"today in the bay." >> it's 4:30. i'm sam brock. >> i'm laura garcia-cannon. lots to get to this morning. let's check the friday morning forecast. >> good morning. waking up once again to misty clouds. high temperatures making a run at the mid 70s in san jose. close to 80 today in livermore. we'll have more on a warmer start to your weekend forecast coming up in a few minutes. now for a few check of your friday commute, mike. >> over my shoulder we have some folks who are getting ready to start their weekend earlier than the rest of us. they work overnight shift. let's look at the san mateo bridge. coming toward us, you're blocked off from use that right lane. possibly the two right lanes at one point between the high rise and the hayward side as we're looking over toward the eastbound direction. the map will show you the arrow, we had slowing over the last few minutes that has gone from orange back to green the loose couple of seconds. we should have the crews just about clear. at least from the initial staples of the clearing. that will get more crews cleared over the next 90 minutes.

the rest of you bay. drama. crash in san jose. i'll tell you about that. back to you. chlktsz do you wa moderate quake rattled northern california overnight. 5.1 magnitude earthquake struck outside of redding just after midnight. so far, no reports of damage or injuries. the scary reality of earthquakes hit close to home here in the bay area. >> hollywood movie is trying to bring earthquake awareness back into the general conversation. san andreas made for the fault that crisscrosses california tells a story of a series of quakes so large they are all felt the way to new york. the film brings up the topic of being prepared for the big one. scientists say there are a lot of inaccuracies of the movie. once went so far to tweet the factual errors within the movie but you have to admit if it gets you thinkingn't preparing for the next big earthquake she says the movie has done a public service. rivers in texas are starting to fall below sflood stage but

another round of rain now on its way. the national weather service issued a flash flood watch for all of north texas through tomorrow morning. severe storms and flooding have killed 24 people in the southwest region. another 14 are still missing. the area could see another one to three inches of rain this weekend. amidst the devastation we've heard stories of survivor. rescuers reached one family in texas as their cabin filled with water. >> oh, no. >> quite frightening. sara perez said the water sounded like a freight train filling the first floor of their cabin in a maert of minutes. rescuers pulled her and her family into a boat through a second story window. she says it's hard to think about what would have happened if help hadn't come. >> i just thank god that he saved us, and that i have my daughter and my husband and my brother-in-law and sister-in-law. >> after the flood they took these photos showing their suv

and truck thrown into trees and homes like toys just in rushing water. >> amazing to survive. one of america's top brewers is canning water, not beer, to help out the flood victims. anheuser busch is expected to put together 50,000 cans of water for the american red cross. they expect it to reach oklahoma and texas within 48 hours. >> what a great effort there. while southwest has seen devastating flooding we're still mired in our own historic drought. and like it or not, stricter mandatory cutbacks begin next month in the south bay. last night hundreds of people packed san jose water company's meeting. customers are being asked to cut back their water usage an additional 30% from 2013. some people say the new cut backs are unfair especially for large families. others say they've already cut back as much as they can. >> the sets of additional water that i'm using is going to take me in different brackets of penalty. that is just very confusing. i don't -- i'm very frustrated.

>> san jose water company says if we don't act now restrictions could get worse. if the company's proposal force san jose is approved by the california public utilities commission, penalties would go into affect on june 15th. forecasters predict drought relief may be on its way to california this year. relief may be on the way. national weather service says the el nino season is strength thenning. historically they average five more inches a rain during moderate to strong el nino events. el nino may come with its own problems like flooding and triggering landslides if the lane fills up too quickly. 4:35. an accusations of sexual misconduct on the peninsula and there might be more young victims. san mateo sheriff's investigators arrested and dran pan after a 14-year-old girl reported that misconduct. she was a student at the think tank learning center in millbrae where pan was a resepgist.

detectives say that before that job he worked as a coach at the bay bad mitten center and the crystal springs upland school in hillsboro. one of the hostages held inside an east bay gas station is speaking out and shockingly calling his captor a gentleman. 35-year-old gutierrez went on a carjacking spree across contra costa county on tuesday. he was hold up in antioch for hours before releasing both hostages. the gas station owner 75-year-old bala says gutierrez was kind to him and even went so far as to wish him well. listen. >> i say, god bless you. i wish you a very comfortable life, and thank you. >> he says he did his best to keep the suspect calm and at one point offered to be a human shield. no one was hurt in that standoff. >> for a hostage taker he was a really nice hostage taker. 4:36.

california is on the verge of becoming the first state to officially legalize motorcycle lane splitting. lane splitting happens when bikers ride between the lanes of traffic. it's not illegal but yesterday the state assembly passed a bill that specifically allows it. one catch though, motorcyclists must stay under 50 miles per hour. law enforcement supports that new bill but the american motorcyclists association does not saying that it has too many restrictions. 4:37. doyle drive will stay open in san francisco this weekend after a closure fell through at the last minute. crews are preparing to open the northbound overpass be a spokesperson tells the journal there were some problems with the software linking the ventilation, fire, and communications for the tunnel. doyle drive was supposed to close last night and reopen monday morning. project managers have yet to announce a new closure date. we saw the golden gate bridge in that video. maybe we will be able to see it today once the fogs and clouds

are moving in. >> friday, friday forecast, rob. everyone is feeling good about that. >> we have warmer temperatures on the way for the weekend. but right now really can't see much of san francisco lost in the fog and the misty skies into san jose. low clouds above. but pretty good visibility around downtown. currently lly 55 degrees. we'll see the sea breeze pick up as we move into the afternoon 15 to 25 miles per hour. temperatures continue to climb a couple more degrees inland. see how the low clouds will start and foggy skies around the coast except down towards santa cruz. high temperatures running in the mid 70s and temperatures climbing up a little bit more as we get on into saturday. so temperatures around the bay area today, 75 around san jose. should get in close to 80 degrees around morgan hill, los galos. you see san francisco though still stuck in the low 60s for the north bay today. highs in the mid 70s. around the tri-valley numbers in the upper 70s to low 80s. very close to the high temperatures we saw around concord yesterday which is all of the way up to 80 degrees.

warming into the weekend. saturday will be the warmest day of the next view as we get into the north bay. notice on sunday still the slight chance of seeing a few showers. and then trending controller once again as the sea breeze picks up heading into monday. now to see if it's still friday light for your morning commute, let's check in with mike. >> it's 4:39 light. blah, blah, blah, saturday, and i perked up. thank you for that. looking at the south bay. we're looking at the lights coming toward us. that's northbound 280 at the 880/17 interchange. earlier crash cleared from the roadway. still have a construction crew on the connector. that will be in place for the next couple of minutes. we'll look at the map because it's poorly lit there. not a lot of activity marking in the middle of your screen. previous crash. on the saratoga off-ramp as you're getting off of northbound 2808. debris from earlier crash there. altamont we have a build westbound 580. tiny bit of slow for livermore and crash at 205 has cleared to the shoulder. north of the bay bridge we do have a crash for the east shore

on the harms of dessert. here's come broccoli fans. >> i like the broccoli. the unfudge sundae is not goingo be too fad for me. it's something we all do, charge our phones while sleeping. the cellphone caught a bed and pillow on fire while charging overnight. this happening in hamden, connecticut. kimberly johnson said the fire started in her 15-year-old son's bedroom. he had his phone plugged in and it was lying on the bed. they put the fire out before it caused any serious damage to the house. officials say that batteries need room to breathe. >> remember that you leave these types on a hard surface. so if the heat can dissipate. the batteries heat up, they can melt, they can in some cases explode and cause a fire. >> make you think twice because everybody essentially does this. as a reminder, officials say you should always unplug chargers that aren't in use because they consume electricity even when a device is not charging.

>> one of those vampire electricity suckers there. hackers might have your credit card number and reference number was officials say don't buy into it. the criminals who stole millions of consumers names and credit card info by hacking into computer systems at home depot, target and other retailers are now calling the victims pretending to be banks. they say they detected fraudulent activity on an account. if you do get that, give you a reference number and ask to confirm that three or four digit number on the back of your card. once the criminals get that number they can go online shopping sprees. never give out any info about your credit card over the phone even if the other person on the end of the line knows some details already. could be a trick. >> it could be. be careful. meantime, talking about the real thing. big cutbacks for a major banker this morning. >> for more on that and the rest of your news before the bell we turn to landon dowdy live at

cnbc world headquarters. happy friday. >> happy friday. we did it. stocks struggle again today. the markets posted moderate losses thursday amid worries about the timing of the fed's first interest rate hikes. we get data today on manufacturing, consumer sentiment, and another reading on first quarter gdp which is expected to the economy faired worse than previously thought during the first three months of the year due to bad weather the west coast strike and wheat consumer spending. the nasdaq down 8 to 5097. jpmorgan chase reportedly cutting off 5,000 jobs over the next year. though "wall street journal" reports the cuts are mostly from consumer banking as the company overhauls the branch to focus more on internet and mobile banking and less on human tellers. jpmorgan hasn't publicly disclosed the cuts but ceo jamie dimon told an investor conference this week the average chase branch would lose one employee.

feinstein and barbara boxer wants to know whether the pipeline company did not find and report that leak faster. they noticed the problem at 11:30 in the morning, confirmed the leak two hours later. took another 90 minutes to report the problem to the national response center. they also want to know why pipeline didn't haven automatic shutoff valve. pipeline officials say they did it as soon as they confirmed the spill. long stretch of the california coastline would reopen tomorrow morning after waves of tar balls have been washing ashore. this along miles of shore inloo stretching to redondo beach. they don't see any new tar balls in the water. it's unclear if the tar was in any way connected to last week's oil spill. want to check our early friday morning forecast. doesn't matter, rain or shine, it doesn't matter, it's friday. >> a little chilly but the weathering is go to encourage

you to head out to the pool or a coast in the inland areas like tri-valley or san jose. but right now it's misty skies and drizzle again in san francisco. oakland, 53 degrees. low clouds. but nothing too close to ground level. san jose, mostly cloudy. 55 degrees. the wind still staying onshore. but you're going see for places around the east bay, not bay, south bay, inland locations warming up even with the sea breeze which will be a little strong towards 5:00. winds 15 to 20 miles per hour. starting off the day once again with a low clouds and sunshine inland. sunshine if you want to find it out on the coast and enjoy some of that sunshine on the beach. you're going to want to head down highway 17 and see temperatures today climbing into the mid 70s. in fact, the warmest day of the next five will likely be tomorrow. as you start off the weekend. it's been since may 2nd that we've had an average day temperaturewise around the bay area and we're getting very close to it but not quite. 75 degrees today in san jose. we should see a high of closer to 77 for this time of year.

but notice los galos and morgan hill climbing to 80 today around the peninsula. 68 degrees closer to foster city. san francisco though we're going to slowly climb into the mid 60s towards the weekend. today looking at the highs in the mid 60s or lower 60s aubd the peninsula. you can see over toward santa rosa, 75. fremont, 73. and for the tri-valley, 80 degrees and plan san on the and close to 81 in livermore. the weekend is going to be interesting. we're still going to see temperatures climbing up for your saturday as high pressure strengthens to lunchtime. sunday though, weather system is coming onshore. weather models continue to steer it off to the north to bring us anything in the way of rain for sunday. however, it will re-enforce the low clouds once again and bring in a chance of a few showers across the north bay and bring some cooler temperatures as we head towards the beginning of next week. the weekend will start off warm. south of san jose we'll see numbers in the low 80s on saturday. cooling with more clouds into sunday. look at monday. highs in the low 70s. san francisco, mid 60s to start
