of the area. clear westbound. stall reported at 101. the rest of your bay moves well. san mateo bridge, a little slowing. i'll show you that life shot coming up. it's a bold goal that now comes with a blueprint. state water officials are picketed to unveil new details today on governor brown's plan to cut water usage back by 25%. they may have to reduce 10% to 30% depending upon how much water they currently use. the governor is not backing down even though he's received complaints from water agencies throughout the state. the governor met with business leaders concerned about the cutbacks including landscapers and the swimming pool industry. a mack in walnut creek is under arrest this morning for using cameras to record customers inside a unisex bathroom. the starbucks shob is in the broadway plaza. employees found one camera in the bathroom in february and a

second one just a few days ago. police are looking for potential victims. san mateo police are hoping that you recognize the man who exposed himself to a female jogger this week and may have tried to grab her. it happened wednesday around 6:00 on a footpath along east third avenue near detroit drive. investigators say the man exposed himself and may have reached toward the victim making her stumble as she was trying to run away. police released this sketch. the man is in his 20s, 58'8", 170 pounds. more than 100 bay area criminals are off the street after a massive sweep by u.s. marshals. some crimes included homicide, armed robbery, assault. among the arrested, one of the. seven people wanted for the murder of sh mill pierce. she was shot and killed outside of her home last month rchltsz a new report calls bay area highways a ring of death, not for people but for wild animals. the uc davis roadster is documenting road kill on

returned it. you're looking at winder, unofficial mascot for anton salon on college avenue in berkeley. he's back home with his owner after being dog napped on wednesday. a man is walking away with winder in his arms. the man who took him says he thought the dog was abandoned so he took winder and gave the pet to his girlfriend. the girlfriend's mom saw reports of the missing dog and got in touch with the owner. >> thank goodness they finally gave the dog back to the owners, for him to bring him back here. but for a moment we didn't know. they could have gotten in their car and taken off and who knows if we would have seen him again. >> definitely a scare. winder was not hurt during that dogk napping. police in campbell are working extra duty for feline friends. these kittens were found in the public works yard yesterday morning. according to the merck, one employee opened the back door of the car in the yard and found

the kittens. the officers are taking turns fostering the little ones until foreold enough for adoption. a very special night at the san joyce giants home opener. bryan stow showed everybody how far he's come since he was beaten into a coma four years ago. >> we were at san jose's municipal stadium to see it happen. >> reporter: when every day, every step, every thought is a fight, this is a celebration. >> a lot was going through my brain. >> reporter: it's a moment four years in the making for the giants organization and bryan stow. >> this has been really big for me. >> reporter: stow suffered serious brain damage after he was beaten outside the giants/dodgers game in l.a. in 2011. his prognosis was grim. but then he started progressing and kept his love of baseball at the top of his mind. three years ago his son threw out the first pitch at the san

mike. >> i'm almost always looking for a crash. east shore freeway. zoomed into the maze. the jam, the taillights, going from the east shore freeway. these are the folks going to eastbound 580 away from the maze. they're moving a crash over to the shoulder. you can see the pattern there. we'll show you on the map, also the sensor will show you the patter. eastbound 580. the speed is recovered by the time you hit the rest of that mini maze but the slow drive for that one segment. the bay bridge toll plaza getting into san francisco is all right and so is the berkeley curve although we do see that slowdown on the left. as we widen out the shot, northbound, no delay. no problems westbound 80. past that richmond bridge where there was an earlier stall that cleared, the stall has cleared from san francisco from the bay bridge down to 101 for westbound

80 off to southbound 101. there's the rest of your view. live look at dublin. start to the slowdown, just a start at the altamont pass which is almost always there. speeds just below 60. back to you. well, if you missed the end of the giants b game, to head to bed, it was probably a good thing. g men pushed the diamondbacks and ended in another giants loss. they fell 7-6 during a more than four-hour game. the giants have now lost seven in a row. longer than any losing streak the team had last year. they play the diamondbacks again tonight at 7:15. >> do you mean to tell me you didn't watch the entire game? the warriors start the post stn tomorrow afternoon. the energy building. tickets to see the game in person is going to cost you a pretty penny. according to the average cost of the ticket to game one sold on

french alps on its way from barcelona to deucele dousseldor. trapped in a cargo hold of a plane thousands of feet up in the air. now for the first time we're hearing the dramatic and unusual 911 call made by an airport employee. >> 911. >> hello. i'm trapped in this plane. i called my job but i'm in this plane. >> you're where? >> i'm inside the plan and i feel like it's up, moving in the air. flight 448. can you please tell somebody to stop it. >> you're where? the bizarre incident unfolded monday in seattle after a worker loading bags on to an alaskan airlines flight took a nap in the belly of the plane. that proved to be a bad idea. next thing he knew the plane was taking off. dispatchers were confused, understandably, by that call.

>> where are you in the plane at? >> i'm inside a plan. alaska airlines plane flight 448. >> are you at the airport? >> no, i'm in the plane. in the plane. passengers could area banging and screaming under the cabin. the pilot eventually made an emergency landing. the baggage handler spent 14 minutes up in the air. he was not hurt since the cargo hold is pressurized. he's banned now from working on any alaska airlines flight again. happening today, appeals court will consider allowing president obama's immigration order to take effect. justice department attorneys will ask a three-judge panel to lift the temporary injunction placed on the president's executive order. that order would protect millions of undocumented immigrants from the threat of being deported. texas led more than 20 states in filing an injunction with the federal court approved in january. verizon getting into the tv business. the company is looking to give you another option to netflix.

landon dowdy at cnbc world headquarters on this friday with that and how the futures are trading. good morning, landon. >> sam, good morning to you. stocks could come under pressure today after the markets failed to hold on to gains. oil prices are easing today after they hit another high for the year. $57 a barrel. we get data this morning on consumer price inflation and consumer sentiment. slipping six points to 1805. verizon is offering customers a new paid tv plan that let's them choose a bundle of chams they want to see this morning as it tries to lure people away from cable rivals and online services like netflix. it's a small, for $65 you get 36 basic channels and two theme packs such as sports or kids and can add others for $10 and add or drop packages every month. sam, back over to you. >> landon, thank you very much.

77 meanwhile for san francisco. 86 degrees in the south bay. here's the deal. high pressure firmly in control of our pattern for today. that's going to stand for tomorrow as well for us inland. but reare going to see changes right at the immediate coast. a little bit of coastal cooling for today. temperatures will tumble near the coastline as we see a stronger onshore flow but it will be limited. natural ac. confined mostly to the immediate coast. as we head throughout your second half of the weekend, temperatures start to drop off. everything changes as we meet back here next week. i'm happy this is all panning out. we have the showers on the way to the bay area. we're talking about appreciable rainfall. let me show you your future cast. you likely will need your umbrella on wednesday across the board. starting monday night you will have to break it out in places like napa, concord, south to fremont when the showers will begin. see the showers continue as we head throughout 2:00 p.m. wednesday. wide spread rainfall.

heavy at times. that's good news. that means we could easily pick up half an inch v inch on rain. looking closer to a quarter of an ichlk of rain in the south bay. we will take everything that we can get after all our rainy season is starting to come to a close. it's not uncommon for us to get showers in a month of may. but, hey, this might be our last hoora for april. there's a lot going on across the bay area. we'll talk about that as we head throughout the morning together. back to you. >> thank you very much, christina. a judge today is going to reconsider a deal to settal class action head injury lawsuit filed against the ncaa. that same judge rejected a settlement last december saying it needed to be refined. the fine print is still exactly the same. it would create a $70 million fund to monitor athletic head injuries. some adjustments this time around include more athletes covered by that fund. critics say the settlement does not include any compensation for athletes who do suffer the head

injuries. 4:50. as of this morning adrian peterson is officially back in the nfl after he pleaded guilty to hitting his son with a wooden stick. while the nfl expects peterson to fulfill his obligations with the minnesota vikings, peterson agents is hoping his client gets a fresh start with a new team. okay. we like free stuff on friday. here's an idea for your weekend. go check out a national park because they're all free right now. this weekend kicks off national parks week. entrance fees for all 59 parks being waived. the national parks service turns 100 years old next wraer and with tens of millions of visitors every single year the parks have a long list of repairs and maintenance to get through before the centennial celebration. and that is going to cost a lot of money. the parks service estimates more than $11 billion. and then you actually have to spend a lot more money repairing them instead of just maintaining them. >> the congress is considering asking for private donations
