announce her candidacy tomorrow. she'll head to key early voting states like iowa and new hampshire. police continue to search for three robbery suspects who struck and killed a woman. those who knew the victim are struggling to come to terms with what happened. we have the latest on the woman killed. >> reporter: good evening. friends are distraught and stunned. they can't believe she's gone. she was hit in the crosswalk here and killed in financial district. police say the people responsible for robbery suspects trying to get away from police. the search is onto find them. >> it's surreal. if i focus on it i get upset. >> reporter: sam says he's known bridgette for years. her facebook page shows a smiling face. >> she was great. she was a good roommate and a wonderful, wonderful friend. it's a huge loss for everyone

that knew her. >> reporter: san francisco police say the 42-year-old was hit in the crosswalk at california and kerney last night by a car driven by robbery suspects. she died. >> i can't focus on it. i want some closure. i want her car home. >> reporter: another pedestrian was injured at a different location. police say it started after three men committed the latest in a series of armed robberies. here is video posted on twitter of what happened next. police say an officer spotted the suspect's car. >> they attempted to do a traffic stop at which point the vehicle took off. the vehicle was pursued and came to this point here at california and kerney where the suspect vehicle did strike a pedestrian. >> reporter: the driver kept going, was pursuing, the driver hit another car. the suspect's stolen car was found abandoned on treasure island. we spoke to her mom by phone.

juoquin delta here is where it gets complicated. under a century old water rights system farmers along the delta have the right to use as much water as they want. they say they're only using as much as they need but the state is skeptical about that. the department of water resources are calling for an investigation and delta farmers are being asked to report how much water they're pumping and to prove their rights to the water. because of the prolonged drought tough water restrictions went into effect today. that's where we find nanette. >> reporter: you don't have to look far to find evidence of drought. look at the dry fields. they're everywhere. that's why the city council acted earlier this month declaring a level 2 water shortage. >> i sort of wonder how it will cut back. >> reporter: morgan hill residents have done really well

against the drought conserveing 20%. he saves the water while the shower is are you positiving cold in barrel. still, that's not enough according to the note he got. >> we were at like 240 gallons day. we were still higher than the average they were comparing us to which blew me away. >> reporter: a level 2 water shortage means you can water your lawn only two days a week. you must repair leaks of 48 hours of discovery. you can only refill swimming pools and spas to one foot. it also bans new swimming pools. >> they should halt new construction. my concern if there's not enough water for the existing residents then why are they allowing thousands of new residents to come into this town. >> reporter: life could get

san francisco pretty gadood sea braze. 61 degrees. the winds coming in off the ocean. these wind speeds will back off a little bit. the winds will be out of north. as we get to the againing of the workweek we'll see on shore wind winning the battle for the first half of the week. as high pressure strengthens the pattern will reverse. it will happen for the sec second half of the week. could send temperatures soaring into the mid-80s in a few spots. we'll show you the effects of that in a few minutes. in oakland crews clean up after a major cement spill into a creek. workers focused on the upper park of the creek. on wednesday a contractor dumped 12 truckloads into the water. there's no data to when the clean up will be done. the effects of the spill will be

judge will consider sending the pillow case rapist back to a california mental hospital. christopher hubbard was released in july. he's admitted to raping more than three dozen women in the '70s and '80s, including some here in bay area. guards are posted outside his house. protesters call his release an expensive mistake. prosecutors feel he's a violent predator and remains a threat to the public. a mentally impaired man

serving a life sentence for murder has been released on bail after the court ordered a new trial. he's free for the first time in 26 years. >> reporter: cheers greeted richard as he left his hands raised high and lawyers by his said. printed on his shirt, the words i didn't do it. the 69-year-old man walked out free after the judge released him on bail. last month the state supreme court ruled he didn't have fair trial and today he and his lawyers sat down to answer questions. >> they want to know how it feels to be free and finally breathing fresh air? >> great. thank you everybody that help me get out of jail. >> reporter: back in 1987 his grandmother in law was assaulted, murder and the home set on fire. authorities focused their attention on him and said he confessed to the crime. >> it wasn't me.

are to deal with a dirty bomb. california guard members practiced decontamination and medical aid and disposing of the bomb. >> it's not so much the world is getting so dangerous that we need to do a dirty bomb exercise. it's more we want to be prepared for any incident that might occur. we know there's folks who have ill intent. we want to respond in a quick fashion. >> the exercise was held at the richmond fire training center. work continues on a construction project that's having major impact on drivers in san francisco. it's closed through tomorrow night. that's because of construction on california pacific medical center. they're working on a pedestrian tunnel it's scheduled for april 24th through the 26th and also again during the labor day weekend in september. one of the biggest cherry blossom festivals in the united

states kicked off if san francisco this weekend. thousands of people showed up in japan town to enjoy some japanese culture and live music. festival is free and continues next weekend. there's only three japan towns in the entire country and every single one of them is in california. speaking of sun, there's a lot more on the way. rob. >> things will be a bit warmer around san francisco tomorrow afternoon. briefly getting close to 70 right now. you may find a few patchy low clouds with temperatures in the 50s and low 60s outside. we did see the golden gate bridge. 61 right now in san jose with some hazy skies near downtown. the view out towards the tri-valley temperatures in the 60s there. we have winds that are coming in off the ocean that will be not quite as strong at least right around mid afternoon tomorrow. temperatures are going to be warming up a few degrees. right now no sign of any rain or

snow. tuesday we picked up a foot or more on the higher peaks. jet stream off into the cascades here toward seattle an portland. that's where the active weather will be for the end of the weekend. patches of low clouds around parts of the bay area along the immediate coastline. during the day not much in the way of cloud cover. mostly sunny skies and late in the afternoon we'll see the sea breeze pick up once again. kind of like a summer day. temperatures start off fairly mild and top out close to 80 in a few spots for the afternoon. tomorrow morning notice the wind speeds here. not too strong. the wind direction slightly north and northeast. that will allow the inland temperatures to warm up. morning temperatures 40s and 50s as we approach lunchtime. you can see temperatures by 3:00 in the afternoon now, around morgan mill and san jose mid-70s, upper 70s toward the

tri-valley. we should get close to 80 around the afternoon. tomorrow about 78 degrees. for san francisco we should see upper 60s to near 70. around the north bay highs in the mid-70s and around pleasantton and livermore highs close to 80. we have a bit of a roller coaster ride. notice the temperature drop monday into tuesday. we'll see the sea breeze turning back strongly. highs dropping into monday and tuesday. warming again as we get into wednesday and thursday. monday we got the home opener with the giants. should see first pitch temperatures in the low 60s with few patchy low cloud toward the end of the game. the reason why our temperatures are cooling down is this system here tossing a few showers out toward the north bay. rainfall projection not showing much but a storm for the bay area. that's mist coming down in a few spots. behind the system high pressure builds in.
