you can see how bad things are in houston right now. cars submerged, people trapped in homes and businesses as well. >> it's made the morning commute impossible there. we have the situation covered. we want to start in houston. >> reporter: this flooding is unprecedented and authorities now confirm one death overnight from someone who drove into high water on a road not unlike the one behind me. there were hundreds of rescues and some are continuing into this morning. historic heavy rains in houston, flooding roads and stranding drivers, leaving 80,000 residents without power. parts of the city almost doubled the all-time record for rainfall in just one day. >> rockets fans are excited about their big win over the warriors tonight. >> whoa! >> however, we are stuck inside for a little bit. >> there was so much rain,

rockets fans were warned to stay inside the toyota center after the nba playoff game. center dwight howard staying in the court working to keep up the spirits of the stranded. >> it sucks that all these people can't get home and get to their families and loved ones and a lot of people are without power. >> reporter: the rain water flooding the parking lot of this shopping mall overnight. residents posting the after math. >> there goes our power. >> while covering the storm, even our nbc station suffered a power outage live on the air, but that never stopped the reporting. >> we are practically in the dark but happy to still able to broadcast and get you the information that you need. >> reporter: for all practical purposes, the city is shut down today. no public transport. most of the schools are closed and the mares are allowing -- the mayor is asking businesses to allow their workers to stay home. back to you. >> it's not just houston. scenes playing out in other

parts of texas as well. a neighborhood in austin was evacuated and searching for missing. >>. >> reporter: the death toll is up to eight and here in hayes county, the search continues this morning for 12 people who were still missing. there were also new water rescues just to our north. austin, texas is drying out after flood waters swamped some of the state capitals busy street. more than four inches of rain fell in one hour. to the east, a small dam ruptured in the state park. several tornadoes touched down like this one in le grange, the

wild weather making it hard for forecasters to keep up. >> in my years, i've never seen anything like this. tornadoes right and left all over today. >> the death toll is growing. alyssa ramirez was on her way back from prom. >> she did the right things. she called 911 and her father. it was just too much. >> in hard hit wembarley texas, the national guard is searching for the missing. she was on her phone with her sister. >> we are in a house floating down a river. call mom and dad. i love you and pray. >> her husband managed to escape with broken bones and a collapsed lung. but her two children and she is unaccounted for.

>> she is with her babies. >> texas governor greg abbott has just expanded disaster declarations to include 37 counties. those personal stories are devastating. >> let's turn to al. i guess we're having more storms in the area. >> second round come later this afternoon and evening, and a little break and more heavy rain at the end of the week. harris county, almost 11 inches of rain in the last 24 hours, houston, 9.6, austin 5 inches of rain. this is the wettest may ever. austin 16.72 inches. we have a flash flood watch in effect for a good portion of houston. you can also see heavy showers and thunderstorms moving off to the east. we'll have another round coming in late this evening. right around midnight tonight, more heavy thunderstorms on top of houston. they do not need that.

then it continues to push on through, but we do have another risk of more storms again on wednesday and again on thursday. so for today, we're looking at the risk of strong storms developing in the afternoon, damaging winds, possibility of tornadoes. tomorrow, the area shrinks a bit but scattered showers and thunderstorms throughout the week. super cells possible, but weak ones but can't rule out a tornado or two. the heaviest rain is done throughout parts of texas for now. but that will come back up and fire again tomorrow and thursday and friday. how would you feel if you were on a flight, looked out your window and saw military jets escorting your plane? well, anonymous threats against commercial flights led to nervous moments such as that one for passengers and authorities on memorial day. we're following this investigation. pete, good morning. >> reporter: these telephone

threats came in rapid succession to local police departments apparently from the same caller, a man. he warned that chemical weapons were on board more than a dozen flights, most of them coming to u.s. airports from overseas. passengers on this air france flight from paris to new york's kennedy airport realized something was wrong when emergency vehicles surrounded their plane the moment it landed. >> i was scared. it's pretty clear when the plane isn't allowed to come to the terminal something quite serious is going on. >> reporter: two fighter jets like these escorted the flight, scrambled after a series of anonymous phone calls early monday claiming that 14 commercial airliners were carrying chemical weapons. the air france flight was thoroughly searched and nothing hazardous was found. >> they did their thing. they were very efficient. >> it included nine other flights to the u.s.

from delta and virgin atlantic. the flights to the u.s. landed as scheduled at jfk, newark, atlanta, boston and chicago airports. authorities determined early on that the hoax calls were not credible but passed on to airlines to be extra cautious. five outside flights of the u.s. were also nothing found. phoning in these threats is a serious crime. one man who tried it was sentenced to eight years in prison. >> not funny at all. we're going to learn a lot more today about the plans to make public tens of thousands of emails from hillary clinton's term as secretary of state. andrea, good morning. >> senator bernie sanders is joining the democratic race tonight but hillary clinton may be paying more attention to what the state department tells a

he arrived in new york earlier this month. he became critically ill and died monday night. they were looking for anyone he had contact with recently. the risk to others is extremely low. lassa fever is not spread by casual contact. the city of cleveland has reached a settlement with the justice department. the settlement comes days after a white police officer was acquitted of manslaughter for firing 15 rounds through the windshield of a car carrying an unarmed black man and woman back in 2012. the incident prompted an 18-month justice department investigation. a new warning over the dangers of rip currents, advisories are in effect all along the pacific and atlantic coasts this morning after rip tides led to the deaths of five swimmers. on florida's east coast alone, over 500 people had to be rescued this holiday weekend. rip currents form when waves

they didn't even look real. >> reporter: luckily they landed on sand. injured but alive. >> the bounce house flew while i was in there. then i fell in the dirt. >> reporter: and there have been other accidents caught on camera. in colorado last year two kids were hurt when high winds sent this bounce house tumbling. in 2011, 13 people were hurt when it happened on long island. and remember this from upstate new york? two kids seriously injured when wind sent them airborne. they fell out plummeting 20 feet to the ground. dan stuckey is the manager of jump and jam. >> this wall of the bounce house is like a kite or sail. it could take the wind and tip it over. i'll show you now. this is not properly secured. it's easy for air to get underneath it and flip it in the air.

>> reporter: if kids are inside, that's dangerous. >> yes. they can get hurt very seriously. >> reporter: he says the best advice, something so many of us forget, lock the bounce house down. how do you stake this in so it stays? >> it's got to be at least an 18 inch stake. 45 degree angle, drive it into the ground. you want to go as much as you can. so you don't even see it anymore. >> reporter: all to avoid terrifying moments like this. that's what we all want. experts say bounce houses are safe when people follow the instructions like nailing it to the ground on all sides. for all of us doing it this summer with kids, with the winds up to 15 to 20 meals per hour and the tops of the trees are swaying back and forth don't let your kids in the bounce house. if you're running it, bring the bounce house down. before i go, one quick update on those kids i know a lot of us

cancel the show after michelle duggar recorded a robocall in which she likened transgender individuals to child predators. meantime the 2006 police report detailing the alleged incidents of josh duggar fondling five underage girls, a report obtained by "in touch" magazine was destroyed last weekend on the orders of an arkansas court. while a clip of josh duggar making an incest joke in 2008 has gone viral. >> why not have a double date? we are from arkansas. >> reporter: in a statement thursday josh duggar apologized for the events 12 years ago saying he acted edacted, quote, inexcusably. meanwhile family members are speaking out in sportupport of duggar. his sister said are the duggars perfect in their interpretation of god's moral standards? no. but neither is anyone else.

life. >> that's correct. they could have access to your personal information, your e-mail account, possibly even financial information and your bank account. >> reporter: and security experts say android phones are more prone to hacking than apple phones because anyone can publish an app for an android. already more than 600,000 have been identified as malicious. to snare a victim hackers offer an inviting website with malicious software or post an app with an appealing name. >> you call it nice like a game or free software update. and people will install it. >> reporter: people are that trusting? >> absolutely. anything this device can do they can do it without your permission. >> reporter: to show me he had me click on a text message. >> you are no compromised. >> reporter: just like that? >> just like that. we can no take over this device. >> reporter: okay. let's give it a shot. within minutes he have tracking

even in a basketball arena. we will talk to the mayor of houston in a moment. but first nbc's janet shamlian is live in houston. good morning again. >> reporter: willie good morning to you. unprecedented is an accurate word for it. i've lived here many years and i've never seen houston look like this. look at memorial drive. this is a major artery going into the city. at some point under 13 to 14 feet of water. we just saw a high water rescue by the fire department as they brought in a boat to get a man and woman out of the cab of that 18 wheeler. similar high water rescues going on all over the city. reports that people are still in their cars from 10:00 last night on some of the interstates that have become impassable. they are unable to get home. and as we know some were stuck overnight in houston's toyota center following an nba playoff game. schools have been shut down. all public transportation is closed today. and officials are advising people to stay inside if they don't have to go. with first light we're just getting a good look at what's

happened here and the damage is extensive. back to you. >> those pictures are just stunning. janet shamlian in houston, thank you. let's get to houston mayor annise parker. she's on the phone with us. mayor parker good morning to you. i know it's a busy morning for you. can you tell us what the situation there is? >> well we have -- one of the defining features of houston is we have a number of small rivers that run through the city. and a lot of them converge in the downtown area. and working out from downtown we have pretty severe flooding. and also some severe flooding. it's a big city. much of the city is fine but the areas that are being hit are hit really hard. and we're trying to keep people off the roadways in those areas. >> mayor parker it's willie geist. we understand people are trapped

in their homes and businesses and even in the toyota senator. are you confident that your personnel can get to those people and rescue tell today? >> we've had 131 high water rescues since midnight. we have about a hundred requests pending. we're working them as fast as we can. we're telling people to be patient. as far as i know there have been been no serious emergency situations to date. the water in some areas is still rising. again, you can help me spread the word that some parts of the city have high and dry and others are under water. people need to be patient and we're hoping that folks will stay home and allow us to work. >> mayor, do you feel you were given sufficient warning? do you think people stayed inside? >> we have two different, you know -- we had two different problems. we had torrential rain last

night just as the basketball game was getting out. and we had localized street flooding which is not uncommon in houston. we're very flat. not much drainage profile. but then this morning our river systems are beginning to leave their banks. so it's a different type of situation. last night with cars and people stranded mostly fine. if people didn't go into the high water, it was fine. this morning it's rising water. >> houston mayor annise parker we know you have a lot ahead of you. thank you. >> thank you. >> as al said more rain on the way. they've got more to deal with. >> and the mantra should be turn around don't drown. >> natalie has a look at the rest of the news this morning. >> that's right. nearly two weeks after a family

was tortured and killed eded inside their washington, d.c. mansion, detectives are unsure of key details. craig melvin has the latest. >> reporter: good morning. authorities continue to comb through evidence of the scenes of the horrific killings. as documents revealed the assistant who delivered the ransom money to the family home was not honest with investigators. all of this as we learn more about the victims. this morning investigators are no closer to answering this question. did suspect daron wint act alone in the shocking murder of the savopoulos family and their housekeeper? >> there is a lot of investigation yet to go. and again, potentially other suspects out there who either know about or who participated in this horrific crime. in recently released court documents, mr. savopoulos' assistant lied about the $40,000 money drop at their house just before the murders. a source close to the family

tells our washington station wrc neither friends or family members have seen that assistant since the house went up in flames. the assistant has not been charged. this morning we're also learning more about the family from an obituary released last night. he was described as a world traveler and photographer saying he represented integrity, compassion and courage. amy savopoulos who grew up in a military family and attended army installations across the united states and overseas was long known for her giving and selfless nature. the couple's 10-year-old son phillip known as flip by his friends excelled at school and wanted to be a professional formula one race car driver. he was votedoted on by his older cities. the family recently cuddled together to watch a movie, "finding nemo." for now they only find more

questions. detectives remain skeptical that one person could have held captive, tortured and killed four people by himself. services are being held for the family this weekend in d.c. >> thanks very much. the fbi is investigating telephone threats against more than a dozen airliners, most of them headed to the u.s. from overseas. officials believe it was the same man who called local police departments monday claiming that chemical weapons were aboard the plane. an air france flight from paris to new york's kennedy airport was escorted by fighter jets like these and other flights landed safely in atlanta, boston and chicago. plane searches found nothing hazardous on board. sea lions are amusing and can attract tourists unless they take over an entire harbor. boaters can't even use the docks there. so the city is going to try to use a fake killer whale to try to scare the sea lions away. a whale watching business is going to outfit its advertising

here's nbc's joe friar. >> reporter: moments before penny gillian's colonoscopy, she meets her nurse, her doctor and her anesthesiologist. her computer. >> it will make you nice and sleepy. >> reporter: a machine will deliver your sedation right? >> yes. >> reporter: yet she's not nervous. >> there are people also in the room that are trained. this is just an extra layer of safety. >> are you okay, penny? >> i am dr. lynn. >> reporter: virginia mason is one of the hospitals using the sedasis machine. it's approved for patients with colonoscopies and upper endoscopies endoscopies. the patient is unaware but responsive. >> sleepy. breathe in through your nose and out your mouth. >> reporter: she is monitored by a nurse and the machine tracks her vitals often asking her to squeeze a control to measure her

response time. >> squeeze that hand set when she asks you to. you're doing great. >> reporter: if there's a problem sedasye can shrink the dose. it gives more medicine if asked by a doctor. >> more medicine. >> you no longer have those situations where patients feel like they're inadequately sedated. >> reporter: it administers a powerful drug propofol. before sedasys they did not use anesthesiologists so doctors used other sedatives that wore off slowly leaving patients in a fog. mason found that this method reduced patient recovery time by nearly 20%. still anesthesiaologists don't expect to be replaced by this

any time soon. >> we need to do more studies to determine the safety for other procedures. >> reporter: for gilead a nurse here the machine is with m. she woke up minutes after her procedure and minutes after that she's talking. is this something you think will make things better for people who have these procedures in the future? >> absolutely. i'm ready to talk to the doctor. i'm ready to find out what they found. >> reporter: and ready to remember what she's told. for "today," joe fryer, nbc news, seattle. >> interesting idea. let's get more on this with dr. natalie azar. good morning to you. >> good morning. >> i can see why this is appealing particularly when you look at the price differences between having an anesthesiologist in the room and the machine. it's a little unsettling. it's like thinking about a plane being flown without a pilot. >> i know. i think that's the natural reaction. it's the natural reaction i had

as a doctor and patient that i would want the doctor to administer it. but i think it's important for people to remember what this is for. it has a narrow indication. that is for these procedures for a very very select group of patients. again, for the induction and maintenance of the anesthesia. this is not anesthesia for lengthy procedures. and again the patient selection is important. you need to be over the age of 18 relatively healthy as defined by the american of anesthesiology. >> what would happen if you don't have one in there. could they help who are in there? >> no. there has to be a physician-led team. there's always a physician in there doing the procedure but the doctor doing it is not the doctor doing the anesthesia. everybody in the room this is important, has to be trained in terms of the whole process of the anesthesia. making sure there's airway

protection. making sure there's reversal of narcotics. people have to be trained. and there is either an md or nurse on call should there be a complication so they can respond immediately. these are e the safeguards in place. >> you think we might see more of this in the future? >> yes. apparently with even more -- machines that are going to be doing even more than this. more sophisticated than this one. this is a very early step. i think we've seen the response. >> thank you very much. carson over to you. >> thank you, ladies. coming up "entourage" and kevin dillon and jerry ferrara will be here. and our buddy nick needs to talk to you about the importance of gumption. he's getting ready.

a very good morning to you it's 826. i'm laura garcia-cannon. crews plan to remove part of the oil pipeline that ruptured last week near santa barbara. plains all american out of texas operates that line. the company says the pipe will be tested to see if deterioration led to the spill that fouled miles of pacific coastline. the amount of oil spilled has now been down graded slightly to 101,000 gallons. that's about 4,000 gallons less than previously thought. plains all american is looking at four other potential weak spots along the pipeline to see if it will need to be reinforced or replaced. now mike. lens has water droplets. no windshield wipers.

mist in the air. southbound 101 at chavez jamming up. a lot of congestion south of san francisco and also for the east shore freeway all the way from highway 4 to the berkeley curve. a new disabled vehicle reported around the maze which might complicate things. on the peninsula, the san mateo looking smooth. a little slowing northbound there. north 280 jams from 17 towards saratoga. clearing now. we'll have another local news update in half an hour. hope to see you then.

they've created in their careers with a sense of humor. but they all sort of show me the way they can live in which i can be more decent to my fellow men and women. and it seemed like a good hearted thing to pass along. >> you actually did the research right? >> i did. the difference between my first book and this one is this one required homework. >> why would you do something like that? >> it was -- it did not occur to me when i thought of the book that i would have to do a ton of homework. but it was enjoyable. you tell a great story about teddy roosevelt that displays gumption. >> it's true. there's so many great stories about number 26 but he was campaigning in milwaukee and he was getting ready to speak and someone tried to assassinate him and they shot him. and the bullet passed through a glasses case and a folded up

speech and entered his chest. and he stopped and said he checked out and determined it hadn't entered the lung. and then he said i don't know if you are away but i've just been shot. it takes more than that to kill a bull moose. and then he spoke for 90 minutes while his shirt is soaked with blood. and they later determined it was safer to leave the bullet in him than to pull it out. so he bore that slug the rest of his life. >> that's a man. >> can you imagine someone on the campaign trail just getting a splinter they'ded have to go to the hospital for a week. >> and end the campaign. last time we had you on you mentioned the previous book there were canoes involved. you were seated in one. al roker and i in the other. we were trying to fit in one together. and al so enjoyed the experience that he volunteered to bring in his canoe from home. how does it feel? >> i don't think i volunteered. >> you did, actually.

unbelievable. they have for the first time in houston a flash flood emergency. they have never issued one. >> what does that mean? >> flash flood emergency means life threatening conditions exist at that moment. and -- >> you see the pictures, you understand why. these are drivers who i guess in the flash flooding they can get through the water. >> the mantra is turn around, don't drown. at least eight people have died. there are 12 people missing. about 209 fans were stranded at the toyota center that had gone to see the rockets take on the golden state warriors. you can see the jumbotron telling people stay in place. some of those folks are just getting out now. but it is really frightening what's going on there. some areas picking up 10 inches of rain in several hours. and there's some heart breaking stories out of this.

julie shields was on the phone with her sister laura and she knew something was wrong. and just listen to this. it's heart breaking. >> we are in a house that is now floating down the river. call mom and dad. i love you and pray. she is with her babies and she will be with her babies always in heaven. >> they haven't found them. her husband jonathan managed to escape. he has broken bones and a collapsed lung but laura and her two children 4 and 6 are still unaccounted for. another heart breaking story, alyssa ramirez was on her way home from prom she was homecoming queen. flood waters swept the car off the road on sunday near san antonio. she didn't survive. and there's more coming. we'll detail that coming up in weather, but the atmosphere is set up they're going to get a bit of a break after tomorrow. then the atmosphere will reload thursday and friday and bring

more heavy rain. >> the swath of the state that's affected by this. my family's there. you sent me that note sunday morning saying how is everything there and my mother is in burlington. her back yard is flooded. but it's just this huge mass of texas being impacted by this. and arkansas and oklahoma as well. it's bad. >> if there's any silver lining it's the drought has been eliminated. but just now it's feast or famine. >> we'll stay on top of this story. another one we wanted to tell you about we've seen this several times in recent years. and it happened again in ft. lauderdale, florida. a water spout lifted a bounce house more than 50 feet in the air with three kids inside. as you can see right here. a water spout when it touches on land -- >> becomes a tornado. it was an ef-0. but still enough to do that kind of damage. >> my gosh. here's what the ft. lauderdale

police department said about the incident. >> that bounce house was occupied by three small juveniles. the juveniles fell out of the bounce house onto the sand. the bounce house continued to travel across the parking lot, through the median and onto the southbound lanes of a-1-a. >> it's amazing these kids survived. three of them in there. two of the kids already released from the hospital. one held overnight just for observation but they say that child will be okay. you know, we saw this a couple years ago. two kids were hurt in colorado last year. in 2011 13 people were hurt in long island. jeff rossen did a report in the last hour and talked about needing to get those stakes deeper in. >> can you nail it to sand? >> if you have deep enough spikes. but they have to be way down in there. >> you can barely get an umbrella to stay steady. >> we had one of those bounce houses years ago and you see

right on the -- it says death may occur. i mean, when you see that you're kind of like do we really want to blow this up? i'm not so sure. and another safety tip, if you see trees blowing which indicates winds of 15 to 20 miles per hour, probably best to take it down. macy's thanksgiving day parade, winds over 22 miles per hour, they take the balloons down. it's not worth the risk. >> amazing to see the force of mother nature. that gust of wind, how it lifts that -- it's like a kite. pretty unbelievable. >> but the kids survived and they're going to be okay. thank goodness for that. >> something else that caught our attention this morning, we love sharing anything that will make you smile. and this one's out of tuscaloosa -- i can say that all day. tuscaloosa, alabama. what? oh, that was a joke. i didn't see that coming.
