in san francisco. police are at the scene of a housing complex not far from the daly city cow palace. >> stephanie, what can you tell you? >> reporter: it's a very fluid situation. for safety purpose we're not allowed to show exactly what happens here this is about a block south of visitation elementary school, around 10:00 last night there was a person under investigation who holed himself or herself up. police have been since then trying to get to that person. we've seen them in tactical gears with rifles drawn. it began at 10:00 last night. red cross is out here to help provide support for the police and s.w.a.t. officers out here. they're sending a public information out here to make sure we get the latest. she's on her way, so we'll keep

you updated. the hope is this is resolved soon and of course resolved safely. >> thank you very much, stef. crews scrambling to clean up an oil spill after a ruptured popline blackens the california coastline. it was spilled about 20 miles up the coast from santa bash ra. it created an oil slick stretching across four miles of coastline. they discovered the leaking pipeline just before noon yesterday. it took nearly four house to seal it. that spill raising questions about the safety of the oil and gas industry's infrastructure. the central coast is dotted with oil riggs and pipelines environmental groups say need replacing. >> the lifetime of most of these fa silts was about 30 years.
