path. >> definitely for today. we are not out of the woods just yet. what's interesting about this storm system, it's same one that brought us the lightning, the thunder, the rain just last week. so what happens is the systems move over the rockies. they intensify. right now we actually have tornado watch boxes and warnings up for southern texas. let me show you just how vast this area of low pressure is. it's extends over 900 miles. so we've got some big cities out there under the gun for today. let me widen out for you and show you what the storm prediction center says about today. you see the area shaded in green and yellow? thunderstorm risk for today, severe storms at that. that is what creates that tornadic rotation. so the severe threat extends for today, cleveland, detroit, houston. as we head throughout tomorrow it's all going to move to the northeast section of the nation. we'll have more detailing on this coming up. right now back to you, sam and laura. >> thank you very much. let's check a quick peak outside

"today in the bay's" bob ridell is in campbell where parents are just about to gather hours from now to express their discontent with this legislation. >> reporter: sam, you're going have parents like elaine shtein of san jose to protest outside senator jim bell's office here in campbell to iks press her discdi displeasu displeasure. this bill would require parents to have their children vaccinated in order to attend school.
6:05 am
otherwise they would have to home-school their children. shtein has a son with autism which she believes was caused in part by his vaccination, against sb-277 because it would remove the personal belief exemption from the law. right now parents can choose to exempt their children for religious or personal reasons. the bill would change that banning unvaccinated children from public and private schools. >> it's very severe legislation. kind of over reaching parents having the right to choose what gets ingested into their children. >> now, the author of this bill have agreed to a concession for those parents who oppose this legislation. that concession is that it would allow many public and private school students whose parents have already claimed the personal belief exemptions, it would let them be grandfathered in. this bill may go to a full senate vote as early as this week. reporting live here in campbell, bob ridell, "today in the bay." >> thank you very much, bob. a memorial service will be

more blacks and latinos compared to other races. according to a report by the san jose mercury news. they looked at activity from january through september. the report shows although blacks and latinos make up one-third of the city's population, those groups represented nearly two-thirds of the traffic stops. once stopped, blacks and latinos were significantly more likely to be ordered out of vehicles, frisked, and have their cars searched. only 6% of all those stops ended in an arrest. you can't say we didn't warn you. something is fishy in the east bay. at least in the tap water. this morning residents are waking up to odd tasting water. >> "today in the bay's" stephanie chuang is live in oakland. the water may taste and smell funny but they say it's still safe to drink. >> reporter: they do. that's the bottom line. it's not ideal but it's safe. and east bay m.u.d. outside the headquarters this morning is saying it could be worse. the alternative would be that we don't have huh v. enough water at all for next year. the driver behind this is really
6:08 am
twofold. you're talking about the eco system protection and also because of the drought. east bay m.u.d. typically draws the sierra water from the reservoir but the federal government requires the cold water from the lower areas to be reserved for salmon that are trying to spawn and this is especially true with the worsening drought conditions. this means the water for the customers for east bay m.u.d. is coming from a higher location with more sunlight exposure and more algae. so that is what's behind the funkier taste. east bay m.u.d. did this before in march and says overall it got 1,000 complaints. but it stresses it treats all the water and it is safer drinking for the 1.3 million customers that it serves in alameda and contra costa counties. if you haven't tasted or smelled anything different you could start to smell and taste differently in your water as early aston. live in oakland this morning, stephanie chuang, "today in the bay." >> maybe extra creamer in your coffee to take away the fish smell. >> have to drown that out.
