brought the basketball world to a stand still. in the air the skies over san francisco right now. seeing some mist and some low clouds. temperatures for today again running fairly cool. we do have much warmer changes ahead in your microclimate forecast. look at that coming up. well, we want to welcome home the dubs. this is not what we want them to see. southbound from the nimitz freeway. show you where the problem originates over in san leandro. >> from nbc bay area, this is "today in the bay." >> very good tuesday morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> i'm sam brock. a house under construction is nothing but a burned out shell this morning. this home on hundred any drive near sonoma boulevard caught fire just before 3:30 this morning. some people who shot the video say they could feel the heat from inside of their car. witnesses tell us they don't think anyone was home at the time. so far no, reports of any injuries. new this morning. while you were sleeping another

earthquake rattled northern california. the 4.3 magnitude quake happened 22 miles west of ferndale near eureka. a story now with changing more by the minute. this is new video just in to our newsroom this morning of what officials are calling historic and catastrophic flooding in parts of texas. cars just submerged like that one you see right there. this is what it looks like near houston. this morning rescue crews are desperately searching for 12 people still missing. >> kris sanchez has been tracking this story. kris, people are washed just to stay indoors. >> this isn't a storm sitting on top of a region that seems like it cannot take a single rain drop more. first daytime pictures as you mentioned from the air, you can see those cars now out of the water but they were completely submerged overnight. houston got in one day half of all of the rain that san jose gets in an entire year.

from the ground those cars that are in the water nearly up to the rooftops are in better shape than they were overnight. now, we have video from inside an upscale mall in houston where folks were stranded overnight. this is the parking garage you can see the flood water s pressing against the glass doors. looked like an aquarium. we have video of the warriors and rocket fans who had to huchker down as well. that's coming up. here's what's going on out side. the rain relentless. you can see the lightning there in the distance as well. houston again, four inches and counting in the out lies areas. eight inches of rain has fallen. to austin now where in the daylight you can see the flooding on city streets. probably no surprise that dozens of people had to be rescued from the rising waters as cars washed aw away. shoal creek burst the banks and is flooding a large part of the city not far from the university campus and capital as well. among the 12 people missing are this mother and her two

children. the family of four swept away in a vacation cabin which broke apart. the father was found alive 12 miles away but the mother and two children have not been seen yet. texas national guard is scouring for the family and the other missing people. consider this, that blanco river floods at 12 feet. it crested at 43. that river runs between austin and san antonio and so the governor is warning people that this disaster is continuing to flow downstream. the severe weather in the houston area for some fans enjoying the rockets/warriors game to stay in a little longer than expected. some actually still stuck inside at the toyota center right now. nearly eight hours after the game ended. just a short time ago the toyota center tweeted out, quote, we are providing water, coffee, bagels, and cinnamon rolls and a place to charge your phone. no word on how long fans will actually be hunkered down

inside. the warriors will try to fly home today. and want to check in with rob. they will be in for a bumpy ride if this doesn't doesn't appear to be letting up. >> overnight the rain was incredible across parts of the gulf coast and south texas. line of intense thunderstorms around the third quarter of the basketball game there with the rockets and warriors at houston at the toyota center. this morning as search and rescue efforts continue around houston seeing a break in the action. it was right there around downtown houston you saw that mainline of very intense rain of rain falling at two to three inches of rain per hour. this is the radar estimate of the rainfall as it crossed into houston. darker area. south of downtown picking up more than a foot of rain. now, today, we're seeing that active weather set up across north central texas. we're going the see the pattern almost reset itself later on today with that slight risk of severe weather to enhanced risk of severe weather for central texas again. they're seeing a little bit of a lull in the action right now. more severe weather could track

across central and central texas. to give you perspective, san jose, if you took all the rain that houston saw, january, february, march, april, through the first part of summer, again, all the rain that houston saw fall about six hours' time is more than half the annual rainfall in san jose and in a place like houston with all the paved roadways that much water coming down, completely overwhelms runoff systems. fortunately still the risk of more flooding today as intense thunderstorms form over the same areas again. back to you. >> rob, those rescue efforts continuing in the houston area. for updates on the escalating situation throughout the southwest, just download our nbc bay area app where you can get personalized microclimate forecast and new updates any time. it looks scary. it looked bad. this morning steph curry says he feeting, quote, okay after falling several feet, landing on his head and back. it's just tough to watch. >> concerns initially he might have suffered a concussion. they did not lose their star player to a serious injury. >> absolutely. forget game four, the loss. the sweep. seeing steph curry leaving the game and talking in a post-press conference was enough for the fans. it's hard to watch as you mentioned. this is the second quarter in houston last night when curry tries to block trevor's shot. instead, neys into the air with a half flip, lands hard on his shoulder and head. gets up later on his own. undergo tests that shows it's not a concussion, it's a head contusion. the mvp admitting the moment was scary. >> i had worse symptoms and stuff from getting hit in the head but that was the scariest one because you're in the air for a long time and not knowing how you're going to hit the floor, knowing that it's going to happen. >> reporter: thankfully this is what happened. steph curry returning to the court. he mouthed, i'm okay, to his parents and his wife. warriors of course can clinch the west with one more win.

it is worth noting the rockets did face elimination with the clippers three times and won that series but the dubs have home court advantage. of course with game five tomorrow night here at 6:00 at oracle arena. live here in oakland, stephanie chuang, "today in the bay." >> health first, steph. now look at the logistics as stephanie just mentioned the western con fleference finals m back to the bay. tipoff is tomorrow it noo at 6:00. if the warriors lose, game six will be back in houston on friday. if they manage to force a win or go home game seven, that game will be played in oakland on sunday. 6:07. crews are expected to remove part of a broken oil pipeline near santa barbara today. plains all american operates that pipeline. company officials say the pipe will be tested to see if deterioration led to last week's oil spill that fouled the santa barbara coastline. it's now looking at four other potential weak spots in the pipeline to see if they need to be re-enforced or actually replaced. in the meantime, workers are

still trying to clean up the mess and they're now training volunteers on how to safely help with some of those efforts. >> yes, a driver meantime accused of killing a mother and her baby girl while drunk driving expected to return to court today. brian jones is charged with two counts of murder and two counts of drunk driving. police say he was behind the wheel when he crashed his car through a backyard in livermore striking a woman and 14-month-old baby. jones remains free on bail this morning. the chp is mourning the loss of one of its officers as the coroner's office begins an investigation into a death. 54-year-old jeffrey ray drowned while scuba diving over the weekend. he had been a chp officer for 27 years. authorities say ray was diving in gerstle cove in sonoma county. they report the sheriff's office is now examining his equipment to see if there was some sort of failure. all new this morning, report

on homelessness in the south bay with staggering figures. that report will be presented later this morning in san jose. according to the mercury news it finds the data in homeless population comes with a cost of more than half billion dollars every single year in sklar county. that cost is for county services like trips to the emergency room, jail stays, and mental health care. rg 6:09. time to check on microclimate forecast on this tuesday morning. let's take a peek outside. sun up over the south bay. the rest of the bay for that matter. overlooking downtown san jose. >> early signs of summer, rob. for some people more than others. >> we're becoming an optimist. see a little break of sun in the clouds this morning. we do have cool temperatures on the way, especially places like san francisco. you got misty skies again. camera lens mipicking up mist. temperature temperatu temperatur

temperatures in the mid 50s. san francisco, 55 currently with the misty skies. oakland, the roadways are dry. 56. san jose right now, 57 degrees. san jose one of the spots even with the all day sea breeze which later on this afternoon will turn gusty around the hilltops. the hilltops now quite dry. we have to watch out for increased fire danger as we head towards the end of the week. the temperatures are going to warm up. humidity will begin to drop off and inland valleys. in the meantime, ocean air conditioning win it is story of the day. cool temperatures breaking out the sunshine inland and the winds picking up right around 3:00 through 6:00 this evening. we'll have temperatures in the mid 50s from about now through 10:00 this morning. and then mid 60s for san jose and livermore approaching lunchtime. highs today near 71 in san jose. upper 50s to near 60 in san francisco. and the north bay, upper 60s around santa rosa and petaluma. pleasanton and livermore. trend ahead for san francisco begins to climb closer to average by friday. here's the real jump.

san jose upper 70s by friday. close to 80 on saturday and the tri-valley now looking at those highs in the low 80s as we move into the start of the weekend. mike? >> temperatures getting ready for summer vacation like a lot of kids. looking over here toward the bay bridge. show you the slowdown. as the sun comes up, no taillights but if you take a second, very slow as the camera does stutter a bit as well. traffic is moving slowly in towards the treasure island tunnel. the crash over on the city side. the western side of the treasure island tunnel. looks like from the reports the activity is now pushing off towards the san francisco exits. should mean a smoother drive. metering lights likely slow done. approach to the bay bridge all moving smoothly for the east shore freeway and approaching out of oakland. heading out of oakland southbound down toward the hayward area, other slow spot. the rest of your patterns are typical. southbound 880 hit with a number of crashes at marina. both cleared. now as we look at oakland coliseum camera heading down

toward the area. just now recovery. at the bottom of the screen with the street sign is moving better in the last three minutes. seen a lot of improvement condensing around 98 slow to marina boulevard from earlier crashes. no problem for the south bay or peninsula. this is actually light or near typical tuesday. good stuff. >> good stuff. >> take that news any day of the week. thank you, mike. 6:12. up next, parents watch in horror as a bounce house flies out of control and there are several kids inside. the whole thing was caught on camera. plus, a silicon valley great says silicon valley is no place for his company.

iraqi troops on stand by near ramadi preparing to confront isis militants who took over that city earlier in the month. the iraqi military announcing the start of the operation earlier this morning.

isis seized a large parts of anbar province starting last year but it was the fall of ramadi recently marking a major defeat for iraqi forces. it is 6:14. australian's prime minister wants to pass a law to punish people suspected of supporting isis even if they're not convicted. this morning prime minister tony abbott says he hopes to pass the law within weeks. it would allow the government to strip is it citizenship from dual nationals suspected terrorists even if not convicted of a crime. more than 100 australians are expected to be fighting with isis. other terrorist groups in syria and iraq. as many as 50% of those are dual citizens. the fbi right now looking into a series of threats called in yesterday by someone who claimed that chemical weapons or within board airplanes. the threats turned out nobody to be credible but two fighter jaets escorted this air france plain to new york as a precaution. if pla the plane and passengers were later cleared.

the threa investigators believe that the same person is behind all of those calls. >> congress is getting a bit frantic about extending the patriot act in one form or another. >> it's getting complicated, scott mcgrew. the senate rejected it which would have kept the nsa's telephone records program alive. >> as it stands nout thw, that be fine with some people. the senate, as you may recall, tried and failed to adopt the au usa freedom act. senator rand paul here stood his ground and made a name for himself in the campaign as well for objecting to the fact that the senate was not allowed to propose any changes. changes and amendments are stand procedures for the senate. the house is dabbling with some changes to make the usa freedom act more palatable. remember the house isn't even in session so congressional leaders are doing all of this by phone.

so it's the usa freedom act that they're working on as they race to beat the deadline for the patriot act. now, the whole patriot act doesen end at the end of the month but key parts of it do. so this bill would fix that. in related news, apple founder steve told a newspaper he thinks secret leaker edward snowden is a hero. not for what snowden exposed but because he followed his heart. it's not the first time he has spoken out. a few years ago he compared snowden to ellsberg of pentagon papers fame. this fellow feels zimmerman is one of the people who invented the sort of powerful incrisp that keeps the government out of your e-mail and texas messages. he invented the right here in the south bay but just an understand noed he's moving his company to switzerland to better protect it. we'll get new data this morning on house prices. this comes later this morning. last month case-shiller reports home prices gained 2% in the previous month measured here in

taken to the hospital. the third child is still being treated this morning. quite frightening. kids love those bounce houses. >> they are fun but how many accidents to you hear about with bounce houses taking off like that? >> frightening. >> feeling better this morning. let's look at your microclimate forecast as we give you a live look outside. there is the golden gate bridge. no no one's surprise, shrouded in clouds this morning. but that could change, rob. as we get closer and closer to a warmup later in the week. >> you may need your sunglasses again. >> nice. >> we're going to break out of low clouds this week. but right now drizzle storm continues in san francisco that the hour. temperatures in the 50s. gray skies to cross the board. a few breaks in the low clouds closer to san jose. you see the temperatures there. 51 around napa and the north bay. here's a view of san francisco. this isn't really a dirty camera lens. that's drizzle drops on the camera lens right around san francisco. 55 degrees. lots of low clouds this morning. that's a view of the roadway.

880 in oakland. road is dry. mist reported near the airport and oakland and pleasanton and san jose. 57 degrees. the winds onshore pumping in the marine layer. 3,000 feet high. no trouble spilling into the inland valleys. as the winds pick up 10 to 20 miles per hour this afternoon, that will ensure another cool day today. even though we're going to break out the sunshine around 10:00 and 11:00 this morning for most spots inland we'll see the temperatures staying cool and clouds hanging out on the coast and increasing again as we past 3:00. towards 7:00 right across the san bruno gap. low clouds spilling back into the bay. 50s, probably says in 50s bay area wide. inland locations a t the bottom of the screen begin to break out to the sunshine, mid 60s around lunchtime. ent choo ally highs climbing to the low 70s. south of downtown san jose. average high tos for san jose w be upper 70s. all areas in green, days cooler than the average for san jose. warmest day was on may 1st. that was 84 degrees.

since we averaged about 68 degrees in san jose. another cool day today. again, the end of the week as we see the seven-day forecast. temperatures climbing up. upper 50s to low 60s in san francisco. north bay, 60s to near 70 in napa. oakland, 63 by day. by evening for the as game coming up tonight after 7:00, temperatures running cool again. numbers in the 50s. upper 60s to low 70s today around the tri-valley. notice the bay side outlook. numbers in the mid 60s by friday and saturday. san jose, the climb begin on friday. upper 70s to near 80 on saturday. and for the tri-valley, now you're seeing your temperatures soar into the low 80s as we see a pretty significant pattern change. high pressure will build up out of southern california. that's doing to bring warmer temperatures inland but could increase fire danger in the hilltops as dryer air now moves into the bay area. it's the reason why your weekend forecast will start off warm for the fallies. low 80s in the south bay and tri-valley. a little bit of a sea breeze picking up cooling us off as we

approach sunday. >> turn our camera in emeryville toward the incline. you can make out through the gray here. fog is hanging around. we do have a slower drought continuing across the span. this is how it looks on the maps. red on our sensors where it feels like it's stand but it hasn't. earlier crash on the tunnel, it does sound like the activity is moving off towards san francisco. i can't tell you it's cleared just yet. slowed down the metering lights and now jammed up off the berkeley curve. the other slow spot is southbound 880. nimitz freeway south through san leandro and the san mateo bridge, number of crashes. a new one reported at marina boulevard. 680, another crash clearing from the middle of the roadway. that's been there for 15 minutes. that's of causing a big slowdown south of walnut creek.

wall street gets back to work after a three-day weekend. just like you. here's the new york stock exchange. and let's take you over to the nasdaq. today is tuesday, 26th of may. from nbc bay area, this is "today in the bay.." >>ed good tuesday morning. i'm sam brock. >> i'm laura garcia-cannon. we do have an update to breaking news. police in north dakota now say an airman from grand forks air force base involved in a deadly shooting inside a walmart store overnight. it happened just after 1:00 this morning. that city's ploigs r police chief says three people are involved in the shooting. the airman and two others. we also know the shooter is dead. a number of other people were in the store at the time of the shooting. they were taken to the hospital. no word on the age of the victims or what started the shooting in the first place. here today's top stories as

well. evacuations continuing this morning in parts of texas after heavy rains triggered major flooding in seven states. seven people confirmed dead this morning and at least a dozen more are missing. unexpected turn for steph curry. midair, no less, sparked tense moments for warriors fans. he fell straight on his head during last night's western conference finals game. the warriors fell to the rockets but perhaps more importantly curry is just fine. wish him well. >> bigger than basketball there. early morning fire sweeping through a new home in vallejo near sonoma boulevard. witnesses say thankfully that house was empty. so far no reports of any injuries. new this morning just two days after defense secretary ashton carter said the iraqis, quote, don't have the will to fight, they are launching a major offensive to take back a key city from the islamic state. tracie potts is joining us live from washington, d.c. this announcement coming just hours ago. >> it did. and we got it from a senior security official there telling

our people on the ground are in baghdad that operation was already under way. these are iraqi troops getting weapons provided by the u.s. as many as 8,000 have gathered in an area east of ramadi, shia and sunnis working together. as of this morning they're launching a major offensive in anbar province to liberate the city taken by the islamic state. >> no number of air strikes to assist the forces on the ground are going to help if they're not going to seize and hold the terrain. >> reporter: offensive comes as isis takes over major parts of iraq including ramadi where americans died to free the country from saddam hussein. >> first memorial day in 14 years that the united states has not engaged in a major ground war. >> reporter: defense secretary ashton carter says when the iraqi could fight they ran away. >> many of russ disus are disap and upset and frustrated. it highlights the fact that men and women in the military are

willing to defend our nation. >> reporter: but proud of the sacrifice made by americans and now it looks like iraq may be willing to do the same. so that operation is under way first announced this morning on iraqi state tv. >> tracie potts live from washington, d.c. thank you very much. it's 6:33. time to check that microclimate forecast this morning. take a peek outside at the cloud cover near san francisco. >> rob, you said we might need sunglasses later today. we need to be more prepared for next time. >> shocking change compared to the way the may weather has been so far. especially by the end of the week you will notice in the seven 46 day forecast at the bottom of the screen we do have a warmup but today maybe not so mu much. san francisco, 55 degrees. 57 in san jose. all locations stuck in the low clouds this morning. and then we'll break out the sunshine later on, especially across the valleys today. continued cool temperatures. this is the reason why. winds strongly onshore

accelerating 10 to 20 miles per hour. that has been the trend now for the last couple of weeks. pumping in the low clouds overnight and to the morning and keeping our temperatures quite cool even if the sunshine for the afternoon. so notice the clouds hanging out all day long. ocean beach down towards half-moon bay, midday sunshine. closer to sapp a cruise for the afternoon. mid 50s through most likely 10:00 this morning and then by lunchtime we inbegin to break out of the low clouds for inland spots. 71 in san jose. 72 in morgan hill. san francisco, cool. highs in the upper 50s to low 60s. still near 70 in the warmes spots around the north bay low 70s tri-valley. notice san jose, temperatures are climbing upper p 70s by friday. 80 to kick off the weekend at san jose. and for livermore and the tri-valley going above average for a change which is 78 degrees. livermore this time of year. low 80s for the weekend. and then trending just a i'll little bit cooler. not as cool as the temperatures today.

weekend starts off warm in the valleys. cool on the coast be low clouds returning. temperatures dropping huh of a few degrees as we head towards sunday. a warm finish to the workweek and warmer start to next weekend. mike? >> we have a tough start to today's workday. the focus of our report and focus of many people's commute is the bay bridge toll plaza. still have a backup here. let's look at the map. jammed across the span from the san francisco side of westbound 80 and treasure island tunnel across into the berkeley curve and out of the maze now. despite a lighter volume of traffic there's still a crash blocking one lane trvl westbound and that's what's causing all of this jam. lightly slowing that metering lights down to make sure the span itself doesn't get overcrowded. that's tissue. b.a.r.t. system is on time. it is an option for you. rest of your routes slowing a slower drive. but the only other issue is southbound 880 through hayward. earlier couple of crashes have all cleared to the shoulder. that has also cleared. slow from walnut creek down

toward danville. typical build for the tri-valley. fremont shows a build and south bay just a light build northbound 101. no major concern. folk s do see one crash on the peninsula. as we come back to studio i'll let you know southbound 101 at millbrae, crash reportedly blocking your fast lane. use caution through the area. chp has to give me an update on that. >> sounds good. thank you. meantime, investigative unit exclusive, the head of the nation's immigration court system is calling on congress to fix a system he says is broken and backlogged with so many cases it will take years to catch up. tonight for the first time ever, the director of the u.s. immigration court system known as the executive office for immigration review sits down on camera to answer questions about the problems. director 101 blames budget cutbacks that stretched over years combined with last summer's surge in undocumented immigrants for straining a system beyond the breaking point. >> the reality is the system is

welcome back. mystery solved. more than 30 years later with the discovery of human remains in the east bay. according to the marin independent journal medical examiner's recently identified the remains of elizabeth martinson discovered in fremont. 21-year-old was a swedish exchange student living in greenbrae when she disappeared in 1982. investigators pinpointed a person of interest years ago. h i was convicted of stealing her car. that man was never charged in her death. two daughters of a late blues legend b.b. king claim their father's death was not an accident. the daughters filed affidavits claimed king's business manager poisoned him. they also requested a formal investigation. a lawyer for king's estate

from dallas to austin and over towards houston. more severe weather possible. search and rescue efforts continue and flooding is voling the roadways and the airport leading out of houston this morning. with more on that let's go to nbc bay area's kris sanchez. >> the storm on the radar is impressive. the rainfall is catastrophic. believe it or not this car overnight was completely under water. this is an improvement. in the video you can see cars again completely flooding. washing along the side of the roadways. the mayor there says there were more than 130 high water rescues since midnight alone in houston. this video from the houston mall where folks were stranded overnight and you can see the flood waters pressing against the glass windows and doors make it look like the monterrey bay aquarium. warriors and rockets fans had to hunker down as well. we will show you that video in a moment. we're in the daylight you can see the flooding on city streets

not far from the capital or university of texas campus. probably not a surprise to you that dozens of people had to be rescued from the rising waters there as cars just washed away. part of the problem is that a creek burst its banks there. now, among the 12 people missing are this mother and her two children. the family of four swept away in a vacation cabin. just broke apart. the father was found alive 12 miles away. the mother and two children have not been found. the texas national guard is scouring the blanco river for that family. consider this, the blanco river floods at 12 feet. it crested at 43 on saturday. and the rain continues to fall. that river runs between austin and season antonio. 2 governor is warning people that disaster continues to flow downstream. the mayor of houston says all government offices are closed. classes are canceled. the bus services are canceled until the flash flooding warning is gone. urging people to stay where they are so long as they are safe.
