mountain lion back in the wild while bringing one neighborhood to a halt. good tuesday morning. i'm meteorologist christina loren. weather story of the day. clouds will stick around for much of the day. it's going to be cooler than average and then we bring in some showers. we'll tell you how much longer this unusual weather pattern will persist. >> traffic is sorting itself back out. what to expect over on the east bay. from nbc bay area, this is "today in the bay." >> a very good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> i'm sam brock. update out of breaking news. a massive fire in san jose. what was once massive still smoldering right now. but the health concern is really what's grabbing your attention right now. fire crews say the water they used to douse the flames is now contaminated with harmful chemicals. all this happening at an auto detailing shop in reynolds circle against to zanker road

and highway 101. bob redell has been out there all morning long. any idea when they will this have this mess cleaned up and the threat out? >> now the sun is coming up they hope to get a better idea how to remove the contaminated runoff water. you can see some of the runoff behind me. that water right there they believe is safe. it's the runoff that's closer to the scene being kept away from there for obvious reasons. but at the scene they describe the runoff there to fire department does as green foamy and nasty. this was from fighting a fire at an auto detailing business early this morning. as they started spraying water on the fire some of the chemicals in the business, these are chemicals used for metal etching ande iing mixed with the runoff and now they have this caustic mix. they came back with a number that said, yes, it was hazardous. what they're trying to do right now, they've got it contained. they don't want it in our sewers or the ground for that matter. and what they're going to do is come up with a plan with how to

remove it. >> the most common choice for acids and bases is to dilute them with more water until the ph is down to normal. because this is more of a chemical soup, there are other chemicals in there, we're not comfortable doing that yet. >> reporter: there are about 100 firefighters on the scene this morning. about a third, roughly 35 of them, had to be decontaminated. everybody is okay. this fire started around 12:30 this morning. fire department had it out in about an hour and 15 minutes. they did have to call for a fourth alarm. the structure is an l-shaped concrete two-story structure that caught fire. auto detailing business. when the fire department arrived it was already shooting through the roof. they went right on the defensive. also saw placards on the side of the building which indicated there were hazardous materials inside. they knew what to do. this is obviously not the first time they had to fight a fire where they had the chemicals inside a building. everybody is okay. they're trying to figure out how

to remove that contaminated runoff. and also trying to figure out what started this. reporting live here in san jose, bob redell, "today in the bay." >> thank you, bob. we will continue to follow this story all morning long. bob will bring us updates as soon as we get more information. new details this morning about a refinery flare-up in the east bay. people living in rodeo got a scare last night when they saw flames. now it turned out to be a flare-up at the phillips 66 refinery. common practice to release excess at the plant. it never posed any threat to the public and it's now under control. forget 18, parts of the south bay may snuff out cigarette sales for anyone under 21. supervisors will meet this morning to consider an ordinance to raise the minimum age for tobacco and e-cigarette sales. it would only affect unincorporated parts of the candidate. that amounts to about 25 stores.

supervisor ken yeager introduced the measure. >> even though we know that our ordinance here may not have a wide effect, it's real benefit is to have all the other cities sort of follow suit. i'm hopeful that they will. >> santa clara county isn't the only one looking to raise the minimum wage for tobacco to someone. from cigarettes to soda, berkeley's new soda tax is bringing in big bucks. the city has a good decision on its hand, how to spend that extra cash. tonight a panel is going to work on a plan on spending the soda tax money. leaders estimate the one cent per ounce tax on those sugary drinks will bring in $2 million if the first year. in march it brought in $116,000. many in that community say the money should go to schools for cooking, gardening and nutrition programs.

one of the two baggage ha handlers is back in court today. the three used security badges to get marijuana past tsa checkpoints without a search. then they hand carried on luggage filled with pot to passengers who had already cleared security. the three worked for southwest airlines. officials say the drug ring operated from 2012 until march of this year. the man accused of attacking a 13-year-old girl inside of her home in san jose expected to return to court today. you may remember this disturbing surveillance video showing his forcing his way into her house and grabbing the girl. police believe that man is mohammed khaliqi. he's yet to enter a plea and he has not been assigned an attorney yet. seven banks and counting this morning. the hunt is on for serial bank robbery in a spree in the bay area. look at the photos. the fbi says since march 30th the man seen here has hit six banks, san francisco and one in antioch. he is considered armed and

dangerous. 6:05 in the south bay. a robbery case runs cold. police are hoping you can help them find a new lead. san jose police are searching for this man and woman. investigators say back in march the pair walked into rose market on east santa clara street in east san jose. after a moment both walked out. minutes later the man returns with a gun and cleared out the cash register. he was last seen getting into a black or gray four-door sedan. a little relief after san mateo neighborhood was on lock down for several hours yesterday. you see the gups, the police officers, the reason of the standoff, not with a criminal but a mountain lion. >> "today in the bay's" kris sanchez is live in san mateo. the big cat now back into its natural habitat this morning. >> reporter: the cat back to normal. but one man possibly in hot water after discharging his firea firearm, firing off a warning shot to try to scare that big cat away from his home. we can understand that fear but it is illegal to fire a gun in the city limits and, thus, the direct attorney could file

charges as early as today. now, here's how it ended though. that 90-pound 2-year-old mountain lion tranquilized in the back of a fish and wildlife truck. the young male cougar was spotted around 4:30 yesterday morning not far from downtown san mateo, if you can believe that. blocks away from the busy el camino real. it was spotted several times during the dale near palm and 9th avenues moving through people's back yards. it was cornered and that's where the story is different because rangers were able to safely tranquilize it. >> it ran around a little bit. the drugs take effect. it's just like any narcotic. it puts you right to sleep. >> it's good. the way they handled it, yes. >> after the mountain lion slept off the sedatives and given the all clear by a vet it was released back into the national habitat near crystal springs reservoir and hopefully it remains there this morning. but again, today the district attorney could consider charges against that one resident who was scared enough to fire a gun.

right now though, we'll find out what mike inouye is reporting on on a traffic tuesday. good morning. >> i'll report that it's tuesday and we have traffic. the bay bridge, that's why -- i'm clever with the names. over here, the bay bridge, the bridge a close over the bay. clever name. the metering lights are on. typical schedule here. let's look at the map. we do have an unusually lighter volume of traffic as we travel over towards the maze itself. no major issues. east shore freeway a little slowing. that's it as we look toward the bay bridge. the rest of your bay, highway 4, 580, typical westbound build there. showing you south 680, a slight build 880. nice easy drive south of union city. mall lory and fremont, earlier crash. activity still on the shoulder. not a lot of distraction and not a lot of slowdown. south bay, smooth drive. build for north 101 and 87 coming into san jose. that's a light flow of traffic. it's tuesday. we should see a later build as we approach the end of may. we tend to so that shift toward a later commute. colleges and rest of your

schools, change their schedule to get off for the summer. golden gate bridge. nice smooth flow to and from the north bay. we see low clouds. may be mist and drizzle and getting into the city may be an issue. the bridge itself, the bay bridge may have more. >> you're like our entertainment director, too. >> i'm hoping someone will give me a ticket to one of the games. sounds like fun. >> maybe get you two or three tickets. work your magic. >> here we go. >> you will be in a bottle now. 6:11. big play for the raiders and their possible move out of the bay area. >> don't leave us. they have created quite a buzz. something else that's creating a buzz, more like a smell. it's the odor. what crews are doing with beached whales in pacifica. >> not too much of a smell out there but certainly toxic concerns after a big fire at a warehouse in san jose. you see that water there? could be contaminated. what they're doing about it, next.

update to breaking news. live look right now what's left of a fire at an auto detailing center in san jose. it happened on reynolds circle next to zanker road. the fire is out. because the business contains harsh chemicals they're on the scene testing the water for contamination. bob redell has been at the scene all morning long gathering more information. he will join us with another update in 15 minutes. this is a problem that will not just decompose of its own right. we now know what's going to happen with the dead whales rotting away on a pacifica beach. they're going to be buried. >> "today in the bay's" stephanie chuang live in pacifica this morning. people living nearby say the smell is unbearable. >> reporter: it is, laura and sam. i can attest to that. i've been down there.

it's half a mile where the two whale carcasses are. it's got this rotten, very pungent owed door that's permeating the air is the best way i can describe it to you. if you look at 23 picture taken sunday of the humpback whale. it beached two weeks ago. it is very badly decomposed. now, scientists wanted to let both that whale and the sperm whale that beached over a month ago decompose and that was the plan until the smell just got way too strong, especially after marine biologists and researchers who were studying what killed both whales began cutting into them both. people who live nearby and those who have been visiting this beach were complaining and so now the plan is to bury both whales starting today. initially there was a bit of a debate over who should be in charge of removing the carcasses. while this isn't pacific and called pacifica beach the area falls under the jurisdiction of the san francisco recreation and parks department. so just last week re krrks and parks officials agreed to work with the city of pacifica to bury both whales, according to the interim police chief here in

pacifica. that process set to begin today. both whales still large so i imagine the process will take at least a day or two. live in pacifica, stephanie chuang, "today in the bay." >> thanks, steph. could a small earthquake here in california cause massive shaking across the world? that's what scientists in los angeles hope to find out by creating tiny manmade earthquakes. >> they've fashioned this machine calling it an earthquake machine. two plastic plates sliding against each other creating mini kef lars. they indicate all of the quake's magnitude 7.5 or higher since 1900 did not happen randomly. they believe they were caused by other smaller earthquakes. the team admits their sample size is small and they hope that further research will help them figure out how to predict the next big one. time to check the microclimate forecast this morning as we give you a live look outside. can you make it out? yeah. bay bridge from emeryville there from a distance.

thursday into friday. so the good news is we're going to get a little bit more moisture. i don't think it's going to be quite enough to wash your car. do keep in mind if you're trying to get that carwashed, probably a good idea to wait until thursday and friday when that activity rolls through. and then a much warmer holiday weekend coming your way. if you wanted to hit sonoma wine country, spectacular conditions up there. mid 70s for saturday. upper 70s sunday into monday. 17-mile drive looking spectacular. low to mid 60s out there. it's going to be a little foggy in the morning at the central coast but then each afternoon that sun will break through the clouds. paso robles looking good, mid to upper 70s all weekend long. then we get late week on and off shower activity. so here's the thing. if you're doing to be staying local, good news for you. we're going to see lower pollen, good air quality. but we do have a better chance for some showers as we head throughout thursday, friday, and then we bring in a little bit of dry weather though, bring those

pollen levels up for the weekend. stick with us. i'm going to show you that pollen forecast coming up in my next report. right now, check your drive. here's mike. >> despite it being a tuesday, traffic tuesday because we expect a good volume of traffic it's pretty mild. the east shore freeway not so bad through berkeley. approaching the bay bridge toll plaza. northbound here, easy drive. we do have a fender bender highway 4 at 242. that clears quickly. we have a pretty slow drive just starting to develop now as you come in westbound on 580. outskirts for livermore. over here southbound 880 shows slowing toward hayward and union city and approaching the san mateo bridge. live look because that bridge itself looked slow for a couple of minutes westbound and i saw this van pull over to the side here. whatever was going on that flat section has moved out of the roadway and moving smoother over the peninsula. we'll track this closely and look at the maps once again. once you get over to the peninsula, smooth drive for san mateo. dumbarton bridge, to concern. northbound direction for san

brewing up batches of more 19 as easily as brew beer. that could soon be the reality after a team of uc berkeley researchers figured out how to turn sugar fed east into pharmaceuticals. the stats needed to turn it to a precursor of morphine were published yesterday. researchers haven't put the steps into action just yet but they say it won't be hard to do. synthetic process can be used to create antibiotics and cancer therapies as well as painkillers. exciting news, regulators are very concerned. >> parents might want something to take the edge off of this news. survey showing more man half of college grads expect financial help from mom and dad up to two years after graduation. the survey by upromise, unit of sallie mae found those graduates would be willing to pay rent to parents if they moved back home. only 5% of parents said they would not let their kids move back in. upromise says that students and parents are a bit more speaccepg

of the new norm. >> consumer groups trade condition to investigate the youtube kids app for inappropriate content. google launched that app in february saying videos were made for ages 5 and under. but child advocates say they found videos with explicit language and jokes about violence and drug use. google says the app uses automatic filters, user feedback and manual reviews to select content. but some of that content can be disguised so you need to watch what your kids are watching. >> concerns over that, i'm sure. you also have engaged in this. moms and dads talking to their babies in different ways. >> it's very interesting. there's a new study that finds both voices of the moms and dad very beneficial. we do it a little differently. researchers found mothers use higher pitch and more varied voice patterns. fathers on the other hand spoke to their children more like adults. experts say the exaggerated talk

good tuesday morning. it is going to be cool and cloudy for today. good news is we're going to warm you up just in time for the long holiday weekend. in between, some showers. more on that in moments. the markets are going to heat up later today. this as we give you a live look at the new york stock exchange. that bell about to ring. there is the nasdaq as well. new housing data is out. the markets how react. it's tuesday, may 19th. you are watching "today in the bay." >> from nbc bay area, this is "today in the bay." >> good tuesday morning. thank you for joining us. i'm sam brock. >> i'm laura garcia-cannon. we do have an update to breaking news. hazmat crews are on the scene of an overnight fire at an auto detail shop in san jose. while the flames are out there are still chemical concerns. >> sulfuric acid concerns to be specific. "today in the bay's" bob redell has been at the scene all morning long and near that con a nalted water. bob, what's the latest? >> sam and laura, you can imagine near fighting this fire.

they had four ariel ladders dumping water on this business and inside this business, this auto detailing business, the type of chemicals they would use in metal etch ing and plating. live look from chopper shows you the fire department is trying to clean up now. they have a porg tion of that runoff that is collected like a pond that they intentionally collected like a pond around the fire on reynolds circle so they could figure out what to do with that mixture, that soupy mess, a foamy soupy chemical, soup, if you will. they have test i'd it. it is considered to be caustic. right now they need to figure out whether they can haul it off or if they can dilute it with more water. now the sun is up they are formulating that plan. there was a third of firefighters, 100 firefighters out here about 35 of them did have to be decontaminated. they fought this in the early morning hours. all firefighters are fine. no problems.

nobody had to be transported. as you can see from chopper. that fire is out. even though they're dousing some water on it, that's the smoldering part. the fire itself is out. they're still trying to figure out the exact cause. reporting live here in san jose, bob redell, "today in the bay." >> thank you very much. you can see the extent of the damage there. meantime other big stories we're following this morning, two rotting whale carcasses and foul smells accompanying them will soon be removed from the pacifica coastline. crews are start burying the remains of the whales. 90-pound mountain lion is back in the wild wandered into a san mateo neighborhood yesterday. rangers tranquilized then released the big cat. >> a peaceful ending. santa clara county supervisors this morning will discuss raising the age to buy tobacco to 21 years old. a final vote won't happen until next month. investigative unit exclusive. we remember the asian that flight 214 crashed while trying to land at sfo two years ago.

now we look as to whether they are prepared to handal similar disaster. they compared sjc to ten other airports of similar size and passenger traffic. what we found san jose had the fewest number of firefighters on duty at any time at the airport. with only three firefighters and a captain. compare that to sacramento and santa ana with five plus a captain or pittsburgh with 15 firefighters per shift. at the time of the airborsiana , they had 15 on duty. >> i'm the operations chief. i will tell you the more resources the better i can mitigate emergencies much faster, complete a lot more tasks with more rescorources an more personnel on scene, absolute absolutely. >> why they are not breaking any rules. and why san jose airport director says she believes they're prepared for a major

valley spots to noon and then 12:00 to 2:00 in pacifica and at the immediate coast. so what can you expect for today? it's going to be cooler than average. let me take you through your daypart forecast. upper 50 tos to low 60s through lunch time. this afternoon, a touch warmer. more sunshine. 60 degrees in san francisco. 62 degrees for the east bay. 71 degrees in the north bay. 2 main weather story i'm going to tell in i my next report is when we get showers as we head throughout the next couple of days. we're going to keep a very slight chance going but we've got a good chance on the way. we're actually expect that activity as we head throughout the end of the week and the first part of your weekend. so stick around. that's coming up in my next report. we'll tell you how much as well. right now though i want to check on your drive. usually starts to get busy. how is that hurry up and wait this morning, mike? >> we have some of that hurry up and wait but you know it's a little bit lighter. a lot lighter in some spots. typical tuesday. show you the san mateo bridge. this is not one of those spots.

westbound, in the middle of the screen, the van pulled over to the center divide as a tow truck which is now there arrive. folks slam on their brakes. they were just worried that someone was going to pull out into traffic. they did not. still a slower drive now from the toll what sa over to midway. look at the map and see a smooth drive on the rest of the high rise and approach to san mateo. no major concern. still that's a slowing over just off the hayward side heading over towards the edge of alameda county. just to the south. dumbarton bridge is smoothly for highway 84. at speed there. silicon valley, san jose shows a little slowing northbound. the build 101. 87 and 85 now stretches from basically 101 all of the way up in towards lawrence expressway for the build for the commute volume. live look. show you what traffic is like. there we go. see that slowing that starts here and move up towards sjca as well. move up toward the bay bridge and the approach. light volume through oakland and

police in waco, texas, are on alert. the threat remains high following a shootout between rival gangs. nine people died in a violence at a restaurant there. that brawl involved five. different motorcycle gangs and hundredses of people. it's too early to determine who will face murder charges but they do have 170 gang members in custody. a victory for free speech advocates in a legal battle over a censored antimuslim youtube video. a judge in san francisco ruled youtube should not have been ordered to take down the film. this even though it's sparked violence in the middle east and death threats against the actors. those performers claim they did not know they were taking part in an antimuslim film. no word on whether youtube will repost the film. there was wide spread speculation the film sparked the

2012 september 11th attack on the u.s. embassy in benghazi. we now have some idea when thousands of e-mails of hillary clinton's private server will be made public. some are believed to be about the benghazi attack. they will release portions of the ergs mails by january. the department made that proposal in a federal court filing yesterday. review of 55,000 e-mails is expected to last through tend of the year. right now they're setting a rough date for january 15th. happening today, lieutenant governor gavin newson will speak on marijuana policy. the public forum will be held in oakland. the goal is to discuss ways to protect the health of kids and teens if california were to legalize marijuana for adults. lawmakers, public health experts and procefessors will take partn the discussion. >> the time is 6:41. coming up, the smell from these two dead whales, according to

used to put out an overnight fire is contaminated with chemicals. >> it is, sam and laura. that's why they're keeping people away from location. you can see in the newsroom from chopper gives you a pretty good sense of this situation they're dealing with. they had a four alarm fire inside this auto detailing shop. inside the shop are the kind of chemicals used for processes like metal etching, metal plating as they are dumping water on the fire trying to put it out this morning. the water ran off and so they have this soupy mixture, chemical mixture they test they had determined to be caustic, hazardous. they want to obviously keep it contained and try to figure out how to remove it. do you actually take it off-site or do you dilute it with more water so that the mixture becomes less caustic. that is something the fire department is trying to figure out right now. >> i would say that right now it's green, it's foamy, it looks

nas nasty. we actually left a couple of our rigs unattended because we don't want to put ore personnel in position in that water. >> reporter: about 35 of the 100 firefighters out here had to be decontaminated. they're all doing fine. the call came in around 12:30 this morning when the fire department arrived the fire was so big it was already pushing through the roof of this building. it's a two-story l-shaped concrete structure. again, home to auto detailing business. took the fire department about an hour and 15 minutes to finally get it under control. they had to go on the defense right off the top. and ended up calling for a four alarm because of the size of the fire. they are still trying to figure out the cause and figure out how to remove that very soupy chemical mess that they've gotten now in that runoff near the fire scene. not far from where we're standing here. reynolds circle and san jose. reporting live in san jose, bob redell, "today in the bay." >> thanks a lot, bob. christina joins us now. krs christina, winds were not a

the minimum age for tobacco and e-cigarette sales. it would only affect unincorporated parts of the county. that amounts to about 25 stores. supervisors ken yeager introduced that measure. a final vote would happen next month. >> even though we know that our ordinance here may not have a wide effect, its real benefit so to have all the other cities sort of follow suit. and i'm hopeful that they will. >> santa clara county isn't the only one looking to raise the minimum age for tobacco to 21. the north bay hey of haeldsburg has already done it. >> find plenty of taxes on the cigarettes. so, too, with berkeley and soda which brings in big box. the city must decide what to do with the extra cash. tonight a panel will work on a plan for spending all that soda tax money. city leaders estimate the one cent per ounce tax on most sugary drinks is going to bring in 2 million bucks this year. in the first month alone, which was march, the tax brought in

smell is unbearable. are you downwind from it? >> reporter: luckily, no. as the sun comes up it will probably get worse around here. someone joked saying i hope you brought your gas masks. half miami down from here where the two carcasses are and where the pundit odor hits you. we have the composing humpback whale on the beach which beached two weeks ago. scientists wanted that whale and the sperm whale that beached over a month ago both decompose. that was the plan until the smell got too strong. they started to complain. we just spoke with a man who moved to pacifica who said officials waited way too long to take care of these carcasses. >> i would think that immediately afterwards only cutting out a few pieces of flesh and bringing them to a lab for testing, i would think they should have done it earlier, saying a month for one and a couple of weeks for the other. that's much too long. >> reporter: you can see the medium size excavator that's near the whales brought out here yesterday. this is a pacifica beach but the
