hazy out there. thanks so much for waking up with us. i'm vicky nguyen and standing by is christina loren. anthony slaughter has the morning off, a well-deserved morning off. >> you are going to give us the rundown. >> if you like warm weather, get on out and enjoy it. 44 in the north bay, 51, san francisco. 49 to kick off the new day in the south bay. temperatures this afternoon are going to end up a good 5, even 8 degrees warmer in some cities than where we hit yesterday. the good news is, we still have a very slight chance for showers in the forecast. we need that rain obviously. we are in the drought. for today, great beach weather. then, by tomorrow, a few showers late monday into tuesday. a big temperature drop that we are going to tell you all about in your complete weather forecast this morning. just get ready. we do have a bit of a roller coaster ride ahead as we head throughout the coming week. >> a lot of changing temperatures. any rain is welcome. >> that's right. >> christina, thank you.

catch up with you in a little bit. new details. we are learning more about the woman killed by robbers that were fleeing police on friday night. the armed robbery suspects that led san francisco police on that chase are still on the loose. first, to the victim. brigitte cleker was a 42-year-old san francisco resident. this is a picture taken from facebook. she was in the crosswalk at california and kearney streets friday night when she was hit. we are watching individual crow now posted on twitter of that police chase. officers say they are looking for three men suspected in a string of armed robberies. an officer recognized their getaway car, a stolen toyota. when they tried to stop the car, the suspects took off. after the fatal hit an run, they also hit another ped. that person survived. meanwhile, cleker's roommate is grieving. she was a kind, fun and wonderful person and a fan of the san francisco giants. >> bridget was the most wonderful, nicest person ever. she never, ever got angry. she was a firm believer in

turning the other cheek. she was so nice. >> friends say she worked at a cafe for google. the suspect's toyota was later found abandoned on treasure island. police uncovered two guns they believed were thrown from the stolen car. no description on the men still on the run. new this morning, a late night pursuit in the east bay also leads to an innocent bystander's death. police in richmond were attempting to pull over a reckless driver last night. when they tried to stop the black corvette, the driver sped away. police followed. when they finally found the vehicle, it crashed into other car and killing the passenger of that second car. >> as it appears, the suspect vehicle probably crashed into this other vehicle here at the location killing the passenger of that vehicle. the driver of that vehicle is in critical condition. the suspect's vehicle driver fled from the scene on foot. >> officers say they found

another person injured in the area. they are not sure whether that person was in the suspect car or a ped. that person is in critical condition this morning. we are also working on confirming some details there may have been an arrest of the driver of that corvette. we will get that to you later in this newscast if we get it. new video of a car that ended up embedded in the side of a building in san leandro yesterday morning. take a look at this. the crash happened at about 8:00 a.m. firefighters say it took them 20 minutes to get the driver out of that car. the 76-year-old man was unconscious with moderate injuries. luckily, no one else was hurt in that crash. first responders had to bring in a search dog. the inside of the building, such a mess. they wanted to make sure no one was buried in the debris. look at that car suspended in the side of that building. it's not clear exactly what caused the crash. police have ruled it an accident. the city of morgan hill ramped up its water conservation effort

to combat the drought. tighter restrictions went into effect after the city council declared a level 2 restriction. watering lawns only two days a week, leaks have to be repaired within 48 hours. swimming pools and spas should only be refilled to 1 foot deep. 20% they have conserved. it was barely 3% statewide. more needs to be done. some residents want a moratorium on building new homes. >> my concern is that if there truly is not enough water for the existing residents, then why are they allowing thousands of new residents to come into this town? >> next month, the state could man tait certa mandate certain cities with high water usage to cut as much as 30% of their water. morgan hill and menlo park and

hills brea hillsboro are on that list. they are under investigation for use of huge amounts of water. they have had to release a lot of water from storage because of the drought but that water is quickly disappearing. under a century old water rightscy stim, some farmers along the delta have the right to use as much water as they want. the department of water resources and the u.s. bureau of reclamation are calling for investigation. they want delta farmers to report how much they are pumping and to prove their rights to that water. in sonoma county, two bats have tested positive for rabies. the cases are the first of yeert for the county. health officials found the bats in windsor and sabastapool. rabies is spread through saliva. it is almost always fatal if it is not treated before symptoms appear. this is a good reminder to make sure your pets are vaccinated. a stabbing in napa landed a father in the hospital and his

son in jail. it happened yesterday afternoon on almond near harvest middle school. police say they found a man suffering from stab wounds in the arm and back whether they arrived. he was taken to the hospital. he is expected to survive. the man's son was arrested for the stabbing, not clear what led up to the attack. much more ahead on "today in the bay." coming up, hillary is about to hit the campaign trail. what president obama had to say about her expected run fort white house. a historic moment a half century in the making. the president's landmark meeting with cuban leader, raul castro. it is not just van ness that is shut down tonight but we will show you what part of interstate 880 to avoid everyover the next nights.

your time is 7:15. another live look outside. a look across the south bay. a little bit hazy. it is going to be a nice one. beach weather as christina says. work continues on a construction project that is having a major impact on drivers in san francisco. venice between post and fury is closed until midnight because of construction on california pacific medical center state-of-the-art hospital. crews are working on a ped tunnel. shutdowns are also scheduled for april 24th through the 26th. and during labor day weekend in september. if you are driving around oakland, prepare for a detour on 880 tonight.

all northbound and southbound lanes will be closed between 23rd and 29th avenue. the closures are planned from 9:00 p.m. to 5:00 a.m. every day through thursday. crews will be there to remove the 29th avenue overcrossing. detour signs and construction workers will be in place to help drivers navigate. not as smart as advertised. the so-called smart parking meters in downtown san hosea parentally have a glitch that is leading to parking tickets that never should have been issued. as "today in the bay's" michelle roberts shows us, drivers are ready to take on city hall. >> i always take a picture of the meter. >> reporter: today rothburg says he no longer trusts the smart meters. >> i dutyfully but my quarters in there and came out at 9:40 and had another ticket. i'm furious. >> reporter: he received three parking tickets. when he called the city to

contest them, they were cleared. he was told it is a meter problem. >> a truck will drive by and rattle the street and reset the meter. >> reporter: 1200 smart meters are installed last spring. they are only supposed to reset when you leave the space. they determined that vibrations from large trucks sometimes reset them as well even if your car is still in the spot. >> it is not every single time a vehicle is there it is reset. it is very sporadic it has been happening. >> since february, at least 90 tickets have been written and cleared. he admits there could be more. officials say at this point, there is no way to search the entire database for all the glitches but it can be done on a smaller scale. >> when a citation is contested, we can go and see that a payment was made. how much time that payment should have provided for, and it is sent to reset early. >> laura wells says the reset function has been turned off on two dozen of the most unreliable meters. they say that is not enough.

take you down to half moon bay where we are expecting 70 degrees for today. the warmest beach city is going to be down in santa cruz, 74 degrees. really choice conditions with some big changes on the way as we head throughout the afternoon. these are your highs, 81 degrees for the tri-valley. 70 degrees in san francisco and 79 degrees in the north bay for today. weather headlines tell the story. 5-8 degrees warmer than where we ended up yesterday. as we head through tomorrow, big changes coming your way. temperatures are going to plunge. also, expecting some very light shower activity. more snow for tahoe. then, by the end of the week, those numbers will soar. we have a big-time warmup coming your way with temperatures into the mid-80s. maybe some 90s by the end of the week. this will happen as we head throughout tomorrow night into tuesday. you can see we have this area of low pressure diving to the south. this could provide general

rainfall and expecting snowfall all the way down to about 6,000 feet, which is great news. we are getting into the final months of our rainy season. we will take whatever we can get. what's going to happen, this big ridge of high pressure is going to start to back off. even if we don't get any rain, we are expecting fog and drizzle. getting into the late part of the week, offshore flow, the heat cranks and temperatures are going to soar. 78 for your sunday in san jose. a 10-degree dropoff for tomorrow, staying nice and steady as we head throughout tuesday. then, that climb is really going to be noticeable. we are going to jump by an additional 10 degrees between tuesday and wen. as we head into your thursday, that's when that heat will start to crank. i want to take you out as we head throughout next weekend as well. temperatures will stay nice and warm. so, hey, maybe you haven't made those outdoor plans yet for this

give you a live look right now at the south bay from our sky camera network. a beautiful meadow. the top of a mountain there. it looks really springlike and green and lush. a little elusive, though. you are with california's drought situation. good morning. thanks so much for waking up with us. i'm vicky nguyen alongside meteorologist, christina loren. she is standing by with a look at the micro climate forecast. we are getting some dips and ups and downs. >> a little shower activity to keep the hillsides nice and green. it has been a pretty year for us. rainfallwise, we have done okay in 2015 so far. yes. we have not had the snow pack that we received. so the drought continues. temperatures for today are going to be way above average. we are expecting the '80s. 81 degrees in the tri-valley. 79, the north bay. 78 degrees. so close to 80 right here in the south bea. here is the deal. 3-5 degrees warmer for most cities right at your local beaches and where we ended up yesterday. some cities, 5-8 degrees warmer

stop the black corvette. the driver sped away. they lost sight of the car. a high-speed pursuit ensued when police found the vehicle. it had crashed into another car at 24th street and gay nor avenue. >> as it appears, the suspect vehicle probably crashed into this other vehicle here at the location killing the passenger of that vehicle. the driver of that vehicle is in critical condition. the suspect vehicle driver fled from the scene on foot. >> officers say they found another person injured in the area but they are unsure whether the person was in the suspect vehicle or just a ped. that earn p is in critical condition this morning. fourteen age boys are behind bars after allegedly robbing a man in watsonville and then threatening to shoot him. the robbery happened at freedom elementary school on holly drive friday afternoon. the victim says the boys stole his bicycle and an ipod or iphone at knife point. they saw the suspect's vehicle

and approached him. one of the suspects allegedly pulled out a sawed-off rifle and threatened to shoot. the police booked the boys into the juvenile hall. a judge will consider sending the so-called pillow case rapist back to a california mental hospital. christopher hubbard was released from a state hospital in july. he admitted to raping more than three dozen women in the '70s and '80s. he has been living in southern california with guards posted outside his home where there have been protests over his release. southern california prosecutors requested the hearing because they feel hubbard is a violent predator and remains a threat to the public. hundreds of national guard members teamed up with bay area law enforcement for an elaborate exercise. the training scenario tested how prepared agencies are to deal with the discovery of a dirt bomb.

killed, friends, family and those moved by his story said good-bye to the 50-year-old father of four. >> it is just horrible. >> reporter: last saturday, he was pulled over by officer michael slager for a tail light. it seemed routine until scott bolted, possibly because he owe mord than $18,000 in child support. there is no video showing what happened in between the dash cam and where eyewitness cell phone video picks up. with officer slager firing eight shots in his back. he is seen picking up an object and dropping it at scott's body. scott's supporters believe that object was a taser. >> all of us know that planting weapons on victims happens in places other than television. >> reporter: slager has been charged with murder and fired from the police force. his actions in the cell phone video scrutinized by investigators and the public. >> for the first time, the whole

world got to see exactly what has been bothering a whole race of people. >> reporter: at the church saturday, the focus is on walter scott. his death now a rallying cry in the national debate on race and police tactics. sarah dollop, nbc news. internationally known hip-hop artist nellie was arrested saturday on felony drug charges. they pulled over his tour bus saturday morning because the bus didn't display the proper decals. officers say they detect the smell of marijuana and performed a search of the bus finding a small amount of crystal meth. troopers also found several handguns and drug pair fer nel ya. nellie, whose real name is cornell haines, was charged with felony possession of drugs, simple possession of marijuana and possession of drug paraphernalia. the 40-year-old hip-hop star was released from jail on $10,000

the california drought may have started as a nuisance but now it is very important. governor brown went to the dry area of the sierra to stand on dirt usually covered by several feet of snow and then he instituted the first mandatory water restrictions in state history. 25% cut to the use of water. so we are talking about water being the new political button hot issue. >> suddenly, water and politics are in the same pot. at its roots, politicses the struggle between precious resources. we don't have enough for everything we want to do, for all the things we use water for. we just don't have enough. the state is suffering, suffering greatly in droughts before.

two facts make this more important than others in the past. it is lasting longer. we have more people demanding less available water. you put that together. that's a serious problem. here is the thing, larry. we can't just blame climate change or global warming for this drought. people are going to have to start taking ownership and responsibility for the way we are all using water in this state. climate change is very important but whether it is a cause for drought is beside the point. the fact is, even if we have bountiful rain next year and the year after, scientists have determined we can't sustain ourselves given our growing population and the current uses of our water. that means fundamental change, which is hard. it us m tmust be managed by pol decisions. >> a lot of finger pointing.

northern californians are looking at the way southern californians are using water. urban users are blaming farmers. who is right? >> in some respects, they are all right. finger pointing doesn't solve the problem. unlike other policy issues like deferred road maintenance or public school funding, this problem can't be put off. we can't do without water, period. >> we have governor brown and his cut of 25% of water. what other policy changes should we expect? >> get ready. here are some changes that we can expect. they are going to take a toll. we are not going to be used to all these things. we have to deal with it. much more careful and restricted monitoring of water use in the central valley. >> in the central valley alone,

1 100,000 wells have no meters second, a serious assessment of which crops work well and which do not. nearly 80% of the state's water is used in farm areas. we have to deal with that. third, expect serious conservation policies, i mean serious conservation policies in areas ranging from more water, efficient homes to the replacement of lawns with drought-resistant plants. all of these will come with incentives and rebates. fourth, expect more plants that will provide the water supply. yes, this water costs more. it is available. we are lucky we are on the coast for that reason. these changes will not come all at one once. many are going to come sooner than later. a massive education program fort

public and bold initiatives by the public policy makers. >> that's a lot and somewhat controversial. before we let you go, hillary clinton expected to announce what everyone has been expecting for some time now. she is going to run for president. let's talk a little bit about how her campaign will be different this time around. we expect it to be very different. >> we have heard always about people having a second chance to make a good first impression. this is a third chance. first, it is first lady. then, more recently, senator and then secretary of state. now, again. every time hillary clinton has found herself in a bit of controversy. a very polarizing figure. people either love her or hate her. she is going to many could out soft. no big rallies. little meetings in important states like iowa, new hampshire. the big stuff will come later. what she is really doing is reintroducing herself yet again to the american public. have another look. i'm older. i'm wiser. i'm looking toward the future

francisco. the 48th annual cherry blossom festival. thousands of people headed to japantown, 10:00 a.m. to 5:00 p.m. really lovely weather out there today. 69 degrees. if you want something to do with the family, it is sunday at the marine mammals center and this is going to be a really great event. temperatures will be nice and comfortable out there. 65 degrees at noon. 71 degrees at 4:00 p.m. admission is free. you can learn a lot out there about our local sea life including sea lions like that and even the otters which are actually very rare and only found here in california. big temperature drop as we head throughout your monday. temperatures are going to tumble. so the difference between today and tomorrow, almost 10 degrees for some spots. what does that mean for our giants in that home opener at at&t park. i believing tell you, it is going to be cooler out there. first pitch, 1:35, winds out of

the west. all the flags will be pointed right out towards center field. we could see gusts strong enough to potentially pick up and carry that ball and help it travel. temperatures look good. want to let you know right now, "today in the bay" will be live on the field tomorrow morning. starting at 5:00 a.m. that's going to be a great time. we have some showers on the way, only for very specific parts of the bay area. tuesday at 3:00 a.m., many so light activity working its way into the north bay. look at this. expecting some snowfall in tahoe. as we head throughout the remainder of the week, big changes coming your way. we are going to lose that cool air very rapidly. temps will tumble. coastal fog and drizzle returns and the heat cranks towards the end of the week. offshore flow shall the heat is on. take a look at where we are headed over the course of the next five days. 10-degree dropoff between today and tomorrow. another 10 degrees by wednesday. we are in the mid-80s here in the south bay by thursday.

i can tell you, it is going to be very warm and that will continue as we head throughout friday. then, a little bit cooler for your upcoming weekend. i can say a few things to expect, dry and our hills which are nice and green right now are going to unfortunately start to turn brown because of all the growth that we have had so far this season. we are pretty concerned about fire season. remember, you want to go ahead and clear out that defensible space around your home. it is a good time to start doing that. new interactive matte. you can now make your mark on a treasured bay area hiking spot. several public agencies have partnered to get trekkers to share stories. hikers can use this new 3-d map to visit their favorite spots. they can add notes and pictures to build these memories.
