april 9th. this is "today in the bay." good morning and thanks for joining us. i'm kris sanchez. >> and i'm scott mcgrew. laura and sam are having a well deserved day off. happening today, pg&e is going to learn the punishment for its deadly 2010 san bruno gas explosion. "today in the bay's" stephanie chuang is in san francisco. stephanie, state commissioners debating over two different proposed fines. >> reporter: that's right, good morning to you, scott and kris. that debate happening in the courtroom behind me this morning. the two fines one determined by administrative law judges a few months ago, the other proposed by the commission president himself last month that increases the fine by $200 million. both penalties would be record-setting in the state against pg&e for the 2010 deadly san bruno pipeline explosion that killed eight people and destroyed 38 homes.

san bruno was just one of multiple natural gas accidents that led to more scrutiny of the state's largest power utility. san bruno leaders are supporting commission president michael pickers' proposal of a $1.6 billion fine that would cut the pg&e shareholders' payment into the state general fund from $950 million down to $300 million but it would add $850 million to go directly to pipeline safety improvements, that's in addition to $400 million in a refund to rate payers in the form of a one-time bill credit as well as $50 million to implement more than 75 safety improvements. so that's the breakdown. pg&e says that it has redoubled safety training, carrying out 9 of 12 specific safety upgrades specifically recommended by federal transportation officials and it has already changed some top executives. now the hearing here at the ppc courtroom starts at 9:30 this morning. we'll have coverage. san bruno wants more than just

money. we'll go into that in our next report in about half an hour. stephanie chuang, "today in the bay." stanford is making a bold move to fight sexual assaults on campus. when a student is found to have committed a sexual assault, that student will be expelled. "today in the bay's" r"''s" bob is live at stanford, one of the first college campuses to implement this policy. scott and i were talking about this issue, it's not found guilty by a police department or by a court. it's really found by a body within the university? >> reporter: a three-member panel. stanford is becoming one of the first campuses nationwide to institute this new expulsion policy, kris. this is after criticism of and a federal investigation into how it handled sexual assaults in the past. an 18-member task force made up of the administration, faculty and students outlined the rules in a report released yesterday, calls for students to be better educated about sexual assault, a

streamlined investigative process and better resources for victims and a requirement that students now be expelled if that three-member panel i mentioned finds them responsible for sexual assault. at least one student we spoke with was surprised, can't believe this is just becoming policy now. >> i had thought it was in place in years past and i think it kind of blew up this past spring, with the case for the entire university. >> reporter: and that poster child she is referring to is leah francis who says she was sexually assaulted by another student, this was last year, while both of them were back home over school break. students protested when the university suspended that student for five quarters. that case propelled the federal government to place stanford on a list of about 100 schools nationwide now under investigation for the way they handle sexual assault. since 2005, courts have convicted nine stanford students of sexual assault. of those nine students, the

campus has only expelled one. the new expulsion policy goes into effect starting this fall. reporting live here at stanford, bob redell, "today in the bay." >> all right, a lot of folks will be watching for the specifics on that as we go along. thank you very much, bob. a man accused of molesting a little girl inside a 99 cent store in hayward may enter a plea today. his plea has been delayed several times. he's been in jail since the alleged attack back in february. this is not his first time facing these kind of accusations. back in 2010 carlislevil villaz was convicted of molesting a different girl in a walmart. a sunnyvale police officer is on routine paid administrative leave this morning after he shot and killed a robbery suspect. you can hear the tension in the emergency dispatch call. >> refusing to comply, he has a knife, around 50 feet away

still. >> the officer was the first to respond to an armed robbery in progress at a liquor store on taslem avenue yesterday. in the call you can hear the officer yelling for the suspect to put the knife down. moments later he tells dispatch shots had been fired and that the suspect is down. the man died on the way to the hospital. investigators trying to figure out what caused a fire along southbound 880, the brush fire slowed traffic in san jose last night, happened near the 280 connector, not far from santana row. at one point two lanes were shut down as crews put out the flames. if you have hummus on the menu for your lunch box today you better check the label first. sabra dipping company is recalling its classic hummus because of possible listeria contamination. about 30,000 cases are affected, possibly tainted containers have a best before may 11th or may 15th stamp. the company will give you a full refund if you take it back where you bought it.

santana row is about to get bigger. the project will include 232,000 square foot office building. san jose city leaders hope companies will move their headquarters to the new six-story structure. santana row is currently home to 20 restaurants and more than 800 homes. public comment about the project must be submitted within a month. it is 5:06 right now. meteorologist christina loren joins us with a look at the forecast that's dry but at least it's going to be pleasant. >> it's going to be really nice. you know what? our rain chances they're not finished just yet. wait until i know you what's headed our way. 48 degrees in san carlos, good morning to you scott, kris, everybody at home. we're getting closer to the weekend now and we really have lovely conditions for to you look forward to. cool start to the day, warm and sunny by this afternoon, lunch time day part forecast temps in the low 60s at that point and round out the day in the mid-60s in san francisco, beautiful day there, 68 degrees for the peninsula, 68 degrees on the east shore, north bay is at 70

and same for us in the beautiful silicon valley. here we go, we have this big ridge of high pressure firmly in place for now as we head throughout the next couple of days it's going to gain some strength and for us shall that's going to translate to even warmer temperatures. then as we head throughout the beginning of next week, we're going to get through the giants home opener nice and dry but we have an area of low pressure that's going to come through and push this ridge off to the east as of tuesday, so i'll show you the futurecast for that coming up in my next report. right now getting you out the front door here's anthony slaughter. >> thank you. on the peninsula what's happening in palo alto we are looking at good conditions, no major accidents or problems here across 101. as we switch over and show you the maps working your way down the peninsula things looking good. we have debrough in the roadway near redwood city on 101 southbound, otherwise not causing problems. in the south bay some reports of debris right at the 87/280 connector on the northbound side of 280, keep that in mind.

judge after a shooting at a courthouse in milan. reports indicate the gunman was the defendant in a bankruptcy fraud hearing. he initially got away. the police caught up to him in a town nearby. authorities not calling this an act of terror. hackers claiming allegiance to isis seized control of a french television network for several hours overnight. the hackers cut transmission of 11 channels that took over the network's website and social media accounts as well. the network's director describes the cyber attack as very powerful. in the last hour the french cultural minister called an emergency meeting to assess vulnerabilities. robert durst is still in new orleans where he faces weapons charges. the real estate heir and suspected killer was indicted on the charges yesterday. durst is awaiting extradition to los angeles to face charges in the murder of writer susan

berman. durst was arrested last month are he was featured in an explosive hbo documentary which he revealed new evidence. a man made deluge in new york city that left subway cars drenched, that's one way to wash them. last night a water main broke in greenwich village. crews assisted hundreds of passengers from trains stuck in that water. the break also flooded city streets above as well. it's still causing headaches this morning because workers are still trying to replace that water pain break. let's check your markets this morning. landon dowdy is standing by live at cnbc world headquarters. good morning, landon. >> hey there, scott, good morning to you. futures are pointing to a higher open this morning. stocks lost most of their early gains on tuesday but still managed to close higher. investigators reacting to the minutes of last month's meeting of the fed, where they were divided over whether to start raising interest rates in june.

oil prices are rebounding after posting the biggest drop in two months. all reports showing a huge increase in u.s. crude supplies. the dow rising 27 points to 17, 92 the nasdaq up 40 to 4950. youtube may soon give viewers options to skip all of the ads for a monthly fee. it's unclear when the subscription version may be launched or how much it will cost. youtube's first aurd pay channels in 2013 and launched a subscription service last fall. back to you. you might not need an apple watch but will you still buy one? we'll find out tomorrow when it goes on presale. apple says the watch can do just about everything the smartphone does but on a smaller screen. reviews are mixed. apple customers seem divided as well. >> i've got an iphone. i've got the ipad. i think people need to break away from all that techie stuff sometimes and enjoy life. >> check your e-mail, and take

5:15 now. temperatures are pretty chilly out there. i guess the tech industry you do. things are changing so frequently, and here today they're not going to be that different from what we're usually accustomed to this time of year. 40 degrees in the north bay to start, a little bit of fog out there, i think that's going to develop as we head throughout the next couple of hours, only expecting that in the north bay. elsewhere we're looking good to hit the low 60s by lunch time and temperature also climb into the 70s for your inland valley spots, a little chilly at the immediate coast with the onshore flow. 65 degrees and a sea breeze as we get into your afternoon. sunny and comfortable for today. notice the difference between yesterday about five to eight degrees warmer and even warmer as we get into this weekend. storm chance arrives next week and we have a better chance for the following week. i'm going to show you futurecast when we might get some more rain in the bay area in just one moment. first i want to walk you through the weekend. temperatures for saturday and sunday in the low 70s here for us in silicon valley.

bruno wants one in particular. good morning. >> reporter: that's right, good morning, kris. city leaders of san bruno want the one that's greater of course, $1.6 billion. for the city leaders this has been a culmination, this is a culmination of a four and a half year fight at the california public utilities commission building. either way pg&e faces a record-setting fine either $1.4 billion or $1.6 billion. the commission president himself, michael picker, proposed adding $200 million to what judges came up with last year, his plan would cut the pooeng shareholders payment into the state's general fund from around $950 million to $300 million but $850 million going directly to pipeline safety improvements in addition to $400 million that would be a refund to rate payers in the form of a one-time bill credit as well as $50 million to implement more than 75 safety upgrades. on top of the money, san bruno mayor relationship ruane says

assaulted her last year while both were back home after break. the university suspended the student for five quarters. it must be noted that student was never charged in a court because of lack of evidence. more recently a swimmer accused of sexual assault wasn't expelled but voluntarily left campus while his case is in the courts. yesterday an 18-member task force made up. the administration, faculty and students changed campus policy. students will now be expelled from school if a three-member panel finds that they committed a sexual assault. >> certainly i think there's precedent for this and over the next two, three years there's going to be big, big changes happening across the country. >> it's something that's very practical. i think it makes a lot of people feel safe. >> reporter: recently the federal government added stanford university to a list of around 100 schools nationwide under investigation for the way they handle sexual assault. of the nine stanford students convicted of sexual assault

since 2005, only one was been expelled. as we talk about right now, that's about to change with this new policy that goes into effect starting this fall. reporting live here at stanford, bob redell, "today in the bay." >> thank you very much, bob. sfo is stepping up security following a string of breaches at bay area airports. last month a homeless woman managed to walk onto a runway at sfo with plans to stowaway on a plane headed to central america. this morning, airport managers will hold a news conference to talk about ongoing security improvements around runways. they'll also give an overview of already completed security enhancements. the san jose police department's plan to use a drone is getting closer to takeoff. "the mercury news" reports the city's neighborhood commission this week issued a report endorsing use of a drone as part of a one-year pilot program. no pun intended. the department acquired the drone last year through a homeland security grant. another committee must still

sign off on that plan and then it still has to go before the entire city council for a vote. let's check in with your weather on this, what do you call it, friday eve, christina loren? >> indeed that is what we like to call it around here, just makes you see that weekend even closer. as we head throughout the day today, temperatures are going to be comfortable and even more comfortable over the weekend if you like warm weather and want to get to the beach. temperatures mostly in the 40s, chilly enough for a jacket in concord at 44 degrees to start, 46 in san jose and 48 degrees this morning in san carlos. low 50s for san francisco, so that cool start will make way for a warm and sunny finish to the day. temperatures as you break for lunch today nice day to have lunch outdoors low 60s and a beautiful day. this is the time of the year l.a. starts to see the 90s. we however will be in the 70s so perfection for us. 70 degrees in the south bay. 68 on the peninsula and right around 67 degrees on the east

shore for today. 71 degrees is the high in the tri valley. so i want to show you what's going on when it comes to our snowpack. we have some good looking snowpack out there right now. 55.8% coverage for this year, nevada and northern california. now unfortunately we usually have a lot more snow this time of year. we did jump, however, from 5% of average to 8% just from a single storm system. if you wanted to head up to tahoe this weekend, comfortable conditions for you to do so obviously it's the snow that really makes the difference when it comes to getting out of this drought, and we need a lot more of it. there is a slight chance for some snow by tuesday. i'm going to talk about that in just a moment. right now let's focus in on what you can expect if you are headed to tahoe. we're not going to see any snow this weekend. temperatures will be nice and cool, cold enough to continue to make that snow overnight and that will add to the packed powder we already have up there. russian river valley 75 degrees for your friday.

welcome back. new troubles for the secret service this morning, a senior manager is on leave accused of assault. "today in the bay's" tracie potts live in washington. tracie, this has just got to be so frustrating for the secret service. >> well, it certainly is, and also for the people at least in this case for the female employee who accused one of their top managers of essentially harassment. she says they were at a party, this is one of the managers that joe clancy promoted when he first got there, they were having a party before he reported to the new position, and this accusation is that he told a woman he was in love with her, wanted to have sex with her, tried to kiss her back at the office and tried to restrain her. again, all an accusation at this point but he is her boss, he is also the security clearance manager, one of the people who decides whether or not secret service agents keep their jobs. as a result, this agent has been placed on leave, xavier morales

all of this coming after two other agents were accused of drinking and rapping their car into a barrier at the white house during an active bomb investigation. the latest two incidents involving the secret sr. >> all right, tracie potts live in washington. the president is on the road in jamaica this morning not on vacation though. he plans to check out key sites this morning before sitting down with the country's prime minister. this is him visiting the bob marley museum last night. later today he will hold a town hall meeting at a local university and then later he will leave for panama and a summit with caribbean and latin american leaders, including cuban president raul castro. vice president joe biden will be in the bay area tonight before arriving, the vice president will deliver remarks at the national defense university in washington about the u.s. policy in iraq. he'll also talk about iraq's political military progress, as well as ongoing fight against isis. the vice president is expected to arrive in the bay area this

deadly san bruno pipeline explosion. in 15 minutes we'll tell you about the two proposed fines that are now before a state commission. and the midwest is bracing for high winds, thunderstorms and hail today. you can see the hail smash out a window there on the right-hand side of your screen. this is what the same storm left behind in missouri. the town of farmington, which is about 60 miles south of st. louis, hit with baseball-sized hail. you can imagine what it does to the cars. dozens of car windows shatters. one car had a dozen holes in the back window alone and punched holes through a roof in the vount causing a roof to collapse. fortunately and unbelievably no one was hurt. >> a car dealer once had a hail of a sale. >> the insurance, too, you pay for that insurance and it definitely comes in handy out there. that's why we like here. we don't have that severe weather threat, even when it comes to hurricane season, which

anthony slaughter. meteorologists, i know, you know, but you do a great job with traffic. >> we're both back and forth with the models. as far as the bay bridge toll plaza goes, the metering lights have been on for about ten minutes so we're starting to see the typical build, as we switch over and show you what's happening on the maps, we're looking at pretty good conditions through emeryville vertically. same story from 880 and 580 in oakland. in the city things are looking good. 1 not too bad and same for 101 and 280 looking wide open for this time of morning. san mateo, redwood city into palo alto no problems there. 92 on the san mateo bridge just past the toll plaza on the eastbound side headed over towards 880 there was a stall but it doesn't seem to be impacting traffic all that much and the south bay just had an accident pop up lawrence expressway on 101 and also on 87 there's some debris in the roadway right at the 280 northbound connector. as we show you what it looks like on 101 there is a little overnight construction wrapping up but things are moving smoothly coming right through 01

reward will lead to the gunman. a motorcyclist was driving in san mateo last thursday and hit a concrete barrier and flew off the on-ramp. witnesses say they saw an suv or jeep stop and head east on 92. officers say that vehicle might have been involved in the crash itself. it might have damage to the right side. civil rights activists are responding to the scandal surrounding racist and homophobic text messages sent by san francisco police officers. chief greg suhr heard from critics at last night's police commission hearing. suhr presented an update on the fallout from those texts which included slurs against gay people and people of color. fbi agents discovered the texts on a personal phone of the sergeant's who has been convicted of fraud. two officers have resigned. suhr is calling for six more to be fired. woman police officer targeted in those texts says that change has to come from within the

department. >> healing must begin specialiny within the police department before we can then try to rebuild the trust that is so needed within our communities that we serve. >> no decision has been made yet on the fate of those six officers, but the chief is calling on san francisco police officers to undergo sensitivity training. a quick follow-up, another delay in the case against the man accused of murdering sierra lam lamar. trial date was supposed to set for antonin garcia-torres. it was delayed until may 13th. lamar's body has never been found. a bill requiring nearly all children in california to get vaccinated before attending school cleared its first hurdle. yesterday the state senate health committee voted to approve the bill which would remove california's personal belief exemption. the bill must clear several other committees before it can be voted on by the entire state

senate. san jose police are warning people about a band of home burglars who are posing as utility workers. these are sketches of some of the two thieves or rather two of the thieves police say four men are knocking on doors, identifying themselves as either water district employees or pg&e workers. they get the victims to go into the backyard with one of the suspects to turn on their water hoses, while the other suspects then go into the house and burglarize the home. the key here make sure to ask for i.d. if the utility worker shows up at your house and also call the utility for verification as well. today people living in another bay area county can voice their concerns about a possible new ban on wood burning fire places. the bay area air quality management district wants to ban wood burning fireplaces in all new homes and any homeowner looking to sell or rent would have to convert preexisting wood burning fireplaces to gas.

the district is holding today's meeting in almeida county at the livermore city council chambers. it's at 6:00 tonight. the ban could take effect as soon as november. state lawmakers are getting closer to preventing the student fee hikes now looming over the entire uc system. uc president janet innapolitano and governor brown are currently negotiating the increase approved by uc regents. it would raise tuition 5% a year over the next five years. yesterday a state committee unanimous lay proved a bill to give $150 million to uc and cal state schools to eliminate that hike. samsung expects to ship record numbers of its new smartphone. the galaxy s6 goes on sale tomorrow, the same day apple starts taking preorders on the new smartwatch. samsung says it will have trouble meeting demand for the new curved edge device. the s6 is expected to sell very well following a string of positive reviews. and a new study finds teens
