>> and i'm scott mcgrew. laura and sam have the day off. new this morning, this is what's left of a car after the chp says a man crashed into two power poles and then got out and ran off, leaving a woman and a child trapped inside. "today in the bay's" stephanie chuang live at the scene. steph, crews just took that car away within the last half hour or so. how is the child? >> reporter: yes, good morning to you, scott. the good news is that child estimated under 10 years old is expected to be okay. he and a woman in her 20s suffered minor injuries. this happened 1:00 this morning. five hours later there is a scene at tennison and roost road because the driver crashed into the power poles here at the scene, where pg&e crews are trying to make repairs to restore power to about 120 people. now the car was towed away in the last hour, leaving behind just debris. this is a few blocks from the northbound 880, tennison off-ramp where the chp says the two officers made the original

stop this morning for vehicle registration issues and after someone threw a cigarette out of the car. officers walked to the driver, the chp said he sped off and later crashed. the driver took off leaving behind a woman in her 20s and a booster seat. the chp officers stayed on scene to help get the two out of the car, the two at the local hospital for minor injuries while the male driver is still on the run. pg&e estimates that the power will be restored around 9:00 this morning and that is at the same time when we expect tennison road between roost road and huntwood to reopen. so headed eastbound you have a minor reroute this morning. live in hayward, stephanie chuang, "today in the bay." >> scary, all right, steph, thanks. a developing story in the midwest, this morning this is what's left of a small town called fayerdale, illinois, after a powerful tornado tore a path of destruction for dozens of miles. right now rescue crews and officials are going through the rubble trying to account for

everyone who lives in that small community. at least one tornado ripped through the area yesterday, killing a 67-year-old woman who was trapped inside her home. seven other people are in the hospital this morning. fayerdale is about 75 miles northwest of chicago and officials say every building in the town is either damaged or completely destroyed. this massive tornado you see here hits a nearby town of rochelle, and there there was a restaurant which was destroyed, and firefighters spent 90 minutes rescuing 12 people who were in that restaurant but taking shelter in the basement. amazingly no one was seriously hurt. >> he's over! he's over! >> go, go! >> surrounding winds from the tornado so strong it tipped the big rig onto its side tossing it over. you can hear the panic in the voices of the people who captured it on camera. no word yet on the condition of the truck driver this morning. the "today" show's kevin

tibbles is getting a firsthand look at that devastation in fayerdale this morning. we'll check in live with him in the next half hour. you can hear the drama. a political storm brewing this weekend in washington. hillary clinton expected to officially announce her presidential bid as early as this sunday. if clinton announced she'll be the first democrat to enter the race. nbc's tracie potts is following the latest developments from washington, d.c., this morning. we'll get a live report from her at 6:30. happening today, vice president joe biden is talking jobs right here in the bay area. president joe biden and the obama administration wants to roh motor a lull bit later this morning, the vice president will be meeting with students in pg&e's so-called power pathway program, a program that teaches people the skills they need to gain an entry level job in the utility industry. the administration is highlighting power pathway because of its 80% hiring success rate since 2008. mr. biden arrived in the bay area last night for a private democratic fund-raiser in sf while his wife, dr. jill biden, visits deanza college in cupertino to highlight the administration's commitment to higher education. dr. biden who is a community college professor herself has been meeting with students throughout the country like those last night at deanza to find out what works and to see if those ideas can be implemented at other schools. >> we came to see what you're doing at your college and what makes you special and different from other colleges. >> she asked really good questions.

she wanted to know about us, and our clubs, what we do, what's working for us. >> reporter: dr. biden is also pushing community colleges because of their affordability. community college tuition in california averaged around $1,400 last year, not including books or boarding. cal state schools run around 7,000, uc schools around 13,000 on average. reporting live here in oakland, bob redell, "today in the bay." >> i know the numbers well, thanks. bob will have more on today's vice presidential visit coming up in the next hour. we'll have complete coverage on our 11:00 a.m. newscast as well. we could learn more how long it will take to clean up a cement spill in oakland creek that made it look like a sidewalk. wildlife officials and east bay mud will meet today to discuss that spill. it happened on wednesday at glen echo creek. subcontractor filled an old pipe in the creek with cement but didn't know a valve was open.

the cement flowed into the water posing a hazard to wildlife. police are releasing surveillance photos of two people they believe are connected to the kill of a popular musician ain oakland. the man and woman shown in these pictures are believed to have been with the suspected gunman early sunday morning. police released pictures of the suspect's vehicle as well. it appears to be an early 2000 mercedes. stray bullet hit emelio navarez after he performed at the golden bull bar. near oakland city hall. wrong place, wrong time. well obvious surveillance cameras a loud house alarm wasn't enough for a burglar early tuesday morning. the homeowner was home and locked herself in the closet. she said this burglar forced his way through the back sliding door. he looks around, he tried opening the bedroom door. >> this is when i got scared because i thought he was going to come in, right here is where

i yell, i ran to the door and just started hitting and screaming at the door telling him get out of here, the police are coming, they're going to shoot you. >> the man escaped through the back empty handed, still on the loose. he'll turn towards the camera right here, take a look. if you recognize this fellow right there, certainly please call the police. time do to check the microclimate forecast. the sun starts to peek over the mountaintops there, lighting up the bay bridge, making it prettier than it is always. >> always. of course. christina loren joins us this morning with your weekend forecast. >> yes, no fog out there this morning. good morning to you scott and kris,er at home, happy friday. you made it to the end of the week and we have a beautiful finish to your work week. temperatures right you know mostly in the 40s, a couple upper 30s out there in the north bay. we're all going to be in the 60s by lunch time, low to mid-60s, and then we'll see highs today in the 72 degree range for just about everybody. 72 to 74 degrees depending on where you live, the

microclimates not showing you a lot of temperature separation as we get into this afternoon. let's talk about tahoe because it's one of the weekends where you can get up there and actually enjoy some pretty decent skiing conditions, compared to what we had for most of the year, that's courtesy of the storm that came through earlier this week, dumping anywhere between one to three feet of snow, high atop the sierra nevada. 56 degrees for today, 58 on saturday, and 64 degrees on sunday, so today and tomorrow you'll get the best skiing conditions and look at how many resorts are actually still open at this point. we have kirkwood, squaw/alpine, boreal, bear valley, north star and heavenly, and everybody picked up some decent snowpack earlier this week and steadily making the snow just to keep people up there. hopefully they'll stay open for the next couple weeks with more rain and snowfall on the way. for today and tomorrow, sunny and mild for your friday and saturday. clouds will increase especially late sunday into monday. we're going to hold off on the

showers though until next tuesday, with a better chance as we head throughout the 20th of this month so i'll have all the details on that coming up. let's see if there's any improvement out there when it comes to your sig alert. here's anthony slaughter. >> yes, so much for that friday light, right? we'll get you started with the sig alert as we were talking about earlier. i want to show you what's happening on the maps, 580 westbound right past the richmond toll plaza on the richmond bridge and you can see the traffic is really stop and go where the red tick marks to the toll plaza. 580 eastbound has been diverted around it so both lanes are closed in this area. just avoid it if you have the power to do so. east bay things are moving good across the altamont pass. 880 towards fremont, there was a car that lost its tire, and stalled and you've got the debris and the car and the backup as we show you that, you can see from our live camera, everybody hitting the brake lights there and this is right at 880, right at mission boulevard on the southbound side so lots going on here on this

6:13 right now and here are today's top stories. the search is on for survivors after a deadly tornado ravaged a small illinois town. at least one person is confirmed dead. authorities are hopeful no other victims will be found in the debris. authorities are searching for a man who crashed his car during a chp chase, then took off, leaving a woman and a child trapped in that car. the early morning crash in hayward also took out power poles. the victims are expected to be okay. vice president joe biden is wrapping up a visit to the pay area with a trip to oakland this morning. he's observing a workforce development class put on by pg&e. when the smoke clears, there's a lot of money uncollected money but now the city of san jose is fighting back. medical marijuana at the center of a major turf war between city

leaders and two of the largest pot sellers in the area. chief investigative reporter tony cove lesssky has new developments in a series of reports on local pot businesses. >> good morning. maybe you've noticed perhaps it's gone under the radar, at one time more than 100 medical marijuana dispenries called san jose home. now the number of pot shops in the city has shrunk to about 25. and san jose mayor sam liccardo wants the number to drop by at least two more. two owners in two facilities have not paid a single dime in marijuana business tax. since our last investigation the city has become even more aggressive, sending a cease and desist order to one of the non-compliant dispensaries and a $30,000 citation for code violations against the landlord of the second location. well now you could expect it to get even more interesting as mayor liccardo promises to keep the pressure on while one of the

one morning can make, just about 30 to 60 miles away down in san jose, you're in the 50s, and later on this afternoon, temperatures will be comfortable so not a lot of microclimate separation as we do have a moderate offshore flow starting to kick in. 74 for the tri valley, low to mid-70s throughout your inland valley spots and as we get into the next couple days, holding just about steady. little bit warmer actually for your sunday, and then by monday temperatures tumble and you'll notice those clouds increasing over the weekend as well, area of low pressure is trying to make its way into the bay area. but you know what? great weekend for hiking and biking, los gatos creek trail comfortable mid-60s for you. if you like to hike up at decide line gorgeous conditions, upper 60s, not too hot. 68 degrees by sunday and mt. tam looking good for the upper 60s to low 70s. all weekend long we like to tell you what's happening in the bay area. marine mammal science sunday is happening. this is at the sausalito marine

mammal center and temperatures will be really comfortable out there for this sunday. you can get an absolutely free and see little sea lions just like that guy. at&t park meanwhile for opening day, we are so excited about that, here nbc bay area, the proud broadcast home of your san francisco giants, temperatures are looking good, and it looks like we will stay nice and dry but clouds will be increasing toward the end of that game. we'll start out first pitch, lots of sunshine, 63 degrees. 64 degrees from the fifth inning and by the end of the game 61 degrees. they're taking on the rockies, those giants are looking good so far this season. getting into the next couple days, temperatures like i said stay pretty steady into the 70s for the san jose area, mid to upper 60s in san francisco, then monday into tuesday, things do start to change, that pattern will be changing with an area of low pressure on its way to the bay area. so i set your futurecast in motion and you can see here as we head throughout tuesday morning, expecting some very light shower activity, a lot of this will clear out by tuesday

afternoon, better chance as we get into the middle of the month. more on that coming up. right now here's anthony slaughter, any improvement on that sig alert? that's not a great way to kick off a friday. >> no, not at all. if you are using the richmond bridge be advised both directions are closed on the 580. this is the picture that we've got in to our newsroom. this was the truck that caught on fire on the richmond bridge. it's right before san quentin. the westbound side is where it happened but you can see it's right at the median so they closed the eastbound side as well and they're still trying to put that out now. we switch over to the maps you can see what i'm talking about and there is the red tick marks denoted by the slowing all the way to the toll plaza so it's stop and go approaching the area but once you get towards this, they're actually diverting traffic towards main street and on the eastbound side they closed the highway as well to put out that fire and diverted traffic around that as well. so just avoid the area if you can at all costs, 580 in both

directions closed, the richmond bridge there. as we move over to the east bay not too bad coming through the altamont pass. good for this time of day. no problems dublin, livermore as well. you get down towards fremont on 880 southbound where we had an earlier accident at mission boulevard. you can see the backup extends just toward the dumbarton bridge, in fact as we take you outside you can see what i'm talking about, really for an hour now stop and go as crews have been trying to get this out of the roadway. it was a stall, actually a car lost its back tire, and then the car stalled out. you have debris in the road and the car there as well and folks just trying to get around it. you can see it stop and go approaching mission boulevard on 880 southbound. we'll have more and in fact a chopper pic of the live scene of that car that u.p.s. truck fire coming up in a few moments. guys back over to you. >> we have another track alert for you, van ness avenue closed in both directions at geary and post between now and sunday. only commuter buses will be allowed through. california pacific medical center is building its new camp

richmond/san rafael bridge. >> this is coming across the westbound lanes across the bridge and you are looking at the san quentin side. 580 westbound the fire happened on and diverting traffic eastbound on san quentin road and you can get back on the highway past this. also westbound lanes diverted at main street and you can go around it and get back on to 580. at this location because about half an hour ago there was this fire, they have actually closed down the highway in both directions trying to put this out. it's a u.p.s. truck, the first trailer caught fire and they're trying to put that out there as crews have been on the scene for 15 minutes now. avoid this area if you can and we'll continue to track this. i'll show you the maps, how to get a better perspective. there is the accident on the richmond bridge right near san quentin so it's the entire span of the bridge is really stop and go right now. if you are using this bridge this morning, give it another hour or so because right now it is really just stop and go on

one. >> all right, so kissing babies and hugging old people probably. thank you very much, tracie. >> yep. new details this morning on a wild kidnapping car chase and shooting that left a census bureau guard dead yesterday. authorities identified the gunman as lawrence bucknor, suspected of kidnapping his wife in washington, d.c., then headed to the census bureau in suburban maryland. that's where he shot and killed a guard. after a high-speed chase police cornered the gunman. he was shot and injured in a gun battle that injured another officer. >> i thought somebody was shooting a movie at first. >> they say it was not terror related. :34 right now. time to check that microclimate forecast, as we look out our window over san jose, and really slow traffic there mainly

because a lot of kids are on spring break still. >> let's check in with meteorologist christina loren. good morning. >> good morning, and if that is the case for you and your little ones, today is a beautiful day to get them outdoors. temperatures starting out mostly in the 30s and 40s at this point. the only place on this map with the 50s is san francisco as you head outdoors this friday, this is what you can expect, just a beautiful sunrise this morning over the bay bridge. we're getting that dawn color. your official sunrise in just about ten minutes at 6:43 this morning, getting into this afternoon, sunny and comfortable with a light breeze, temperatures look like this, low to mid-70s just about everywhere, with the exclusion of the immediate coast. you're going to be at 66 in san francisco, 74 degrees for the tri valley and 72 degrees in the north bay. right about the same for us here in the south bay, which is room temperature, which means you can actually give your heater an ac a break later on today. we'll stay sunny and warm throughout your saturday and sunday, then onshore flow and

cooler temperatures arife by monday. few showers in the forecast for tuesday, we'll have full details on that coming up. right now we want to check on the traffic alert involving a u.p.s. truck on fire. here's anthony slaughter. >> yes, unfortunately that sig alert still stands and will probably still stand for another hour or so. this is a live picture from our chopper cam, the u.p.s. truck on the 580 westbound side. this is where the truck caught fire, right at the median, but both directions of the highway are closed, and this is again near san quentin, so the entire span of the western span of the bridge is stop and go approaching the scene. they are diverting traffic on the westbound side lanes at main street and on the eastbound side lanes at san quentin. you can still use the highway on the eastbound side lanes but a slow go really around this as they try to divert traffic off the highway and get back on the highway on the eastbound side lanes. westbound side, it is stop and go. you can see that on our maps, we switch over and show you all the way to the toll plaza, so if you are about to head out the door

in the next half hour, i would say just avoid this area at all costs, maybe use the bay bridge this morning, even though the metering lights are on and things are slow, it's not as slow as it is here and use the bay bridge and alternate routes as well. let's go down farther, what we're seeing in the east bay, things looking good coming through the altamont pass. we have an earlier stall car lost its tire and the debris in the roadway and the backup continues to happen, you can see from our shot there, things looking slow and you can see from our shot outside, things are still moving but it's stop and go really the trouble spot this morning is richmond bridge, obviously the sig alert still stands most likely standing for another hour or so. >> so lots of delays for the traffic and probably some package delays as well. >> good point. >> went up in ?kzl÷flames, than. >> thanks, anthony. taking you out to the big boards, dow industrials gaining nothing, two points. do watch apple and then general electric, humongous change at

:40 now and a developing story, more than two dozen people are dead after a fiery bus crash in morocco. this happened in the southern part of the country. tour bus carrying young athletes hit a tanker truck carrying hydrocarbon. 31 people were killed, nine more were hurt. those athletes were involved in a national sports competition. new this morning, some alaska airlines passengers relieved to be in san jose, though they did arrive hours late. according to flight aware, flight 336 arrived at san jose just before 1:30 this morning. the flight initially left seattle at 8:50 last night but it hit a bird soon after takeoff so the pilots turned around out of an abundance of caution. the 112 passengers were put on

of this in illinois. the storm has moved east but the damage remains. nbc's kevin tibbles joins us from one of the hardest hit areas, kevin, we can see it behind you. >> reporter: hey, kris, this is fairdale, illinois, what is left of fairdale, illinois, after the massive storm system moved through yesterday leaving a lot of damage. in fairdale as a matter of fact the authorities are telling us this morning that every single building in this town has been damaged in one way or another. this is the place where one woman 67-year-old woman lost her life as this storm system moved through. the size of these tornadoes was quite incredible to watch, as they moved covering about a 50-mile span through this area. all of illinois almost yesterday was under some form of tornado watch or warning, and it was later in the evening around 8:00 or 9:00 when the twisters

started to touch down and as you can see from the shape of this house behind me here, it has left a lot of damage. this is a very small town and it's going to be very hard to recover from this. >> all right, thank you very much, kevin. surprising though only one person dead but several others are missing, thank you. >> the surrounding area there, you could take a look, the surrounding winds as well, a truck going over right on its side. you can hear the panic in the voices of those people who captured it on camera. no word yet on the condition of the truck driver this morning. >> also in rochelle, look at this, a small restaurant took a direct hit. the building completely destroyed and it took fire and rescue crews an hour and a half to get about a dozen people who were trapped in that rubble out safely. amazingly, everyone escaped serious injury. again, the "today" show's kevin tibbles is in fairdale

70 on the peninsula and right around 74 degrees, comfortable conditions coming your way for today out in the tri valley. here is the deal. you can clearly see this big ridge of high pressure, clouds arcing up and around it, nice and clear for most of your weekend. as a result of the high pressure getting a little bit of strength, temperatures are going to warm up. sunday looks really warm in fact in the north bay, up to 79 degrees. meanwhile for most of us inland we'll see the mid to upper 70s for your sunday, and looking good saturday as well for your outdoor plans. then on monday, we have a big day here at nbc bay area. so happy our giants are coming home. temperatures are perfect for opening day at at&t park. 63 degrees first pitch, 6 degrees by the fifth inning and end of the game, 61 degrees and yes, as you know we're the proud broadcast home of your san francisco giants. the good news is that rain will hold off. we do have some in the forecast

though as we head throughout tuesday into wednesday, and i do want to show you the difference between what we're expecting here and what we're expecting over tahoe where we really need that snowpack. just 0.05 of an inch expected in the bay area but the blues and the purples over the sierra nevada this could dump snow above the high elevations we're thinking 7,500 to 8,000 feet. nonetheless we need it, we're getting late in the season, this is a good sign. we'll keep you updated on this. he's keeping you updated on the u.p.s. truck fire, here's anthony slaughter. >> things going slowly across the richmond/san rafael bridge. crews trying to put out the fire. they're getting the upper hand on it. this is right near san quentin so it's across the bring on the westbound side lanes is where the fire actually happened, both directions are closed and being diverted. eastbound side lanes are diverted at san quentin, westbound side lanes diverted at main street and you can get back on the highway but this is one

of the places you just want to avoid all morning long. crews out there and the highway shut down in both directions. switch over to the maps and show you what it looked like as far as that perspective goes, there is the accident and you take that back across the span toll plaza stop and go and it's going to be this way for the next hour or so because of the highway still actually closed down. coming in eastbound starting to slow 580 but 101 moving good coming through san rafael, no problems there. let's head farther south, where we had another accident about an hour ago, continuing to keep things slow through fremont. it was a stall, a car lost its tire and then the backup continues back towards the dumbarton bridge. you can see what i'm talking about, stop and go from time to time but the cars are moving better than half an hour ago. overall the big story this morning avoid the richmond bridge until they get the fire out. back to you guys. >> makes sense. thank you. new this morning, this is what's left of a car after the chp says a man crashed into two

power poles then got out, ran off, leaving a woman and a child trapped inside. "today in the bay's" stephanie chuang is live at the scene with the latest. steph? >> reporter: good morning, scott. it's pretty incredible and lucky no one got seriously hurt after this crash here on tennison just after roost road where you can see that the driver slammed into two power poles. now that it's light out, one is leaning and the one farther up is completely down. really pg&e crews are here still trying to restore power to about 120 people this morning. the car has since been towed away from the scene a few blocks from northbound 880 tennison off-ramp. two officers made the original stop citing vehicle registration issues and someone threw a cigarette out of the car. as officers walked up to the car the driver sped up and ditched the car between passengers, a woman in her 20s and a child under 10 years old in a booster seat.

the two officers stayed on scene to get the two out of the car and thankfully treated for minor injuries at a local hospital. the male driver is on the run. pg&e estimates the power should be restored around 9:00 this morning when this stretch here between roost road and huntwood on tennison should be back open again. anyone headed to mission boulevard on tennison you may have a lull bit of a reroute this morning. live in hayward, stephanie chuang, "today in the bay." >> thank you, stephanie. what we have long expected could become a reality this weekend, hillary clinton will run for president in 2016. the former secretary of state is expected to officially announce her presidential bid as early as this sunday. then immediately following, she will hit the campaign trail. if she does announce, she will be the first democrat to enter the race. also happening today, vice president joe biden is talking jobs right here in the bay area. good morning, bob. >> reporter: good morning to you, kris, and the vice president is visiting this pg&e center in oakland just off 580 because, 880 because it runs the kind of job training program that vice president joe biden and the obama administration want to promote. when we rifz here a little bit later this morning, he'll be 3450e9ing with students who are taking part in pg&e's power pathway program. this is a program that teepz people the skills they need to get an entry level job in the utility industry. the administration is highlighting power pathway because of its 80% hiring success rate since 2008. mr. biden arrived in the bay area last night for a private democratic fund-raiser in san francisco, while his wife, dr. jill biden, visit the deanza college in tune tee know. dr. biden, who is a community college professor herself, has been meeting with students throughout the country, like those last night at deanza to find out what works and to see

that spill. it happened on wednesday at glen echo creek. subcontractor filled an old pipe in the creek with cement but the problem was, there was a valve open. the cement flowed into the water posing a hazard of course to wildlife. police are releasing surveillance photos of two people they believe are connected to the killing of a popular musician in oakland. the man and woman shown in these pictures are believed to have been with the suspected gunman early sunday morning. police released pictures of the suspect's vehicle as well. it appears to be an early 2000 mercedes. stray bullet hit emelio navarez after he performed at the golden bull bar near oakland city hall. >> another scary story, obvious surveillance cameras and a loud house alarm not enough to scare a burglar in south san jose. the home opener was home at the

time, locks herself in the bedroom closet. she says the burglar forced his way through the back sliding door, here you see that there, he calmly looked around, and then tried opening the bedroom door. >> this is when i got scared because i thought he was going to come in, right here is where i yell, i ran to the door and just started hitting and screaming at the door telling him get out of here, the police are coming, they're going to shoot you. >> the man escaped through the back empty handed, still on the loose. he'll turn towards the camera right here. if you recognize this fellow right there, certainly please call the police. in her final report the top watch dog of sjpd says the department operates under a cloud of racial bias. according to "the mercury news" she is urging the department to expand its racial accountability especially in how it responds to complaints of racial bias by officers. so far the department is not commenting. we may get some answers

today into recent allegations against san francisco's sheriff's department. one issue accusations from the public defender's office that deputies forced inmates to fight each other gladiator style. the officers bet on the battles. another recent black eye the escape of a detainee taking out the trash at the hall of justice. the sheriff, no stranger to controversy himself, will present the findings from an internal review and announce changes in the department. one of the effects of our historic drought an uptick in west nile virus. health officials say 31 people died from the virus last year, that is the most since california started tracking west nile cases in 2003. the total number of cases was also the highest recorded in a decade. officials say the drought created more limited sources of water for birds and mosquitos and also caused more water to stagnate, making perfect breeding grounds for mosquitos.
