"early today" starts right now. good morning, i'm dara brown. an arizona police officer is cleared after deliberately striking an armed suspect with his vehicle. a warning, the video you're about to see is graphic. the officer's car was moving swiftly when the suspect refused to surrender. the incident, which happened in february, was captured on police dash-cam video and just released. here is nbc's kurt gregory. >> reporter: it's a shocking image as a marana police cruiser deliberately runs over an armed suspect. the newly released dash-cam video of the incident captures the police cruiser slamming into the suspect from multiple angles. incredibly the suspect was only hospitalized for two days before being released and booked into jail. it started when the suspect, mario valencia, allegedly stole a rifle from a walmart. security camera video captured the alleged theft. >> you don't want to do this.

you don't want to do this. >> reporter: later police confronted valencia in the street where he pointed the gun at himself and fired in the air. the marana police chief is defending the officer's actions saying valencia was a threat to civilians, the police officer and himself. >> the guy is probably still alive because the officer took the action he took. had he continued to press down the street or to walk toward sergeant control, these officers have no choice but to begin firing. >> reporter: valencia faces several felony charges, including armed robbery and assault with a deadly weapon. the officer, who was put on administrative leave during the investigation, was cleared by the prosecutor and won't be criminally charged. valencia's attorney is calling the officer's actions excessive and says it's miraculous valencia isn't dead. police meanwhile, are

investigating whether valencia was connected to a nearby crime spree in tucson. the police officer driving the car is under administrative review. in salt lake city, a deadly dust storm on a highway. this is what it looked like. zero visibility with wind gusts up to 70 miles an hour. the dust was so thick it triggered this chain reaction accident. one person was killed, 18 others were sent to local hospitals with various injuries. as many as eight big rigs were part of the pileup. >> this dust that you see, it was completely blown over with dust, zero visibility. >> the situation was so bad, interstate 80 was closed for nearly 100 miles in both directions. >> take a close look at your screen. we have amazing video of a close encount we are a tornado on april 9th. sam smith who was visited north carolina captured the video coming straight toward his

truck. >> the truck feels like it's about to lift up off the ground. >> luckily the tornado just missed him as he was driving away. next to eugene, oregon right next to a community college. four cars were damaged. one of the vehicles was thrown five to eight feet in the air before crashing back to the ground. two other cars were flipped over with drivers still in them at the time. no one was injured. around 30 rallies for black lives matter took place yesterday in 18 different states. the demonstrators were protesting against police violence across the u.s. including the killing of walter scott in south carolina. in new york city over 500 protesters walked across the brooklyn bridge starting from downtown manhattan. they stopped traffic during the afternoon rush hour. in san francisco the protests began near city hall where a confrontation with the police took place. officers forced demonstrators to stay off public walkways. in oklahoma yesterday, bob bates, the tulsa deputy sheriff who killed an unarmed suspect on

the run, is out on bond. the 73-year-old reserve deputy fired his gun instead of his taser during an undercover sting operation. he was formally charged with second degree manslaughter. a big political breakthrough in the u.s.-iran nuclear agreement, the white house and congress have struck a deal. the foreign relations committee voted 19-0 on a new bill that gives congress a say after negotiations are done on june 30th. congress would then get 30 days to review the deal. if it wants, congress can put up a resolution against the deal, but senate approval would require 60 votes. if the president vetoes the resolution, two-thirds of the senate would be needed to overturn it. now to another big issue congress will have to consider, a major advance in our country's newly restored relationship with cuba. president obama wants to cross castro's cuba off the list of countries u.s. considers sponsors of terrorism.

a list also includes nations like syria and iran. nbc's edward lawrence is in washington this morning. edward, does congress have any say here? >> reporter: in the next month and a half or so what they would have to do is draft legislation and vote on it. the white house says that is not very likely. the reaction is coming down along party lines. senate minority -- or house minority leader nancy pelosi says this is a good move for the administration. she said cuba should not have been on the list for the past 50 years, which it was. on the other side of the coin the republican senator marco rubio, who is from florida, said this is a mistake. he is the son of cuban immigrants and running for president. he says that what the u.s. should do is put time money and effort into supporting folks on the ground in cuba trying to push for a democracy and push for democratic elections. at this point, members of congress are going back and forth. but the white house said it is unlikely they are going to be

able top stop this move from the president. reporting live in washington edward lawrence. now back to you. >> thanks edward. now time for a look at your national weather with meteorologist bill karins. good morning, bill. >> good morning. wild storm in the northern rockies. a storm moving through. friends telling me how windy, shut down interstate 80 at one portion, a semi overturned. in north dakota brush fires were out of control in a hurry. all because of upper level low. not all storms the same. we measure with pressure. this is up higher in the atmosphere. this storm system had a lot of cold air with it too. that's why we're getting a lot of snow. we have winter storm warnings in some areas and mountainous terrain in southern montana and western wyoming and rain and mountain snow. this is going to track ever so slowly over the next couple of days. it will bring snow later tonight and tomorrow to areas of colorado and then severe storms out here spot central plains.

in atlanta, a judge threw the book at eight educators tied to a cheating scandal. >> this thing was pervasive.were thousands of children that were harmed in this thing. this is not a victimless crime. >> the educators, including teachers and a principal, were convicted of racketeering plus conspiring to fix standardized test scores to improve results. three were sentenced to 20 years, serving seven in prison and the rest on probation. the others got five years, serving half of it behind bars. in japan an asiana airlines plane skidded off the track carrying 27 people. passengers reported injuries.
