>> the doj has indicted 14 people on charges of racketeering and bribery in what law enforcement calls a 24-year scheme to enrich themselves through the corruption of international soccer. in conjunction, swiss police raided this hole in sur you can overnight and arrested seven executives with fifa. that's the body that governs world soccer. they are expected to be extradited back to the u.s. to face bribery charges involving more than $100 million, bribes that date back for the early 1990s, allegedly used to influence the awarding of media and sponsor rights for the turn innocence in europe and latin america. in a second separate investigation, swiss officials are probing how the world cup

in wimberley, the search continues for 14 people missing from saturday, when the blanco river overflowed. the rain is expected to continue for a few more days. crews have carried out more than 500 high-water rescue devastation just widespread throughout those states. in a few hours red cross volunteers will take off to help those in need in those flooded states. >> today chris san check is live at san jose/maneta airport. >> reporter: this morning we're also going to talk with a volunteer from palo alto, who is headed over to oklahoma. mo or him in just a moment, but first a little more detail from houston, which of course was the region hardist hit. just this morning city officials said a flash flood and severe thunderstorm warnings remain in

effect for the nation's fourth largest city and the surrounding area. while the water is receding through the bayou system there, it's just not receding fast enough. at least four people were killed in houston alone. you had the greater toll. several other people are still missing, but search-and-rescue crews are still hoping for the best. our teams are out there. at the last known place, you havely when, you know people fall into the water, it's very difficult to know exactly where they went at that point. >> search and rescue crews are on the ground, and at this point, a rumsfeld cross volunteer out of palo alto will take off for the flood region in oklahoma. we're planning on speak with him before -- we could put or lives

>> it happened at the bay bridge toll plaza. stef has move. >> reporter: sam and laura, this is thanks to a bay bridge toll taker who spotted a girl who seemed distressed. take a look at pictures provided by the chp. this shows a male driver, 95 to 97 suv, maybe a placeser. you cannot see the girl in these pictures. it looked like she was kneeling at the center console screaming and struggling with the passengers in the right front seat, described as a woman 40 to 50, wearing a multicolored scarf. the chp is now seeking possible witnesses who may have spotted this suv. this was a dumble days ago, saturday night around 8:30 p.m. heading west into san francisco. the suv had no license plates, but did have a temporary prayeding permit in the lower

right area of the back window. investigators want to talk to the adults. it does remain unclear if any actual crime happened, but again this is reported because there were humans stillmaning the tolls here at the bay bridge. you may remember the golden gate bridge did away with this a couple years ago. so the question is the value these humans bring to the tolls. >> could prove life-saving. a san jose police officer accused of rape and domestic violence heading back to court later today. jeffrey graves did an about-face during his last court appearance. he told a judge he would fight charges that he raped a woman while on duty and roughed up his ex-girlfriend. he's still in jail and on leave from the police department

new details at 5:07 this morning on an emergency landing on a flight that took off from san jose. the pilot saw the heat sensor light come on mid flight, so the plane landed safely at l.a.x. they had found smoke in the cargo hold, not sure where it came from form after given the all clear, the plane took off for the original destination of san diego baseball in a sticky situation. the issue here is pitchers are illegally doctoring baseballs to get a better grip, but two pitchers have now been suspended this week after umps found sticky substances. dallas brayden from espn says most doctor baseballs. billy beane, mean wheel tells

well. as we see the mist in the air, we did have an incident reported inside the treasure island tunnel. as we tuned in, the chp reported that all lanes are clear, and now back to your maps, and we're talking about just the on ramp getting on interstate 80. that is an issue. there's a big rig that's kind of stuck at that turns. they should have that hopefully cleared in a couple minutes. here's the slow drive, that's it for the rest of the bay. the rest of the bay moving very clearly and smoothly, and the expected slowdown, and also highway 4. we're also talking about the area around the coal seeium this evening or this afternoon we have an a's game and this evening the warriors game. >> yeah, you remember this video, i know, mike this little girl running to touchdowns with the boys. her highlight reel made the rounds a couple years ago.

from a neighborhood in san francisco, a lot of people trying to get up and go. you know who is already on her way right now? this little lady. this league in utah features a very familiar face. you may remember this video of sam gordon running for long touchdowns. that looks like it's being fast-forwarded. she was even featured on morning talk shows. apparently the hosts were able to catch up with her. she's now 12, and part of the league. the first game was last weekend. well, a wild case heads to a new york courtroom. two lawyers for chimpanzees will argue they should have the same rights as people. the chimps are kept at stoniebrook university where they're used in study. the lawyers say the court should

numbers of people over a two-year period rob joins us with a look at our forecast. are we going to get back to normal temperaturewise? >> i think friday. another reason to look forward to friday. we'll see temperatures today starting to warm up a bit out towards the tri-valley, but this morning more misty skies. two places the usual suspects are finding fog. right there at east bay, right now the bay bridge has a mist filter on it right now, 55 degrees, low clouds, more drizzle very likely at times through the morning commute. san jose not so much in terms of the drizzle, but overcast skies. kind of a mild start, too. as we go through the day today, as has been the pattern, low clouds breaking up inland, and sunshine and the marine layer, which has been supersized, up to about 3,000 feet thick, beginning to get compressed by high pressure, but notice these

wind speeds are still strong onshore. it would be tough to warm up as the sea breeze increases again heading into the afternoon. climbing into the low 70s around san jose, starting to warm up a bit. 78 around los gatos, you see san francisco, not much change there. around the north bayh, out towards sanity rosa. low to mid 70s, near the tri-valley, warming into the weekend, here's the trend, notice close to san jose, 82 on saturday, more high cloud for no sunday. san francisco staying in the 60s. you can see the north bay hes near 83 on saturday for the tri-valley with a few showers possible north of the golden gate late on sunday. >> rob, look at this. look at they lights, from bakley

98 or hagen buerger. that's about three, almost four miles of jam. fruitvale, and chp says that's the only thing they have going on in the area, so that likely will start to break up, but i've been saying that for about 20 minutes, as you're traveling through that area. knolls foothill, international, those will get you on surface streets past that scene. it should start to clear, i see it turning from red to orange, but still that's sort of a panic sit waits if you're late getting into work. look at that, no problem. we're looking at san jose. there you go, back to you. talking about expectations instead of catching crooks, a security camera in ohio catching this. it's a tornado spinning out of control. you can see cars racing for safety, if you make it out

new this morning, 20,000 people from cologne are being forced to evacuate following discovery of a world war ii bomb. schools are closed, ambulances are evacuating residents of a nursing home. crews plan to deactivate a 24 had-pound bomb. even 70 years after world war ii, unexploded bombs are still found frequely disaster averted there. here a security camera ripping up a swath of a dayton suburb yesterday. the security camera was mounted at an outdoor shopping mall. you can see the tornado sweep across from left to right in your screen. cars and trucks were tossed around. some injuries were also reported. a witness saw cars in the air. there we go. there's the tornado. some of those cars still had

people inside of them when they were being tossed around. up do 30 vehicles were damaged. a dozen were completely destroyed. meantime there's a less than 1% chance of getting instruct by lightning, but that's exactly what happened. ryan cross was riding four-wheelers and dirt bikes when a storm suddenly came pounding through. his wife said a powerful bolt entered through his head and exited out his back. amazingly he's okay. >> frightening there, too. screaming and struggling, the chp is said it ah reasons to believe something bad happened inside this suv. they say you might be able to help them figure it out.

cups. >> as a result, laura and sam, the fbi is searching two office location in miami as part of a racketeering and bribery investigation involving a miami-based organization that governs soccer in north america. the department of justice has indicted 14 people already in connection with that probe, while halfway around the world swiss police acting on behalf of the u.s. raided this hotel in zurich and arrested seven executives with fifa. that's the body that governs world soccer. they are waiting extradition back to the u.s. to face charges of corruption, involving more than $100 million in bribes allegedly used to get media and sponsorship rights for tournaments. authorities have shut down several swiss bank accounts in connection with those bribes. in a second separate investigation, swiss authorities are launching a probe into how the world cups were awarded to russia and qatar.

just moments ago, the head of fifa, who has not been arrested, told the press it was his organization that alerted law enforcement to this alleged criminal activity. >> i said in the very beginning, you don't believe me, i know, but i'm going to say this for fifa is good. it's not good in terms of image, it is not good in terms of reputation, but in terms of cleaning up, in terms of everything what we did in the last four years, in terms of the -- process, this is good. >> fifa this morning says it ruled out any revote for the 2018 and 2022 world cups, again won by russia and qatar. and we'll of course continue to update this story across our digital platforms. you can download our free nbc bay area app, and connect with us online. what is going on?

that's what the hrp patrol is asking after seeing surveillance images of a girl apparently struggling with a woman in an suv. >> the incident was caught on camera over the weekend. "today in the bay's" stephanie chuang, and officers are hope to -- >> reporter: to be clear this is not an amber alert, no report of a crime linked to this, but something off enough to make a toll taker uneasy. that person told chp that there was a girl about 9 to 12 years old who looked distressed in this suv heading west into san francisco around 8:30 saturday night. the pictures do not show the girl, but they show a male driver in his 60s with a full beard in a tan or gray '95 to '97 suv, might be a chevrolet blazer stopping at the plaza. the toll taker said she was kneeling at the console screaming and struggling with

the right front passenger described as a woman between 40 to 50 years old who was wearing a multicolored scarf. the chp is seeking possible witnesses who may have seen the suv. the suv also had no license plates but a temporary operating permit in the lower right away, so again investigators want to talk to the adults to make sure the girl is okay. this is reported, because there are still people manning these tollbooths here, but this bridge and the sick other state-owned bridgeses in bay area may soon be head to do all-electronic tolling so this story highlighting the value or the need of a personal tough here on the bridges. live at the bay bridge toll plaza, stephanie chuang. hollow is out. no injuries were reported, still no word on how it started a south bay woman is accused of swindling hispanic families out of a quarter of a million dollars. she promised to wire money to families some mexico, but only to pocket it. there's 14 criminal counts. investigators say many of the victims work low-wage jobs, some working in the fields gave her their life savings. they say they also took money from people and promised she would invest it. 13 people lost tens of thousands of dollars. >> poor people working very hard in this country and she wanted to give the money away. >> gilroy police hope other victims will step forward regardless of fears they might have. tearing on the peninsula as families who live in the last remaining mobile home park

watched city council members decide their fate. the fight ended last night with a vote to allow the owner to sell it. that vote was unanimous. it allows the owners to evict the 400 people who are living in that park. >> it's not about the moneyic but have having a safe house. >> it's tough on both parties. it's not an easy decision. >> a lot of consideration on that issue. >> last night's vote opens the vote for a nonprofit to buy the land and allow the park to stay a mobile home park, but the owner is on roared as saying the land is not for sale for the first time anywhere, the drug companieses will have to pay for -- the u.s. supreme court refused to hear an appeal of the 2012 law that requires drug makers to pay the country about half a million to properly

slowly getting warmer. >> highs in the low 70s. yesterday only 69. we should be closer to 77 this time of year. some clouds near the sandy cruz mountains, but let's show you the east bay, emeryville, bay bridge out there somewhere. we do have the misty skies there looking from the east bay back to san francisco, 57 degrees, and lots of low clouds and the winds still strongly onshore, as we can see past lunchtime we'll get the winds 10 to 20 miles an hour. still fairly cool today low 70s

around the north bay, and highs in the mid 70s. 'wes head into the weekend friday now, upper 70s should climb into the 80s on saturday. trending cooler, as we take you into the north bay. notice 80 there on saturday, trivalley, but a chance of showers on sunday, kind of an interesting weekend. we'll start off fairly warm. high clouds coming in towards saturday evening. now there's a weather system that will try to bring in showers late on sunday. so stay tuned to the weekend forecast. it does look warmer for friday into saturday, but may see a few more spring showers come sunday. now to see what's happening with your morning commute here once again is mike.

texas is one giant step closer to allows handguns in college classrooms. just before mitt need they gave preliminary approval. the vote passed after republicans agreed to amend the bill to allow universities to at least partially opt out of the policy. final house approval is expected later today. the governor has until monday to sign the bill once approved by the senate. more e-mails from hillary clinton's private account will come out next month. >> this comes after the state of department released nearly 300 e-mails last friday "today in the bay's" tracie potts is live

with the latest on the controversy. good morning. >> good morning. it's a lot of stuff and it's going to take some time to come out. the latest plan is to do a big release june 30th and more every 60 days after that. a judge has to approve that. that judge requested a new schedule with a deadline for the benghazi e-mails and everything else by september 8th, or starting to come out by september 8th. the government wants it all out by next january. they're sticking to that deadline. again, this is going to be rolling out right in the middle of the election cycle. we're talking about 30,000 e-mails covering 55,000 pages. it's not just secretary of state clinton. the freedom of information act request does include her four years as secretary, but also her deputies. one more free -- no more

free education for out-of-towners, that's the case for many teenagers at one of the san francisco's most elite public art schools. it voted to no longer admit students that don't live within city limits. the board says it serves san francisco students first. the new policy goes into effect in the fall of 2016. students who don't live in the city, but already attend the school will be allowed to finish their ed indicates 5:44, a developing story, a scene of utter devastation after days of relentless rains. this morning sadly 19 people are did i. in wimberly, the blanco river joe flowed the banks sweeping home -- the rain is expected to continue for a few more days.

crews have carried out more than 500 high-water rescues after being rocked by tornadoes and flooding volunteers are taking off to help. >> "today in the bay's" kris sanchez is live at maneta international airport in san jose. >> reporter: we have six volunteers that are headed from the bay area to texas later on this morning, but right now we have karl matsky, from palo alto who is headed to oklahoma. what are you doing there? >> i'll be running the family rue unification and multiple delivery services. >> reporter: we hear a lot about the urgened on the ground rescues and what did the not, but this is the bulk of the work, helping the people who survived it. >> certainly in the early days, like in texas right now, a large part of it is rescuing people, where are the 12 people missing? where are the families that have

been separated. i'm going to the later phase, so i'm following up on the tornadoes that hit oklahoma, and now we're seeing some flooding there as well. so both have happened in oklahoma and texas. >> reporter: so you're dealing with the double tragedy of the folks who are already in the shelter because of the tornadoes, and now the folks who are -- >> it's an ongoing operation, so the red cross has a number of operation going on in the u.s., and those are two of them. >> you have a long history of working abo ining in business h skills must be necessary? >> absolutely. being nimble is part of every operation here, and that's silicon valley, and basic management is what i'm doing. >> what do you expect the biggest challenging to in your counterparts who are in texas? >> the biggest challenge is always working with the people, making sure we can get them back to the lifestyle they had

across north-central texas, but overnight, a line of severe thunderstorms moving right through houston once again, now moving into louisiana, rain rates of almost 2 inches per hour. at least that line appears to be moving on, but the threat of severe thunderstorms will continue with large hail, and obviously more localized flooding in parts of the country they really do not need to see any more rain. we would like more rain than the mist and drizzle we have outside. you see the low clouds around the bay area right now. san francisco disappearing into some of the misty skies. that's a view of your bay bridge commute as you get into francis. 55 degrees, and 57 right now in san jose, the low clouds a bit further away. you saw there mt. hamilton, the marine layer about 2500 feet, not quite as deep as yesterday, and for inland locations, we're going to see a slight warmup day, 10 to 20 miles per hour

coming in from the west, we'll warm up nicely through about 3:00, and cool down once again approaching the evening. you can see san jose, 73, yet's high was 69 degrees, relatively unchanged for the coast in san francisco, highs near 60, north bay low 70s. 34id 70s around the tri-valley, the trend turns warmer, getting close to the low 80s on saturday, increasing high clouds on sunday. san francisco mid 60s to start the weekend. numbers climbing friday and saturday, the warmers days of the week, the more clouds on sunday, tracking a few showers as we head into sunday afternoon. let's look over here, the south bay 101 jammed up. there's an earlier crash at mckee, but everything is moved over to the shoulders. tri-valley no price. those are not the big alerts

wax figure at madame tussaud. mark zuckerberg and marissa mayer were candidates, but it was woz who made the winning team. the markets were crushed tuesday. the dow was down better than 200 point on the strengthening dollar, a strong dollars makes our exports more expensive. selling american stuff is still important, but selling american stuff overseas is really important, more important than ever. the company's stock is down 13% on the year because of a strong dollar. tiffany's biggest customers now come from overseas, and a strong dollar means they can't afford as many blue boxes as they could before. tiffany's had expected a sales decline of 30% this last quarter, just now, the company said it wasn't as bad as they expected, but tiffany's is getting hit hard by a strong dollar. >> i would say.
