the camel's back. therefore, everybody is angry. this is not your first amendment rights. this is just criminal acts doing damage to a community. >> dueling narratives in baltimore. this as violence erupting in that city overnight. jarring video shows the moment nepal was crippled by the earthquake. this morning the search for survivors. it's the day millions of americans have been waiting for. the people court set to hear arguments in a landmark hearing on same-sex marriage. let's take a live look outside on this tuesday morn pentagon. it is april 28th.

this is "today in the bay." >> "today in the bay" begins with breaking news. >> that breaking news in overnight inferno, numerous cars, possibly up to seven involved in a huge crash on northbound 880 in san leandro. several lanes are blocked. probably will not be open in time for the morning commute. could be a tough start to a lot of folks' days. good morning. i'm laura garcia-cannon. >> i'm sam brock. let's check in with mike inouye and find out what the impact of the accident is. >> right now i have a wide shot. i'll talk you through the bottom of your screen. 98. top of your screen is where all the traffic stopped north of daif davis. this is very dramatic. look at the fire here. started out where it sounds like one crash. then is followed by a number of other vehicles getting involved in a secondary crash, same scene. just off the davis off-ramp. folks are able to exit off at

davis. from time to time all lanes are closed or a maximum of one lane is open. flames, despite this dramatic scene we understand there's no death as a result of this crash. that's the better news. but there are some injuries and an ambulance from what chp says is going to enter knot of there and travel southbound on the lanes from 98. that's why we have to have that closure. this is a video from a few minutes ago. this happened just after 3:00. let's look at the live shot and talk you through this shot again. at the bottom of the screen, the taillights going south from 98 to the scene. north of davis. they're allowing ambulances and a couple other emergency vehicles to enter and go southbound on the northbound lanes. that's why we currently have all lanes blocked there. if you get on north of 98 you are okay. you're in the green literally as you show from the sensors. backed up to 238 where the slowing starts. that's unheard of at this time of the morning. they've been allowed to use 580 westbound off the castro valley

y and that means a major impact for a significant amount of t e time. chp didn't do a hard closure. they didn't lay out the cones so that does mean i'm hoping they expect this to clear sooner than later. sooner could mean another hour or so. they have to do a lot of investigation over there. that's the only major issue for the bay right now. christina, i think the traffic, that's very serious this morning but the weather might have more levity, i think. >> good news in the weather department. great news. heat relief for today. it was a hot one yesterday. as we get into this afternoon your temperatures are going to tumble. 15 to 20 degrees in some cases. although we are starting out just about the same as we did at this time yesterday. 54 degrees in livermore. 54 in san jose. 54 in san carlos. we'll show you your full forecast in a few moments. >> we look forward to that. on to a developing story. national guard troops have taken up position around the city of baltimore to keep violent protesters under control. firefighters had to brave the crowds to fight several fires

including a massive one at a senior citizens facility under construction. dozens were seen looting several different stores. the riots began hours after the funeral for freddie gray, a man who died while in police custody. 15 police officers were injured during those riots. six of them still hospitalized. >> the baltimore mayor is deflecting criticism as the governor intsunasinuates she sh have called for help sooner. >> the state of marriyland undea state of emergency. >> the entire state. curfew in effect for tonight. school children being told to stay home and some business essay don't bother coming to work. look at baltimore this morning looking more like a war zone or a natural disaster. some of the buildings set on fire are still smoldering. you can see firefighters there. school is canceled today. business owners telling their workers to stay home. this is more about three alarm

fire dwrouyou were talking about destroyed a community organization for youth and family and seniors. many of the community and faith leaders who were out on the streets before the protests were out once again after they started trying to quell that violence. and this is how the night ended, with city and state police standing side by side in riot gear. about 5,000 national guard troops are set to deploy there as well. city sanitation workers were taking that opportunity, that lull in the violence, to clean up and we also saw at least one resident there on the left-hand side of your screen doing something that she could do to try to clean up her street. at the same time the mayor is trying to do some damage control herself. >> i understand anger, but what we're seeing isn't anger. it's destruction of a community. the same community they say they care about, they're destroying. you can't have it both ways. >> listen to this. the baltimore police commissioner who may seem familiar, anthony bats, formerly

of oakland said street gangs were in on the destruction but they weren't just targeting property. the police commissioner said it was confirmed that those gangsters wanted to kill police officers. we have more on that development coming up at 5:00. >> thank you, kris. it's 4:36. small group of protesters marched in oakland overnight in honor of fred day gray as well. that protest was largely peaceful. the group marched from downtown oakland to the port and back. a few windows were smashed at some businesses, but no one was hurt. stay with us as this story continues to develop. kris sanchez is monitoring the situation from the newsroom and we're going to have another live report from her in about 30 minutes. we'll also be getting a live report from downtown baltimore in a little more than an hour. now to another developing story. rescue efforts continue in nepal with many people forced to dig through the rubble with their bare hands in search of

survivors. the earthquake that devastated the country has claimed more than 4300 lives. that's just in the more urban areas. many more are feared dead in the country's remote mountain villages. many families are still waiting to hear word from loved ones in nepal. spotty cell service is making it difficult to connect. four americans have died. they include google executive dan fredinburg, also a stanford and cal alum, santa monica filmmaker tom taplin. all of the victims were at base camps on mt. everest when that earthquake and avalanche hit. this video captured those horrifying moments. drones may be able to help search efforts in nepal. this is a bird's-eye view of the devastation. the district chief says that view helps rescuers find victims faster with less risk. >> to look at the types of collapses, to look at the roads

in fact, in some spots we're expecting a 20-degree plunge. 73 degrees on the way to the peninsula today. 78 in the tri-valley. 66 degrees in san francisco. on average, it will be about eight to ten degrees cooler as we get into your afternoon. staying comfortable for your wednesday and then we're going to crank that heat right back up as we head toward the end of the week into the 90s in some spots. so stick around. your full forecast is coming up. plus, we'll take a sneak peek of the weekend. but right now, right back on track with that traffic alert. >> unfortunately you have take you off of your normal track but good advisory from chp getting it to us right away. crash is northbound 880 just north of davis street. i'm going to get out of your way and show you a video from the original scene as we do have video. blames, crash. car clearly facing the wrong direction from what we can see from that car. six or seven vehicles were involved. five tow trucks needed to get oef to the scene. northbound 880 is where this

happened. it was right on the center divide. now let's look at your shot back out here. now we're looking at, from coliseum. similar angle is where the scene was originally filmed. we don't have any more smoke or flame. chp let us know they're diverting all the traffic off northbound at davis street. that leaves the space between davis and 98th. if you enter at 98th, you're okay. let's get back to your maps and talk you through the closure. folks are getting off at davis, over to international and back over. 98 to any one of your other streets. back over to the nimitz freeway. doolittle is okay over toward 98. that is north of all the activity. major reroute will be 580 coming off the castro valley y. they allowed the big rigs to take westbound 580 as an alternate. folks hauling that call them up and let them know that will be their reroute. now, all that activity going on through san leandro, we hope

new this morning, a prison riot in venezuela with inmates taking a prison guard hostage. the inmates climbed on the roof of a prison and called on officials to investigate poor treatment. they say they have to use their food containers as toilets and that the cells are too crowded with up to 60 men in each cell. the riot ended peacefully and the inmates released the guard unharmed. same-sex marriage supporters will be rallying at san francisco city hall today as the u.s. supreme court begins hearing arguments on that controversial issue. the justices are hearing appeals surrounding same-sex marriage

bans in four different states. at issue here, whether the bans are constitutional. if they are, do those states have the right to discriminate against married gay couples from other states. people have been lining up for days to get a seat in the courtroom including a couple that got married twice in san francisco. >> there are the legal issues before the court but there's also our very humanity that's before the court. there are loving relationships and we hope that the justices rule not just with their heads but with their hearts. >> the decision could set national policy on this subject. same-sex marriage right now is legal in 36 states, including california and the district of columbia. we'll be updating this story all day long. download your free nbc bay area app or connect with us on facebook, twitter, and instag m instagram. the sudden closure of dozens of college campuses. state leaders will meet with students who attended those schools to help them get their tuition reimbursed.

california based corinthian college closed all 28 campuses yesterday. it came after the u.s. department of education announced it was finding the institution $30 million for misrepresentation. the closed campuses including heald, everest, and wio tech schools. a new study in autism finds girls are typically diagnosed with the disorder later than boys. researchers will present their findings today at the pediatric academic societies meeting in san diego. the average age of diagnosis was 4 years old for girls compared to 3 years 8 months for boys. this may be because boys have more obvious symptoms like reat the present timive behaviors and obsessions while young girls struggle more with social skills. the obsession with mobile devices is trick ming down to toddlers. a new study shows more than one-third of babies have played with a tablet or smartphone by their first birthday. more than half of the parents surveyed said they use the device as a way to calm their fussy babies down.

the american academy of pediatrics discourage all form of screen time for kids under the age of 2. if you bought an iphone or a new watch you helped apple out in a big way. >> the cupertino company continues to amaze. >> for that and the rest of your news we turn to kate rogers who joins us live from cnbc world headquarters. good morning. >> good morning to you. no sure praise there on apple but let's kick it off with stocks pulling back from record highs on monday as investors get a bit cautious ahead of the fed's two-day policy meeting which starts today. the fed isn't expected to make much news but markets will watch for comments on when interest rates may go up. we get data today on home prices and consumer confidence and earnings for merck, pfizer, ford, and ups. the dow falling 42 points to 18,038. the nasdaq slipping 32 to 50.60. citigroup shareholders demand more information about the bank's practice of paying executives who depart for government jobs.

normally execs give up unvested stock awards when they leave. citi came under fire after jack lew left to become treasury secretary. they will rest expected to be voted on at other big banks this year including jpmorgan and morgan stanley. as you mentioned, apple continues to shine this morning. the company's latest earnings report beat wall street's forecast as it sold more than 61 million iphones between january and march. those big sales numbers come even as apple has raised its prices. the average iphone now sells for $659, more than $60 higher than it was a year ago. and as for apple's newest device, ceo tim cook says he feel, quote, really good about the apple watch and demand is outstripping supply. back over the you. >> thank you very much, kate. happening today, two bay area utility districts are tightening the water spigot today. east bay mud board is expected to vote on new fines for executive water use. the board will hold a public hearing before the vote. the san francisco public

utilities commission will discuss mandatory restrictions on outdoor watering and commercial businesses. would you drink it recycled water once in a sewer? silicon valley leaders demonstrated their support for recycled sewer water by downing a glass of it themselves. this happened yesterday at a water recycling plant in san jose. that water goes through three purification processes but the state has yet to approve it for being able to drink. south bay leaders want to change that as well as expand the plant. >> i just want to drink my coffee another this point in the morning. in just a few days your need a permit to burn grass, brush, or timber in unincorporated parts of. they require permits for outdoor open burning in rural areas. the permits require continue use supervision and some come with specific size limits. anyone who fails to maintain control of a fire may face charges or be required to pay costs associated with putting it out. at 4:49 this morning we're following breaking news coming from san leandro.

an overnight inferno. you see a car on fire there. numerous cars it turns out, possibly up to seven involved in a huge crash on northbound 880 in san leandro. what we're really talking about here is the southern oakland border, northern san leandro in between davis and 98 streets. luckily no serious injuries so far or at least no fatalities. everyone hopefully will be okay there but it is putting a grind on traffic at this point. they have closed down caltrans has all lanes northbound at this hour. it's hard closure to assess the scene before they can get things reopened, mike, following all of your reroutes and alternatives. we'll check in with him momentarily. >> a lot of smoke in that area as well. a check of the forecast with meteorologist christina loren. fog out there as well? >> yeah, a little bit of fog mixed in with the smoke. not very thick for the entire bay area. only talking about that in the south bay. and up in the north bay this morning. we do have wide spread low

clouds cover to kick off the new day. good news if it was too hot for you yesterday a lot of people still trying to get their acs in order before we get summertime. by the way, eight weeks away from the official kickoff of summertime. it's going to be much nicer out there for you today. just for a couple of days things will be changing yet again. 54 degrees to start the new day in san jose. good morning to you, san martin. 54 down there. you might encounter a little bit of fog as we head throughout the morning hours. your temperatures at lunchtime today will be very comfortable. 68 degrees at noon in the south bay. 73 degrees for the north bay. right around 63 degrees, nice and comfortable on the east shore with temperatures rounding out there at about 69 degrees. so beautiful weather. a nice sea breeze will pick up. and then everything changes yet again as we head into your thursday. take a look at this roller coaster ride we're on. up to 88 degrees by thursday. into friday another round of near record breaking warmth. for us that is going to be really hot. that heat is going to come on strong very rapidly as well.

new video this morning of a very close call. some parents out there might even be saying, are you kidding me? did you see that? an suv zooming past a stopped school bus on the shoulder. coming within inches of taking out three school children boarding the bus. this happened in washington state last friday. the driver did not stop to make sure the children were okay. while surveillance cameras captured the entire thing that driver still on the run this morning. >> horrible. i want you to get you updated when it comes a that morning commute, especially if

you take 880leandro. >> you're doing to have to take the roads throughleandro. i'm going to talk you through this shot. you see this cluster of lights. that's northbound 880. you thts there's no one traveling north of there. they've completely closed the freeway for the time being. get out to the maps and give you the context. first of all, sorry, show you the video. look at the flames going on here. this is a major scene, causing distraction and slowing for the southbound again. northbound lanes just north of davis street and san leandro. this scene much calmer there. we showed you that live shot, closure on the northbound side. look at the effect on our maps. we have a complete closure of the freeway as they address the cars, about five of them have to be removed from the roadway. the bay bridge at the top jammed from 238 up to pass davis. westbound 580 is your alternate. big rigs are allowed. krks hp doesn't know when they're going to open one of the lanes but we're hoping the full
