>> very good thursday morning. it's 4:30. i'm sam brock. >> i'm laura garcia-cannon. at least one american are among the victims of a taliban attack at a high end hotel in afghanistan's capital city overnight. 14 people are confirmed dead including 9 foreigners after gunmen opened fire on the park plaza hotel in kabul. 54 other hostages were rescued in the hours long siege. all right. back here at home right now. get ready for the rain. checking out your doppler radar on the left-hand side of your screen. you see a lot of green activity off the coast right now. you're probably wondering when is it going to make its way onshore. when we see what part of your commute. obviously thankful for that precipitation but let's get more on timing right now. >> laura, sam, everybody at home, we do have this area of low pressure right now pushing in. we're expecting the showers within the next hour or two.

it's not going to be a deluge of rain. none the less, this will likely cause a slower than normal drive. mike inouye is tracking that for you. let me give you an idea of what to expect as we head throughout your morning hours. showers are moving from south to north and as you can see here it looks like we're going to get more activity at the immediate coast within the next 45 minutes. inland cities we'll experience the showers as we head throughout probably the 6:00 to 7:00 hour. by the time rush hour really kicks in though is when we are expecting the bulk of the moisture to come through. do keep that in mind. grab your umbrella. this will continue until 11:00. we are expecting potentially maybe .4 of an ifshlg in some spots as this system is just getting going. highest total expected in the south bay. give you the precise timing for your microclimate in just moments. also, watch out for wind out there this morning. let's check on that drive. right now, here's mike inouye. >> good morning, christina. great timing coming in with that commute.

watch for changes on the radar and results on the roads. we're looking over toward oakland. i was watching much of last might, past the home of the warri warriors. things are calm right now, they weren't last night. farther north toward the bay bridge toll plaza. traffic is light but we do have a cash lane backup that just cleared seconds ago as we look at your map, also show you the approach to the areas we talked about. approaching the maze through oakland and down the east shore freeway. everybody is at speed as we get this wide view we see to the right of discovery bay. in the tracey jurisdiction for chp, a crash is affecting highway 4. but not through antioch or pittsburgh. that crash at highway 4 and tracey boulevard has lanes blocked. you will have to go around it. chp telling the folks in that area about the background. easy drive throughout the south bay. back to you. >> looks good so far. thank you. more than 48 hours and counting crews are back

searching by air and by ground for military helicopter that vanished in nepal. the u.s. marine corps chopper disappeared tuesday during an aid mission to deliver food and water to the victims of this week's earthquake. a chopper pilot lost contact after radio in that the helicopter was having fuel problems. eight people were onboard. many survivors of nepal's second major earthquake are trapped in their villages. that's because the shaking led to roadblocking landslides. some areas are obviously hard to reach even by helicopter. people in larger cities are camping out on the streets. many are afraid the buildings could collapse after aftershocks quit. 8,000 perished in last month's quake. we're updating this story. check out nbcbayarea where you can always download our free app. family and friends say the

three girls who died are a senior at christopher high school and sarah williams went to high school. the fourth passenger killed was a 24-year-old man. the 23-year-old driver of the car was drunk and likely speeding when he lost control and rolled into a ditch. this happened tuesday night just east of the gilroy outlets if driver survived and was arrested for felony dui. the community was in mourning. >> i was more afted by sara but finding out i knew all three of them was more heartbreaking. >> this comes just days after the death of a christopher high school cheerleader, also killed in a car crash just on saturday. move to the latest developments on a national story. the dead liam traly amtrak trai. why he was traveling more than twice the posted speed limit.

>> "today in the bay" kris malone live in philadelphia with the latest investigation for us. good morning, chris. >> it's pretty apparent that the investigators have a good idea of what happened to this train as it ran off the track tuesday night. now of course the question is why did that happen. activity continues behind me here on the track as investigators are combing for clues. they're also looking for potential victims and they're trying to remove that debris so they can reopen this section of track. a heavily traveled section here in the northeast. of course, no telling when that's going to open. the intensity of this investigation is now focusing on the engineer, brandon bostian, a five-year veteran of running trains. he has spoken to philadelphia police. he's given over his phone. he's given a blood sample as well. but the ntsb has not spoken to him as of yet. of course, investigators want to know what was going on notice cab of that locomotive as this

train went twice the speed limit as it went around the corner in a broadcast interview his lawyers said that his client has no recollection of the accident. that's the story live here in philadelphia, sam and laura, back to you. >> thank you very much. as people ask could this tragedy actually have been prevented? the answer is a definite yes. safety technology exists to prevent human error and it's installed in some parts of the amtrak victim. >> why amtrak may be at the losing end of this? >> amtrak has until the end of this year to install what is called positive train control. a system to avoid human error but it is not cheap and, would you believe just hours after that disaster in philadelphia voted to cut amtrak budget by half. looking live at the disaster scene from the air this morning you can see the work to repair the rail line continues as chris

showed us. they earmarked $2 billion to improve amtrak's aging infrastructure. the funding would have helped amtrak meet that requirement to install that positive train control safety technology which uses gps wireless radio and computers to track where the trains are and which would automatically brake if the excessive speed or a possible collision was detected. according to the national transportation safety board, former chairwoman, that could prevent 40% of train crashes that could happen because of that human error. >> this is exactly the type of incident that ptc is designed to prevent. so we have seen this before and we will continue to see it again until ptc is installed. >> the budget argument on capitol hill right now is following along party lines with democratic leaders saying it is time to invest in safety and infrastructure and republicans saying that money isn't always the solution. the chairman of the

transportation committee will visit amtrak's crash site this morning. by the way, we did check with caltrain and that transit agency here reports that the positive train control, that ptc system, is nearly complete. coming up in the next half hour we'll show you how many accidents the ntsb said could have been prevented if that system were in place. laura and sam? >> overview of the technology there, thank you very much, kris. in the meantime, could be a wet start to your day. >> don't be deceived, it's dry right now but i got a peek at the radar. offshore right now? >> it is. developing offshore as we speak. get into this afternoon we're going to keep the showers going. but the bulk of the moisture will come through between 6:00 and 9:00. that is right in the hearts of your morning drive. let's talk about what we're expecting from today's storm. you can see us coming up from the south pushing to the north. we have quite a bit of shower activity places in the high elevations of the south bay expected to see the highest total as we get into your day. what you will notice is

plentiful moisture right now lurking just off the coast of marin county and sonoma county. the system is going to move in later on this morning. we stop that clock for you at 8:00 a.m. the main front comes through. that's going to continue as we head throughout the day today. here's the deal. we also have some instability associated with this storm system so the chance of thunderstorms is actually looking pretty good. especially if you get into this afternoon. you want to keep that in mind if some of the thunderstorms we could see brief heavy downpour, gusts in excess of 50 miles per hour. so it could turn windy rapidly. and we have another chance for getting that pea, dime-size hail, even nickel-sized hail a possibility as we get into this afternoon. otherwise make sure you bring your jack get with you today in addition to that umbrella. temperatures in the 50s. we're on our way to this 60s and that is it. low 60s for most of us with some mountain thunder rumbling later on today. otherwise, we're not issuing a

restricting public access to a popular beach. he owns a piece of land near martins beach in half-moon bay. modern law says he has to allow access to the beach but coastal claims the property came with rights that date back to the time with the treaty with mexico and under those laws he says he can block access to the beach. that matter will now go to an appeals court. a bay area man wants to start a class action suit against wells fargo. the campbell man asked federal court to certify the lawsuit yesterday. it mirrors accusations in a suit filed last week by a city of los angeles. both complaints claim the bank encourages employees to fraudulently open new customer accounts with the culture of high pressure sales. wells fargo denies the allegations. your parents tell you when you meet someone for the first time look them in the eyes and give them a firm handshake. a new study linking rip grip

strength to increased risk of heart attack, stroke, and early death. researcherss a seas the grips of 140,000 people. they found every ten-pound decline in grip strength was linked to a 17% higher risk of death from cardiovascular disease within four years. the risk of early death from any cause rose 16%. easiest way to boost your job chances is by jumping into social media. not having a professional online presence can hurt your shot for new job. that's cording to career builders annual social media recruitment survey. it found more than half of employers are using social network sites like linkedin to research job candidates. in 2013 it was below 40%. about one-third of employers say they're less likely to interview a candidate that they cannot find online. >> just careful what you post online because it lives. >> that's true. popular big box store challenging amazon for offering a similar service for half the price. >> for more on that and the rest

of the news before the bell, landon dowdy is live at cnbc world headquarters. good morning. >> good morning to you. the markets will look to break the mini losing streak as the dow fell for a third day on wednesday. the longest stretch since late march. investors reacting to disappointing economic data as consumers held back spending on many things last month. data this morning on unemployment and producer price inflation. the dow slipping seven points to 18060. nasdaq rising five to 49.81. walmart plans to test an unlimited online shipping service this summer. what would be a challenge to am zoo zone prime it will cost $50 a year versus $99 for amazon prime. for now its invitation only and offers about 1 million items from walmart.com shipped to you within three days. and the government's consumer watchdog is taking a hard look at the student loan industry. the consumer financial protection bureau is examining whether companies that service

loans and perform other tasks are making morme money when the do less. the agency says student loan services typically get paid more when a borrower takes longer to repay their debt. sam and laura, back over to you. >> landon, thank you very much. no bad apple. investigators are ruling out foul play from the package that sickened workers and triggered evacuations at an apple store. hazmat team responded yet in monterrey. a package delivered to the store made some employees feel dizzy and nauseous. four people were actually hospitalized. three stores evacuated. firefighters now say an unknown substance leaked into the package in transit. >> hopefully everyone is okay. the fire right now is out but the investigation far from over. officials want to know how this fire in sacramento started yesterday. firefighters had to take precious drinking water from a nearby reservoir to stop the fire as it crept towards homes. now, the strategy worked. crews put the fire out before any homes were actually damaged. >> it has been so dry out there.

hopefully the rain headed our way will quench those dry spots. >> may not be a super soaker but certainly you're going to feel the impact on your commute. >> good morning to you, sam, laura. happy thursday, everybody. we're getting so close to that all important weekend now and the rain is going to help with a couple different things across the bay area. one being your air quality. the second being your pollen levels. noticing relief in that department this very morning. the rain is developing offshore as we speak. let me zoom in and show you what you can expect. showers move in from south to north. that's going to the trend as we head throughout the morning hours. let me give you an idea of how this track will work. showers will come up from the south. it looks like we will see the first activity at the immediate coast. so if you're waking up with us in san francisco count on some rain by 8:00 a.m. this morning. otherwise we're looking good to maybe pick up a quarter of an inch of rain in the cities that get the most moisture. overall though, this track is

going south and so the heaviest total for the state of california are going to be down in los angeles. we are all in this drought together. so even that is a good story to tell. showers and thunderstorms, that's the weather story of the day. let me take you through your daypart forecast. it's mild. 50s. by lunchtime today as you break for lunch grab that jack get, grab that umbrella. 61 on the peninsula at noon. 60 degrees for the east shore. 63 degrees out in the tri-valley. rounding out the day on the cool side. 65 is the high for today on the peninsula. you will hit 63 degrees meanwhile in the south bay. and 65 degrees in the north bay. let me give you an idea of what to expect for today. as we head throughout this morning, especially during the commute, rain develops isolated thunder this afternoon, thunderstorms develop. they will be isolated in nature but if we see any strong storms brief heavy downpours definitely a possibility for some hail as well. and we are also talking about gusty wind associated with some

of these storms. then as we head throughoutton we're going to keep that risk for thunderstorms going but a lot of that heavy activity will subside. so let me take you through the next couple of days. after all, we are oh so close to that weekend. friday and saturday, mid 60s in the south bay. low 60s in san francisco. clearing you out by early saturday morning if we see any activity on saturday morning, best bet is going to be in the south bay. show you your east bay valleys now. temperaturewise we're looking good to hit the mid to upper 60s. a lot of that activity will be clear for your saturday leaving us with some good air quality. so we'll continue to track this system as it moves in as we head throughout the morning together. right now, back to you, sam and laura. >> sounds great. thanks, christina. >> i feel the excitement. 4:51. a foul-mouthed parrot causing quite a stir in tracey. >> why neighbors complain rula is teaching children bad words. look over to the peninsula.

his owner says the bird tends to say its own name but a neighbor says she has proved rula says the word meaning prostitute instead, which is similar sounding. look it up if you have to. now animal control is involved. officers have actually responded to more than a dozen complaints. they can't confirm the bird is cursing even if it is ruffling some feathers. >> i think it was clearly lost in translation. there's no way she was cursing there. coming up next, right now, late spring storm good for the drought but it could make for an interesting morning commute. and the man behind the controls of the derailed amtrak train says he doesn't remember a thing. but we'll tell you what's helping investigators piece together what happened.
