across the bay there. a little foggy start to this sunday morning for folks in the north. good morning and thanks so much for waking up with us. i'm vickie nguyen. hi there. >> in the south even a little bit of cloud cover. but we are going to see some sunshine this afternoon, it's just going to be a little while at the coastline. you can see we're completely slapped in with fog, so yes, fog at the coastline and a few clouds on south bay. plenty of sun, temperatures in the 60s and 70s for a few 80s in the tri valley. then it will be even cooler as we head into this week as a storm system is set to arrive. you can see it making its way to the pacific northwest. that will arrive here in the bay area tuesday night into wednesday. in the meantime, it's nice and sunny into the afternoon. 83 in the tri valley, 78 for the south bay, so really, those micro climates will be in full force.

if you'll be doing any traveling from the tri valley to the coastline today, remember, long sleeves. if you're going to trit vallhe valley, flip-flops and shades because it's nice there today. a wildfire in southern california continues to burn this morning leading to mandatory evacuations. there is a look from our nbc chopper over the chino hills area last night. that's east of los angeles. you can see the flames burning hot and high. firefighters say about 200 homes are threatened. the fire has burned 300 acres so far, and right now firefighters have the blaze just 15% contained. we want to show you some video of what the fire looked like from a distance earlier yesterday. this is video posted by the corona fire department. a local red cross is now operating an evacuation center for people. a second place has been set up for farm animals. so far there are no report of injuries. four victims of a gas

pipeline explosion are recovering at home this morning, but seven people are still in the hospital, including one person critically hurt after the gas line ruptured in fresno. this is what was left behind. a huge crater. investigators are still trying to determine the cause of friday's explosion. it happened at a shooting range. pg&e workers say they believe a thrasher hit a gas line during a dig. >> we also use equipment to measure the depth of the line and this line was at 40 inches below ground. we've done regular testing on the line since then. we haven't found anything. >> some conflicting reports, though. witnesses say the tractor was just driving over the pipeline when the blast happened. here in the bay area, it is a chilling reminder of the deadly san bruno pipeline explosion. state water leaders are getting specific with which cities and water districts need to make cutbacks and the restrictions vary quite widely across the bay area.

in san francisco, for example, residents need to cut 8%. the people in hillsborough are needing to cut back 36%. in the south bay, morgan hill homeowners are being asked to deal with a 32% water restriction. regulations are expected to be approved by the state water board in early may, and they will take effect in june. local water departments that fail to conserve or reduce water will face possible fines, and state intervention who could include raising water rates and adding even more restrictions. one family with spoke with in morgan hill tells us it's been doing its part by collecting rainwater and letting the lawn turn brown, but it just doesn't seem to be enough. >> we were still higher than the average they remembwere compari to, which sort of blew me away. >> it is not just targeting morgan hill. they are asking every city and district in california to cut back. in the bay area, san jose water company needs to reduce by 20%,

the contra costa water district is being asked to cut back 28%, and again hillsboro being asked to reduce the most by a whopping 36%. more details now about that drought. it could raise the cheaper grocery prices we've been seeing lately. according to the department of labor, food prices fell half a percent last month. that might not seem like much, but it's actually reported to be the sharpest decline we've seen in more than five years. fruits and vegetables went down by more than 1%, while meat and dairy prices are down half a percent. however, grocery bills are still higher than they were a year ago, and growing season is just around the corner. combine that with mandatory water cuts hitting farmers and economists say the prices at the grocery store may go up. the ongoing drought means another early start to fire season, and in san jose that is a problem. a report from the fire department to the city shows that firefighters are still struggling to meet response

times. if anything, it's gotten worse over the last year. the union says the problem stems from faulty equipment and map and station closures. >> firefighters are completely in support of enhancing the services. the only thing we ask for right now is we restore the services that were cut back in 2010. we're still down at least six companies. >> the fire department is expected to turn in its full report on emergency response times to the city council this fall. now to a developing story. the u.s. coast guard found two dead boaters yesterday morning after they disappeared from the bodega bay area friday night. two others are still missing but the search has been suspended. this is video now of the crews recovering the bodies on saturday. they found the boat overturned in marin county. the two victims' identities have not been released. park and fire officials say they'll continue to search today for the two fishermen who are

still missing. a disturbing discovery in the waters below the antioch bridge. police have found the body believed to be that of a motorcyclist who fell off the bridge during a crash. officers say the biker was speeding when he slammed into a car and fell over the side. they're looking at video of the search effort from last sunday. the coroner's office is now working to confirm the victim's identity and the exact cause of his death. berkeley is taking on big tobacco one store at a time. next month city leaders will vote on an ordinance that will ban tobacco from being sold within a thousand feet of schools or public parks. the hope is to prevent underage smoking. if the law passes, it would be the toughest tobacco buffer zone in the nation. in fact, the ordinance would be stricter than the city's marijuana laws. stores within the buffer zone would have two years to sell off their entire tobacco inventory. once again, you hearty, crazy folks have come together at this ungodly hour to remember

and honor the memories of those hearty san franc sicisfrancisca. about a hundred people gathered yesterday in san francisco to commemorate the 100th anniversary of the earthquake. they placed a memorial on fountain street. it became a place where survivors met. about 3,000 people died in the 1906 quake. we have much more ahead on today in the bay. the warriors begin their quest with a championship for a win. we'll hear from the fans who cheered them to victory. and oprah is coming to the bay area. but she won't be talking about business, marketing or even broadcasting. why religion will be the billionaire's focus. that's coming up.

let's give you a live look outside at san jose as the sunrises this sunday morning. it's going to be a nice warm one across the south bay and the tri valley. as anthony slaughter is letting us know, some rain is in the forecast. he will be along if just a minute to tell you when. a big name is coming to the bay area. oprah winfrey will be speaking at stanford tomorrow night. the university wants winfrey to talk about religion. the school's office of religious life invited oprah to be this year's raspan fellow named for a professor who was famous for his lectures on a meaningful life. this isn't the first time the billionaire will be on campus. this is video of oprah giving a speech at graduation of 2008. we will have crews at stanford and have complete coverage of appearance tomorrow night on the newsca newscast. the official date isn't

until wednesday, but that isn't stopping revelers. it included tutorials on how to cook using local ingredients. they also got tips and tools on how to live a more eco-friendly lifestyle. it focused on ways to conserve water. meanwhile, the waters were rough on the coast yesterday. many people headed to the beach to enjoy the warm weather. this is a look at the water from pleasure point in santa cruz. the swells definitely made a lot of suffrfers happy. you're saying it's a good day to get out there, huh? >> yes, temperatures in the 60s and 70s. you think to last friday when we had temperatures in the 80s. you can always head to the beach, though. even if you have the wet suit and just get in the water. no big deal.

you can see we're waking up to some fog even on cross the east bay this morning, and that marine layer is pretty extensive, so we're not just talking about fog in the inland values but also the coastline. san francisco waking up to some fog and low clouds for the north bay as well. so wherever you are this morning, we're waking up to cloudy conditions. later on this afternoon, temperatures will warm up to the 70s and 80s in the inland valleys. it's just at the coastline where temperatures will be a little cool. 67 degrees for san francisco. coming down out of the 70s like you were yesterday, 78 for the north bay. meanwhile, the tri valley is one of our warmest today. 83 and 75 for the if he peninsu. 78 for san jose today. if you're headed to the tri valley, shades and flip-flops. in san francisco today, the 48th annual cherry blossom festival, and we will have some of our own talent there. they'll be on the floats there and you can see all the festive

activity happening across san francisco today. also in san francisco, the giants taking on the diamondbacks once again. 105 first pitch, by the second inning popping up to 73 degrees and cloudy conditions are expected tonight as our next storm km tries to move its way in. you can see showers are starting to fall across vancouver, but in the meantime, we have that onshore wind that's pulling in that cooler weather and fog. as we move through the next couple days, we are still going to see a morning fog, afternoon sun for tomorrow. same deal for monday. but by tuesday -- rather, i should say, for tuesday as we move through the day, that's when we'll see more cloud cover, and by tuesday afternoon, i think we'll start to see our first showers across north bay and some of the higher elevations. wednesday, that's the day to watch for shower activity across the entire bay. now, the thing about this system, it's not going to be a huge storm system for us, at least from the computer model's

vantage point. you'll notice we're only accumulating aboutan inch of rainfall. the computer is going back and forth about how much rain we are expecting, but one thing we do know, we're expecting some rain by wednesday. keep that in mind as we move through the next few days. tomorrow and tuesday will be sunny days, but by tuesday, look at these temperatures. for the inland valley, rolling back into the mid-60s. even in san francisco, while you'll notice temperatures will be mild today, mid-60s, we're going back close to 60 on tuesday. by wednesday and thursday, the storm system moves in. showers are expected by then and they are expected to move out by friday. but here's the deal, vickie. we have another storm on its heels and by next weekend we could be talking about more showers. while this isn't going to impact us throughout, it's definitely going the right direction. thank you. >> a little bit in the bucket counts. the bay area has a reputation as the birthplace of many great gadgets but they often come with a hefty price tag. the bay area team is bucking that trend with a new device that could help thousands of people in a new way to see their world. garvin thomas joins us with some eye-opening information in this edition of "bay area proud." >> he was in sixth grade when a remote control plane of his broke and took it apart and suddenly became fascinated with electronics. he is a kid who is growing up fast, because just three years

later he's moved on from playing with toys to helping make the world a better place. >> reporter: at a table and chair meant for someone a bit younger, 13-year-old rogi rogiv gunish is working on things well beyond his age. it's a project he started after watching a documentary called "the everyday life of blind people" and a limitation that he saw of the 100-year-old white cane. >> i thought there was an old device that needed an update. i thought maybe i could make that better. >> so rogif set to work and in just a few days had a prototype of a new idea. though not being blind himself, he also had no idea if it was any good. so he sought out someone who would. >> once i figured out how to turn it on -- >> steve is the leader of the

blind center. he was more than a little impressed when raga presented him with a cane equipped with sensors that communicate with blind, but what is in his past. >> i'm picking up pulsing as i'm going to sleep. it's pretty extraordinary for a 12 or 13-year-old to develop from scratch a device that is this sophisticated. >> reporter: raga, though, wanted to make it better. so every day in the past year, raga and other people from the blind center are trying out their swag walk. raga, returning with a new and improved stereotype. >> i think going to the blind center and seeing people.

slaughter. we're seeing the forecast all over the place in the area. >> we're talking 60s at the coastline, 70s in the tri valley. it will be in the 80s there. so yes, pack for the weather if you'll be traveling around the bay today. later on this afternoon, even at the coastline, we'll see sunny conditions. it will be comfortable for most of us between the range of 60 and 8 on degre0 degrees. but then it gets cooler the next couple days thanks to the rain making its progression. 67 san francisco today, 78 for the north bay, and the tri valley low to mid-80s. they're expecting temperatures in the mid to upper 70s. as you mentioned, temperatures all over the place today. a little cooler tomorrow and then rain arrives tuesday night into next weekend. we'll talk more about that coming up. >> looking forward to it, anthony. thank you. well, mandatory evacuations

waste. >> are you a boston red sox fan? >> how about this, i'm not a yankees fan. >> well, that was kristin welker reporting. hillary clinton will be in new hampshire tomorrow and tuesday. she will speak with employees at small businesses as well as hold a round table with students and teacher at new hampshire technical institute. today marks the 20th anniversary of the oklahoma city bombing. nearly 170 people died when the federal building exploded. yesterday hundreds of bikers held a rally celebrating the lives of the victims. they also raised money to help families affected by the bombing. former u.s. soldier timothy mcvey and his co-con spoir tore terry nichols were punished for the mass murder. former president bill clinton is

also expected to speak at today's ceremony. well, puppies on a dangerous road trip were res crucued from roof of a car thanks to concerned drivers. four puppies inside a cage strapped to the roof of a minivan. several drivers called 911 to report the abuse and police pulled the van over. the family gave the animals to the officers willingly. >> they were huddled together, they were scared, they had urinated all over the inside of the cage. when i tried to get them out, they were trying to crawl back in. >> the driver of the van told police the family was moving and that the puppies had to ride outside because there was no room in the car. he also said he didn't know what he was doing was illegal. the puppies had now headed to an animal shelter. >> we may be just days away from

larry gershwin joins us. the measles outbreak brought this back and revived the entire debate. >> just like a firecracker. you'll see it again. for now this clash is incredible because it underscores the tension between the right of the individual and the right of the government to protect the public. that's a core political issue here on so many things. like other states, california law requires children and pre-kindergarten, to, yeah, be vaccinated against communicable diseases such as polio, chicken pox, mumps. along with 17 other states, california also has what we call the personal belief exemption or pbe, which allows a parent to avoid vaccinations if they so desire. so there's the clash. >> we already have that personal exemption here in california. let's talk about the data, larry. what is the number for why

vaccinations matter, and in california, do we have a higher rate of people who are opting out of vaccines compared to other states? >> yeah, let's talk about we had that measles break, right? wynne measles are a very highly contagious disease. it can even cause death. more than 70% of the 100-plus victims -- 143 -- had not been immunized. at the same time, yes, as you said, the personal belief exemptions have spiked with the rate doubling to 3%. look at the rate am the bay area. some of them spanned out. okay, couldn't tra costa, santa clair, all below the state average. but marin is more than twice, twice the state's exemption average and that's really something. a few others in the state exceed that average and sometimes it's as high as 8 to 10%.

so the combination of increased exemptions and the measles outbreak, boom, exploded, generated, it tightened the state law. the bill would remove the personal exemptions, but there has been tremendous pushback. >> is that happening anywhere else where there are no personal exemptions and other states allowing that type of thing? >> well, to your first question, remember, the outbreak started here and most of the deaths were here. so it hasn't created the fear in other places like it has in california, which is really ground zero. but here parents can argue what's right about our jobs. leave us alone. other people believe vaccinations can cause numerous die tisk evidence to the contrary. and many just say they don't have the means to homeschool the

law in addition to having their child attend the school. there's a strong combination of people against this, have for d formed, to rework the deal as opposed to the strong support of the medical community, which says otherwise. >> but you do not want to step on a person's belief and religious rights. that's what these countries are all about? does this end up watering down the bill so much that it's really losing that impact. >> it's never easy to bring everyone under the same roof, if we can use that term. . then people worry it will become meaningless in the end. it won't be the first time that a vocal minority separated to

welcome back now. 7:54 the time this morning. you can see we're waking up to some cloud and fog cover this morning. it's through the south bay, tri valley and coastline in san francisco and north bay. you'll notice these temperatures this afternoon will be really comfortable with the exception of the tri valley where temperatures will be back to the 80s there, so a little bit of ac

weather for you. in san francisco, 67 for your high there, 75 for the peninsula and 78 for the north bay and the south bay for today. so yes, we'll see some sunshine later on this afternoon even though we're waking up to the fog and cloud cover this morning, and that sets the stage for some really nice activities this afternoon. in fact, it's free national parks weekend. you still have one more day you can get in there across mere woods and even yosemite, and yosemite getting warmer in higher elevations. if you're headed to pacifica, 56 degrees there. not overly warm. same deal for half moon bay. 66 for your high there. the thing you'll notice about the beaches of the past few days is we've got some upwelling so those ocean temperatures are actually a little cooler than they were in the past few weeks.

santa cruz is 55 degrees. the past few weeks in the 60s. a little cooler in the waters because that far upwelling. we have a system working its way off the coast bringing some clouds and ooereventually will g showers for the seattle and van kuva vancouver areas. more fog for tomorrow and more cloud cover as we head through the day. through the afternoon, clouds will thicken up as this storm system gets closer. tuesday afternoon we'll see showers across the north bay mountai mountains. a and by wednesday it's expected to pass through. i think we'll have the best chance of seeing widespread rain and even the potential for a few thunderstorms wednesday into wednesday night. overall this doesn't look like a huge storm system, but the computer models have been backing off each and every day how much rain we're going to get. i do think if we get any

thunderstorms, we can expect maybe a quarter of an inch in those heavy downpours. a 10-degree drop from the inland valleys, 70s to the 60s. tri valley, you'll be in the 80s for today, 69 by tuesday. then on wednesday, let it rain. same deal for thursday as the showers move out. and even as we move in toward next weekend, vickie, it looks like another storm system moving through and by saturday and sunday we can be receiving more rain. a wet camera went live this weekend giving us a peek at a local blue heron community. the birds usually spend about six months there, and this new camera lets nature lovers take a look at the birds in their natural habitat. they have the nesting period hatching and hopefully catching the birds' fliirst flight.
