tech scientists in the movie to. strap to the ground. take cover under a sturdy table and hold on to it until the shaking stops. what's also real is the damage the next big quake san andreas can cause. not quite the level depicted in the movie. of course, the 1906 earthquake. if you're headed to the movie tonight and you want something more real, maybe some live demonstrations there's a big bay area event that's just perfect for you. we'll have more on that coming up in our next report in half an hour. >> steph, thank you very much. new video this morning of a high water rescue in dallas. this suv tried to maneuver through rising flood waters overnight. you can see the vehicle just starts floating away. rescuers were able to get driver to safety on a raft. the rivers in texas finally starting to fall below flood stage but another round of rain is on its way. the national weather service issued a flash flood watch for all of north texas through tomorrow morning.

severe storms and flooding have already killed at least two dozen people in the southwest region and another 14 are still missing. the area could see another one to three inches of rain this weekend. bits of devastation, we heard really incredible stories of survival. rescuers reached one family in texas as their cabin filled with water. >> oh no! >> quite frightening. sara perez said the water sounded like a freight train. rescuers pulled her family through a boat on -- into a boat but they were up near the second story window. she says it's hard for her to think about what would have happened if help hadn't come. >> i just thank god that he saved us and that i have my daughter and my husband and my brer in law and sister-in-law. >> after the flood they took these photos showing their suv and truck just thrown into trees. look at that. and homes like toys in rushing

water. >> looked like toys, nothing like a game. 30g 5 one of america's top brewers is canning water to help out the flood victims. anheuser busch is expected to put together 50,000 answer of water for the american red cross. they expect the water to reach oklahoma and texas within the next 48 hours. from too much water to not enough. it's time to cut back or pay up in the south bay. one of the south bay's largest water companies has proposed tougher water restrictions and fines for violators. >> a lot of people confused about the rules. "today in the bay's" kris sanchez is live with reaction from customers. kris, a lot of them are saying the new restrictions are not fair. >> reporter: they say they're not fair, sam. they say they're also confusing. that's for the folks who understand who were able to come to the meeting last night. this is what the board is proposing. they're proposing that residents cut an additional 30% of their water by june 15th or pay big

penalties. and these folks have already been cutting back their water use since 2013. there was a particularly vocal group of people among those hundreds of people, though. these are the folks who live in single family homes who say they will be more directly penalized by the rate hikes and the penalties and others who say that they have already done everything that they can. >> it isn't calculated fairly. >> the steps of additional water that i'm using is going to take me in. different brackets of penalty. that is just very confusing. i don't -- i don't -- i'm very frustrated. >> reporter: now, the san jose water company says that their proposal is if you use more than your amount, if you don't cut back by 30%, the penalties go into effect on june 15th. not a lot of time to make adjustments. that is, of course, if the water company's proposal is approved by the california water petition. there will be an appeals process

for people who have medical needs or who require additional water. and they could get special exemptions from those fines. the emphasis though seem to be largely about getting people to let those lawn goes brown and get rid of the landscaping. of course, this is a beautiful region. we like our landscaping. we like our grass. but the question now is people are -- are people going to conserve despite that? coming up in the next half hour we will tell you who the folks are who are most directly effected. in san jose, kris sanchez, "today in the bay." good news for you, kris. forecasters predict some drought relief may be on its way to california this year. national weather service says the el nino season is strengthening. historically california averages nearly five more inches of rain during moderate to strong el nino events. el nino may actually come with its own problems. flooding, triggering landslides if that rain falls too quickly. at this point i think we will take what we can get. >> we will scoop it all up. accusations of sexual misconduct on the peninsula and there might be more young

victims. san mateo county sheriff's investigators arrested adrian pan after a 14-year-old girl reported misconduct. he was a student at the think tank learning center in millbrae where pan was a receptionist. detectives say before that job he worked as a coach in south san francisco at the badminton center. thele journal science the formally retracted a well-known study on changing attitudes toward gay marriage. that move coming after an attorney for often of the coauthors admitted the study contained lies. the study reported that people's views on gay marriage can change when interviewed by gay surveyors. he said he still stands by the overall findings of the research. expected to make his own statement in response to the retraction later today. california is on the verge of becoming the first state to officially legalize motorcycle lane splitting. lane splitting happens when bikers ride between the lanes of traffic. it's not illegal but yesterday

this happened in hamden, connecticut. kimberly johnson said the fire started in her 15-year-old son's bedroom and that's the result of it. he had his phone plugged in and it was lying on the bed. they put the fire out before it could cause any serious damage to the home but this was a close call. officials say batteries need room to breathe. >> we leave those types of devices on a hard surface so the heat can dissipate. the batteries heat up, they could melt, they could in some cases explode and cause a fire. >> as reminder officials say you should always unplug chargers that are not in use because they consume electricity even when that device isn't charging. hackers might have your credit card number and they might even give you a reference number but officials say don't buy it. the criminals who stole millions of consumers' names and credit card info by hacking into computer systems at home depot, target, and other retailers, they're now calling the victims pretending to be banks. they say they've detected fraud

former rap mogul shug knight expected to be in court. his attorney claims a key witness refused to identify the death row records cofounder during a preliminary hearing last month. but prosecutors argue that the witness identified knight in an earlier interview with police. the 50-year-old is charged with running over two men, killing one of them in compton earlier in the year. from bully to buddy. two men have formed a friendship after an apology for something that happened more than 20 years ago. chad michael morrisette said he endured constant bullying in alaska. he moved away at age 15 and didn't think he would come back. but recently he had a facebook message from a former classmate apologizing for picking on him all those years ago. >> found him fairly quicklying looking and getting ready to type a message. i was like, i think i need to start getting nerve wracking

depipgs, how scientists say the movie is not accurate but there is something to be gained by it for everyone in the bay area. >> absolutely, sam and laura, because the chance of the next big one, hitting the bay area in the next 30 years is real. 72%. we are along the san andreas fault line here by the san andreas lake after which the fault line was named. now, let's start with an important lesson from the movie. experts say the right response in an earthquake is drop, cover, and hole on which you see cal tech scientists do in the movie. drop to the ground, take cover under a sturdy table, and hold on to it until the shaking stops. if you can't get under the table go to the inside corner of a building and cover your head. there are a lot of inaccuracies as you would expect in hollywood. memorable scene in the film is a tsunami wave crashing into the golden gate bridge and destroying san francisco. experts say that is a highly unbelievable scenario because the san andreas fault line is mostly on land so it cannot

generate a tsunami, much less one that would hit the city. and unlike the movie which has a 9.0 quake, the san andreas fault is capable of 8.3. still, the message is be prepared. there is a big bay area event promoting the preparedness in the grand lake theater in oakland where you have oakland fire and fema, mobile response vehicles up front and lots of information on land. live in san bruno, stephanie chuang, "today in the bay." >> don't be cared, just prepared. water cutbacks are causing some confusion in the south bay and specifically in san jose. the san jose water company wants people to cut back further. families say the process is not fair. >> "today in the bay's" kris sanchez is live in san jose this morning. kris, there was a meeting last night where many of those people actually got to speak their mind. a lot of people showed up. >> right. and i mean, they make that contention that it's not fair because in effect people the people the same way. you live in condo, you're not

that lawn go brown. in san jose, kris sanchez, "today in the bay." recognize those double decker buses? this just in. amazing video of good samaritans helping lift one of london's famous double deckers of a leg of a cyclist. it happened yesterday afternoon in london's east end. police there say the man was riding a unicycle when he was hit. you can see dozens of people trying to lift the bus off the man. they eventually turn the bus enough to pull him free. he was rushed to a hospital in the area and this morning he remains in serious condition. >> wow. a crowd of many there helping. it is 5:35. we're inching closer to super bowl 50 in santa clara and now we're learning where the teams will practice and sleep. one team will stay at the santa clara marriott while the other at the marriott in downtown san jose. san jose downtown association says all the hotels are already

booked through super bowl week. although the fan village and the logo will be in san francisco. executive director was happy to hear the teams will be staying in the south bay. >> it really makes sense when you think of having the teams down near the stadium, practice facilities near them. that wasn't going to be able to be accommodated in san francisco. >> the teams will also practice at stanford and san jose state. it's unknown which conference champion, of course, will be placed where. that announcement is expected closer to the start of this bay area wide super bowl. >> all right. from super bowl and team sports to warriors. still six days until the warriors and cavs kick off the nba championships but some teams are already winning. here's what we're talking about. oakland businesses, some merchants are jumping on the bandwagon with warriors themed items for fans that includes peed mobt avenue, special cocktails are on the menu including the for the win and the margaqurita.

the u.s. senate meets this weekend in a rare sunday session to decide whether to extend the patriot act which expires monday. that includes the government's controversial phone spying program. >> tracie potts is live in washington, d.c. this morning. the white house is pushing hard to keep this going. >> they are. the administration says there are some critical tools in the patriot act, aside from that bulk collection of phone records they need to track down terrorists. we heard it from spokesman josh earnest from the white house saying that the squabbling, as he put it going on here, is creating an unnecessary risk. we heard it from loretta lynch, the attorney general, warn that they could handicap national security if there is no resolution here.

said they will vote for prince ali. 5:43. the rivers in texas are finally starting to fall below flood stage but another round of rain is on its way. the national weather service has issued a flash flood watch for all of north texas through tomorrow morning. severe storms and flooding have killed at least 24 people in the southwest region. another 14 are missing. the area could see one to three inches of additional rain this weekend. amidst that devastation we heard some pretty incredible stories of survival. rescuers reached one family in texas as their cabin filled with water. >> oh, no! >> water just gushing in there. sara perez says the water sounded like a freight train filling the first floor of their cabin in just a mooter of minutes. rescuers pulled her and her family in a boat through the second story window. she said it's hard for her to think about what would have happened if help had not arrived on time. >> i just thank god that he

saved us and that i have my daughter and my husband and my brother-in-law and my sister-in-law. >> after the flood stay took these photos showing their suv and truck thrown into trees and homes as if they were toys in that rushing water. >> so frightening. one of america's top brewers is canning water, not beer, just to help the flood victims. anheuser busch is expected to put together 50,000 cans of water for the american red cross. they expect the water to reach oklahoma and texas within 48 hours. so great effort on their part. >> unbelievable effort. imagine how high the waters had to be to get to the second floor. >> i know. and quickly. >> it's not over yet, either. >> still seeing flooding concerns there again today. all that rain they've had, they've counted up about 2.6 trillion gallons of water in the last few weeks. amazing amounts of rain there. here, we have misty. the texas drought has done and still continues and we've got misty skies. can't see much of san francisco right now. 54 degrees, san jose. the low clouds are out there.

maybe not as close to ground level. 56 right now. mostly cloudy on our way to mostly sunny skies later on and now in the 50s. close to 50 there in napa. 54 degrees right around san francisco. so winds onshore this morning. that helped to bring in the low clouds watching for the morning hours. right around 9:00 and 10:00 we break out the sunshine inland staying with low clouds and misty skies out near the coast. today and tomorrow though, likely the warmest of the next three days. high pressure warms things up closer to 80 degrees today around morgan hill, mid 70s around san jose. low 60s closer to san francisco. for the north bay, highs in the mid 70s. 80 in pleasanton and livermore near 81 degrees for today. now, out at the as game later on this evening a cool evening as the low clouds try to spill back in. 7:05. should be close to 60 degrees. at at&t park, draibraves versus giants. upper 50s to mid 50s as the game goes on. misty conditions there towards the ninth inning.

airport. traffic is m gentlemaning up toward 98. chp has no incidents reported but overnight crew reported on the other side of the freeway around davis street. it may have been for the southbound side clausing the slowing. looks like a road crew clearing. it's been there for about seven minutes. back to you. one of the hostages held inside an east bay gas station is speaking out and shockingly he's calling his captor a gentleman. police say 35-year-old gutierrez went on a carjacking spree across contra costa county on tuesday. he was hold up inside a gas station in antioch for hours before releasing both hostages. the gas station owner, 75-year-old bala says gutierrez was kind to him and even went so far as to wish him well. listen. >> he stuck his hand out, yelling how he was old so you could barely hear him. the car was submerged up to the back of the driver's headrest so the driver was pretty much under

causing confusion. forecasters predict drought relief may be on its way this year. we want to welcome our new edition to "today in the bay," family meteorologist terry ham. we're going to see more of you. >> yes, good morning. it is great to be here. >> wonderful to have you. >> thank you. >> you are saying actually a second ago that this could be a very prosperous year rainwise for the bay area. >> yes, i'm bringing rain for the east coast. el nino is strengthening. what does that mean for us? in the pacific, water temperatures are getting warmer, near the equator. and historically for california that means we get an extra 2 1/2 more inches of rain during moderate to strong el nino events. sounds good but a lot of rain may come with its own problems like flooding triggering landslides and if it falls too quickly, it cause a lot of problems there. now, noaa predicts 80% chance of el nino continuing into the winner of 2015 and 2016.

this winter the strength, strong to strongest. what does that mean for us? we've had four strong el ninos, two are wetter, two were dryer. there was an average of 2 1/2 inches of extra rain in san francisco. during the strongest el ninos, incredible 47 inches of rain fell. you may web that wibt ef of '97 to '98, it was wild. so for us that could mean bay area mudslides and northern california could see some river flooding which, of course, could cause major concerns and heavy sierra snow. just to put in perspective. what it means from a strong el nino to the strongest, during an average year we have about 23 inches of rain during a strong el nino. we have 26 inches of rain if we get the strongest of strong el ninos. 42 inches of rain. and we've only once again had two of those. so for us if we're trying to put a dent in this drought, the stronger, the better. but of course we don't want it

michael and the court said, no, the baby sitter is going to stay. gookle io, annual developers conference start the second day in san francisco. wednesday we heard more about google's plans to update the google pay system that will help it catch up to apple. we heard youtube is going to start hosting virtual reality videos with 360-degree images. google entering a partnership with gopro which makes this guy, these are all gopro cameras. gopro does the shooting out of this virtual reality rig. google will codo the math necessary to then stitch those videos together and get them on youtube. so maybe some day coming to a helmet near you that giant ferris wheel of cameras. >> yeah. interesting. >> do we need of get the new 3-d glasses and, by new, the decades old? >> those are coming for less money than you would expect. google working on that. they call it project cardboard. it's that cheap. animated cardboard. >> fashion from cardboard.
