recent deadly shooting in south carolina. >> absolutely. in fact, that dash cam video provided valuable information about what happened there in south carolina. now, this afternoon the san jose city council is going to be talking about a body camera pilot program for san jose police officers. if they give the green light this afternoon 12 officers would test them evaluating everything from how easy they are to use to the quality of the video. information from the four-month test will help the city come up with a proposal to get the body cameras for much of the police force. that could take six months to complete. so it's not likely body cameras will be widely used until next year. today the city council will also review a report from police chief larry. he says the department is still working with the police union to look at officers' rights and privacy issues. and there are also questions surrounding how long the video will be saved and who will have access to it.

this won't be the first pilot program. san jose tested body cameras in 2009 and 2012 but the program never got past its pilot stage. as we saw last week in south carolina videos can help provide valuable information about fatal shootings involving police officers. authorities released dash cam video in connection with a traffic stop involving walter scott. it shows him getting out of his car and running away. north charleston police officer michael slager later shoots and kills scott, video taken by a with itness captured that shooting. now, there are other police departments in the bay area that are already using body cameras and that includes los galos, campbell, union city and even b.a.r.t. police officers. reporting live in san jose, marianne, "today in the bay" in the. >> thanks so much, marianne. okay. new this morning, police in east pattern lo at to looking for a shooter who fired a gun at someone overnight. police say it happened on abelia

way close to highway 101. they found a woman with a head injury on the scene but the bullets did not hit her. she's expected to be okay. police did not identify a suspect. only on nbc the man on the -- the man at the center of a violent arrest all caught on camera and video in southern california is telling his side of the story in an exclusive interview. >> i just felt hits everywhere, all over my whole body and they weren't stopping. i was wondering when is this going to stop? >> francis pusok led the deputies in a wild chase through the desert near apple valley last week. it ended when he fell off the horse he allegedly stole. deputies converge shooting him with a stun gun several times and repeatedly kicking and punching him. police arrested him but now he's out of jail and speaking out. pusok says that most of the blows came after he was cuffed an struggling to breathe. >> pushing the sand in my face, pushing my face into the sand.

i had to keep finding little pockets of air underneath my chin in the sand to be able to breathe. >> the fbi is now investigating the incident and ten deputies are on administrative leave. closer to home right now and drivers hoping for a smoother commute in the south bay this morning. after one man snarled traffic for hours. the highway patrol shut down the 280/101 interchange around 1:00 yesterday. he was carrying a knife and threatening to jump from the tallest interchange ramp. officers were finally able to talk the man down just after 7:00. he was arrested. right now he faces charges of criminal threats and brand dishing a deadly weapon. this is the third time in the last several months a single persons a impacted the commute for thousands. in december a woman stopped traffic on 680 for nine hours after threatening to jump off of an overpass. if you or someone you know needs help there are plenty of resources available including the national suicide prevention lifeli lifeline. the number is on your screen

right there. or you can get it online at our website, nbcbayarea.com. east bay mud will consider tough new restrictions on water use and big fines for violators. bob is live in san llorenso with the details. >> the east bay mud board of directors could declare a level four drought level. that's the most severe level possible. as a result, they could be asking the 1.3 million customers in places like san lorenzo and other parts of the east bay to cut back their usage even more, from 15% to 20%. that's how dry the state has become. you're well aware the snowpack in the sierra is virtually nonexistent. reservoirs are not doing much better as you can see in the picture of the comanche reservoir. only half full. add to that the fact there have been more and more reports of people wasting water over the past six months. if the east bay mud board

agrees, those customers could pay more for their water. for example, after july 1st a customer who is paying 50 bucks a month for water could see an increase of about $11. >> people who are flagrant water wasters, people who use 4 1/2 times more than the average customer will be paying additional charges. >> some east bay mud customers have already been conserving water for years. we're talking about predrought and still face the possibility of having to cut back more. we're going to hear from them within the next half hour. meantime, reporting live in san lorenzo, "today in the bay." >> thanks, bob. the agency that sends water to a majority of homes and businesses in southern california will meet today to talk about the drought. the metropolitan water district says dramatic action is needed. a proposed plan could mean mondaytory water use cutbacks of up to 25% starting this summer.

rob is joining us for christina this morning. seasonal averages not so pretty in the month of april. >> this is the transition month for you. you can't expect a whole lot this late in the rainfall season as we get out of january, february, march, you can see april. now let's take you into may, june, july. this transition to the driest time of year. we did get half inch to an inch of rain last week but right now we do have a system that's crossing over california bringing a few snow flurries to the sierra but down towards the bay area, mainly dry. a few sprinkles that fell overnight. the main effect of the system that came through, gusty, cool, northwest winds transporting in that cooler pacific northwest ocean air-condition down into the bay area today. it's going to keep our temperatures running mostly in the 60s and some wind gusts at times, 20 to 35 miles per hour. especially around the hilltops. 40 toss start off your morning. as we head through lunchtime long sleeve shirt or even a light jacket will still be fine

around lunchtime. notice for the afternoon today highs only in the mid to upper 60s. but big changes coming up for tomorrow. highs near 67 in san jose. low 60s closer to san francisco. temperatures in the north bay, 60s. about the same for the tri-valley. but as those cool northwest winds subside and winds turn offshore rook at the temperatures climbing tomorrow. 70s around san jose and then oughtitys in the forecast for san jose. thursday into saturday, even san francisco climbing into the 70s but in the meantime, very gusty winds out there this morning, mike, that could cause some issues in the mid spans of the bridges. >> rob, did you say gusty winds? look that the camera shaking. i feel like i'm on the old school star trek on the bridge. looking at the bridge span itself though moves very nicely westbound with these taillights and no backup at the toll plaza. the wind advisory for the bay bridge. let's look at your map. talking about any of your east/west bridges because of the wind direction is going to catch you sideways. golden gate bridge is moving smoothly. wind is not much of a factor. rob has been explaining that to

5:13 on your tuesday morning. a judge is expected to finally see the jury in the trial of the accused colorado movie theater gunman. that jury selection process has taken more than three months with both prosecutors and defense lawyers beingal louled to question potential jurors. james holmes is accuse of killing 12 people and wounding 70 others during the movie "the dark knight" in 201. holmes' attorneys admit he pulled the trigger but claim he was suffering a, quote, psychotic episode, at the time of the shooting. judge is urging ten former schoolteachers to strike a deal today before they get sent to time. the atlanta teacher is convicted in a cheating scandal made

inflated student test scores. the teachers are being offered a last-minute deal including home confinement. the judge says if that deal is not struck today he'll likely send them to jail instead for up to 20 years. iraq's prime minister is going to meet face to face with president obama today to ask for more help in defeating isis. he is going to make his first visit to the white house since winning the election for prime minister seven months ago. he says recent u.s. air strikes have helped to push back isis rebels but more support is needed from the international coalition. the white house is already indicated that more help may be on the way frk. more and more americans are using mondey on prescription drugs. good morning, landon. >> hey, good morning to you. a new report says spending on prescription drugs rose 13% to $374 billion last year. that's the biggest percentage

half-moon bay, 20-mile-per-hour winds. gusts 30 to 35 miles per hour in the hilltops. combine that with air temperatures down to 44 degrees in napa. it is a chilly start to your tuesday morning. right now, mostly clear. we did have a few sprinkles overnight but that has moved on. you see 32 up around trucky. mid 40s around santa rosa. notice really nothing here on the radar close to home but over the sierra some snow flurries this morning. this system moving through rapidly. the main effect of it is the coldest air sweeping into the bay area for now. that is some cooler air coming on in which is going to help to keep our temperatures mostly in the 60s today. even though we will have plenty of sunshine. 40 toss start your morning off around lunchtime. 50s to low 60s and highs eventually arnd 3:00 or 4:00 this afternoon. upper 60s to maybe near 70 at best for today. you can see los galos getting close to 70. 67 near san jose. low to mid 60s around san francisco. for the north bay, upper 60s around napa.

over towards santa. tri-valley in the upper 60s. the trend for the second half of the week of high pressure strengthening, winds changing direction, turning somewhat offshore. this will provide a big boost to our temperatures as early as tomorrow. going from the 60s today, 70s tomorrow in san jose. then 80s thursday and friday. you can see also san francisco climbing into the 70s as we wrap up the workweek and over towards livermore. highs by thursday and friday climbing into the mid 80s. before we get there, gusty winds to deal with this morning. mike? >> rob, that's the warning for drivers around the bay. those gusty winds will be an issue for you across the bay. take a look at that in a second. i did want to show you the south bay slowing that we had for 17 and 880 cleared around the 280 interchange. yellow showed up as more cars hit the road. debris reported north 17 and calm ben. slowing southbound. may be flashing lights. may be clearing something. no lanes reported blocked. we'll track that over the next couple of minutes.

over here the tri-valley has a a gentle build over towards that dublin interchange. that's typical for this pattern. folks come out of the altamont pass, there's your westbound drive into the tri-valley out of the altamont area where there are windmill there's because there are wind farms and wind so be careful coming over the pass as weapon. he well. the bay bridge, richmond bridge, carquinez, benicia bridge. chp just issued a wind as vizry for them. they drove across the golden gate bridge. we got caught with pretty strong gusts there as well. that's unusual. that is a concern. let's look live. i wanted to show you dublin before we got out of this porg of the bay. it will start to show more slowing than we just saw on the maps. back to your maps. the rest of the bay. north bay. there's a little slowing out of antioch. as we some zoom in toward the bay bridge and golden gate bridge, no slowing. high rise for the san mateo bridge. this camera does shake from time to time. the high rise is one of those areas we're watching but so far traffic is light. back to you.

>> thank you very much. it's 5:19. beachgoers in oregon are seeing a very unusual site. millions of dead fish washing upton sand. purple creatures similar to jellyfish. it's normal for them to wash ashore in the spring but experts say this is the most they've seen in years. scientists say the fish are driven by the wind and strong winds in that region may actually be partially to blame for the huge numbers. two former egg executives are going to spend time behind bars in a salmonella outbreak as it made thousand os people sick. the executives worked for an iowa egg company responsible for the 2010 outbreak. they received three-month jail sentences after entering geli y guilty pleas. the outbreak triggered a nationwide recall on eggs. not your standard sea sickness for passengers aboard one cruise ship. they are inspecting a norovirus outbreak that sickened 100 passengers. cleaners could be seen

disinfecting at the end of the 15-night cruise. passengers on a second one are reporting norovirus symptoms. that ship is still at sea expected to dock in san diego later today. a proposed statue swap in the u.s. capitol is generating heated debate here in sacramento or in the bay area. each state is allowed to place two statues of citizens in the u.s. capitol. right now it's ronald reagan and since 1934 father sarah. now, southern state senator wants to replace sarah with nasa astronaut sally ride, the first female american in space. most republicans oppose that idea but it did pass the state senate yesterday. it now moves on to the assembly. a maryland family is considering action after police took that two children in custody for walking alone in their neighborhood. police picked up the children over the weekend after getting a report they were walking alone. in december the parents were accused of me glekt for their so-called free range parenting

vehicle. a woman stopped opt r and got out of the car to see if they were okay. that's when one of the men took off running and another one got the car and they drove away. the chased the suspect where he crashed and was finally arrested. wasting water could soon come with a steep cost in the east bay. east bay mud says it's ready to take tough new action against the worst offenders. "today in the bay's" robbery dell is live with the details for us. good morning, bob. >> good morning, laura. water supplies are so low later today the east bay mud board of directors could declare a stage four critical drought. that would be the most severe declaration possible. you can see why the board is concerned. picture from last week shows how low the comanche reservoir is. this is one of the water supplies. by october 1st east bay mud expects the reservoirs to be at one-third capacity combined. the board is considering a

penalty for most flagrant water users. that would be those who consume 4 1/2 times the average. they're also looking at watering p restrictions and asking customers to cut back by another 5% in usage. susan nare and pete johnson who ripped out their lawn and put in drought resistant plants many years ago are willing to cut back more if that means helping the state get through this historic drought. >> already cut back since '95 so it's more difficult to cut back 20% if that's what they're going to ask. we will find ways to do it. >> reporter: another reason the board is considering these cutbacks, they've seen reports of people wasting water skyrocket over the past six months. even though they're well aware that we're in this drought. reporting live here in san lorenzo, bob ridell, "today in the bay." next week san jose city leaders are expected to approve a plan to cut water usage by

25%. the plan also calls for limiting lawn watering to two days a week. if approved the restrictions will be in effect until march of next year. 5:33 on your tuesday morning in the bay area police officer accused of buying drugs with a 2-year-old girl sitting in his car is due back in court this morning. last week san francisco police arrested kenneth white shortly after they say he bought heroin and cocaine from a dealer in a south of market area. white is a san pablo police officer. police are not saying who the 2-year-old girl is. he's already pleaded not guilty to drug, weapon, and child neglect charges. it is 5:333. more trouble for pg&e and cpuc. new audit shows that state regulators are not doing enough to make sure they are safe. they failed to give clear direction on maintaining natural gas pipelines. it also found there's an average eight-month delay in processing pipeline inspection reports. utilities commission says it's

working on solving the problem. protesters will march in a number of bay area cities later today. this is part of a nationwide black lives matter rally. the marches planned at sproul plaza in uc berkeley, outside of city hall in san francisco, in the plaza in oakland, and city hall in downtown san jose. all of them trying to bring attention to police killings of unarmed people. san jose leaders could approve a now round of testing for police bod i can cameras. rob mayeda is in for christina and he has a look of the gusts. >> seeing wind speeds of 15 to 25 miles per hour this morning making for a blustery start to the day. and we did earlier have a few sprinkles around the bay area. right now just a few snow showers around the high country there of the sierra. that system winding down back to the bay area. things unfortunately quite dry. we got instead these cool north winds. air transported down to the pacific northwest which even with the sunshine today, temperatures not warming up much. our wind speeds as you saw there gusting from 20 to 25 miles per hour. high temperatures climbing into the mid to upper 60s for today and then tomorrow you'll see temperatures starting to soar into the 70s and 80s. we'll have a full look at that in forecast coming up in a few minutes. here's mike. >> quick look over here toward dublin as commute builds a built. not so dramatic in this shot as you're approaching el charro. approach that dublin interchange. little slowing on the approach.

a lot going on in the last 24 hours politically. right now hillary clinton is in iowa, starting the campaign trail. she has more of a grass roots campaign going on. she did hit the road in a van. the scooby van as hillary clinton nicknamed it pulled into a chipotle in iowa on her way to io iowa. a few aides and two secret service members went inside for food. no one seemed to recognize the democratic presidential front-runner. >> i'm hitting the road to earn your vote. >> it was the first unofficial stop on her drive to kirkwood community college in monticello, iowa, to talk to students. democrats in iowa say they want to see a candidate open to their ideas. >> i think listening is the most important thing and trying to reach all corners of the state, both rural and urban. >> reporter: the republican candidate for president officially grew to three.

even though other officers had already pinned him down. this is a second accusation levied against slager. last week a man came forward also saying slager used excessive force by tasing him. slager is charge with murder accused of shooting walter scott in the back. in the meantime a man that was sitting inside the car when scott was pulled over issued a statement through his attorney. he says he does not know why scott ran but says scott did not deserve to die. well, spooky might be a good word for this video. a small robot shot saturday inside of one woft three fukushima reactors that melted during the japan quake and tsunami four years ago. the robot was able to capture these images before it stopped working. now engineers are trying to figure out if excessive radiation levels stopped it in its tracks. workers decided to leave the robot inside the reactor. plane trouble in seattle yesterday. this one entirely manmade.

truckee, 28 degrees. mid 40s around santa rosa. the bay area did a few sprinkles overnight but the more significant moisture has been around the say ae sierra. we're seeing the cool system pumping in the cooler air in the north. breezy conditions, winds 15 to 25 throughout the afternoon. temperatures the morning in the 40s. jacket area around the bay area and around lunchtime temperatures still in the 50s to low 60s and high temperatures today in the mid to upper 60s today. the coolest day for the rest of the week for sure is your about to see as our temperatures climb as we get closer to the start of the weekend. so upper 60s around san jose today. low to mid 60s around san francisco and 60s all around from the north bay into the tri-valley. once we pass today high pressure will bimd in and we'build in an significant warming thursday and friday. places like san jose today, upper 60s, mid to upper 70s tomorrow. 80s in the forecast.

san francisco should see temperatures climb into the mid 70s starting thursday after a blustery day today. around the tri-valley, temperatures may feel down right hot by thursday and friday as you see the temperatures climb into the mid 80s approaching the weekend but the story of the morning continues to be gusty winds with more see that impacting your morning commute. >> rob, we will show folks how it impacts them and how they motion sickness. over here the south bay we don't have that going on right now. we just have a little build from north 101 at the 680, 280 interchange as we had drama yesterday, today very calm. we will look at your maps and smooth drive. typical build north 101 from 680 up to 880 because that's the pattern for the south bay kicking with the a standard flow. we'll move out on your maps. move farther north. newark and fremont, over in towards east apal to at to. the san mateo bridge, we had slowing westbound. that's picking up the volume in both directions. your commute direction coming

with a nice. the officer has been cleared of wrong doing. today friends will join garcia's brothers who speak with supervisors about policy changes in the sheriff's department. in the palo alto city council will vote tonight on whether to allow the last mobile home park to close. last night the council heard from residents of the buena vista mobile home park. they say they could not afford to livni where else in the city if they shut down the park. they've offered to compensate residents for moving out. council members will hear more arguments tonight before making a final decision on the fate of the mobile home park. san mateo county leaders want you to know just how safe and clean their restaurants are. county supervisors will consider a new program to label restaurants with a red, yellow, or groo enplacard indicating how the restaurant scored on its food safety inspection. green means the restaurant passed. you've seen them around santa clara already.

if approved, they will start going up in january. we're getting a better look at how crews are cleaning up a cement spill at east bay creek. last week east may mud accidentally dumped 12 truckloads of cement into glen echo creek near clairmont hotel. all this happened after cement poured out of a open valve inside a pipe that crews were just trying to fill. it will take crews another few more days to clean up that spill. there is a new plan in the works to create a mega ski resort in the lake tahoe area. yesterday the owners of squaw valley and alpine had plans to link the two resorts p the plan is in the initial stages but could be presented to the u.s. forest service later this year. the plan is to create a gondola line to carry 1400 skiers every hour over the nearly two miles between the two resorts. both resorts fell under the same ownership four years ago. >> probably appreciate a mega snowfall to go with it. ibm struck a partnership with apple and johnson & johnson

the maps will show you our bridges across the bridge. golden gate, we talked about carquinez and benicia bridges. the only slowing is at the toll plaza as well as antioch. also tri-valley westbound 580 slows a bit 680. bigger slowing now southbound 880. just got word of a crash between union city and hayward. no details from chp yet and i don't see additional slowing. we're going to track that just before you get to the dumbarton bridge. across the bay, smooth, 82 and 84. we have you build a little slowing typical north 101 from story up toward 880 and that's the first one for the south bay. back to you. >> from the roadways to the range. a growing trend in the meat market. demand for buffalo meat is booming. health conscious consumers are opting for bison because it's leaner than cow meat. california's drought is causing problems for ranchers trying to raise bison. >> we depend on the rainfall for our grass to grow.
