those are creeping up, peaking for todayed. and more of a change coming your way. unsettled weather including thunderstorms. details in moments. i'm looking at the nimitz freeway. i have woord of an issue for a flow of the nimitz and i'm worried it's going to get off the chain. >> we're taking live looks from across the bay area this morning. great vantage point from at&t park looking across the embarcadero. it's wednesday, may 6th. this is "today in the bay." a very good morning. thanks for joining us. i'm laura garcia-cannon p. >> i'm sam brock. we're learning chilling details about the pilot of the germanwings flight. investigators he practiced the crash into the french alps on a previous flight. >> "today in the bay's" kris sanchez is in studio. kris, we're expected to learn more from france's crash investigation agency later today. >> reporter: those investigators

have already said that he researched ways to kill himself and how cockpit door security worked. but even a bigger bombshell this morning. this morning they revealed details about him practicing that same deadly descent not on a simulator but on the same day and same plane as it was outbound from germany that day. that was hours before he locked the pilot out of the cockpit and crashed that plane into the french alps on the return trip to germany. this is what investigators are saying this morning. they say that he went into a controlled minute-long descent for which there was no aeronautical reason. that he set the altitude dial on the plane to 100 feet which is cash altitude. and he was alone in the cockpit once again at that time. on the deadly flight defense personnel tried to contact that plane 14 times as it was descending. all they got back was the sound

of him breathe pentag. after that happened he increased the speed of the flight, changed the path 93 seconds before the crash on the deadly flight. on the black box does not reveal he did the same on the outbound flight as he practiced that deadly maneuver. he only changed the altitude which may be why it didn't rise the same level of suspicion. you can't help butity those folks are counting their blessings this morning that it was only a practice run. >> if they did notice something not actually saying it because there was nothing really to go off of at that point. thank you very much, kris. >> so sad. happening today, democratic presidential candidate hillary clinton looking to add to her campaign war chants when she makes a couple of stops in san francisco. >> hillary has deep pockets to begin with. >> that's right. conversation with hillary fund-raisers today in san francisco. the first in the pacific heights neighborhood but clinton will be met with protesters set to be here protesting against the keystone pipeline project here at pacifica and baker. the major topic we're expecting clinton to highlight is immigration reform. at a round-table at a las vegas high school who are dream act eligible yesterday she reaffirmed president obama's executive actions that deferred deportation for young people brought to the country illegally. clinton said she would go further and want to see parents eligible to stay. >> i will fight to stop partisan attacks on the executive action that would put dreamers, including those with us today, at risk of deportation. and if congress continues to refuse to act, as president i would do everything possible under the law to go even further. >> again, clinton expected to talk about this during her

it's a proposed 18 story, 305-unit building on harold way. opponents say the units wouldn't be affordable. construction would temporarily close the landmark theater and displace the habitat museum and, when complete, the building would limit the view from the camp o'neil at uc berkeley. >> damaging the experience of the students who get to enjoy that view all the time. >> we need more density in downtown berkeley. this is one way to get it. >> supporters say the project would be a great option for retirees looking to downsize. the developer would have to make 10% of the units be we low market rate or pay a fee to the city. the bay area lawmaker wants to stop b.a.r.t. workers in their track from ever thinking about another crippling strike. >> remember how bad it was in 2013. this bill ad-528, would prohibit b.a.r.t. workers from striking if they already have a no strike clause in their contract. in other words, this would be enforcing something that they've already agreed upon. assembly woman catherine baker of san ramon is presenting this bill to the committee later this morning at 10:00. she's trying to prevent what happened back in 1 when b.a.r.t. unions went on strike twice. even though some if not all the workers had a no strike clause in their contracts. it inconvenienced thousands of commuters and cost the economy $73 million per day. executive director for run of the unions did tell the bay city news service a couple months ago that this bill would be very damaging and would open up old wounds as management and the workers try to build better relationships. it should be noted this bill does not call for an out right ban on strikes. that bill was killed in committee earlier this year. again, this morning's bill

ab-528, would allow workers to strike as long as they don't have no strike clauses in their contracts. reporting live here at the fremont b.a.r.t., bob ridell, nbc bay area news. same serial stowaway marilyn hartman is at it again. hartman was arrested at o'hare airport twice last month. authorities say both times she was spotted in a restricted area without a ticket. hartman of course gained national attention after repeatedly attempting to sneak on to planes including a successful attempt at san jose international. hartman has been arrested at sfo, lax, sky harbor international airport in phoenix, the jacksonville airport, and now twice at chicago o'hare. >> are you serious? marilyn hartman. some answers may be coming soon for 16,000 students left in limbo after the heald college closure. the for-profit corinthian colleges closed all of the remaining campuses last week taking a lot of people by surprise. later this morning,

pulling another big rig using a chain. we hope that chain holds. not sure why that call came in. i guess a concerned driver. chp on the lookout for anything that might be going on. the two rigs are moving south down toward hayward and union ci city. i'll track that for you. that's about the only thing going on as far as chp goes. no problem for the tri-valley or dublin interchange. smooth flow of traffic off the southbound routes coming in through san jose. 87 and 101 both move smoothly through downtown and the rest of silicon valley. let's move farther to the north. anywhere north of the san mateo bridge shows an easy drive. san mateo bridge itself still has eastbound road work going on block that far right lane. we have no problems a etch proing the bay bridge. show you the bay bridge. there's that light flow of traffic. the east shore freeway or the maze and the north bay, san rafael southbound. this represents both commute traveling south through san rafael. at speed through novato and san rafael to the golden gate bridge. back to you.

welcome back. a live look this morning to the approach to the bay bridge toll plaza and yet it's so nice when it's that light out there. we're going the find out from mike in probably the next 30 or 40 minutes that there will be more company, but for now just enjoy the freedom while it's out tlchlkts there. this is dozens of migrants fell into the sea, to reach an approaching rescue boat. others jumped into the water's life rings and life vests were thrown to them. this entire scene caught by someone on that rescue boat. it played out in the sea in the med ter rarian.

this is new video this morning of last month's powerful 7.8 earthquake in nepal. american hiker shot this video in the small village north of kathmandu. shortly after the area was hit by an avalanche that left some people seriously injured. many killed. still trying to assess the full extent of that devastation. at this point nepal's government confirms at least 7500 deaths. the u.n. says some 600,000 homes have been damaged or destroyed. 8 million people feeling the impact. residents fear the rebuilding sometime. five to ten years to recover. everything normal like it used to be before the earthquake, i suppose. >> it's not just homes and businesses. the quake also destroyed nearly 200 heritage sites across nepal. >> such an eerie calm before that quake. 5:15 on your wednesday. another apparent black eye for

the new span of the bay bridge. saltwater now might be seeping into the bridge's foundation. according to the chronicle new caltrans tests indicate water from the bay might be seeping into the eastern span's new tower. if that proves true it would further jeopardize the integrity of hundred of steel rods anchors the structure. the same rods were sitting in rainwater for years from a bad ceiling job. saltwater damage could potentially be far worse. the faa is doing an unexpected about face over drones. >> scott mcgrew a rule that we thought would be in place for years suddenly much more relaxed. >> a few things are going upon. the faa will allow tests involves drones that fly beyond if operator's site. this is especially welcome news for amazon and google. they've been testing delivery drones but had been restricted to staying within the operator's direct line of sight. obviously that makes delivery drones pointless because if the pilot can see your house as he makes a delivery me might as well just walk up to your door

and hand you the package. the second big development is a particular type of crop drone, got the okay from the faa. we're going to look at why that particularly important to california farmers coming up a little bit later. important court case coming out of the deep south this morning voving a man accused in series of robberies. police were able to tie him to the robbery from cellphone rrds which showed he was in the area of every single robbery. but they did fill out a warrant. 11th circuit court said defendants should not expect the records of a cellphone company to be private because it's not their property. this is a major development in the battle over privacy and technology. it doesn't have any affect in california because we're not covered by the 11th circuit but what it does do is set up a potential conflict between the various appellate courts which could mean the various cases could go before the supreme court, something we will continue to track. the other thing we're tracking is the stock market.

saturday's huge fight against floyd mayweather. he lost. he's going to have surgery this week. fans yesterday sued in vegas. the suit seeks damages for anyone who bought or bet on the fight. it accuses pacquiao of fraud for not disclosing his bum shoulder. all right. a gold apple watch. we knew this was going to have a high price tag and it does. it's at least ten grand. but an enterprising jeweler is offering a cheaper option. the company called watch plate offers to goldplate your apple watch for around 400 bucks. you send your smartwatch to the company. within three days, you get it back all i think wiblinged out. no word on whether it would void the warranty. we knew it was coming and here it is. every home and business in the bay area will be affected by the new state mandatory water restrictions. after a marathon ten-hour meeting the state water resources control board approved the new cutbacks last night. depending on where you live you will have to cut back from 8 to

36%. the idea is to reward communities conserving water while punishing high water users. city and water districts who do not meet their cutback rates could be fined up to $10,000 a day. the rules will take affect june 1st. don't let it run like that. >> we want to be good students so let's find out what our record card looks like. in march, californians managed to conserve 3.6%. that's better than february when only 2.8% was conserved or saved, i should say. overall, water use is only down about 8% since june. this despite double digit calls for conservation. have not been able to meet that mark just yet. >> we're headed in the right direction. but we just need to be a lot more aggressive in our conservation. meantime, temperatures staying where they are which is a good thing for today. >> always a good reminder to conserve as well. we can't tell you enough, you want to keep it on the forefronts of your mind. also, try to be aware of where you are using water the most and that's where you can really

watch no matter what time it is, mike inouye. seems like somebody's tapping the brakes across the bay area. >> got to do something on the road. keep it interestingsh right? looking over here toward san mateo bridge overnight road work. still you can see the cones. lighting changes. cones still blocking the right lane. as we're traveling eastbound over toward the hayward side the commute is westbound for the most part. starting to pick up the volume. both sides as we look at our speed sensors on the map, show a pretty smooth drive. a little bit of slowing getting off on the hayward side for the san mateo bridge. now no incidents reported at 101 and 92 after an earlier report of animals running across the roadway. over here in the east bay we're looking not at the tennis son off-ramp where the big rig was reported pulling the other big rig. that cleared from the chp report. good. a ladder report in dakota near the connector. sounds like the connector is clear but there may be a traffic break in the next couple of minutes to remove that. here nothing going on except for the build. tip call build for west 580 out of the at mobt.

very good wednesday morning. the city in idaho is mourning the loss of a police officer who died in the line of duty. sergeant greg moore was shot and killed while responding to a call of a suspicious person. the gunman stole moore's patrol car leading police on a chase. he bailed from the car and hid

under a commercial truck. a police dog eventually sniffed the gunman out and officers arrested him. a florida mom being held hostage at knife point calling for help using a pizza delivery app. police say that sheryl treadway's boyfriend was holding her hostage but didn't say why. treadway convinced him to let her use a phone to order from pizza hut through the company's app. she ordered a small pepperoni pizza but wrote 911 hostage, help, in the comment section. pizza then contacted the cops. police managed to get treadway's boyfriend to give himself up. nobody was injured. >> good thing they noticed thachlts, coming up, not an accident. how police say a pool full of rescued sea lions got burned. two dead whales just months apart on the same stretch of beach. up next, wooer going to look into what's happening at pacifi pacifica.

descent of the plane which is part of what the french civil aviation safety investigation authority revealed this morning, saying it was a controlled min hut of long descent for which there was no aeronautical reason. here's more of what we know from this morning. it was a controlled minute long descent. manual setting was at 100 feet, considered a crash landing altitude lubitz was alone in the cockpit for five minutes when he was doing this. on that deadly flight, hours later air traffic controllers, the military defense personnel tried to contact the plane 14 times as it was descending because on that occasion in addition to changing the altitude lubitz also increased the speed of the light and changed the path 93 seconds before the crash. the black box does not reveal that he did the same on the outbound flight, that practice flight, as he tried out that deadly descent. he only changed the altitude which may be why it did not arouse the suspicion.

it is 5:34. new this morning, police in southern california investigating a heartless act. someone poisoned a pool full of rescued sea lions. it happened at the pacific marine mammal center in laguna beach. someone intentionally dumped large amounts of chlorine in the pool. it happened one day before the animals were set to be released back into the ocean. most of the 17 sea lions suffered chemical burns but the good news is that they are expected to recover. scientists hope to get some answers as soon as today about what caused the humpback whale to wash ashore on sharp park state beach in pacifica. she washed ashore monday afternoon half mile from another sperm whale washed ashore last month. experts called it so close together a coincidence. something many commuters hope never happens again p b.a.r.t. strike leaving thousands stranded. >> this leveled commutes for a couple of days back in 2013. welcome back. live look outside. the sun up over the bay area making way for another nice day. christina has a look at the temperatures for us coming up. >> sun rises are getting earlier and earlier out there. all right. we're in spring in full effect. news that crop sprang would be okay is particularly interesting to wine growers. >> scott mcgrew continues our coverage. california fields are well suited for drones. >> they are. the faa this morning decided that it would be okay for farmers to use drones instead of crop dusting airplanes on california fields. that's particularly helpful for us because vineyards tend to be on hills. they have lots of nooks and crannies. we have video from uc davis. they've been test flying this particular type of drone. we're going to talk to traus ras about these drones in a minute.

this drone is 200 pounds. about the size of a motorcycle. really it's a remotely piloted helicopter. the first drone with full approval for farmers. big news for california this morning. the last time tesla issued a financial report it also announced it had new instructions for its model s cars. allowing them to drive autonomously. it just hadn't turned out software yet. we're expecting bing things today. next quarterly report is today. looking for how many model ss it was able to manufacture, plus any word on when the model s suv willer a i've. musk's other company spacex will report a test on the dragon capsule today. this is animation of its return to earth. it's never carried people. it's not carrying people today either. but it is going to carry a crash test dummy and test the escape system. they'll launch the dragon just a

farmers. 200 pounds, covered under rules like this. there have been concerns since we saw one crash on the white house lawn. concerns about them interfering with commercial aircraft with planes. that's why the faa has been involved in this. they've already got seven requer requests to put out the drones for specific uses. they've got 4,500 comments. those rules should be ready to go by fall. safety is a concern but this is big business. the business, the industry they say that there's a billion dollar tech market out there, possibly 70,000 jobs that could be created if the government opens up the market to drones for use by realtors and surveyors and journalists like us who want to show you pictures where we can't easily get our cameras. that type of thing. so the faa is working on it. they've got a couple new initiatives they're going to be announcing before those rules become fine nam. that's going to happen today.

>> all right. we'll continue to follow. thank you, tracie. 5:45. california figures out how to deal with this historic drought everyone looking to cut back on water use. that includes one california chef who has found a way to save hundreds of gallons of water a day. he does it using air and electricity. big sur chef john cox bought this off of amazon. originally he got it for cleaning the kitchen. now his staff is using it to prewash plates before the plates go in the dishwasher. it costs less than $1 a day in elect i have. the method is saving the restaurant 800 gallons of water a day or 300,000 gallons a year. >> we just have no choice as an industry route now. we have to save water. this is a pretty easy way to do it, i think. >> 60,000 restaurants all switch to compressed air to preclean plates, they could save more than 17 billion gallons of water per year. >> which would be a great thing. plus, could he license there in

could probably make a fair amount of money on that, too. talking about making money for the state, the drought is not stopping tourists from visiting the golden state. 251 million tourists traveled to california last year. that figure up 3% from 2013. this is according to visit california. the non-profit agency keeping track of tourism. those visitors pumped more than $117 billion into california and supported more than a million jobs here in the golden state. >> we appreciate and know how blessed we to live here. >> we are. we love our environment and all the more reason to conserve what's going on to make sure we can still appreciate where we are. >> that's right. hopefully we can find a way to educate all the tourists when they come out here to conserve as well. 5:47 now. because it's different in new york where they have no shortage whatsoever when you come out here to california, remind your family members, your friends, we are in a drought and every single drop we save does count. 52 degrees in san francisco.

bay. head through 5:00 p.m. to 11:00 p.m. and things start to change as we get into friday and mother's day weekend. temperatures are going to be just lovely this year. cool at the coast. a little bit on the warm side inland. over although, looking comfortable. 73 degrees for your friday in the south bay, 62 degrees on friday. and saturday comfortable conditions in san francisco. taking you to your east bay valley where temperatures will be a touch warmer out here. 74 degrees for saturday to sunday. and then let me give you the break down for every single microclimate in the bay area. comfortable. good air quality. and look pretty good for another chance of showers as we head through wednesday of next week. so we are still tracking storm systems. let's see if you are track any traffic jams. hopefully not at this hour. >> tracking traffic but no traffic storm. we do have a little flurry going on, i guess. northbound 101. we did see that first burst of traffic come through. we're just easing off on the live shot. here you see some folks getting back to work. someone tapped their brakes.

fight. it accuses pacquiao of fraud for not disclosing that bum shoulder. now to an investigative unit exclusive. we are told to call 911 only in the event of an emergency but one location in the south bay may be abusing the 911 system by making calls for nonlife threaten situations and this could be delaying response times for real merges. chief investigative reporter exposes this breakdown and waste of resources. >> good morning. our investigation dug into records that show one address making hundreds of emergency calls for nonemergency issues. and it's located across the parking lot from santa clara valley medical center. pair met dilks and firefighters have told the unit the problem continues to grow and county administrators have failed to find a solution. even though the concern was first raised nearly six months ago. in the county audit. we requested the most recent numbers which show 911 calls to that specialty center have more
