fire. part of foothill boulevard is closed, though as police are clearing the scene a curfew put in place off monday's rioting worked. this is what things looked like as that 10:00 curfew went into effect. police in riot gear went toe to toe with about 200 protesters. about 12 were arrested, compared to a few 00 the night before. the violence stems from the death of freddie gray the unrest in baltimore is leading to baseball history right now. today's baltimore orioles game will have no fans in the seats. this for safety reasons. now, monday's and tuesday's games at camden yards were

postponed because of the riots. the civil rights you cause for this generation. heard more from him in about 30 minutes whether we go live to baltimore for the latest now to the developing situation in nepal where rain is hampering efforts to find survivors following the 7.9 magnitude earthquake. this with frustrate over the time it's taking to get help to the people. kris sanchez is following the overnight developments. people are protesting right in the center of the rubble. >> right in the middle, because there's rain, there are aftershocks, and nations are offering aid and personnel. still the government cannot receive it fast enough, according to that government's people. in kathmandu, about 200 frustrated people protested what they say is a lack of their government's action. four days after the quake, many people have no clean drinking water or sewage service.

those protesters blocked traffic, demanding help for victims, but there were no arrests. in another part of the city, though, things were much more quiet. you see a rescuer there using listens devices, headphones, trying to listen for any sign of life. citizens in plain clothes stood alongside military personnel from around the world, sometimes they were moving that rubble hand by hand, piece by piece. believe it or not, three days after the deadly 7.8 quake struck, saturday rescuers did find people alive after hearing this man banging on the rubble, they were able to dig him out of the rubble. 27 years old told rescuers that he drank his own urine to survive, but had nearly given up hope. another man was also rescued after he spend 80 hours trapped in the rubble with three people who did not survive. >> he had nothing to eat or drink.

nbcbayarea.com it is 6:04. the bay area teenager who admits he stabbed a 9-year-old boy to death will answer murder charges today. 18-year-old william shultz said he stabbed jordan, because he wanted to feel what it was like to kill someone before the end of the world. it happened on sunday in discovery bay. shultz is said to be arraigned this afternoon on those murder charges. happening today, a bay area judge will reconsider a serial rapist's freedom. last year the pillowcase rapist was released from the mental hospital. prosecutors want to revoke his release. >> good morning, laura. 54-year-old christopher hubbart may lose that freedom after the judge consideration after this hearing. he admitted to at least three dozen rapes, but authorities say

it's closer to 100 women he raped and assaulted, using a pillowcase to muffle some of his victims' screams. he's been living in the palmdale area after some doctors concluded him fit to be released. his most recent crimes happened in santa clara county, but the judge ordered release to los angeles county, because that's where he grew up. a judge this morning will consider a request to lock him back up in a mental health hospital. a prosecutors is expected to testify in favor of revoking had is release, though the district attorney's office decline to ask why. he's worn a monitoring ankle device, undergo polygraph exams, submit to random house searches and live with a security guard at all times. there's protests in front of his house nearly every day, and some are expected to be here for this hearing in person.

all new this morning, peninsula police crediting social media for forcing a zkts assault suspect to come and surrender. rob richard chapman turned himself into palo alto police last night. he was caught on surveillance allegedly methoding a child while she was shopping with her mother. this morning he faces multiple felony charges don't waste water. governor bruin is calling for a law imposing up to $10,000 fine per day for residential water wasters. a final would be ruved for the biggest offers. many believe you don't need a punishment if you educate first. >> when you educate people, tell them they violated the rules, they generally respond without having to go further, without having to fine them in any way. >> last year state officials gave communities the power to levy $500 fines to breaches of the rules.

it looks like traffic is flowing smoother through the area, so they may have moved that completely off the roadway. pretty standard flow, status quo for 880. same pattern here coming south of 580 down in toward fremont, pleasanton and hayward. south through the east bay. now, as we look across the san mateo bring, no big surprises, upper east show, moving pretty close to the speed limit sunol you get to the end there. the bay bridge toll plaza, we'll show you this. we'll start with this shot. first of all, some low clouds around the bay bridge toll plaza. now over on the golden gate bridge getting into francis from the north bayh, a smoother drive, and we do see the haze in the area, no problems and an easy drive here. farther north, we see the traffic flowing, and so we have different lighting conditions around the bay, but the travel, you're looking good for this
