we'll hear from the people who caught all of this on camera. clear skies in san francisco. temperatures this morning in the 50s and 60s and still one more day of numbers approaching near 90 south of san jose. your forecast is straight ahead. it's your friday commute but we do have unusual slowing over on the peninsula. we'll show you what the latest is for 280. >> from nbc bay area, this is "today in the bay." very good morning. thanks for joining us on this friday, may 1st. i'm laura garcia-cannon. >> i'm sam brock. right now crews fighting a two alarm fire in san mateo. some drivers are actually going to see this along highway 101. the smoke and the flames coming up. it's burning right now on laselva street, parallel to 101. south of the hills dale exit. it's a two-story building that's burning. from this view from our chopper it appears to be an apartment complex.

live images and lots of forces on the ground there trying to put out the flames. we have a crew on the way. we're going to bring you new details as soon as we get them. 6:00. protests and rally on this may day and some are threatening to wreak havoc on the morning commute. >> "today in the bay's" bob ridell is here. some try to block b.a.r.t. and this is all in the name of immigration right, worker right, and now black lives matter. good morning. >> reporter: good morning to you, sam and laura. of course, oakland police here outside their headquarters. want to make sure that does not happen. they are putting extra officers on the patrol on the streets this morning to keep an eye on these protesters. five scheduled for today. three this morning alone. one having started within the past few moments at latham square in downtown oakland off frank ogala plaza. you're talking about the other two that could affect your morning commute. there's one scheduled for 7:30. that's at the macarthur bart. that's called the block the tech

commute. as a result, ac transits rerouting its buses until around 11:00 a.m. to avoid that area. then you've got labor against police terror, that's a march from the port of oakland to city hall. that's scheduled for 9:00 a.m. and again, that could affect local streets here in downtown oakland. just something to keep in mind if you're going to and from work, especially if you're trying to get to the bay bridge. may day protests typically focus on workers rights and we do expect the rallies today to have that element, especially when they're asking for things like higher minimum wage and protection from millions of undocumented workers from deportation. as you were mentioning we also expect to make their feelings known about the recent cop killings of unarmed black men taking place in other parts of the country, especially after this week's protests in baltimore over the death of a black man who died after sustaining injuries to his spine while in police custody. so, again, you've got the three rallies this morning that i mentioned. and then two more scheduled for later in the day here in

oakland. one at noon at latham square and another one at latham square tonight at 7:00. reporting live in oakland, bob ridell, "today in the bay." there are a number of events planned across the bay area today. in san francisco people are rally for the international workers day festival at civic center plaza at 1:30. later in the afternoon, there will be a march from civic center plaza to 24th and mission. and in san jose, there will be a march and rally at city hall. that march starts at 2:00 p.m. our free nbc bay area app is a good resource to stay updated on this story and others. of course, traffic conditions. you can also connect you with us on facebook, twitter, and instagram. as bob mentioned, trust in a law enforcement, one of the topics on the slate on this may day. may day protesters are planning to demonstrate in baltimore as well as prosecutors review the police report on the death of freddie gray. overnight things were calm in the city and at 10:00 p.m. curfew will likely stay in place until sunday. so far details of that report

are not being made public. however, a police source do tell a tv station in baltimore that freddie gray suffered a broken neck from the impact of his head slamming into the back of a police transport van. reportedly there's no evidence that his injuries were caused during the actual arrest. new this morning it is a timely issue. overnight the department of justice announced it is shelling out $20 million to get more law enforcement officers across the country wearing body cameras. "today in the bay's" kris sanchez joins us now with more on the new pilot program. kris, $20 million is not a lot of money when you think about it. how many forces there are out there. >> yeah. there's a cost of the cameras, about $500 or so each depending on the type you buy. then cost of storing all of that data. as that cost of storage is the very reason the baltimore mayor veto'd her city's body camera measure back in february. more on those costs in just a moment but first let's talk about the specifics of that doj plan. the pilot program granted for $20 million as you said, and it

is to be awarded to 50 different departments, about a third of them are small agencies. those departments would be required to pony up the same amount of cash, dollar for dollar, and that's just for the cameras. they also have to have a plan for training and then using those cameras before they can buy them. sfpd is working on a plan right now as they repair to buy cameras for every one of their police officers. deciding things like when the cameras are going to roll, how long that footage is going to live in archives. chief says he hopes it will restore community trust at the same time san francisco sheriff ross mirkarimi says if the cameras are really so important then the city should be buying cameras for his department as well. >> the officers know they're wearing them, so their behavior is going to be better and by telling the citizens that they're going to be on camera, then the citizens will behave better, too. >> i believe the national clamor where everybody is saying body cameras, body cameras, must also

include pri sons an jails. >> part of the department of justis plan is also to spend about $1 million to collect the data on all that body worn camera use across the country in an effort to standardize how that footage is used in criminal cases. let's get back to those storage costs i mentioned earlier. according to the "associated press," in berkeley the city manager estimated that it would cost $45,000 a year to store video from just 150 cameras. that would be enough work for one or two employees and officers would spend about 30 minutes per shift dealing with the video, which the city manager said that, per year, would all come together to equal the same as five full-time police officers. so right now the departments are considering whether or not it is worth it and what the actual costs are as they say, there is no such thing as a free puppy and that doj money comes with a lot of strings attached and not a lot of help after the cameras are purchased.

sam and laura? >> thank you very much, kriss. excellent point. new app aimed at making it easier for the public to document police misconduct on your own. it's called mobile justice california. it just launched yesterday. already more than 2,000 people have downloaded it. here's how it works. if you're witnessing an incident with police you open up the app and you just press the button record. the video is then 70 directly to the aclu lawyer nearest to you right away, no matter what happens to your phone. also new this morning. neighbors rush to the rescue when a home catches fire over night in san jose. this happened just before 1:00 near highway 101. a neighbor said before fire crews arrived her brother ran into the house to make sure that everybody got out okay. >> my brother went into the house. he had a break are down the door and then my brother's friend had to call 911 because any neighbor could not get ahold of anybody from the police station. they got their right when the smoke was there.

>> busted that door down. courageous act there. fortunately a smoke detector woke the people in the house up. no one was hurt. but the fire did burn two other homes before crews ultimately put it out. someone is trying to rip people off by pretending to be a san jose police officer. they tell the mercury news the suspect has been leaving phone messages for residents claiming to be sergeant mike harris, the man then asks for a payment on a a prepaid credit card to clear their criminal record. san jose police department says there is no sergeant mike harris on the force and they caution residents that real police never seek any kind of payment. time to check your microclimate forecast at 6:08 as we give you a live look outside from san bruno and city of san francisco. there is no impersonating the weather that we see out here because it is unique unto itself. rob, we have a pretty nice day here in store. you said a little of the heat up again. fewly dropping off. >> yeah. at least some places today out

towards the coast we'll see cooling, especially around santa cruz yesterday. highs in the nines there. today, 70s as the coastal cooldown gets under way. right now cloud free and kind of warm actually to start the morning. 63 in san jose right now. 58 in san francisco. and not much wind for the moment this will begin to change as we get into the afternoon as the wind speeds pick upcoming off the cool pacific ocean and coupled with some low clouds that are already coming up the coast past monterrey this morning. that's going to bring our temperatures down for mainly the coast around santa cruz and half-moon bay and pacifica for the afternoon. notice the clouds starting to fill in. that's where we will get most of the cooling today. valleys, 80s to near 90 degree temperatures, especially out towards fairfield and the tri-valley for one more day. 50s and 60s for 7:00 this morning. around lunchtime should already see some 80s for the valleys and almost low to mid 70s around san francisco and then 3:00 the sea breeze starting to take hold, cooling things off there. livermore on its way to temperatures again in the upper

80s to near 90s. san jose today mid 80s. close to 90 around los galos and saratoga you saw san francisco in the 70s. oakland, 78. pleasanton and live more today, 80s to 90. the big cooldown for the valleys arrive for the most part tomorrow. you will notice the change for mid to upper 80s today in san jose. mid 70s on saturday into sunday. areas of low clouds and misty times at times this weekend. looking nice into monday and tuesday. let's see if your friday commute is shaping up nicely with mike. >> it is. it's friday. commute deserving of that lighter name. looking out toward the peninsula where we did show you the live pictures. chopper was above that structure fire just off of 101. but the crews were not visible because of that retaining wall. there was no smoke to be seen. no slowing shows up. it's just off 101. meanwhile, there was more slowing southbound 280. unexpected as you head down toward woodside. a deer was hit in the area. and so they have to get a crew

out there. but no slowing shows up anymore. they may have taken care of all of that unpleasant business on the peninsula side. looking toward the rest of the bay. north of the san mateo bridge both sides of the bay move smotly. slight build for the tri-valley and hayward. but live looks out there show you the volume of traffic. this is not a real surprise, bay bridge metering lights are on. toll plaza approach is finally just filled in all lanes. no slowing off the east shore freeway or the miss maze here. south bay, a might rudy giuliani light volume of traffic continues through 101 and san jose. that second burst, the first one wasn't much. the second lun will kick in at 6:30. later in the morning commute, typically see on a friday, south bay freeway gets jammed up. cupertino for the last commute. >> for now we're going to enjoy this light period. >> enjoy, exactly. 6:11. it's also the day boxing fans have been waiting for for years. how tomorrow's may weather patchup is already breaking records. and put on the gloves. haven't even warmed up. >> battle two in washington as

congress isn't too keen to renew it. >> instead they're going to try to reform it. >> that's right. just yesterday, sam, the house judiciary committee gave its blessing to something called the usa freedom act which would restrict the nsa's ability to collect data about you. the act would declassify many of the decisions made by the super secret, super powerful foreign intelligence surveillance court, the fisa court. it doesn't replace the act but it does address the more controversial parts. and most civil freedom groups say the reforms don't go far enough. silicon valley company is putting their names behind this effort to rein in the nsa. many of the ceos have signed a petition. there's a lobbying group called reform government surveillance. apple and facebook and google as well. it's the first friday of the month. you think whoa would talk about the big jobs reports and unemployment rates but statisticians simply don't have the time to calculate april's data.

consider the san jose 63 degrees. mild this time of morning. head over to the north bay, down to 46 now. closer to napa. quite a bit of a spread of temperatures usually in the morning. we're all in the 50s. low clouds. well, we're seeing quite a variance of these numbers right now. head into the afternoon. inland spots will see those temperatures climbing again close to 90 in a few spots south downtown san jose. right now 63 degrees. oakland, 57. and san francisco, at least for the moment, is fog free. it's 58 degrees. notice the water there. a little hint of a breeze starting to pick up. it will turn a bit more strong as we get into the afternoon. that's going to lead to the cooling. head out to the ball game tonight, angels in town taking on the giants. low 60s and probably low clouds on approach as we head into the middle part of the game. with the harding park we've got the tpc and match play golf challenge today. 70s. cool and very likely looking at low clouds this weekend there around san francisco. cooler temperatures as the sea breeze turns stronger throughout the day today. that is one half of the ocean

air conditioning. onshore winds. the other component will be the low clouds coming up the coast. right now near monterrey, fill in and spread across the coast. should lead for a big cooldown along santa cruz today. 90s yesterday. today, likely seeing mid 70s on the coast. 50s and 60s to start the day for the bay area. we'll see numbers in the 70s an 80s by noon. and levivermore and san jose, warm. we will cool things off dmt evening, 86 for high today in san jose. 70s closer to san francisco. north bay, 80s. pleasanton and livermore, 80s to near 90. the weekend, cooler marine air make its punch inland. just in time for saturday and sunday. upper 70s for san jose on saturday. may have misty skies, too, for tomorrow morning. we'll continue to see those mild temperatures to start the next week. to see how your friday morning commute is starting, let's check in with mike. >> looking great. we do have the bay bridge with the metering lights on. we almost get no break from that. the backup pass west grant

welcome back, everybody. look at the sun coming up over the bay area this morning. making way for a warm one. again, first day of may. new office buildings in sunnyvale are overshadowing neighborhoods and residents are the manneding some changes. the two new buildings built last year will soon be fielded with linkedin and apple employees. the buildings are blocking sun light and their cellphone and tv signals. also worried about privacy when their homes and yards in very clearview of many offices. >> there's people that are in

their yards or in their houses and they are concerned that people are going to be in there watching what they're doing in their own yards or their own homes throughout the day. >> the company that owns the building has offered residents $500 to put in trees and other privacy measures. city says it's trying to mediate the situation. happening today from oakland to oregon, now ogden, utah. nba all-star damian is going to give a commencement speech to wieber state university in utah today. lilliard attended local high school and wieber state before he was drafted by the portland trail blazers in 2012 with one of the 2topics. at that time he was just six credits shy of a professional sales degree but he since gone back to finish. so after he gives his speech he's going to collect a deploim what and really good maes soonlg for all of those athletes who wind up leaving school early to go back, get the degree. >> finish it up. while homecoming today for an injured eagle. >> this guy, the golden eagle

was found in san a known in march. she had a head injury, female eagle, and was disoriented and crashed into windows when she was trying to fly. vets say she's also nearly blind in her left eye. now fully healed the bird will be released later today. some of the firefighters who helped rescue her are going to be there to see her off. >> bittersweet for them. they kind of nursed her back to health and now see her fly away. 6:26. still ahead, we do have an update to breaking news. residents wake up to flames and smoke in san mateo. update on an early morning fire at an apartment complex, next. live look outside. no smoke but maybe a little bit of haze as we take in city scape, san francisco this morning. rob says things are going to heat up a little bit. there's the transamerica building, before they cool down, heading into your weekend. he will have much more on that coming up right after this break.

protests and rallies. half dozen events planned throughout tbay area. some threatening to block the morning and afternoon commute. "today in the bay" tracie potts is live in washington, d.c. this morning with more on that, plus an exclusive interview with man who was in that police van with gray. good morning. >> good morning. dante allen says that what's been reported that he said while he was in the back of that van hearing freddie gray trying to injure himself, that's what he said at all. >> all i heard was a bang for about four seconds. >> despite a "washington post" report citing a sealed document dante allen says he never told police he heard freddie gray trying to hurt himself. >> when i got to the police station i heard them saying, well, y'all, you gave him a run for his money, basically. basically saying they did something to him, man.

>> reporter: police investigation on gray's arrest was turned over to baltimore's prosecutor is a day early. police revealed the fan transporting him made one more stop than originally reported. protests dissolved after the city's 10:00 p.m. curfew. more are planned. >> we have heard throughout the day that there are people that are concerned about tonight and going into the weekend. >> there were also demonstrations in cincinnati and philadelphia where protesters clashed with police. back in baltimore federal agents are investigating three fires set during monday's violence. that's the atf, the bureau of alcohol, tobacco, and firearms doing that investigation. and they offered a $10,000 reward. >> okay, tracie potts live from washington, d.c. thank you very much. time to check your microclimate forecast at 6:32 as we take a live look you

crossover the bay bridge. warm temperatures this week. rob is in for christina this morning. he's got a look at our forecast. >> the forecast this morni already kind of mild especially towards the south bay, san jose, waking up to only low 60sthis morning. perhaps the ac running throughout the night. areas around san jose you can see 63 right now. gorgeous sun rise there. 58 in san francisco. come spot for the moment. napa, 51 as we've got not much in the way of wind right now but by the end of the day the sea breeze is going to turn stronger and you're going to want to see that as you want to break the heat inland. today probably one more hot day for the tri-valley but for the coast cooldown arriving this afternoon. low clouds begin to fill in. coastal cooling and inland cooling as we get into the weekend. marine layer probably close to 500 feet today, then getting up to closer to 1,000 feet tomorrow. if you're going to head toward the sierra, computer model is picking up on afternoon thunder sure we'res starting as early as this afternoon.

temperatures this morning, 50s and 60s at lunchtime. 70s and 80s, t-shirt weather again for the bay area. breezy this afternoon around san francisco, san jose and livermore. you got the highs running at the upper 80s to near 90 again today. close to saratoga and los galos. san francisco in the 70s today. 80s in the north bay. me s pleasanton and livermore, towards walnut creek towards 90 today. cooldown this weekend. 70s tomorrow with areas of low clouds. maybe some mist for your saturday morning. and then numbers staying more comfortable for the first half of next week. now let's see if the drive is comfortable for you on your friday. >> i'm already at work so i'll look at it from a spectator point of view. 101 and does look like it's pleasantly clear. we do see it starting to get more crowded and the sensors are showing slowdown north of here. look at the map. san jose shows your typical slow pattern from just north of that camera shot. near the airport where we're

starting to see the build. as far as that san jose commute. just getting started down here you have a typically later build as well for the tri-valley and east bay, southbound, 880 moves smoothly but upper 50s as you travel through union city and fremont. bottom of your screen, northbound 880 with thornton. disabled vehicle on the shoulder p i don't see any additional slowing there. north of san mateo bridge heavier west toward the peninsula. the rest of your commute looks light as well. a little slowing shows up for berkeley just starting to build there. bay bridge toll plaza, metering lights are on. no slowing for the sensors in san rafael. traffic flows smoothly. a few more cars filling in the lanes but still good spacing between the cars. good spacing, able to maintain the speed limit instead of getting crowded and nervous and much better, more space, more relaxed. >> there you go. you see the slow going nicely. >> at ease. thank you, mike. 6:35. certainly not at ease up on the

peninsula this morning. >> following the fire in san mateo all morning long. saw the live shot at 6:00. looked like at that point most of the fire had been put on. stephanie chuang has been monitoring conditions on the ground. what can you tell us? >> good morning. we got here just about ten minutes ago. the fire is pretty much out. you can see on the 3300 block there's a lot of mopping up that has to be done. join me now is battalion chief. good morning. >> good morning. >> can you talk to us? came in at 5:15 and you said it was a problematic fire at the apartment complex. >> we had a two-story apartment building here and the fire was located on the back side, what we call the charlie of the unit. access into he's types of complex rest challenging. our crews got water on the fire quickly. >> no injuries. it was you're trying to determine whether it happened but it's at the apartment. how bad is the damage? >> extensive damage to one unit. ok abouts occupied the first and

second floor of that unit. when our crews arrived on scene, heavy fire on the first flooer extending up to the second. >> now talking about how many people, people are standing around. a lot of them are allowed back in. a family displaces? >> that's right. three adults and one child that have been displaced as a result of this incident. so we have red cross on scene to at cyst those folks. >> is the fire completely out at this point? >> the fire is knocked out another this point. fire investigators are on the scene to conduct an investigation. >> i know you're describing thethe difficulties. three alarm but you went back to a two alarm. you guys were able to get a handle on it. >> initially dispatched as a first alarm fire. when crews arrived on scene we went to a second alarm. we had just a couple of units so as prekaug their present to third alarm and quickly found out the fire was under control and able to cancel that third alarm unit. >> thank you so much, battalion chief with san mateo.

this is a pretty amazing story of both triumph and tragedy. really life and death. doctors in nebraska kept a young woman on life support for nearly two months so her unborn baby could have a chance at life. 22-year-old carla perez collapsed at her home in nebraska in february.

downtown oakland. whether it comes to fruition, we don't know. that's what the protest organizers are planning. as a result, ac transit is trying to be prepared. so rerouting the buses until 11:00 a.m. around that area. just in case there are a lot of people out there. and then at 9:00, there's another rally. it's a march, it's called labor against police terror. that's a march scheduled from the port of oakland to city hall here in downtown oakland. again, if you have business in the city of oakland those are two areas you just want to keep in nimind this morning. may day protests typically focus on workers rights p weapon expect protesters today to be trying to rally for things like higher minimum wages and protection for millions of undocumented workers facing deportation. this year we also expect protesters to rally against the recent cop killings in other parts of the country, cop killings of unarmed black men after this week's protests in baltimore over a death of a man who died after sustaining injuries to his spine while in police custody.

so you've got those two rallies i just mentioned happening this morning. at least are supposed to. and in our two more scheduled for later today at latham square in downtown oakland. one scheduled for noon, another one at 7:00 tonight. reporting live here in oakland, bob ridell, "today in the bay." >> thank you very much. now, there are events planned for may day across the bay as bob mentioned. in san francisco, people are going to rally for the international workers day festival at civic center plaza. that starts at 1:30. later in the afternoon there's going to be a march from civic center plaza to 24th and mission. then farther south in san jose, there will be a march and rally at city hall and that march kicks off at 2:00. 6:50. may day protesters are planning to demonstrate in baltimore today as well as prosecutors review the police report on the death of freddie gray. overnight things were calm in the city. 10:00 p.m. curfew will likely stay in place until sunday. so far details of the police report are not being made

public. police sources however tell a tv station in baltimore freddie gray suffered a broken neck from the impact of his head slamming into the back of a police transport van. reportedly there's no evidence his injuries were caused during the arrest. on that topic, recent calls for change in police tactics and transparency have led to a broader discussion on police body cameras. today a $20 million investment to get more body worn cameras on law enforcement officers across the entire country. "today in the bay's" kris sanchez is here now with who gets that money, kris shs and how much we're really talking about here, how far is it going to go? >> there's the cost of the cameras, sam, and also the cost of storing all of that video and that cost is the very reason the mayor of baltimore veto'd her city's body camera measure earlier this year. first, let's talk about the specifics of what is that department of justice pilot plan. it is a grant of $20 million to be split by 50 different departments. about a third of which are small

agencies. those departments have to then pony up dollar for dollar match before they buy their cameras, they have to have plan for training officers and how they will use the cameras. now, sfpd is working on a plan independent of the doj plan deciding when the cameras will roll, how long the footage will live in archives. the police chief says he hopes having a camera on every officer will restore community trust. at the same time, the san francisco sheriff says if that's true the city should buy them for his department as well. local tug of war. back to those storage costs for all of that video. let's use berkeley as an example. according to the "associated press," there the city manager estimate it would cost $45,000 per year to store the video coming from 150 cameras on their officers. that would be enough work for one or two full-time employees. the city manager also warned the 30 minutes per shift that each officer would have to spend processing the video would add up over the year's time to the same cost as having five full-time officers.

put their lives back together follow that massive 7.8 magnitude earthquake. the they're picking up tents and starting to move back indoors, if they have a home to get in to. this is new video this morning showing survivors and evacuees watching as an entire mountainside just gives way. this landslide happened just moments after saturday's quake. the death toll now tops 6,000 people. amid all the tragedy there is a little hope. this 4-month-old baby boy back with his mother after surviving a full day buried beneath the rubble of a collapsed building. rescuers heard the baby crying. they used their bare hands just to pick things apart to try to free that little face. just yesterday a 15-year-old boy and a young woman were also rescued from the debris five days after the earthquake. so some incredible stories of survival we're hearing. new this morning, neighbors rushing to the rescue in a home catches fire overnight in san jose. this happened just before 1:00

near highway 101. neighbor said before fire crews arrived her brother ran into the house just to make sure everyone got out. >> my brother went into the house. he had to breakdown the door. then my brother's friend had to c call 911 because my neighbor couldn't get ahold of anybody from the police station. they got there right when the smoke was there. >> fortunately the smoke detector woke up people in the middle of the night. no one was hurt. the fire did burn two other homes before crews managed to put it out. a con artist to be keyed into, someone trying to rip people off by pretending to be a san jose police officer. they tell the mercury news that suspect has been leaving phone messages for residents claiming to be sergeant mike harris. the man then asked for a payment on a prepaid credit card to clear your criminal record. the san jose police department says, by the way, there's no sergeant mike harris on the force and cautions residents that real police would never seek any kind of payment.

6:55. notice this? gas prices causing many people to do a double take at the pump. prices have injured nearly 40 cents in just the past week. right now the average price for a gallon of gas in san jose about $3.64. it's about ten cents more in san francisco. a gallon of gas in the city by the bay is going to cost you about $3.75. in oakland, prices have risen to $3.61. 11 cents more than just yesterday. >> all right. going to start dipping into the savings soon. price hikes come after months of low gas prices. so low that it hit san ramon chevron hard. >> scott mcgrew, about 40% profits down? >> very few people are d disappointing when oil companies don't make money. chevron said those low gas prices from months ago crushed its profits, falling 43%. low oil prices have also caused significant layoffs in the

the good news here, nobody was hurt. >> reporter: that's right. that's the good news. good morning to you, sam and laura. the driver must have seen this heading here along san mateo on 101. we are just east of the freeway. the fire was at this apartment complex on 3300 block and around the corner. you can't see it from here. let's look at the video we just shot. it's the back of the complex. the good news again, no injuries. one family displaced. living in this one apartment that's two stories. there were flames leaking out the window. you can see it's still smoldering there. firefighters had difficulty because they had to pull hose lines far to get to the flames. they knocked it down in half an hour. now, we spoke with a man five minutes ago who lives next door who woke up banging, police evacuating people door to door. here's what he had to say about what he saw. >> the flame was -- iing looed through my window. the flame was maybe five, six feet high coming out of these two windows. and that's -- i took a quick glimpse of it and i was just getting ready, grabbed by
