>> i'm kris scan chez. sam brock and laura garcia-cannon are off. let's start with meteorologist christina loren. >> good morning to you, kris and scott. we have a really nice looking day shaping up. temperatures right now mostly in the 40s. couple 50s out there. by this afternoon, the 70s, much warmer weather and then a little bit of rain returns to the forecast. we got a lot to go over. we will take you through the changes coming up i want to check your drive, it's thursday, we're close to the weekend. >> a couple more days, that's right. traffic is light this morning coming across the bay bridge no big concerns. we take you to the maps, lots of green. no accidents at this hour so that's the good news if you are about to step out the door. the altamont pass is wide open, lots of green coming through sunol as well and in the south bay no big problems, just the overnight construction wrapping up and all our highways are looking good. >> we like the green, thank you, anthony. stanford university is overhauling its response to its campus sex assaults. last june students posted signs

and messages in a demonstration on behalf of a student rape victim. she complained publicly about her alleged attacker who was also a student being allowed on campus. now the university task force on sexual assault is recommending expulsion for any student found guilty of sexual assault by a campus tribunal. students who complained about inconsistencies in the school's policies and approaches will also soon have a streamlined response. stanford is also forming a support team of counselors to respond immediately in assault cases. >> certainly i think there's precedent for this and over the next two, three years there's going to be big, big changes happening across the country. >> and some of those changes will go into effect as early as this fall. a party bus owner is going to prison three years after a young woman fell out of the door of a bus and died. yesterday a jury found john reno saichbt james guilty of involuntary manslaughter in the death of 25-year-old natasha nolan. the santa cruz woman fell out of

a faulty party bus door on highway 17 in los gatos back in 2012. jurors found the owner guilty for knowing about the door but ignoring it. nolan's death led to a new law requiring i.d.s to be checked if alcohol is going to be consumed on buses. this morning, pg&e will learn its punishment for the deadly san bruno pipeline explosion. california's public utilities commission will vote on the fines for the utility somewhere in the vicinity of $1.5 billion. the 2010 explosion killed eight people and leveled dozens of homes in san bruno. san bruno mayor will speak before the start of the meeting. be sure to watch nbc bay area at 11:00 this morning for an update on today's vote. we may get another view of that disturbing police shooting in south carolina. dash cam video. tracie potts is following this story, she has that plus nbc's exclusive interview with the man who recorded the shooting on his

cell phone. >> i thought about his position. >> reporter: here's what fayden santana says he saw before he started recording. >> he had control of scott and scott was trying just to get away from the taser, which the taser, you know, you can hear the sound of the taser. >> reporter: he had been tased at that point? >> yes. >> reporter: his video led to a murder charge against officer michael phleger. police can't explain what he picked up and dropped near the body or why the police officers performed first aid and cpr when the video doesn't show that. >> there are questions that i had in my mind that i can't answer right now. >> dying on our street or -- >> reporter: 100 people protested last night. >> this is not an isolated incident. >> young black men, unarmed are being hunted down like deer. >> reporter: that's exactly how walter scott's mother felt when

she saw this. >> he's my child. i saw him running like you would kill an animal. i couldn't watch it anymore. >> but there will be more video. the dash cam which should come out as soon as today but north charleston says they're buying body cameras for all their officers. tracie potts, nbc news, washington. civil rights activists are responding to the scandal surrounding racist and homophobic tests sent by san francisco police officers. the chief heard from critics at the police commission meeting. he presented an update on the fallout from the text which included slurs against gay people and people of color. fbi agents discovered the texts on a personal phone of a sergeant already convicted of fraud but then two other officers have since resigned. suhr is calling on six more to be fired. female targeted in the text messages says change from the

department comes from within. >> healing must begin internally within the police department before we can then try and rebuild the trust that is so needed within our communities that we serve. >> no decision has been made yet on the fate of those six remaining officers, but the chief is already calling on san francisco police officers to undergo sensitivity training. people in oakland are taking a stand against violence after the shooting death of a young musician outside a popular bar. emile navarez was shot saturday night minutes after performing at the golden bowl bar in oakland. last night friends and community members gathered for a public safety meeting. they often say when clubs close the streets of oakland become very dangerous. >> you could be in the most exclusive part of town or, you know, on the other side of town, and it could happen to you. >> police say he was shot after an argument broke out in the club, that he had nothing to do

with. the musician and another man were simply caught in the cross-fire. the other man was hurt but he'll survive. police are hoping a $20,000 reward will lead them to the gunman. this afternoon the chp will reveal new details about a deadly hit-and-run crash on the peninsula in hopes that perhaps you can help officers track down the driver. motorcyclist was on highway 101 near 92 and san mateo last thursday when he hit a concrete barrier and flew off the on-ramp. witnesses say they saw an suv or jeep stop, then head east on 92. officers say that vehicle may have been involved in the crash, and it may have damage to his right side. san jose police warning people about a band of home burglars posing as utility workers. we have some sketches of two of the thieves. police say the four men are knocking on doors identifying themselves as either water district employees or pg&e workers. they get the victims to go into the backyard with one of the suspects to turn on the water

hose while the other suspects burglarize the home. now the key here is to make sure that ask for i.d.s, if a utility worker shows up to your house you can also call the utility for verification as well. the san jose police department plans to use a drone, getting closer to takeoff. "mercury news" reports the city's neighborhoods commission this week issued a report endorsing use of a drone as part of a one-year pilot program. the department acquired the drone last year through a homeland security grant. another committee must still sign off on the plan and then it has to go before the full city council. sfo stepping up security following a string of breaches at bay area airports. last month a homeless woman managed to walk onto a runway at sfo with plans to stowaway on a plane headed to central america. this morning, airport managers are holding a news conference. they're going to talk about improvements to security around runways. they'll also give an overview of already completed security enhancements. it is 4:38 right now.

meteorologist christina loren has a look at our forecast that's inching toward the weekend. >> i can almost taste the weekend now. i don't know about you two. but yes, it's going to be a nice one as well. 45 degrees to kick off the new day in oakland. 45 in concord. cool to start, mild by lunch time today in the low 60s by noon, and we'll round out the day comfortably at 68 degrees on the peninsula. 67 for the east shower and right around 70 for the north bay, same for us in the south bay, getting into that all important weekend if you want to hit tahoe that snow is going to stick around friday, saturday, sunday, temps into the mid-50s to low 60s, getting into the russian river valley, one of my favorite vacation spots, temperatures in the 70s and looking good the beach getting to be that time of year, 69 degrees on saturday. 67 on sunday. if you're staying local we'll talk about what's happening here in the bay area coming up in my next report. right now we bring in anthony and your morning drive.

vice president joe biden will be in the bay area tonight before arriving, the vice president will deliver remarks at national defense university in washington, about the u.s. policy in iraq. he'll also talk about iraq's political military progress as well as its ongoing fight against isis. the vice president is expected to arrive in the bay area this afternoon. tonight he'll attend a private event for democratic congressional campaign committee. while joe biden is at the event his wife dr. jill biden will make an appearance at deanza college in cupertino. she'll underline the obama administration's commitment to community colleges. dr. jill biden is a professor at a community college in northern virginia. meanwhile the president is on the road as well. he plans to check out some key sites in jamaica before sitting down with the country's prime minister. this is video of him arriving last night visiting the bob marley museum. later today he'll hold a town

employee. javier morales is accused of making unwanted advances on a co-worker, including trying to kiss her and grab her at headquarters. he turned in his badge and his gun and now is on administrative leave. a follow-up and another delay in the case against a man accused of murdering morgan hill teenager sierra lamar. trial date was supposed to set for garcia-torres yesterday but it was delayed until may 13th. lamar disappeared more than three years ago. her body has never been found. a bill requiring nearly all kids in california to get vaccinated before attending school cleared its first hurdle. yesterday the state senate health committee voted to approve the bill which would remove california's personal belief interpretation. the bill has to clear several other committees before it can be voted on by the entire state senate. today people living in another bay area county can voice their concern about that

possible new ban on wood burning fireplaces. the bay area air quality district wants to ban all wood burning fire places in new homes and any homeowner looking to sell or rent would have to convert pre-existing wood burning fire places to gas before they could do that. the district is holding today's meeting in almeida county at the livermore city council chambers coming up at 6:00 tonight. the ban could take effect as early as november. state lawmakers getting closer to prevending the student fee hikes looming over the entire uc system. uc president janet napolitano and governor brown currently negotiating an increase approved by uc regents. it would raise tuition 5% a year over the next five years. yesterday a state senate committee unanimously approved a bill to give $150 million to uc and cal state schools to limit that hike. 4:50. teeing off for a chance at
