one man under arrest and one still on a run. the two guys crashed the car and carjacked a whom who stopped to try to them them. the suspect crashed late last night driving a stolen vehicle. a woman stopped and got out of her car to see if the suspects were okay. one of the men took off running and the other one got inside of her car and drove off. officers caught up to that car and chased a suspect where he crashed an later arrested. time to take a live look outside this morning. emeryville, foster city there. if you about to head out the door, heads up. it's a little windy out there this morning. meteorologist rob mayeda is in for christina this morning. >> the forecast is morning, breezy. the winds out of the north. sustained winds at 12 miles per hour. the wind gusts fairly substantial as we go through the morning. 20 to 30 miles per hour. and it's going to stay that way to the afternoon. wind speeds slowly starting to ease as we head up to the afternoon. 40s and 50s out side today even with the sunshine temperatures

are going to feel fairly cool for just one day though. mid to upper 60s today. come tomorrow and for the rest of the week, big time warmup on the way. full look at that in the forecast in a few minutes. >> all right. rob, thank you. with little to know rain in sight, east bay water officials are going to consider new tougher restrictions and bigger fining for water wasters. robbe bob ridell is live this morning with how today could impact you and local water users. good morning, bob. >> good morning, sam. later today the east bay mud board of directors will consider whether or not to declare a stage four critical drought as we've been talking about all morning. that's the most severe level they can declare. also decide on whether to ask their 1.3 million customers, including some of whom are here in san lorenzo, on whether they need to cut back more, from the 15% that's already been asked of them to another 20%, another 5% on top of that. that's just how dry the state

has become. the snowpack in the sierras is virtually nonexistent. reservoirs are not doing much better as you can see in this picture of the comanche reservoir which is only at half capacity. add to that the fact that there have been more and more reports of people quawasting water overe past six months. if the board agrees those customers could may more. after july 1st a customer paying 50 bucks a month could see an increase of about $11. >> those who are flagrant water wasters, people who use 4 1/2 more times more than the average customer will be paying additional charges. >> reporter: some east bay mud customers have been conserving water for years. this is pre-drought. and yet they still face the possibility of having to cut back even more. we will hear from them within the next 45 minutes. meanti meantime, reporting live in san lorenzo, bob ridell, "today in the bay." >> thanks very much. major water restrictions

will soon be hitting the south bay as well. next week san jose city leaders may approve a plan to cut water usage by 25%. the plan also calls for limiting lawn watering to two days a week. if approved the restrictions will be in effect until march of next year. southern california, 25% is the magic number again. the metropolitan water district is going to discuss a new plan with mandatory water cutbacks of 25% starting this summer. the cuts would focus on areas that have done poor jobs of conserving water in the past, requiring them to take more conservation measures and to raise water prices. at the very latest stories and updates surrounding california's historic drought as we try to get through it. visit our website and search the word drought. it is 6:04. a bay area police officer accuse of buying drugs with a 2-year-old girl sitting in his car is due back in court this morning. last week san francisco arrested kenneth white shortly after they

say he bought heroin and cocaine from the dealers south of market street. white is a san pablo police officer. police are not saying who the 2-year-old girl is. he's already pleaded not guilty to drug, weapon, and neglect charges. after change was demanded still more trouble for pg&e and the california public utilities commission. new audit shows state regulators are not doing enough to make sure that natural gas pipelines are safe. the state commissioned that saud dit. review blasts the cpuc for failing to give clear direction on maintaining natural gas pipelines. it also found an average eight-month delay in processing pipeline inspection reports. the you thei ityou'llities comm is working on solving the problems. should all police wear body cameras. the issue stakes center stage in san jose today. today maryann joins us live. police shooting in north carolina -- south carolina, i should say, bringing more urgency to the discussion. >> reporter: it certainly is.

this afternoon the san jose city council will talk about a pilot body camera program for san jose police officers. and if they give the go ahead, 12 officers would test the body cameras this fall, evaluating everything from how easy they are to use to the quality of the video. information from the four-month test will help the city come up with a proposal to get the body cameras for much of the police force. but that could take six months to complete. so it's not likely body cameras will be widely used until next year. today the city council will also review a report from police chief who says the department is still working with the police union to look at officers' rights and privacy issues. and there are also questions surrounding how long the video will be saved and who will have access to it. this won't be the first pilot program. san jose tested them in 2009 and 2012 but the program never got past its pilot stage. as we saw last week in south

carolina, video can help provide valuable information about fatal shootings involving police officers. authorities release dash cam video in connection with a traffic stop involving walter scott. it shows him getting out of his car and running away. north charleston police officer michael slager later shoots and kills scott. and video taken by a witness captured that shooting. now, other bay area police departments are already using body cameras. they include oakland, gilroy, los galos, campbell, and union city. and mayor ricardo as well as three other city council members did put out a memo earlier that is saying that they support moving forward with this technology. reporting live from san jose, mari anne favro. we are getting a closer look at how crews are cleaning up a cement spill in a east bay creek. they sent accidentally dumped 12

truckloads of cement into glen oakland creek. this happened after cement poured out of an open valve inside a pipe crews were trying to fill. it's going to take crews a few more days to clean up that spill. 6:08. time to check that microclimate forecast for you on this tuesday morning. let's take a speak outside. overlooking -- this is from san bruno mountain. wind gusts out there. be careful on the bridges as you pass by this morning and ying from a wind breaker if you have one. >> today you will want it as temperatures this morning have dropped into the mid 40s, parts of the bay area and couple that with gusty winds out of the north that will feel a bit more like a winter morning around the north bay. 44 degrees. 49 in san jose over towards palo alto and region wide seeing temperatures in the mid 40s up towards truckee, 28 degrees. we did have a few snow flurries earlier this morning. that is where most the moisture for our overnight system is right now over the sierra. brief showers around the bay

area. right now things have dried out. skies clearing. the main effect of the system today is re-enforcing the cooler airdropping in from the north that's going to help keep temperatures down and wind speeds up throughout the day. gusts from 20 to 30 miles per hour. should begin to taper off a little bit heading into tonight and into tomorrow. highs today, staying with all the sunshine though in the 60s. upper 60s for san jose. maybe close to 70 in los galos. temperatures around foster city, 65 degrees. low to mid 60s around san francisco. upper 60s in the north bay and tri-valley for today. things begin to warm up as we see a little bit of a offshore wind and temperatures climb. 70s in san jose tomorrow. 80s thursday into friday. looks like the weekend will start off with a summer preview in terms of temperatures. 70s around san francisco and 80s around san jose. mike? >> you just mentioned summer but we'll go back to truckee, snow flurries or rain or drizzle through the area and heading over toward the sierra. no chains. no advisories but we're watching

the weather there. meanwhile, watching the camera shake here for oakland camera. rob talked about the strong winds across the bay and that will be an issue for folks traveling across all bridges as well as the oakland hills and diablo range. camera is steady at this present time. well look at the map. smooth drive traveling north to the bay bridge toll plaza. 580 slows. metering lights are on and typical time just before 6:00 this morning. we'll zoom the camera farther south. the issue now 880 and 680, typical patterns toward hayward and fremont. we have an added obstacle now. right around alvarado. a typical pattern. another crash reported closer to dakota. that may be the actual site. two reports are similar so i'm going to say this might be focus odd the approach southbound 880. you see that slowing down to mallory. five vehicles involved and moving them from the lane right

it ended when he fell off the horse he allegedly stole. deputies converge shooting him with a stun gun several times and repeatedly kicking and punching him. police arrested him but now he's out of jail and speaking out. pusok says that most of the blows came after he was cuffed and struggling to breathe. >> pushing the sand in my face, pushing my face into the sand. ttle pockets of air underneath my chin in the sand to be able to breathe. >> the fbi is now investigating the incident and ten deputies are on administrative leave. thieves are stealing not just the cars here. actually they're stealing the wheels. this is what one driver came back to after parking at the mill valley park and ride. police say this kind of theft is a growing trend nationwide. thieves are targeting honda fits, specifically for their 15-inch wheels. officers say those wheels are commonly used for street racing and they're getting taken off

miles per hour coming in out of the north in san francisco. some wind gusts, 20 to 30 miles per hour this morning. you add that to the air temperature in napa, 44, 45 degrees this morning. it will get your attention very quickly, these temperatures outside. 28 degrees in truckee. we did have snow flurries. a tahoe valley airport showing that. it will be nice for it to stick around. just not in the cards today. bay area, sprinkles overnight. clearing skies now as the weather system is ushering in the cooler air, airflow aloft right now and at least for today is chilly but tomorrow we're going to begin to see some changes in temperatures climb on up. for now, gusts in the hills over 30 miles per hour. wind speeds should ease off a little bit as we approach the evening. you can see our temperatures kind of a light jacket day for the bay area. even approaching lunchtime. upper 50s to low 60s. still breezy outside. and highs today mostly upper 60s but then we're going to see a

big change again coming up tomorrow and thursday. so highs today, upper 60s around san jose. low 60s for san francisco. maybe near 70 in santa rosa with the north winds and around the tri-valley highs in the upper 60s now here's the reason why temperatures are going to climb up. high pressure is going to build in. winds turning offshore now. even the coast will begin temperatures climbing up san jose tomorrow. mid subsequent toss eig 70s to 80s. 70s thursday, friday, and saturday. and around livermore in the tri-valley you will see temperatures from the upper 60s today, upper 70s tomorrow, and mid outitys in the forecast as we get towards friday and saturday. for now it looks like the weekend is warm. maybe a little bit cooler on sunday. sea breeze will start to come back as the offshore winds subside. there you go, 70s and 80s for this weekend. clearly today, the coolest and probably the windiest day we'll see around the bay area. weekend may be feel moerg like summer around the bay area. now for another check of your tuesday commute, here's mike.

>> quite a transition weatherwise. you talk about the winds. we'll talk about them, too, in a second. look at all of this activity on the east bay. the san mateo i imagine from, west 92, the crash has moved to the shoulder over by the toll plaza. it looks like all lanes are clear. there is slow that shows up. we have your commute kicking in as well. some folks might be choosing this bridge because of all of this flowing that's builter for southbound 880. south 880 at alvarado, in through union city, the crash moved out of the lanes. the backup starts there. all of the way down to just past where this other crash had a couple lane s tied up. moved from the center to fast lane. they should be getting over to the right shoulder. we do have that slower drive toward the dumbarton bridge. it's over on the nimitz freeway. we show the try valley as well. slowing south 680 out of pleasanton. that's for your tri-valley build. typical pattern. we still have a couple of schools on spring break. we have a lighter flow

continuing over the bay right now until the next couple of weeks. over on the peninsula side, we have a smooth drive. we haven't had that commute move over to 101. we will see that slow down but we want to show you the camera in foster city. one of the areas where we typically see catching wunld and that will be an issue. the camera is shaking in foster city. they issued a traffic advisories for all the bridges. the live cameras and rob is reading saying, you want to hold on there as well. we'll keep that in mind. back to your maps as you look south of here. smooth drive. north, north of san mateo bridge. we have -- san mateo bridge. we have you slowing down, east shore freeway and bay bridge toll plaza. slow for 580 off 24 of the maze. watching all the bridges where winds are gusty at times. highway 37 over from novato. 101 over at novato. limit san rafael to the golden gate bridge which also has unusualed aedadvisory from chp.

democratic presidential candidate hillary clinton officially hits the campaign trail today. making more grass roots approach she's traveling offen a vooan. "today in the bay" is with a preview of that. good morning. >> good morning. the former secretary of state hillary clinton is in iowa today. she's meeting in a more intimate setting to try and get voters votes one-on-one. she is going to take a more grass roots approach to this campaign and that starting off by campaigning from a van. the scooby van, as former secretary of state hillary clinton nicknamed it, pulled into a chipotle in ohio on the way to iowa. the newly announced presidential candidate, a few aides, and two secret service members went inside for food. no one seemed to recognize the democratic presidential front-runner. >> so i'm hitting the road to

morning. kind of chilly there. 49 in san jose. tri-valley, and san francisco close to 50 degrees right now. you see 28 up at truckee. earlier this morning some snow showers in the sierra. quick moving system which dropped a few sprinkles around the bay area before midnight. now is basically left. we're seeing the gusty winds though at times cool airdropping in out of the pacific northwest. help fuel the winds at times and keep temperatures down. you see the gusts here from 6:00 a.m. through the rest of the morning. 20 to 30 miles per hour in decreasing slowly as we head into the evening. temperatures hour by hour, 40s and 50s for the morning right around midday. upper 50s to low 60s and high temperatures this afternoon climbing into the upper 60s for today including san jose and morgan hill. san francisco, mid 60s. heading towards the afternoon. today we'll see those temperatures in the 60s but beginning tomorrow high pressure builds in and our temperatures are about to climb on up. so numbers tomorrow in the 70s in san jose. 80s by thursday and friday. looks like the weekend will carry over the warm temperatures

once you get past the blustery and cool conditions outside today. >> big heads up for folks who are through fremont. the first one is a live shot illustrating a little bit of what rob is talking about. bottom left corner where the flag is flapping in the strong breeze here. that's not the worst of it. we'll talk about that in a second. i did want to show you traffic moved smoothly past tesla. dakota, those areas. we will look over at da quota on the maps. we'll show you south bay, easy drive. zoom in toward the area i was talking about. coming down out of union city where we had a couple of crashes. south 880 at alverado. in between the san mateo bridge and dumbarton bridge, unusually slow right now. moving south in toward our earlier camera shot so we should see slowing heading in many toward milpitas. that's the worst of the slowing, 880 to 238. not a real problem.

easy build, especially for a tuesday. so we have a nice smooth drive. a lighter volume of traffic starting westbound across that san mateo bridge to the peninsula. san mateo still at speed. as we zoomed our map out, antioch, typical build. slowing through concord. the big concern out of these bridges, benicia, carquinez, all caught with gusts of wind. all of your bay area bridges. use caution. all the drivers getting along just fine. look at your speed. showing 101 novembato. we turn the camera to the bay bridge itself looking toward the city. the camera is trembling a bit. it was moving a lot more earlier this morning. the winds can kick up from time to time. so if you have a van or even an suv at times, get blown around quite a bit. be careful this morning. >> hold on tight. >> both hands. >> that's the posture right there. the markets have been open for a few minutes now. we'll check those numbers. there you go. the dow over 18,000.

it is 6:39. there's a new kind of milk coming to stores. it claims to be better toer people sensitive to dairy. the makers of the milk claim dairy sensitivity comes from unnaturally mutated protein called a1. the a2 protein is believed to be closer to the milk people were drinking centuries ago. scientists say there's no conclusive research on whether the a2 protein is actually easier to digest. a2 milk goes on sale this month at whole foods and roth stores. wrong place to sleep in seattle. this led to a panicked flight. airport baggage handler took a

nap in the cargo hole. when he woke up the plane had already taken off from seattle's airport. chopper video shows him being escorted to an ambulance. the cargo hold is heated and pressurized. the baggage handler banged repeatedly to try to get someone's attention. the l.a.-bound flight made an emergency landing shaking up passengers in the process. >> the captain said that we're turning and and reannounced don't panic, which made everyone panic. after that the air marshal was on the ground pounding and yelling at someone. and so we were, what is going on? >> the plane was only in the air for about 15 minutes before hadding. the baggage handler is not going to face any discipline. it is 6:40. being in tight places, happening now, while life officials are hoping a southern california mountain lion will get hungry and leave this spot beneath a southern california home in search for food. the big cat named p22 was discovered in a home near l.a.'s

trying to see if the suspects were okay. one of the men took off running. the other one got inside her car and drove away. officers caught up to that car and chased a suspect to selmo where he crashed and arrested. watch out water wasters in response to historic drought, east bay water officials will face bigger fines for water wasters. we have multiple reports this morning. we turn to bob ridell with live on more how today could impact you. good morning, bob. >> reporter: good morning, laura. water levels are so low that later today the east bay mud board of directors could declare stage four critical drought for customers in places like san llorens so. that would be the most severe declaration the board could make. you can understand why the board is concerned when you see pictures like this. this is a photo from last week of -- that shows how low the

comanche water flow is. by socketoctober 1st they expec reservoirs to be one-third capacity combined. they consider a penalty for the most flagrant water users, those who consume 4 1/2 times the average. looking at watering restrictions and asking customers to cut back by another 5%. they've already asked for a 15% cut back. this would make it 20%. susan nayer and pete johnson who ripped out their lawn and put in drought resistant plants many years ago, all predrought, they're willing to cut back more if that means helping the state get through this historic drought. >> already cut back since '95 so it's more difficult to cut back 20% if that's what they're going to ask. we will find ways to do it. >> another reason the board is considering these cutbacks, they've seen reports of wasting water skyrocket over the past six months even though they are

well aware that we're in in drought. reporting live here in san lorenzo. a major water restriction will soon be hitting the south bay, too. next week san jose city leaders are expected to approve a plan to cut water usage by 25% in san jose. that plan also calls for limiting lawn watering two days a week. if it's approved the restrictions will be in effect until march of next year. and in southern california 25% is the magic number again. the metropolitan water district will discuss a new plan with mandatory water cutbacks of 25% starting this summer. the cuts would focus on areas that have done poor jobs of conserving water in the past, requiring them to take more conservation measures and raise water prices. time to check your microclimate forecast as we give you a live look outside this morning. san bruno from the mountain, the city by the bay. we're talking about a rainfall, rob mayeda joining us right now,

in for christina this morning hoping for rainfall this week but it didn't materialize. >> the system is already cleared out of the bay area. but you know typically from a climate, this time of year april is the transition month. we get out of very rainy months, january, february, march. watch what happens here as we now get into the end of this month into may, june, july, transitioning to what is typically one of the driest times of the year for the bay area. so this late in the rainfall season, anything that we can manage would be good news. we had about half inch to an inch last week. right now what we have over the sierra was just a few snow flurries around southlake tahoe. you can see the skies there starting to dry out. around the bay area really nothing showing up on the radar that we do have the cool air follow that weather system that moved through overnight and it's this cool air which coupled with the north winds today is going to make things feel blustery for this time of year. temperatures for most places today climbing only into the 60s. 44 chilly degrees in the north bay but a gorgeous sun rise in

san francisco. seeing the cameras bouncing around p the winds will be the issue of the day. gusts of 30 miles per hour in hilltops in the morning and slowly ramping down in terms of those wind speeds by the evening. and probably less wind as we get into tomorrow. so 40s for the morning. light jacket weather probably still at least through about lunchtime with only low 60s around noon. and highs today for most places in the upper 60s, including san jose, 67 degrees. near 70 perhaps around saratoga and los galos. one of the warmer spots. low to mid 60s closer to sflans into the north bay, upper 60s into napa and livermore today with highs in the upper 60s. but everything changes tomorrow. we're going to see high pressure building in. temperatures churning offshore with that will provide warming and drying of the at moss fear down into the bay area. areas closer to the coastline. temperatures in the 70s. san jose, 70s tomorrow. 80s by thursday, friday, saturday. you could even see san francisco approaching close to 70 tomorrow after a very chilly day today.

and temperatures for the weekend in the 70s and livermore seeing temperatures climb from the 60s today to the 80s by friday. almost a 20-degree swing here in the span of a couple of days as we approach the weekend. warm temperatures on the way. for this morning, some blustery conditions out there could be causing some issues for the morning commute. mike? >> that's right. blustery, 100-acre woods? winnie the pooh, wherever he lived. no problems. the san mateo bridge moving smoothly across the bay. high raise is where you might get a gust or two. the camera is shaking over from the foster city side from time to time getting movement. just hold on tight across the bay right now. as we look at your map we see that volume building just like you saw in the live camera. folks are coming off of 880 and making their way. bay shore freeway through senate. that's kicking in there. 101 and redwood city not a problem just yet. that build continues off the dumbarton bridge. the biggest slowdown is southbound 08 south, from hayward to fremont. we had a couple of crashes. one in union city and fremont.

20 minutes was enough to cause a big backup and holding here through hayward down into fremont. that's the worst of the bay. over here, "today in the bay," 680 slows but pleasanton and 680. we're going to look at oakland. 880. camera shakes from time to time as we look north past the coliseum. we do see a lighter flow of traffic. from time to time we see this move quite a bit. this is a rooftop camera. watch the east bay hill, gusts of wind there. look at the maps. talking about the bay bridge, carquinez and benicia bridges getting wind advise is from the chp as well as golden gate bridge. hold on tight there. nothing unusual as far as the speeds from novato, san rafael, mill valley, and golden gate itself. now let's move the map down to the suit bay where we're talking about northbound direction starting to build. 101, 87, 85 all kicking in right now. typical pattern for san jose and rest of silicon valley. we'll give you a live look at

the 101/2890/680 interchange. slowing here. this whole interchange, this morning it's a normal flow but we had a lot of drama yesterday. i'm going to hand it off to you, sam, because you're going to talk about what was tying things up for hours yesterday. drivers were hoping for a smoother commute as you mentioned, mike. one man snarling traffic for hours yesterday. the highway patrol shut down the 280/101/680 interchange after a man wielding a knife threatening to jump from the tallest interchange ramp. officers finally able to talk the man down just after 7:00. six hours later. he was arrested and he faces charges of criminal threats and brandishing a deadly weapon. this marks the third time in the last several months a single person has impacted the commute for thousands. in december a woman stopped traffic on 680 for nine hours threatening to jump over an over pass. if you or someone you know needs help there are plenty of resources available including the national suicide prevention

by the deadly deputy shooting of mentally ill teenager will address county leaders today. san mateo county sheriff deputy shot and killed 18-year-old garcia in half-moon bay in june of last year. that deputy responded to a call from the home and garcia lunged at him with a knife. the officers have been cleared of wrong doing. today friends will join garcia's brother to speak with supervisors about policy changes in the sheriff's department. 6:54. it is a timely and it's a controversial debate should all police wear body cameras? that issue taking center stage in san jose today. we are live from san jose this morning. the police shooting in south carolina is bringing even more urgency to this discussion happening at police departments all over the country. >> especially since that shooting was fatal and also involved a suspect who was shot in the back. now, this afternoon the san jose city council is going to look at a pilot body camera program for san jose police officers.

mayor sam la card do and three other city council members have said the city should move forward with this technology. if today they decide to go ahead and give at this time green light, then come this fall 12 officers would test the body cameras, evaluating everything from how easy they are to use to the quality of the video. information from the four-month test will help the city come up with a proposal to get the goid cameras for much of the police force. but that could take six months to complete. so it's not likely body cameras will be widely used until next year. today the city council will also review a report from the police chief saying the department is still working with the police union to look at officers' rights and privacy issues. a department of justice study found police departments using cameras reduced the risk of litigation. now, this won't be the first pilot program. san jose also tested body cameraing in 2009 and 2012 but

the program never got past the pilot stage. as we saw last week in south carolina video can help provide valuable information about fatal shootings involving police officers. authorities released dash cam video involving walter scott. it shows him getting out of his car and running away. north charleston police officer michael slager later shoots and kills scott. video taken by a witness captured the shooting. slager is now charged with murder. and other bay area police departments are already using body cameras and that includes oakland, gilroy, campbell, and has galos as well as union city. reporting live from san jose at city hall, marianne favro, "today in the bay." >> part of the discussion of transparency in police departments. we're getting a better look at how crews are cleaning up a cement spill at an east bay creek. last week mud crews accidentally

dumped 12 truckloads of cement into glen echo creek. it happened after cement poured out of an open valve inside a pipe. crews were trying to fill. it will take crews another few days to clean up the spill. san mateo county leaders want you to just know how to be safe and clean. -- how safe and clean their restaurants are. county supervisors will consider a new program to label restaurants with red, yellow, or green placard indicating how they scored on the food safety inspection. green means the restaurant passed. you've seen them around santa clara county already. if approved the placards will start going up in january. update in breaking news. at least 20 people are in the hospital after an asiana flight made a hard landing at hiroshima airport in japan. the plane's tail skidded on the runway. there were reports of sparks. >> you will remember asiana the same carrier that crashed a plane in sfo in july of 2013
