day at the boston marathon bombing trial. they met for more than seven hours on tuesday, sending two questions to the judge that are being addressed this morning. and coming up will it be 2 for 1 on the campaign trail? what bill clinton is now saying about his role in his wife's expected run for the white house. let us begin this half hour with a case we've been following for a couple months now. a florida judge has not ordered that sex allegations made against prince andrew and several other prominent men be struck from court records. in a among we'll talk to alan dershowitz who's been named in the carry. keir simmons has more.

>> prince andrew has been informed of the decision. the american woman at the center of all this had claimed she was sexually trafficked to high-profile individuals, including prominent american politicians, even world leaders, claim struck out by the court following a three-month legal fight. the scandal surrounding prince andrew who appeared unshaken in public caused deep concern in the royal family. now the lurid details have been struck from the record by a florida judge. this american woman called jane doe number 3 in court alleged she had sex with andrew when she was 17 and that she is was paid $15,000 by a former friend of andrew registered sex offenders sex offender. the case is against the u.s. government over a plea deal reached in 2008. the factual details regarding with whom and where the jane doughs engaged in sexual activities are immaterial to the case. >> prince andrew will be hugely

relieved about this. there was crisis meeting after crisis meeting about it. they wanted to make sure he got his viewpoint out there. >> buckingham palace issued three denials and in january the prince made his own statement. >> i wish to reiterate and to reaffirm the statements which have already been made on my behalf by buckingham palace. >> he refused to answer questions. >> the woman at the center of it says -- >> but on "today," his former wife sara ferguson defended him. >> it's defamation of character. >> accusations against attorney alan dershowitz were also struck from the record. he spoke out earlier this year on "today." >> she's categorically lying and making it up. >> insisting the claims against him and prince andrew are a complete fabrication. >> alan dershowitz is vowing to keep fighting in court to prove

the allegations are not true. jane doe 3 is free to present relevant facts to the court and appear as a witness. so, matt, that may have the british royals worried all over again. >> kier simmons, thank you very much. you mentioned alan dershowitz. he's joining us now live. good to see you. >> likewise. >> let's talk about what this judge says and does not say. the judge says the claims made against you and prince andrew and others are not material to the case that they are trying to join against the u.s. government. what the judge does not say is whether the claims made by jane doe number 3 are true or untrue. having said that what's your reaction? >> well i feel completely legally vindicated. we filed a motion asking him to strike these claims as irrelevant and improperly put in the lawsuit. he can't determine whether it's true or not. he hasn't heard evidence or witnesses. i've submitted a sworn affidavit categorically denying it. there will be an opportunity for

us to cross-examine this woman because we've served her. she tried to evade service. we've served her and will cross-examine to prove that all of the allegations are false. >> you feel completely legally vindicated. personally vindicated not yet in. >> no. we have a way to go. i'm being sued by the lawyers for telling the truth on the "today" show. so there's another opportunity for me to prove that what i said is true. i also don't feel vind kapted in another way. the media splashed it on the papers. they've not printed that the judge vindicated us legally. >> do you have any sense that jane doe number 3 has changed her tune or her story in regards to you and inappropriate actions and contact on your part? >> i hope so. if she repeats what she has said under oath in a deposition she will be committing perjury. and she will be appropriately

charged and sentenced to prison. remember the real victims are rape victims, real rape victims. when you have a situation like this where a woman makes up a charge or the rolling stone magazine case or the duke case that hurts real rape victims. that's why there have to be consequences for these kinds of false charges. >> let me ask you again directly. do you categorically deny that you had any inappropriate contact with this woman who is now known as jane doe 3? >> i never met her, i don't know who she is. i can prove she made it up. i will prove it categorically. when given an opportunity to do so in court, i feel entirely vindicated legally because the judge's action puts me in a position i was in legally prior to any of these charges having been made. >> you are a legal scholar. you're used to dealing with legal situations. you're not used to being the center of a situation like this. what lessons have you learned as a result of this? >> you can lead your life absolutely perfectly.

cook it. >> we start with the holy trinity of italian food carrots, parsley, and onions and we're going to pulse that with -- so basically making a paste, a mire poix paste. >> and use it twice in this recipe? >> this is what it comes out looking like. to make the sauce, the first sauce. we cook it with olive oil, and add in the san mar sando tomatoes, once reduced, this is the water from the pasta. >> the pasta is cook already. al in oregano, some chili flakes. that's a lot. and then some salt. we let it cook and reduce. 20 minutes, a half hour under the right consistency. so now the mirepoix and -- p you guy the whole canned tomatoes

crush them with your hands. the second half of the goes into the meatballs, bread crumbs grande padano and one whole egg. >> you would do it with your hands? >> i am. >> but you don't want to make it dense. >> you don't want to overwork it. this is the finished product. >> that is ha been cooked? >> yes. you can't be a meatball denier. you have to have meatballs in your life. these are turkey meatballs, so they're good for you. 500 calories is not a lot. you think about it. one point of pasta, six servings even if you double it up you're under 1,000 calories and that's a huge portion of food. we're going to make meatballs, which is all about the love. you have to work it in there, and then you make the meatballs. i like them a bit smaller. you put them on a sheet pan.
