killed ten people in orland including five teens. we're seeing temperatures in the 50s with drizzle and mist once again around the santa cruz mountains and the coastline but temperatures as we get towards the weekend climbing into the 70s. we'll look at that coming up. i just showed you this shot of the san mateo bridge but i saw flashing lights heading west. i'm tracking for the incident. whatever is going on for the flat section, we'll bring it to you. >> the san mateo bridge to the bay bridge. lovely start to this friday morning and beginning of your memorial day. this is may 22nd. this is "today in the bay." >> from nbc bay area, this is "today in the bay." >> a very good friday morning. thank you for joining us. i'm sam brock. >> i'm kris sanchez. >> people in napa county are looking for damage after an earthquake rattled the area. so far no major damage to report following the 4.1 quake near yountville.

the quake shook up nerves. most people in the area immediately thinking back to the quake last august that struck just outside of napa. they described this one as a big jolt. right now we have a crew on the way to napa county. we are going to bring you the latest in the 5:00 hour. meteorologist rob mayeda has been has been tracking that seismic activity. >> the same area last august that saw the 6.0 earthquake. it was yesterday evening at 7:53, 4.1 earthquake. if you compare the two locations the napa quake of last august, 6.0, seven miles deep along the west napa fault zone by american canyon and the recent cake from yesterday evening there on the upper right, a 4.1 quake centered closer to the green valley fault extension. so in the same general vicinity but it looks like associated at the separate fault system away from the west napa fault zone. but the area that was impacted by the 4.1 quake being felt over

a fairly large area. intense shaking and the epicenter was further away from downtown napa with the weakened structures in napa county after a quake of this size you have to inexpect sopekspect some of tha redell is keeping an eye on that. the location is still being felt as far away as san francisco and east to sacramento. so a quake of a 4.0 magnitude can do that in terms of the area coverage of being how far it's felt. once we get into the patterns where there is still a very small chance this may be a foreshock to a slightly larger quake you want to remember you have your earthquake plan in place. that you can have a couple of days of supplies and water and make earthquake plan with family and friends in case we do see more seismic activity in and around the north bay. back to you. >> folks there must be rattled. we are updating this story across all of our digital platforms. go to nbcbayarea.com to find the

latest developments or download our free app and you can take us wherever you go. update on a developing story near santa barbara. clean-up efforts continue. we're told it could take weeks or months before we will know what caused,000 thousands of gallons of crude oil to spill in the ocean. plains all american operates the broken pipeline. they've yet to dig up the broken section of the pipeline. crews are working to just clean up the coastline and skim the ocean to clear the whole oil slick. stretches for miles. it's estimated that 105,000 gallons of oil spilt in total with roughly 21,000 gallon or about a fifth of it reaching the ocean. meantime, sea lion caught in the middle of the oil spill is recovering at seaworld in san diego. a team of experts are working on the little guy trying to clean up the animal and check out his health. they say the toxic oil can damage the sea lion's vital organs. happening today some answers

into what caused a fiery head-on crash north of sacramento that killed ten people including five students. in april of last year a fedex truck veered across the median on interstate 5 in orland and crashed into a charter bus carrying high school seniors from southern california who were on a trip to visit a college. the chp today will release the results of an investigation into exactly what caused that crash and why the truck veered into oncoming traffic. >> recovering that story and too hard to describe how upset that scene was. right now the young man accused of stabbing a 9-year-old boy to death expected in court later today. 18-year-old william shultz reportedly confessed to stabbing and killing jordan almgren last month as almgren was just sleeping in his discovery bay home. shultz reportedly told the contra costa times he did it and said he just wanted to know, quote, what it was like to take someone's life. back in court, two brothers accuse of attacking two men inside a bathroom at levi stadium. a judge today will decide if

there is enough evidence to try them. prosecutors say the brothers brutally beat two men during 49ers game in october. police said the attack was unprovoked and one of the victims still hasn't fully recovered. back to our ocean now. if you walk along the bay area coastline you're not going to actually see any sign of the three dead whales that washed ashore in the past five weeks. according to the chronicle city leaders in half-moon bay tied up a 40-foot gray whale to a boat and drove the whale back out to sea. the whale appeared on the coastline on monday. earlier this week crews in pacifica buried two whales thereafter residents had been complaining about the stench for weeks. >> i can't imagine why. more affordable housing is coming to san francisco compliments of some tech leaders. mayor ed lee will announce a new housing project in mission bay dedicated to homeless veterans and low-income families. that development will include 100 new units. it is being partially funded by donations from bay area tech

moguls like paypal cofounder peter teal and sales force ceo mark benoff. the project is expected to break ground next year and open by 2018. maybe if you're smart you have one of those minivan it is you're taking your kids out for the memorial day holiday that has a tv screen in the back to keep them occupied because patience might be necessary. the digital pes acifier. the holiday weekend could be issues with repairs on p the san mateo bridge which is sure to cause delays. >> "today in the bay" is life on the hayward side of the bridge with a look at the impact. damian, are you going to pack the kids and hit the other bridges? >> yeah, well, you you know what, not a problem right now on the san mateo bridge. after all, it is friday light traffic flowing very smoothly here through the toll plaza. but again, that is all going to change later on tonight here on the san mateo bridge. crews will close at san mateo bridge beginning at 10:00 tonight. the bridge is in need of some resurfacing. the closure will last until 5:00

a.m. on monday, memorial day. caltrans is asking travelers to plan ahead. the recommendations are to use the alternate routes like the dumbarton bridge and highway 237 down in the south bay. the san mateo bridge was also closed a couple of weekends ago for other repairs. but tonight's closure coincides with the busy holiday travel. aaa predicts nearly 4 1/2 million californians will hit the road this weekend in cars. that's the highest number in the last ten years according to aaa. the agency credits increased confidence in the economy and gas prices lower than other years for the added travel this year. also be aware that b.a.r.t. will close service between the fruitvale and the coliseum station. over the weekend they are having a bus -- asking to expect from 30 minutes to one hour dely on that route. that's the latest from the san

mateo bridge, i'm damian, "today in the bay." >> thanks, damian. a meteorologist rob mayeda is here with a look at the forecast. that's always key on a holiday weekend. >> you know, the weather has been making things a little difficult on some of the roads, especially highway 17. yesterday, golden gate bridge yesterday morning. drizzle and light rain. look closely, the pavement is dry. still have misty skies for parts of the bay area this morning. pleasanton out towards oakland seeing drizzle at times. temperatures right now in the mid 50s. actually lower 50s around the north bay. at 53 degrees. today's weather as you can see once again around the santa cruz mountains, highway 1 or highway 17, run into light rain at times and still for the hilltops of the north bay, north of napa and southeast of san jose heading into monterrey there is still the chance of afternoon showers. but a bigger impact on your forecast for the weekend, if you're traveling up towards the sierra we're going to see afternoon thunder showers at times. increasing in coverage and intensity during the afternoon

from lake tahoe north up towards reno and south towards yosemite. watch out if you have memorial day plans in the high country for this weekend. high temperatures today around san jose. 68 degrees. upper 50s closer to pacifica. highs in napa close to 70 degrees. slight chance of hilltop showers and tri-valley, highs in the upper 60s today. memorial day weekend plans will be a little bit warmer for our valleys around the bay area. notice saturday and sunday, back into the mid 70s for a change out of the 60s it seems like we've been in for the last couple of weeks. and warm temperatures inland should continue into memorial day monday. for a check on your friday commute, get away traffic, mike, how is the traffic volumes looking? >> so far, great. as you expect, light volume at this time of morning on the friday before a three-day weekend we expect a much lighter morning commute. you see that approaching the bay bridge. peninsula, hang on. i do have one incident for you guys. northbound 101 on millbrae avenue, the crash activity still blocks the slow lane. shift over to the left.

it is a sudden change for direction of google's popular map searches and racist and

offensive words. it became public when people reported searches using racist words pulled up locations associated with african-american communities. google says its maps program uses outside web content and that content is not vetted. google now plans to change its algorithm all together, here's the story that has me on fire this morning. scrabble is lightning up to my dismay some of the slang words that once stymied players will now be fair game, sam. >> is this fair? here are the words you're talking about. thousands of new words to be exact. here's a few of them. obvs, lolz, emoji, cazh, as in casual, and thanx. obviously talking about laughing out loud and emoji, the smiley face, that whole deal. the words, kris, you're not buying it. >> i'm not buying it. scrabble up in four years left you going with waah and lotsark and hacktivist and twerking.

thing but congress is on this. tech firms are praising palo alto congresswoman and her proposed anti-slapp bill pushing for passage. it's one of several bills that tech is watching. the other of course is the usa freedom act which would reform the patriot act. not as much as anyone hopes necessarily but some reform may be better than none. we'll talk more about that a little later. turns out investors have not lost their taste for new stocks. shopify, a canadian company which started trading on thursday, saw shares run 51%. the company was started by a couple of kids who wanted to sell snowboards online. let's check your markets be fr the bell. landon dowdy is live at cnbc world headquarters. good morning. >> hey there, scott. good morning. futures pointing to a higher open ahead of the long holiday weekend. stocks rose thursday but just barely with the dow easing out a small grain. the broadest measure of the market closing at record high

water thisary in exchange they're hoping to be spared from deeper mandatory cutbacks. all of this of course a result of our dire drought. meteorologist rob mayeda is here. we know we could use the rain. we got a touch of rain but certain not enough. >> misty. >> helps out the redwoods and things and higher elevations there in the coastal range. but really not filling up any rain buckets. as we get through this time of year we go to the wet start of the year from a climate logical start of year to the big four months, january, february, march, april. for the month of may, average san jose, half inch of rain. last week on thursday we had downpours. right now this drizzle storm we've seen off and on over the last couple of days are not going to add up a whole lot. you can see as we get into the start of summer those averages really begin to drop off. so hopefully we can manage all we can out of the misty skies we're seeing in a few spots this morning around the bay area. right now no low clouds.

at least at ground level. a little bit higher off the ground. maybe up 1,000 feet to 3,000 feet up this morning around san francisco. mid 50s right now. the winds will continue to stay onshorend increase as we head towards the afternoon. so that in addition to some of the low clouds we have will keep our temperatures running a few degrees below normal once again today. best bet seeing measurable rain will be around the san mateo county areas down towards santa cruz. you can see the shower activity there. mainly some light rain at times. west facing size of the santa cruz mountains and chance of hilltop showers around the bay area for the north bay. later on this afternoon, north of napa county and southeast hills of san jose. notice the sierra. that is the spot you want to watch in the weekend over the next couple of afternoons. see the opportunity for strong thunder showers at times, especially south of lake tahoe down towards yosemite. tough travel in the high country as we go through the memorial day weekend. temperatures right now in the 50s. we should hang in the mid to upper 50s through 10:00 this

two motorcyclists accused of beating a driver in new york continue their trial next week. yesterday prosecutors played the panicked 911 call his wife made as her husband was dragged from their suv and beaten in front of their 2-year-old child. >> hello? >> we have a bay bay in the car. stop! oh, my god. stop! we have a baby in the car! >> that trial stems from an incident back in 2013. the suspects including an undercover cop stopped the driver of the suv after the suv hit one of the fellow bikingers. the driver said the bikers were driving recklessly and cutting him off and even slowed down perhaps to cause that collision. new this morning.

the fbi arrested two men in southern california who investigators say were planning to travel abroad to join isis. according to investigators one of the men was arrested at l.a.x., the other in orange county. the suspects were unarmed. sourcing tell nbc news they were likely recruited by isis as foreign fighters through social media. middle east, isis says it's now in full control of the historic syrian city of palmyra. it marks the first time isis has taken a city directly from syria's army. it comes just days after isis did take control of ramadi, a key city in iraq. russia has since promised to supply weapons to iraq to help fight isis. this weekend, soldierses from army's 3rd infantry regiments, the old guard, will finish putting american flags in front of every headstone at arlington national cemetery. it's a tradition to honor the nation's to len heroes for memorial day. that process is called flags in.

hundreds of soldiers walk solemnly through the cemetery and put flags exactly one foot in front of each headstone. there are 220,000 headstones in t cemetery. the flags will stay there through the mholiday. it made a lot of people nervous, moderate earthquake in the bay area still recovering from 60.quake. we haven't heard of serious damage but experts say there's something else that makes this quake unique.

speaking of that holiday weekend, friday before typically see the light volume of traffic. tracking slowing on the peninsula already. and looking live at the bay bridge this morning as the sun starts to creep up on what is the eve of your memorial day weekend. it is friday, may 22nd. this is "today in the bay." >> good morning. thanks for joining us on this friday. i'm kris sanchez. >> i'm sam brock. the weekend is almost here. before it arrives a bit of a scare for people in napa county check for any possible damage following a overnight moderate earthquake. >> bob redell is live in napa. bob, the quake not only shook the region but also frayed some people's nerves. folks still feeling nervous from the last time. >> think about last night's 4.0 was not a major earthquake but

you can understand why some people here in napa were frightened by this concerning they're still rebuilding from last summer's 6.0. >> lived here my entire life. born in napa. raised in napa. the earthquake really scares me. i think i would -- i think i would move. >> yes. it scared the heck out of me. >> last night's 4.1 tumbler hit just before 8:00 last night about six miles northeast of yountville, nine miles north of napa. it's part of the green valley fault line which seismologists have recently warned us about. people here last night, they say they felt a jolt, then a pause, followed by a much longer jolt. we spoke with a napa fire department who drove around town looking for damage last night. no reports of any problems. we assume that authorities will do the same today again once the sun comes up. that 6.0 quake we were referring

to last summer, august 24th, overnight. one person, a glarandmother was killed after being hit in the head by a falling tv. couple hundred people. >> reporter: hurt. damage estimate was $400 million. you can see here in old downtown napa we're nine months out of that 6.0 and still replacing and trying to rebuild some of the facades here on the old structure. reporting live here in napa, redell, "today in the bay." >> thank you very much, bob. of course there's the magnitude of that quake and also how deep the quake is. both of those really factors here. meteorologist rob mayeda has been comparing it to what we saw with napa, rob. good morning. >> good morning. we're seeing the quake and 4.1, 7:53 yesterday emping. compare that to the event in august last year. 6.0. felt over a much larger area. more energy released along the west napa fault zone. this as bob redell mentioned up toward the green valley fault extension.

4.1 earthquake. it is further away from the west napa fault zone, earthquake of the size we had last august. many times the earthquakes will transfer stress to nearby fault systems in the case of the green valley fault extension. the earthquake of that size, 4.1, relatively shallow quake. the strongest shaking felt right there throughout napa county but as far away as san francisco and the peninsula to the south and almost to sacramento out towards the east. depending on what type of soil you're on, sedimentary soil near the streams and creeks out there in napa county, that can sometimes intensify or amplify some of the shaking. so 4.1 earthquake can cause some small damage. if there's a weak structure still in downtown napa they will be inexpecting those today. reminder when we have the events there's a slight chance of a larger quake in the next couple of days. keep your earthquake kits on stand by. have extra water and of course make your plans ahead of time with family and friends to notify folks in the event we have another earthquake up there in wine country over the next few days.

back to you. >> always a good reminder. three robbery suspects accuse of hitting and killing a woman as they fled from police are expected to be in court today. police say the men were in a stolen car when they ran down bridget in san francisco in april. the suspects were just or rested this week. now to a follow-up on another deadly crash p thun with us a spethed drunk driver crashed his car killing four people. anthony is expected to appear in court today to face numerous charges in connection to the crash. investigators believe he was drunk when imbronone lost control of his car. his mustang crashed into a ditch killing his passenger, three of whom were gilroy high school students. the school's graduation was right around the corner. as well as killing a 24-year-old man. state lawmakers blocked a

bill that would have -- 200089 law requires child protection services to release original case records when a child dies from abuse of neglect. the latest bill would have reversed that, instead providing only short summaries of what the state did to protect those vulnerable children. the l.a. times reports a state senate committee struck the bill down over concerns that it would do more harm than good. we all love sushi, many of us do, but sushi lovers beware. it may be linked to raw tuna. more than 30 people in southern california reported getting sick from eating raw fish. experts say the outbreak spread to ate other states affecting in total more than 50 people so far. they're still investigating the source of the outbreak. well, you are going to need at least some hey shens here and tolerance for screaming kids if you're traveling this holiday weekend. the holiday travel along with needed repairs on the san mateo bridge sure to cause delays. >> damian is live on the hayward

side of the bridge with a look at the impact that we might expect. good morning, damian. >> good morning. no major delays right now here on the san mateo bridge. traffic is flowing very smoothly right now. but that is all about to change very shortly because of this holiday weekend. it's going to change actually at the 10:00 tonight here. that's when the crews will close the bridge for the remainder of the weekend to make some much needed repairs. it will not reopen until 5:00 a.m. on monday, memorial day. it should be back open for the holiday. cal trangs is recommending alternate routes like the dumbarton bridge, even highway 237 down in the south bay. the closure comes on what's expected to be the busiest memorial day travel weekend in ten years. aaa expects more than 4 1/2 million californians will hit the road this weekend. more than usual because of the improving economy and gas prices are relatively lower than in

other years during memorial day. and b.a.r.t. will also close service this weekend between the fruit dale b.a.r.t. stations and coliseum b.a.r.t. station. a bus bridge will be in place but expect delays of up to an hour long on that route in the oakland area. again, no major delays right now here on friday night on the san mateo bridge. but at 10:00 tonight this will all be closed. live on the san mateo bridge, i'm damian trujillo, "today in the bay." >> if you can get there to your destination, warmer, rob? >> at least for right now even though the traffic is light. weather not getting too much in the way of your morning commute unless you're heading over the top of the santa cruz mountains. you will run into drizzle and light rains. 55 in san jose. as we go through the day we will see the chances of showers highest right there around the santa cruz mountain. highway 17 drive over the hill

welcome back. aaa predicts this memorial day weekend will be one of the busiest for drivers in a decade because of cheaper gas and improving economy. the federal gas tax of 18 cents on every gallon you buy goes towards fixing highways and bridges. >> there's a lot of highways and bridges that need to be fixed. "today in the bay's" tracie potts is joining us live in washington, d.c. with how lawmakers are struggling to find new sources of funding for it. >> exactly. there are over 600,000 bridges in this country and tens of thousands that are in dire need of repair. virginia bridge engineer gary shows us what happens when 45,000 cars a day drive over a bridge for 30 years. >> water and saltwater pass through that joint on a regular

basis, and that causes the corrosion of the steel beams. >> reporter: the federal highway administration considers one out of every nine bridges in the u.s. structurally deficient. meaning it needs significant repairs, maintenance, or replacement. like this one. and this i-35 bridge that collapsed in minneapolis in 2007 with highway funds depleted, congress is considering another short-term fix. former transportation secretary ray lahood calls that a joke. >> if you raise the gas tax ten cents a gallon you raise a billion dollars a year. >> reporter: some think that doesn't make sense with more fuel efficient cars. >> you have almost a million cars a year going to alternative fuels where some fuels that are paying nothing. >> reporter: one group is pro prosing a short-term half cent increase in the gas tax. >> it amounts to less than $3 a year per person. the average driver. and it gives us until 2016 to come up with a long-term

solution. >> reporter: engineers say that solution will cost $76 billion and that's just to fix the bridges that need to be repaired or replaced now. >> we'll see if any of that money gets approved here on capitol hill before lawmakers leave for the holiday break. the house is approved a two-month extension. the senate is planning to try to get everything done that, plus the patriot act and other legislation today. >> lawmakers acting with urgency. we'll see if they get it done. >> on a holiday weekend. it might not see like there are a lot of bridges and over pass necessary san jose but if you look at this map provided by transportation for america you can see the bridges and over passes just in the san jose area. all the green that you see represent structurally sound bridges but each red mark indicates a bridge or overpass that is not structurally safe. >> now here's a look at san francisco. you can see a lot of red on both sides of the bay.

so certainly some pro effect,s here, too. >> up north in napa county it has its fair share of bridges. you can see a few of them have been deemed structurally deficient as well. crews are going to be checking those bridges in napa county this morning following a light earthquake, moderate earthquake there last night. >> "today in the bay's" bob redell is live in napa. bob, any word on any major damage now that we're almost 12 hours away? >> reporter: kris and sam, we know that local leaders here in napa, local fire which you can see the city is still recovering from last summer's 6.0, they drove around here as well as in yountville, the epicenter of last night's quake. so far no signs of any damage. we expect they will continue their inspections later this morning once they get some daylight. keep in mind compared to last august, 6.0 in napa, last night's 4.0 was a much weaker earthquake, even though it was felt widely throughout the region. >> felt like a train coming and almost sounded like a train hit

the building. it was just a really big jolt. >> reporter: authorities in yountville were particularly concerned about older structures in that town like the v-marketplace. but again, they checked it out and so far no signs of any damage. our expectation is now that the sun is up, because keep in mind, last night's quake happened after sunset. now the sun is up, they will get out here this morning and do a once over and perhaps check any bridges if they need to be checked. again, last night's 4.1 much weaker than the 6.0 that was nine months ago. reporting live in napa, bob redell, "today in the bay." >> thank you, bob. hopefully just a scare. rob, this morning, you're playing meteorologist/seismologist. you were explaining there was a small chance but a chance this could be a foreshock. >> northern end of the green valley fault system, 4.1 earthquake, there's that small

relatively 5% chance it could precede something slightly harnlger. but now that we're out of this 24-hour cycle heading into tomorrow we'll see the chances starting to decrease. also decreasing by tomorrow will be the chances of seeing some drizzle in the forecast. right now low clouds, mist around san francisco. you've got some cloudy skies there and on the left side of the screen, some light rain and drizzle across the santa cruz mountains. you can see the peninsula dry right now. roadways are relatively dry but some mist could come down to give you some wet pavement in a few spots. wind speeds there 10 to 20 miles per hour, onshore winds increasing in the afternoon. with the cloud cover again today, much likely we've seen for the last couple weeks. we're going to see our temperatures running below average. santa cruz mountains, highway 17 down into santa cruz. you will see the best bet of more light rain again today. hilltops there, the north bay, north of napa county and down to the southeast of san jose there's still a slight chance of isolated showers but as aen upper level low track in the nevada for tomorrow.
