that put many here into over drive. racing against time and rising water, volunteers worked day and not to fill sandbags to protect the neighbors along the flooding wichita river. >> all of this is september out to tangle wood east side ber net park, it's all going there. >> reporter: following heavy rain, it began to flood and threatening homes. hundreds were evacuated and power to the homes shut off. >> there are things inside that we popped up on card tables &and saw horses and things like that. >> authorities say that the flood would be moderate and would not last long. >> it's all a matter of timing. >> reporter: then with a briefing a starting update on friday afternoon. >> looks like it's going hit hard and heavy. >> reporter: calling for a

historic flood that could affect thousands of homes and last until next week. >> it's an eye opener. >> reporter: it suggests with more rain the river could rise to lives one to three feet higher than the record breaking 2007 flood that swamped 170 homes in wichita falls. >> reporter: now, officials are re revising the plan. the area was facing a severe drought. they were worried about running out of drinking water and now this. >> certainly a contrast. >> dylan is tracking the weather and we have a close mind. >> yeah this area ends up with two to four inches of rain. they have seven to 14 inches alone. we have had the steady dip and

that triggers the showers and storms and then the moisture from the gulf of mexico. you have inches of rain in a particular time. we're seeing the activity and not a whole lot going on through central texas. that trigger is there, and we're going to see more heavy rain. we have flash flood washes doing into southern texas. when they develop, they develop an inch or two of rain. that leads to more flash flooding that happen in the intans. now we do have a chance of showers and storms. most severe from denver down to southwestern texas. we're looking at large hail and damaging wind gusts, and a few isolated tornados as well. as the rain we will see it redevelop throughout the day and another four to five inches of rain possible with the storms. >> thanks. memorial day is the official start to summer and a chance to

good morning. a live look outside. 5:26. looks a little bit hazy foggy in san francisco. good morning, i'm michelle roberts along with anthony slaughter. what's it doing out there? we going to have sun peeking through? >> and we're going to have 70s later on this afternoon. >> i like that. >> a little chilly across the bay area. drizzle falling across the south bay foothills. we can see that on the radar. but overall, cloudy skies. temperatures not that bad. back into the 50s. but later on in the afternoon, going to notice the warm-up. 75 for the north bay today. still chilly at the coastline. the east bay, close to 70 and in the south bay, low 70s today. and as i mentioned, the first day of widespread 70s and a week we've been cloudy cool below

average. and we're actually headed to see warmer temperatures. we can talk more about that at 7:00. >> we're past due. thanks anthony. >> yep. well new details on a loss of water supply in the east bay. was it an act of vandalism? police are investigating an incident that cost the city nearly 50 million gallons of drinking water. police say someone may have punctured an inflatable rubber dam at the creek in the niles district. it was in a secure no trespassing area. and the water went to waste. and it was let out into the san francisco bay. officials say the amount was enough for 500 families. in southern alameda county for one year. and calling it an act of malicious and senseless act. this raises concerns over water security during the drought. no word yet on suspects or motive. take a look at this video of damaged linked to thursday night's earthquake in napa valley. drivers face detours after caltrans closed a bridge damaged by the 4.1 magnitude quake.

the bridge along oakville cross road carries traffic over the napa river between highway 29 and silverado trail. the bridge will remain closed until further notice. and had plans to replace the bridge. and that project is scheduled to start this summer. so far, there are no other reports of damage from this quake. happening now one of the busiest bridges in the bay area is closed. so you have to plan for that. last night, the san mateo bridge shut down for the holiday weekend. doing maintenance and repair work. and this is likely to cause extra traffic on 101, 880, the dunbarton and bay bridge throughout the entire weekend. the san mateo bridge expected to reopen monday morning. coming up this morning, it's being called uber for dogs. giving dog owners peace of mind. that plus your top stories coming up at 7:00. thank you so much. and back to the "today" show.

northeast. cold enough for snow in caribou, maine. temperatures warm up nicely as we continue through the holiday weekend. 34 in caribou. new york city in the 40s. state college, 47. cleveland in the 40s. we will see temperatures warm up. look at the numbers, syracuse 65 today and tomorrow. 79 by monday. norfolk norfolk, 73. as we go into tuesday next week we could have the first heat wave of the season with much warmer temperatures moving in. washington, d.c. should hit 85 degrees. the east coast, especially the northeast, looks fantastic all weekend long for everything planned outside. we have texas, oklahoma and kansas where the rain will continue. we could see several more inches of rain with the downpours as the storms redevelop later today. watch out oh those pesky tornadoes. yes, nothing like that here across the bay area this morning. cloudy skies across palo alto.

reacting to allegations of child molestation. they were revealed by "in touch" magazine in a police report that says josh duggar was accused of repeatedly molesting five underage girls. some while they slept in 2002 and 2003. now a married father of three, josh duggar released a statement. 12 years ago as a teenager, i acted inn excuse bring. i hurt others. including my family and close friends. at the controversy this morning, who knew what and when? according to the report jim bob duggar learned about the allegations in 2002. he sought for church help in 2003 and sent his son for counselling. never called police. he later asked for a state trooper to talk to josh. it wasn't until 2006 that investigators opened the case after a tip from the oprah winfrey show.

the statute of limitations had run out and no charges had been filed. two weeks ago, i interviewed the the family for the tlc special produced by peacock productions. a division of nbc news. >> you cannot control what someone else thinks. >> reporter: tlc has not responded to questions if it knew of the allegations prior. meantime one voice is defending the family. mike huckabee. janet and i want to affirm our support for the duggar family. josh's actions as he described them as inexcusable. >> his parents, jim bob and michelle duggar issued a separate statement calling that period the most difficult of our lives. he went to say we made bad mistakes. we have lisa bloom, our legal

analyst. she joins us this morning. good morning. >> good morning. >> there are a lot of questions this morning and reading through the police report about who knew what when. is there a legal requirement if you know of a case like this to report it to the authorities? >> well that depends on who you are. most people are not mandatory reporters. parents, for example, are not mandatory reporters. they have no legal obligation to report child sexual abuse. those who are mandatory reporters, teachers nurses doctors and clergy in some situations. i have a question about whether the church elders fell within the clergy requirement under arkansas law. >> that is something that could potentially looked into? >> yes, absolutely. if you are a mandatory reporter charges could be filed.

>> and the statute of limitations in arkansas now passed. does he stand any legal action at this point? >> the criminal statute of limitations is three years. that has passed. the civil statute of limitations is a bit more complicated. three years from the date of discovery or age 21 which ever is later. we don't know for sure who these five alleged victims are. if any of them are under the age of 21 they could sue. if we are talking about his sisters, do they really want to sue their own brother? that remains to be seen. >> tlc, when they came out with the statement, which a lot of people have been waiting for, they came out with the statement on friday afternoon that they are pulling the show and saddened by the developments. one thing that was not addressed is prior knowledge of the allegations. it is proven there was, is there a legal issue for the network? >> i don't see tlc as being libel even if they did know. they are not mandatory reporters. secondly it doesn't appear any of the instances of molestation

heat. zipping behind a boat. sweeping across the sea. and while it looks like harmless fun. youtube is full of extreme wipeouts. >> so when you are out there tubing you are going 18 to 25 miles an hour. when you fall off, it can be like hitting concrete. >> last year more than 4,000 boating accidents and resulting in 610 deaths. one of them when this 16-year-old girl from connecticut fell off her tube. when the boat turned around to pick her up emily was struck and killed by the churning propeller. >> she's gone. it's just crazy to think about it. it could happen to anyone. >> the nation's largest boat safety organization issued a new

she is an air force veteran. we thank you for your service today on this memorial day weekend. >> thank you. thank you. >> i served ''93 to '97. i love it. so the first thing is chicken. we worry about when you cook chicken, you never know if it is done. >> and will it be juicy. i used to cater, i have a trick. poach before you grill. so you can do this the day before. you put your chicken. i marinated nine grapefruit juice and water and salt apparent pepand pepper. put it in a pan and simmer on low until it is cooked through. you put it in the fridge and next day, put it on room temperature and put it on the grill skin side down. >> we avoid this.

cloudy pattern. below average for the past week or so and now we're headed the other direction. yeah, this is cloudy foggy this morning. this is our live shot from san francisco over the castro district. and you'll notice sunshine this afternoon, even at the coastline, it is going to be warmer than it has been. 70s for our inland locations, but still cool at the coastline. but as we head towards this upcoming week it's going to get warmer. the return of 80s in the forecast. hang on and we do need rain but we're not going to see it this upcoming week. we had a little bit of drizzle across the south bay foothills. and as we head toward the afternoon hours, we'll see sunshine. i'd say after about 11:00, everyone will see sun. 64 in san francisco, 75 for the north bay, 71 for the east bay, and 72 for the south bay. now, as i mentioned, we have warmer temperatures on the way. we'll check and see if that storm track is going to offer any rain in the extended forecast. >> people want to be grilling outside. >> we'll be good to go this weekend. >> thanks, anthony. >> yep. new details on a loss of water supply in the east bay. was it an act of vandalism? police are investigating an incident t
