that plan while it was being challenged in court, but the judges said no. the court of appeals says president obama cannot move forward with plans to delay deporting up to 5 million undocumented immigrants while the challenge works its way through the court. 26 states sued led by texas, governor greg abbott applauded the ruling on what he calls the president's unlawful action. a white house spokesperson claims the court misinterpreted the facts. she argues the plan is fully consistent with the law. supporters remain undeterred. >> we say to our community once again, do not lose hope. >> reporter: house speaker john boehner and other lawmakers said the decision was executive overreach by the president. one judge who defends his right, immigration policy should be decided between the president and congress not the courts.

>> i think it does call to question when will congress act when it comes to immigration. >> reporter: money is an issue here, too. the states that are suing, over two dozen of them claimed that it will cost them millions of dollars to deal with undocumented immigrants in their jurisdictions. on the other hand, here in washington, the congressional budget office has found that it could cost taxpayers hundreds of millions of dollars just to try to round up all of the undocumented immigrants in this country and send them home. >> tracie thank you so much for that report. now this morning amtrak is taking new action after that deadly train derailment two weeks ago. they say they will install inward facing cameras to record actions of train engineers. something like that would have really been helpful in this latest investigation. amtrak engineer brian bostian told investigators he doesn't remember what happened when northeast regional train 188 accelerated to 106 miles per hour before derailing at a curve. it will cost $20,000 per loco
