as people trapped by rising flood waters in the southwest. once again seeing a lot of low clouds this morning as you can see as we check out here san francisco. bay bridge is out there somewhere this morning. got misty skies right now. temperatures in the 50s. mid 70s in reach this afternoon and san jose, look at your forecast coming up. >> if you're expecting friday night, well, oakland not so much. look over my shoulder, steady stream of head lights crawling southbound. we'll talk about that coming up. a very good friday morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> i'm sam brock. it has been such a tough couple of weeks in texas where we begin right now with a developing situation. this is new video overnight showing just how bad the flooding is in dallas. that suv trying to maneuver through rising flood waters over night. you can see the vehicle ultimately just started floating away. rescuers were able to get the

driver to safety on a 679 a. here's latest numbers. severe storms have killed two dozen people. another 14 are still missing this morning. the area could see another one to three inches of rain this weekend. >> oh, no! >> eded a midst the devastation. video capturing the exact moment flood waters rushed in to sara perez' home. she says the water sounded like a freight train filling the first floor of their cabin. rescuers managed to pulled them into a boat through a second story window. she says it's hard for her to think about what would have happened if help hadn't arrived. >> i just thank god that he saved us and that i have my daughter and my husband and my brother-in-law and my sister-in-law. >> after the flood they took these photos showing their suv

and truck thrown into trees and homes like toys in rushing waters. the bay area desperately needs rain but even if we could take all the texas flood water put into our reservoirs would it even be enough to make a dent into our drought in we're going to have the answer in 30 minutes from now. >> certainly one area where it did help out, texas with its drought. while many here are doing what they can to save every drop of water proposed cutbacks in the south bay have many confused and upset over changes on the way. kris sanchez is live in san jose this morning. kris, some arguing the looming restrictions are not fair. good morning. >> reporter: they say that they're not fair. they say that they're also confusing. i put this up on a graphic to look at it together. we're looking at san jose water company's proposal to have users cut back 30%. 30% is based on what everybody used back in 2013. not an average per household. each home would get an allotment of 9-13 units per month.

you would pay $3.55 for an average -- per average for a unit. but if you go over that allotment, then you pay $3.56 for any unit you go up to that 2013 level. look at what you pay beyond that, it's $7.21 if you go above that 2013 level. so if you think that is confusing you are not alone. that was one of the main complaints among the hundreds of people at the water company's only public meeting on this matter. there were a lot of compaustome who say it was unfair because people who live in apartments and condos are exempt. >> it isn't calculated fairly. >> the steps of additiona water that i'm using is going to take me in different brackets of peppalities, that is very confusing. i don't -- i'm very frustrated. >> reporter: as san jose water z serves most of san jose, parts of coupe tin

of. it goes into effect june 15th if approved. the water company says there will be an appeals process for people with medical needs and requoo irmore water. the company says this is less about how people use the water that they have inside of their home, that this is really getting people to look out the window at their grown dwreen la land scaping and say that is where we are able to cut. for folks who say we have done everything we can, the water company says, go outside. kris sanchez, "today in the bay." >> thanks, kris. new this morning, a whole lot of shakeing along the pacific coast. magnitude 6.7 earthquake struck alal a's islands overnight. 35 miles deep in the ocean did not trigger any tsunami warnings. closer to home, a 5.1 magnitude earthquake struck outside of redding after midnight. so far, also no reports of damage or injuries. the danger from earthquakes is no laughing matter but it can be great material for a

blockbuster disaster movie. the latest case, "san andreas" opening today. >> stephanie chuang is live in san bruno though to separate fact from ikz if in this hollywood tale. >> that's right, laura and sam. we'll hear straight from the experts on this. we are here by the san andreas lake after which the fault line is named. if you take a look at the clips from the film, the fault line runs 800 miles through california and a big scene in the movie is a tsunami wave rolling in to, crashing into the golden gate bridge and destroying san francisco. now, earthquake expert dr. lucy jones watched the movie and points out the big inaccuracies. the san andreas cannot produce 9.0. at most, 8.3. that's just one among other things. >> they predicted the earthquake which we can't do. they created tsunami, which is not going to happen off the san francisco. the tsunami was too big. everything was exaggerated and over the top. >> as you would expect in

hollywood, right now seismologists say the most important take away other than being prepared is the reaction, drop, cover, and hold on, which you do see cal tech scientists do in the film. that's drop to the ground, take cover under the sturdy table and hold on to it until the shaking stops. if you want to watch the movie and do more to separate that fact from fiction, there's going to be presentation of sorts tonight at the grand lake theater in oakland put on oakland sffire and fema. stephanie chuang, "today in the bay." oh, no. >> some amazing video just in to our newsroom. good samaritans lifting one of london's famous double decker buses off the leg of a cyclist. this happened yesterday afternoon in london's east end. the man was riding a unicycle when he was hit. you can see dozens of people trying to lift the bus off the man. they eventually turned that bus

enough to pull him free. he was rushed to a hospital in the area and this morning he remains in serious condition. >> everybody pitching in. meantime, happening today. the brains behind the now infamous silk road website is going to learn his fate later today. russ faces at least 20 years in prison, possibly life, after a jury found him guilty of drug conspiracy and other things for running the site. $200 million using bitcoin which allows users to make purchases anonymously. federal authorities arrested him in san francisco back in 2013. 6:07. accusations of sexual misconduct on the peninsula and there might be more young victims. san mateo county sheriff investigators arrested adrian pan after a 14-year-old girl she was a student at the think tank learning center in millbrae where pan was a receptionist. detectives say before that job he worked as a coach at the bay

badminton center in san francisco and at the crystal springs upland school in hillsborough. a transgender woman plead guilty to trying to burn down the iconic "mrs. doubt fire" house. she will spend one year in jail after attempting to set fire to that homemade famous in the movie. 25-year-old woman is a disgruntled former patient of the plastic surgeon who lives in the house. she claims the doctor botched her procedures. 6:08. time to check that microclimate forecast. let's take a peek outside by the city by the bay. >> a little clearer out there in san jose, rob. i guess hopefully a pattern we're seeing throughout the bay area. >> clearing again happening fairly quickly out towards the tri-valley and santa clara valley. san francisco may be not so much. you're not going to see much of a warmup again around the coast or the san francisco. temperatures are 54 degrees in san francisco. and we got to some onshore winds this morning.

light winds, five to ten miles per hour which will increase again about 10 to 20 as we move into the average which will continue the pattern we've been seeing throughout the week with a bit of a change. inland temperatures start to climb up warmer. approaching the weekend. we got sunshine inland if you want to find sunshine on the coast, avoid pacifica or ocean beach. santa cruz, mid 70s. looks like it's thunderstorm free for a change out towards the sierra. good news for high country travel plans. san francisco, again, low to mid 60s. around san francisco tonight we got giants baseball. nbc bay area, see the game coming up at 7:00. numbers there in the upper 50s. cool with the low clouds sweeping on? . for the north bay today, highs in the mid 70s for santa rose is a. 80 today in pleasanton. that's where the warmer weather will be. at the ballpark, at the coliseum, yankees versus as. similar to what you will see around at&t park. almost at the same time, too. 7:05 start to this game.

up in bers in the mid 50s later this evening in oakland. as you head into the weekend, the warmup will peak on saturday even though we will have increasing high clouds which may limit some of the warming we're thinking a bit earlier. at least 70s to low 80s to start the weekend. north bay locations, a few shower on sunday. notice the temperatures cooling off next week. the ocean air conditioning turns on stronger. again, see cooling early next week. forecast shows at the bottom soft screen, middle part of next week, temperatures start to climb up once again. mike? >> we expect a friday lighter volume and easier drive for your commute at 6:10. especially at 6:10. look at oakland. horrible drive for folk tons nimitz. jammed from the top of the screen as we're looking here this is hyde street. the headlights heading south toward davis street. look at the map. worse stretch of the nimitz freeway. overnight road crews blocking two lanes supposed to pick up at 5:30. they may have picked up in the last few minutes judging by the speed sensors. that is a slow drive.

unexpected. eastbound 580 is clear if that's an option for you. crash at the bottom of the screen on the northbound side at marina over on the shoulder. the only other incident for the east bay is the bay bridge toll plaza. metering lights are on. backup. but the rest of your bay looks lighter because it is friday as we talked about. let's move from this shot of anywhere north of san mateo bridge to anywhere south of the dumbarton bridge where traffic flows nicely. northbound picks up a little volume for 101. not a big concern. 280 at 17, the middle of your screen, let's look live. that stretch was red on our speed sensors. we see traffic moving well though at the connector. the overnight road crews have cleared. a little bit late but they have cleared and traffic volume is light. that recovery should be quick for those speeds. >> good. nice news for friday. >> very welcome sight. thank you, mike. important recall involving night lights. what you need to know, next. >> plus, blink and you will miss it. cameras capture the moment lightning strikes a church steeple. some good job news for

welcome back. here's something to think about before you go to bed tonight even though you just woke up this morning. a recall involving night lights. these are the 12,000 nantucket mason jar night lights to look out for. plastic around the base of the bulb can melt and lead to burns. so far no one has been hurt if night lights were sold at stores between december and march. jpmorgan chase says this morning it's going to let 5,000 employees go in favor of automation. >> scott mcgrew, banking is right for disruption. >> it is, laura. you think about how much we already do online financially anyway with no human being on the other end. we pay bills. we transfer money.

we manage our retirement. all with no person on the other side. banks themselves have become automated. chase has those new atms. have you seen them? they're enormous. they can do almost everything a teller can or could because now the humans are slowly being replaced. robot or artificial intelligence taking over jobs has been a worry for a long time. robots building cars is common. automated phone systems replace resipgsists. our tv camera right here run by a robot. white collar jobs may be next. bankers, lawyer, medical professionals like radiologists, they're being replaced by computers that work faster and cheaper. this idea that we're going to be replaced by robots is so serious stan for the record commissioned 1 100-year study of how it's going to happen. think about that. 100 years. the professors who will complete this study have not been born yet. this m.i.t. professor has been studying what's happening now in china as chinese workers used to

be some of the world's least expensive world labor being replaced by robots. he's asking what happens when millions of chinese who got a taste of the middle class are laid off in favor of automation? npr launched a series of reports under planet money brand. good set of reports looking a t the future of work like what happens to food servers when you order food by tablet at your table. let me give you with a little bit of good news. college students graduating right now have a much better chance of getting a job than graduates have for years. if you average out the yearly jobless rate kids today are graduating at the lowest average unemployment rate in 40 years. the "wall street journal" calls them suma cum lucky. >> they've been stau difficulting science and technology. >> it's changing. >> average -- average pay for brand new college grad, $45,000 unless you're an engineer, 56k.

>> that's incentive right there. thank you very much, scott mcgrew. the coast guard is now helping evacuate a remote japanese island after a volcano erupted. you can see the mushroom cloud there. this happening last night southwest of tokyo. the japanese coast guard is helping since the only way to get off that island is by boat. so far no reports of any injuries but a few people are still unaccounted for. some flights are being diverted as a precaution. now to video described as shocking. don't blink or you might miss it. >> powerful lightning strike hit a church steeple. it happened earlier this week in maine. the electrical charge so powerful it even pixilated the cellphone recording it all. no surprise the church had a little bit of electrical damage. thankfully no one was hurt. but the church was still standing strong. >> it was. divine intervention, perhaps? could be. let's check your

70s to near 80. so here's the satellite view. a lot of this energy is going to move toward the north on sunday. this will have an impact on our weekend forecast to bring in extra high clouds and we could see a few showers in the north baby sunday afternoon. for today, you've got patchy low clouds to high clouds going on by there. temperatures in the 70s and only the warmest spots today, south of downtown san geez. we'll have a chance of getting close to 80 grease. 75 in san jose. lower 60s near san francisco. north bay temperatures in the 70s today. and then closing in on 80 for pleasanton. 70s around dublin. weekend forecast looks warmer to start. notice the 70s and 80s inland. san francisco stuck in the 60s as we get the weekend started. north bay at the top of the screen, cooling into sunday. leave in the chance of showers. overnight sunday and movp monda morning, more low clouds but very likely drizzle monday morning but the. seven-day forecast will show you on a roller coaster ride, cooler

to finish the weekend in monday and temperatures rebound toward the middle part of next week. >> you did one of these and the system moved. let's see what happened on traffic, look at that. the traffic is moving better. this is southbound 880. still jammed up at high street and closer to 6 6. the traffic will break up. friday drive means lighter flow around the bay. call your attention to southbound 880 in oakland and san leandro. late road work cleared at davis. chp quickly recovering because of the lighter volume. should be getting back up to speed the next 20 minutes. it's over on the shoulder. it is a problem for the two vehicles involved. no injuries. the south bay, see things 101 northbound. 280, more road crews clear from the roadway. we have slower sensors reporting but we don't have any slowing on the live cameras. that's better news here. rest of the south bay and silicon valley, you're at speed. happening right now, the vote that may change the face of

welcome back. it's 6:30 in the morning. looks like it could be another rough day on the market. as we go out live to the nrkyse and now over to the nasdaq as well. today is friday, the 29th of may. >> from nbc bay area, this is "today in the bay." >> good friday morning. thank you for joining us. i'm sam brock. >> i'm laura garcia-cannon. here are today's top stories. just moments ago the usgs says the earthquake alert issued for northern california early this morning, they claim it was all wrong. it was not a 5.1 earthquake centered just outside of redding. usgs tells us the associated press, it issued the report based off the 6.7 magnitude that did hit in alaska overnight. meantime, arkansas bracing for flash flooding later today while the dallas area still recovering from heavy overnight

rains. hundreds of cars are reported to have been trapped in those high waters. the silk road mastermind should learn his fate today. founder of the online bizarre expected to be sentenced and faces 20 years behind bars. what will happen with the patriot act? the u.s. senate meeting this weekend in a rare sunday session to decide whether to extend that legislation which would otherwise expire on monday. that includes the government's controversial phone spying program. "today in the bay's" tracie potts is joining us live from washington, d.c. this morning. tracie, the white house is pushing hard to keep this going. >> reporter: they are. the administration, sam, says that it could be a national security disaster if the patriot act expires and there's nothing to replace it. now, there is something to replace it. the usa freedom act that the house passed, it would keep the phone records with the phone companies, but keep some of the other tools that are used to track down terrorists effective.

however, not everyone in the senate likes that or is willing to vote for it, including majority leader mitch mcconnell. he's the one calling everyone back early on sunday to try to deal with this. we also heard from loretta lynch, the new attorney general. he says that this is a threat to national security because some of those tools like tracing burner phones, temporary cellphones, are essential to tracking terror suspects. they'll lose all of that, not just the bulk data collection. if the patriot act goes dark at the end of this weekend. so just hours before it's said to expire the senate is going to reconvene a day early. we'll see what happens. we'll see if they're able to work this out. tracie potts from washington, d.c. it is 6:32. it's time to check on microclimate forecast this morning as we look live outside at the bay bridge. at least you can make it out in that shot. >> things are starting to clear up here just in time for the start of your weekend.

let's get with rob mayeda with more. >> low clouds, mist, once again in san francisco. most of the mornings have been starting off the same this week. same pattern today but it will be trending a bit warmer for the valleys today. skies clear out. you can see, go through the afternoon we're going to see the temperatures climbing into the 70s to low 80s. a few high clouds passing by once again as we move into the afternoon. notice now towards the sierra for the most part looks thunderstorm free. pleasant change. on the coast still low clouds and some fog. temperatures around the bay area, low to mid 60s around san francisco. 75 closer to san jose. 76 in morgan hill. knot hill, low to mid 70s. warmest temperatures near the tri-valley. 70s in dublin and 80 in pleasanton and river more. we start the weekend, 82 around the south bay. turning cooler as we head into sunday. san francisco, temperatures in the mid 60s to start the weekend. for the north bay we will see a slight chance of a few showers

there on sunday as temperatures begin to cool on down. that's the best we can see in terms of rainfall around the bay area. overnight once again severe storms and more flooding around dallas into houston. you can see these areas which have had 20 to 30 inches of rain still getting slammed at this hour. we're going to see more of this weather on going. for more on this contrast between what we're seeing in texas and our own drought situation in california, let's check in now with kari hall. >> thank you, rob. incredible amounts of rain but let's put that in perspective. in the last month alone, more than 2 1/2 trillion, with a "t," gallons of water have filled texas reservoirs. that amount of rain equals enough water to serve us here in california for a year and a half. but still, that is only a quarter, a quarter of what we need to end this historic drought. this is so much bigger than all

welcome back. good friday morning. it's something a lot of people do, charge your cellphones while you're sleeping. but here's something to think about. investigators say a cellphone caught a bed and pillow on fire while it was charging overnight. it happened in hamden, connecticut. kimberly johnson said the fire started in her 15-year-old son's bedroom. he had his phone plugged in and on the bed. they put the fire out before it caused any serious damage to the home. officials say batteries need room to breathe. >> it is recommended that you leave these types of product on

a hard surface. so the heat can dissipate. the batteries heat up, they could melt, they could in some cases explode and cause a fire. >> as a reminder officials say you should unplug chargers when they're not in use because they use a electricity even when the device isn't charging. canadian musician says she was kicked off united airlines flight at sfo because of her crying son. sara blackwood was on a flight to vancouver when her 2-year-old through a screaming fit. she managed to calm him down but not before the outburst got her booted from the plane just before takeoff. this video is posted on her twitter page where she vented her frustration about the incident calling it discrimination. united airlines stands by its decision citing safety concerns. california is on the verge of becoming the first state to actually legalize motorize lynn splitting. when bikers ride went the lanes of traffic. it's not illegal but yesterday the state assembly passed a bill that specifically allows it.
