professionally. we have been talking a lot about the drought recently and possible new stricter restrictions headed our way. the city council will meet to talk about what sort of action san jose is going to take. the city wants to declare 25% water shortage keeping in line with the governor's call for 25% statewide water reduction. the city wants to limit outdoor watering to two days a week. yet anotherity stepping in to figure out what to do. mandatory water cuts issued by the governor, yesterday a state appeals court ruled a tiered water rate structure used by the city of san one. the city in orange county used it by charging customers who use more water at a higher rate. several citizens in the bay area including east bay mud use tiered rates. it's not clear how the ruling will affect those agency. governor brown is lashing out at the ruling saying state lawyers are reviewing the decision.

expecting late own this week. so remember, you always want to watch how much water you're using and turn it off whenever you can. as we head throughout the day today, cloudy starts is going to make way for nice afternoon temperatures. even with that moisture in the forecast. i want to give you an idea of what you can expect where you might need to pull out your umbrella later today. that's at the immediate coast at 11:00 a.m. with the better chance of showers at the end of the day. south bay, expect the light showers to continue. nothing heavy but definitely enough to where if you're wearing something nice protect it. getting into your thursday we have another slight chance for showers late thursday into friday. then by this weekend we are always thinking about the weekend here, we have a really nice weekend. but two sides coming your way to this weekend. by this saturday, temperatures are going to be on the cool side. and then we have a better chance for rain for sunday. you can always check your seven-day forecast scrolling at the bottom of your screen for your specific microclimate.

san jose pd says the suspect was brought in for questioning yesterday. that's when he made a run for it while in handcuffs. chief saw that arias was running and then sprang into action taking him down. chief says, quote, i was just doing my job. here's a look at the suspect. police say arias has been a fugitive for murder since 2009. interesting mug shot there. >> i think the chief was there to serve and protect as well. >> what he does. not just an office job. >> no, not a chance. 4:55. also not an office job, more like a road job of sorts. mike inouye joining us. >> it looks like i'm standing on the roadway sometimes, too. i tell the kids at home i'm not really standing in the middle of the freeway. don't do that. looking over here toward oakland. freeway moves smoothly. once they did clear that equipment i saw for a few minutes a quick traffic break northbound at the coliseum. traveling north from there, slowing on our sensors as we look at -- hold on a second. by the clock down there, more flashing lights. not a traffic break though.

just more crews. back to the maps. thank you for holding on that bep had slowing as well. bottom of your screen by the arrow pointing up we do have a little slowing northbound. southbound slowing from 980 cleared towards 23rd where there was another crew over night and doing a full closure as they have been for the last week. we zoom out and overall things are moving smoothly. crash eastbound out of hercules coming skyway off the roadway for activity baitiwaiting for a truck. still blocking a fast lane. crews consolidated on the center divide, speeds have improved a bit. as we zoom out the rest of your bay looking good north of the san mateo bridge and interstate 580 coming out of the altamont pass. south bay, overnight construction crews. a lot of them. not really blocking the freeway much. it's mostly on and off-ramps getting a little extra work there at 280, 880, 85 and 17. this time of the morning can't we do with a little extra work? >> mike, you know what, you might be a sci-fi guy.
