livermore for one more day before a cooldown arrives for the weekend. forecast straight ahead. some things are hard to work with someone right over your shoulder. we'll talking about the crews on the move this morning. it is friday, may 1st. this is "today in the bay." >> a very good friday morning. thanks for joining us. i'm laura garcia-cannon. >> i'm sam brock. happening right now protesters are gearing up for a big day. it's may day. that means rallies and demonstrations will be taking place across the bay area today in oakland, san jose, san francisco, all over. some of them are threatening the morning commute as well. >> "today in the bay's" bob ridell is live in oakland where the first rally will take place in 30 minutes. we'll check in with him to see what activity is already starting there. protesters plan to demonstrate in baltimore today on may day as

prosecutors review the police report on the death of freddie gray. overnight things remained calmer in baltimore. a 10:00 p.m. kur fi will likely stay in place in monday. details remain murky but police sources tell tv station in baltimore gray suffered a broken neck from the impact of his head slamming him into the back of the police transport van. reportedly there is no evidence his injuries were caused during the arrest. video can provide answers to a whole array of questions which is why the department of justice right now is tries to build trust between local law enforcement agencies and communities is announcing today a $20 million investment to get more body worn cameras on law enforcement officers all over the country. >> "today in the bay's" kris sanchez is here with who gets that money and just how far it will go. good morning, kris. >> good morning. when you think about how much each of those body worn cameras wear for police officers cost and how many officers there are across the country it really does seem like a mere drop in

the bucket considering the fact that just yesterday the city of san franciscan nounsed a plo an to fit all police officers and they plan to provide a third of the plan. talk about the specifics of the doj plan. the pilot program grant is for $20 million and it is to be awarded to 50 different departments across the country. about a third of those are going to be smaller. those departments are to be required the same amount of cash to buy the cameras and after that the expenses are all theirs. also have to have a plan for training and using the cameras before they can buy. now, they are working on such a plan right now as they prepare to buy cameras for every police officer. deciding when cameras roll and how long that footage lives in archives and chief greg sir says he hopes this will restore community trust while at the same time the san francisco sheriff ross mirkarimi says if

it's so important the city out to be buying cameras for his department as well. >> the officers know they're wearing them, so their behavior is going to be better. and by telling the citizens that they're going to be on cameras, then the citizens going to behave better, too. >> i believe the national clamor where everybody is saying body cameras, body cameras must also include prisons and jails. >> now, again, part of that department of justice plan is to spend about a million dollars to collect the data for that program. but again, they have to come up with a plan for training the officers to use them. also for then what they're going to do with that afterwards, that's something that san francisco is already doing independent of what the doj is going to get, federal money but lots of questions out there and certainly lots of departments saying should we go to doj route and try and get some small amount of money or do we go at it alone so that we have better

accountability of how we want to do it. >> the federal government talking about how important it is to arm local law enforcement agent skis with the body cameras. you're talking about $20 million over 50 departments. it seems as you said, kris, like it spread really, really fast. >> san francisco alone. >> right. >> certainly adds up quickly. all right. all eyes will be on may protests that could be happening today on this mayday. >> something that is usually focused mayday on immigrants rights and workers rights now incorporating this discussion of law enforcement agencies as well. meeting we're going to be gearing up for a big day today. it is mayday. rallies and nonadministrations all over the bay area. some are also threatening your morning commute. >> that's right. how it could affect you. live in oakland. just about 30 minutes. good morning, bob. >> yes, at 5:30 this morning a few blocks from where we're at right now. here in downtown. there are two more events taking place there this morning that could affect your morning

commute. you've got the so-called block the tech commute. that's going to be at the macarthur bart station this morning. something to keep an eye out for if you have business downtown oakland. a krrks transit will be rerouting. schedules as a result of anticipation of a disruption. and then you've got labor against police terror. that's the name of another march actually. that's a march from oakland to city hall at 9:00 a.m. so again, that will be affecting local streets in downtown oakland. we expect today's rallies to have that element. they will be hiking the minimum wage and protecting millions of undocumented workers from deportation. we expect protesters to make their feeling known of cop killings of unarmed black men especially after baltimore. so you've got the three rallies this morning. another two more at the square later in the day and one at noon

hold a moment of silence for jordan. the giants will also present the family with a jersey with jordan's name on it. really nice thought. >> i heard he was such a happy, funny kid, too. god bless him. san jose place say someone is impersonating an officer and trying to track him down. police tell the mercury news the suspect is leaving phone messages claiming to be sergeant mike harris of the san jose police department. the man then asked for a payment on a prepaid credit card to clear their criminal record. san jose police department says there is no sergeant mike harris on the force and cautioned residents that real police never seek any kind of payment. >> even if there is someone on the force by that name they're not going to ask you for credit card payments. some new office buildings are overshadowing neighbor hoos. the residents are demanding changes for that. the two new buildings built last year will be filled with apple employees. the buildings are blocking sunlight and cellphone and tv signals.

also worried about privacy with their homes and yards in clearview of many of these offices. there's people that are in their yards or in their houses and they are concerned that people are going to be in there watching what they're doing in their own yards or their own homes throughout the day. >> the company that owns the buildings has offered residents 500 bucks to put in trees and other privacy measures. the city says it's trying to mediate that situation right now. >> $500 to make those trees go quick. >> can you buy an oak for $500? pricey. nowadays, you got to water it. it's warm today. maybe a hint of rain next week. meteorologist rob is in for christina. >> in the meantime, look at 62 degrees in san jose. mild start to the morning. in san francisco right now you're not seeing anything in the way of fog. we will eventually see low clouds. by the time the evening commute approaches around the golden gate bridge.

you see that fog make a comeback. not much breeze at all. this is going to change during the afternoon. wind speed starting to pick up as you head through the day. onshore winds and ocean air conditioning making a comeback in the coolant to that ocean ac will be the low clouds sweeping up from the coast around monterrey. south of monterrey right now they should fill in along the coast as we head into the late afternoon and evening. so for the coast and san francisco, right around mid afternoon going to begin to see your temperatures drop. before we get there, fast warmup towards lunchtime. 50s and 60s to start this morning. might need a jacket as you step outside in our valleys. by noon, already in the 80s around livermore and fremont. san francisco, probably high temperature around 1:00 or 2:00 in the afternoon. around 3:00, live more on its -- well into the 80s today. san francisco. and then temperatures will cool down as we get into the weekend. you will see the numbers beginning to drop off. 86 degrees today in san jose. close to 90 in los galos. 80s around santa rosa.

pleasanton, 88. livermore a top spot getting up close to 90 this afternoon. we should see 70s just in time for the weekend. now to see what's going on with your friday morning commute, let's send it over to mike. >> looking at folks finishing up for the weekend. this is over here near the san mateo bridge foster city. you see all the activity fine. right lane and up the span. i did see the truck heading over the top of that span. getting ready to start clearing some of the folks but eastbound typically still sees construction going up toward 6:00 westbound. there's the flat section, the high rise. and as we look at the map, my direction shows any slowing. that slower crew might be causing that sensor read over here. we just saw that pop up and that's it across the water. south bay all of the way up the peninsula, no delays. san francisco, that golf tournament match play going on at tcp harding park. south of the zoo with a lot of congestion through the weekend

welcome back. 5:14 on your friday morning. yes, you only need to make that morning commute one more time this week. we are with you to guide you through right now. this is fremont. investigators are trying to figure out why a man would steal numerous breast pumps from several different stores. yesterday investigators in los angeles said he got into a fight with a target employee as he tried to steal several breast pumps. he got away but investigators think he's the same man who swiped breast pumps from other stores as well. >> they're worth a lot of money. that's probably why.

"today in the bay" stephanie chuang live in san francisco with what's behind the price hike. >> good morning, laura and sam. happy friday. usually on the higher side anyway but we're talking about a difference of 42 cents a gallon here in the city specifically. the average for a gallon of regular is 3:76 which is just about what you see at this station here. experts say the quick jump in prices is because of the problem of refineries in the county. the prices are up across the country. they say the swift increase is the most one here in california. gas production and refineries in the state are typically at capacity. there's a pretty big impact when there's a recession. >> i noticed the prices are

going up quite rapidly. get gas. the following day and i notice the prices went up almost ten cents. and just today. >> ten cents in a day according to that man. now, here's the impact in the bay area. price per gallon of regular up 42 cents in san francisco and in oakland. up 49 cents in san jose. just some perspective, it's still much better than the record highs that we've seen back in october of 2012 when it was about $4.70 for $4.80 for a gallon of regular. >> we'll find some deals for you. it is may 1st. according to consumer reports, this is the good month to find some discounts. mattresses are at some of the lowest prices this month. especially around memorial day. retailers are moving out inventory to make way for newer models. it's also a good time to buy new carpeting and look for deals on athletic a par real, camping, outdoor gear and small consumer electronics. >> mattresses is not as jazzy as

a big screen tv but if you are look fog she'll out bucks travel is a good deal. scott mcgrew, not because of the calendar, because of the dollar. >> that's right. for a month now, sam, the strong dollar gives you huge discounts overseas. like every hotel in paris essentially 20% off. you will still pay regular price for travel generally. airline tickets that are bought by americans for departure from america, well, that the not going to work. you can't parlay a strong dollar into anything there. they certainly don't seem to be passing on any fuel savings, either. but once you're overseas your dollar is going to buy more euros or whatever. and that's where you're saving your money. not as much as you would have a couple months ago, but still a pretty good deal. now, this same problem is hurting american businesses. linkedin, the mountain view social met new york ways its business was hammered by the strong dollar. if you're in europe buying a linked in membership costs way more than it used to and four

out of ten linkedin customers are in europe. let's check the news before the bell. let's turn to kate rogers. good morning, kate. >> good morning, scott. u.s. stocks ended the month of april on a negative note. dow dropped 200 points to end the month with just a 0.18% and flat for the year. the nasdaq fell 82 but today's futures are pointing to a higher open to kick off may. back over to you. >> all right. speaking of kicking off may, if this is the first day of the month and it's a friday, those are true. we should be talking about the big jobs report. unemployment rates and all that. it always comes fourns we friday of the month except in certain circumstances, and this is one of them. when the first friday of the month is also the first day of the month. the reason there, sam and laura, statisticians just simply don't have the time to calculate april's data because some of the data sets are coming from yesterday. we'll hear from them next week. >> it's friday. we don't want to ruin our

friday. go to the weekend. >> thank you very much, scott. on this warm weekend beachgoers in orange county are being told they're entering the water right now at their own risk. for the past two days two juvenile great white sharks were spotted less than 100 yards from the popular sale beach area. the sharks are five to six feet long. while officials say swimmers should be careful, the sightings are rare and the sharks are typically passing through en routes to another destination. in the meantime, officials say the 65-year-old woman who died in the shark attack off the coast of maui had fatal injuries to her torso. investigators say shark attack have gone up in the past year they're still extremely rare. look at the graphic. it's from the l.a. times. it shows you more likely to be struck by lightning than killed by a shark. in fact, the lifetime risk of dying from a shark attack is one in 3.7 million. >> good to put things in perspective there. i know when i was a little kid i always had a fear about getting

into the ocean because i was worried about a shark. >> jaws? >> watching too many movies. >> might be a good day to get out to the beach in some areas. >> the water will be cold. that's another reason why the people don't like jumping into the water in california. temperatures climbing into 80s to near 90 around the tri-valley. cooler changes. speaking of the coast, you're going to see that arriving later on today. right now mild temperatures in san jose. 62 degrees. cloud free for most of the bay area. but around monterrey and down toward santa cruz, we'll begin to see the low clouds up the coast which will hint at the ocean air conditioning, as we say, slowly turning on as we head into the afternoon. san jose right now, 62 degrees. oakland right now, 57. clear skies there. looking out towards 880 and the golden gate bridge. pretty clearly this morning. 58 degrees right now and not a lot of wind except as we head towards the evening with the angels taking on our giants coming up after 7:00 tonight. you will need the jacket for a change. we will expect the sea breeze to be going. probably some low clouds and

maybe mist as that marine layer re-establishes itself below 500 feet this afternoon and begins to try to pushish land later on tonight. not much wind right now. winds have been offshore but by the afternoon notice the numbers and the direction of arrows pointing inland and the numbers going up. we're going the see the onshore winds scooping up the low cloud cover on the coast pushing it inland. that's going the lead to cooling along the coast today but inland spots will have to wait probably one more day to experience the cooling. 7:00 temperatures, 60s for most places. you will notice by lunchtime climbing into the 80s around livermore and by mid afternoon you will see highs approaching the low to mid 80s around san jose. san francisco, 70, is not too bad. los galos and saratoga, hot afternoon. close to 90. north bay temperatures in the 80s. pleasanton to livermore, highs going up to 90 for one more day and then we're going the see some cooling for our valleys beginning tomorrow. highs dropping back into the 70s. now for another check of your commute, here's mike.

good friday morning to you. 5:24. antidiscrimination takes affect tomorrow in washington, d.c. but that's not stopping republicans from trying to block it. yesterday they passed a law, a bill, to revoke the law making it illegal to discriminate against any city worker who has an abortion. it is largely symbolic unless congress also votes to block it and can get the president onboard as well. parents you probably tell your kids this all the time but a reminder that what you post on social media certainly can have consequences. five teens under arrest this morning for posting threats on facebook. here are some details. investigators in kansas got a tip from a student about a facebook postal lewding to a school shooting earlier this week. that led police to the five teens, two of whom are high school students. they say posting threats on facebook is a crime and they

take it very seriously. the impact of freddie gray's dealt cuts across all barriers in baltimore. >> some of the city's best known residents are joining the protests includes nba star carmelo anthony, new york knicks player grew up there and yesterday he joined demonstrators urging calm in the city. anthony wants people to focus on rebuilding baltimore. meantime, being called a medical first in the u.s. a brain dead woman maintained nearly two months on life support to be able to deliver her second child. 22-year-old carla perez collapsed at her nebraska house in february suffering bleeding to the brain and doctors decl e declared her brain dead that day. she was on life support for 54 days until the baby could live. she delivered angel, boy, c-secti c-section, two pounsds at byte. doctors remain optimistic about angel's development. appropriate name. >> that made me really sad but that's what she probably would have wanted. >> of course. life still saved there.

country. now "today in the bay's" kris sanchez is joinsing us with who is going to get the money. 20 million. how far is it going to go? >> let's talk about how much they cost. ability $600 apiece. how many officers there are across the country and it really does seem like a drop in the bucket. consider the fact that just yesterday the city of san franciscan nounsed a plan to outfit all of their police officers and what they're going to spend is about a third of what the federal government is offering up in total. let's talk about the specifics of that department of justice plan. that pilot program is for $20 million. it is to be awarded to 50 different agencies. about a third of those agencying are small agencies. now, those departments are required then to pony up the same amount of cash, dollar for dollar, and then the subsequent spending is all their problem. they also have to have a plan for training and then using those cameras before they can buy them. now, sfpd is working on a plan right now as they prepare to buy

cases. right now departments likely considering whether they are going to apply for that department of justice money or go at it alone like san francisco and many other local bay area departments have because that department of justis money comes with a lot of strings attacked and really not that much. >> maybe smaller departments can afford it might use it. interesting. >> you mentioned 5 or $600 a pop is the price of those cameras. very expensive. thank you. what if you have your own camera. there's a new app designed to document police misconduct. you see something bad, you record it. the app makes sure the video you take gets right to aclu lawyers no matter what happens to your phone. the app is called mobile justice california. just launched yesterday. cellphone videos across the country as you well know have played an important floel recent cases involving police misconduct. >> we know that recording the encounters alone won't change everything, but we need

increased visibility. we need more people to be recording these encounters. >> the app is free and available for android and apple devices. now to the latest developments in nepal. the death toll sitting at a staggering 6200 following saturday's powerful earthquake. this is nepal burying the dead. survivors simply trying to get their lives back to normal. most sleeping outside their homes for fear of aftershocks or home collapse are now back indoors. meantime, banks will open today for the first time since the quake. we continue to see support pouring in there financially and logistical logistically. it's good to see the world coming together. >> 5:36. it's friday morning. want to check the forecast meteorologist with rob. >> the coolest point of day in the bay area, right now, 62 in san jose. clear skies. should be a beautiful sun rise. san francisco, 58 degrees. not much of a se breeze right now but things are going to

change up right after lunchtime today. notice the direction of the arrows and the wind speeds going up for the afternoon. onshore winds, plus the ocean air conditioning where the coolant to it will be the low clouds sweeping up the coast leading to a bit of a coastal cooldown today but for the valleys one more hot day inland before temperatures drop as we get into the weekend. 50s and 60s to start. some cases you might need a jacket this morning and then by a look at lunchtime, 70s a 80s once again. livermore, san jose, morgan hill, temperatures soaring through 3:00. mid to upper 80s inland. some 70s in san francisco. temperatures cooling rapidly as the sea breeze turns stronger after 4:00 today. 86 still in the forecast today. we'll see hotter temperatures around los galos. campbell, and saratoga for the afternoon. still near 90. san francisco seeing highs in the 70s. for the north bay highs in the 80s. there you see pleasanton and livermore, again getting close to 90 degrees today but then things really begin to cool down come tomorrow. you saw san jose 86 today but look at that.

saturday, upper 70s. mid 70s by sunday. we should make tan those cooler temperatures for the first half of the week jeks best chance of rain unfortunately might not arrive until next thursday. but may 7th perhaps something to look forward to there. mike? looking at the bay bridge because we're seeing a lot more cars just starting to back in here in the last five minutes. no metering lights just yet. they may have just turned on. i will get confirmation from chp. expect them on by the time you get there. look at the map. nothing surprising about the bay bridge shot i do want to mention that coming northbound i just saw three vehicles anthony spotted them for me. three sets of flashing lights picking up more lanes and more traffic will flow toward the bay bridge. also near p macarthur bart station, mayday protests going on, ac transit buses have rerouted until 11:00 in anticipation of a disruption. over in san francisco, no problem for the traffic flow but around harding park, tcp harding park where they continue with cadillac match play, the golf

across the bay. not much wind right now but different story later today. we're going to see the sea breeze pick up. if you head out to the giants game with the angels in town. plan on low 60s and low clouds on the approach as the game goes on. the marine layer starting off close to the ground. misty skies are possible as the low clouds head in later on tonight. notice the wind speed and direction as we head into the afternoon. onshore winds accelerating around 2:00. that will stop the warming around san francisco. it's going to take om sometime time before that marine air riches livermore and san jose. the reason why we'll see at least one more hot day for the valleys but the coast, you're starting to see the fog roll in. so maybe not the best beach day by mid to late afternoon. if you can see that fog trying to move around right underneath the golden gate bridge by 5:00 as temperatures inland still make a run close to 90 in the warmest spots. for the morning, may not need a jacket. redwood city, livermore, san jose. 60s to start. around lunchtime warming quickly. 70s to some low 80s. and mid 80s to upper 80s closer

toll plaza. metering lights are on. almost full. this is good for a friday volume and by good i mean a lot of cars here. look at the great colors on our maps. mostly green as you're approaching off the maze and east shore freeway. you're at speed until you get right up to the toll plaza and just on the approach from west grand. slow heading over that westbound direction over toward treasure island. smooth drive there. as well as across the richmond/san rafael bridge. toward the golden gate bridge, slowing eastbound highway 4 off of interstate 80 the. debris reported but no major traffic issue as far as chp is concerned. westbound 580 shows a slight build, typical for a friday. lieu livermore and toward dublin and interchange for west 580. south 680 starting to see build for the southbound direction and fremont without any problems. look at the bottom of your screen. easy build again for 101 starting up in earnest in the next half hour. 87, slowing.
