it's wednesday, june 3rd. coming up on "early today," new developments out of boston involving law enforcement and a man they feared might be preparing to launch an isis inspired attack. the fbi's secretive airborne surveillance program is anything but ordinary. a tourist nightmare in china continues as rescuer search for survivors of the capsized cruise sip. plus heart stopping scenes involving police and motorists as officers put their lives on the line. reportedly came at officers with a knife. at least one additional suspect has been arrested. authorities are trying to figure out whether others might have been connected. nbc's tracie potts live in washington. good morning. what is new in this investigation. >> they continue to investigate, the senior law enforcement officials confirmed to noob that the arrest made is in fact connected to the same terror investigation. authorities tell us this man could face federal terrorism charges as soon as disachlt he was arrested in the investigation of officer rahim, shot and killed after he came after him with this knife. it was all caught on the surveillance video. >> let you know the officers approached this individual without their firearms drawn. >> the option is retreating that's video we have available

as well as witness attacks. >> joint terrorist task force watching rahim 24/7. they were trying to question him fearing he had been radicalized through isis inspired media and was planning an attack on boston police within days. >> we seen a sudden attitude change in him recently. >> my parents told me to stay away from him. >> after the shooting authorities searched two homes in massachusetts and rhode island. rahim's brother claims the suspect was shot in the back while on the phone with his father saying i can't breathe. authorities deny that. in fact boston police say he was coming at them threatening them with that knife you saw there. that's why they say that shooting was justified. >> tracie potts in washington. thanks so much for that update. shedding light on the secretive surveillance program, involves ordinary looking planes with extraordinary capabilities including recording video and locking on your cell phone

video. nbc's stephanie gosk has the story. >> reporter: fbi investigations often rely on surveillance to either find criminals or catch them in the act. don't realize how many come from the sky. planes mounted with video cameras and often cell phone tracking devices called cell tower simulators. >> these are fake cell towers that send out a signal and force every phone within their range. >> the planes possibly more than 100, are registered using fake companies. the ap identified at least 13. the fbi flue above 30 cities in one state in one month. this plane with a camera underneath was used to conduct surveillance over baltimore this spring after riots broke out over freddie gray's desk. tracked the plane's route

circling the city. the fbi said they had been conducting surveillance from the air for years, that it is easier from the ground and that it is done legally. fake aviation companies done to protect pilots and secrecy of operations they say. civil liberties groups openly question whether current laws reflect new and potentially invasive technology. at a time when the public is openly debating what surveillance powers the government should have the fbi's program is creating even more concern. stephanie gosk, nbc news, new york. now to china and the frantic scene at that capsized cruise ship. it's been two days since the eastern star overturned in the yangtze river hit by hurricane force winds and torrential rain. most of the 456 people on board are still missing. on their loved ones, it's been agonizing. more than 3,000 rescue workers are on site. so far only 14 people have been rescued, including a 65-year-old woman found in an air pocket.

the officers suffered minor burns, but are okay. now to south carolina, a man is trapped inside another burning car. an officer arrives, quickly springs into action. he puts out the fire and pulls the man to safety. the guy was allegedly intoxicated and cannot remember how that fire started. the most powerful man in the world's most popular sport is abruptly stepping down. just days ago he was reelected to an unprecedented fifth term. now fifa president sepp blatter says he'll leave the office after a new election, that amid a whirlwind of alleged corruption investigations against several members of soccer's global governing body. blatter has not been charged, but a source familiar with the investigation confirmed to nbc news the fbi is looking into possible wrongdoing, specifically by blatter. yesterday the world reacted. >> it's wonderful news. it's good news for football, especially europe and all the other places. >> yes.

about time. >> he has spent a lot of money in football in third world countries and developing football and that is to be praised, and he's done it well. the trouble is, knowing mr. blatter we all rather doubt his motives. >> all right. so what's next? well the front page of the daily telegraph says rush and qatar world cups in doubt as blatter forced out quote, his absence could open the way for a thorough review of the controversial decision. breaking overnight a new international wanted person. issued red notices for fifa officials and former executives for charges including racketeering, conspiracy and corruption. also new video from the galapagos goes islands. it shows spectacular images of the wolf volcano spewing lava into the ocean. erupting last week for the first time in 33 years.

the northwest, on-shore flow. how does june look? june looks very, very warm. northeast all the way through the great lakes, above average on the west coast. that's no surprise to any of you there. sounds like every month is. although, may was a little below in some spots. then in june expecting wet weather to be in areas of the rockies, northern plains where it is today and also up and down the east coast where it is today. some drier than normal weather possible in the cascades coastal areas of the isolated and confined now to the desert region of arizona and california. maybe a few torpedos in arizona and colorado hopefully out in the open.

good news and bad news for obama care. 10 million people have actually enrolled and paid for their 2015 plans. that means nine out of ten adults now have health insurance. that's the same number of americans who use their seat belts. here is the bad news. the insured number would have been higher but 1.5 million lost coverage because they did not pay for their plans. new details on beau biden's funeral. president obama will deliver the eulogy at saturday's mass in delaware. the vice president's son died saturday after a battle with brain cancer. beau biden was 46 years old. near florida amtrak train collides with a car slicing the vehicle in half. 170 vehicle on the train.

the semifinals. scary scene at the french open. high winds caused a piece of the scoreboard to fall onto the stands. three fans suffered minor injuries. seattle mariners manager lloyd mcclendon went berserk on four umpires tuesday. after being ejected by the first umpire, mcclendon made sure every umpire heard his voice before he left the field, kicking his hat. you can consider this display rather calm. back in 2001 managing a different team mcclendon was ejected after a close call and then decided to take a souvenir with him, first base. nfl commissioner roger goodell confirmed he will hear tom brady's deflate-gate suspension appeal scheduled for june 23rd. golden state warriors all-star guard clay thompson is cleared to play in the opening game of the nba finals against the cavs on thursday. a zoo in akron, ohio, placed two toy balls in the jaguars exhibit to predict who will win the nba finals. it looks like the jaguar knows where her home is as she chose

now to entertainment news. clint eastwood plans to direct and produce an upcoming bio pic of captain chesley sully sullenberger. he was the the us airways pilot from the 2009 miracle on the hudson. multiple bird strikes caused both engines to fail on the plane. >> can't wait to see how they reenact the landing on the hudson. on sunday night while reporting on the fifa scandal, john oliver made this promise. >> budweiser, if you pull your support and help get rid of blatter, i will put my mouth where my mouth is and i will personally drink one of your disgusting items. i'm serious. it can be a bud light. i will even drink a bud light lime, despite the fact that all the lime in the world cannot disguise the fact that this takes like a puddle beneath a long john silver's dumpster.

leading the news, in the "bradenton herald," hudson science teacher suspended after jamming cell phone signals in school. the florida teacher was sick of students using cell phones in class and thought jammers were allowed. parents were upset because it could potentially interfere with others trying to call 911 during an emergency. on nbcnews.com, california water use fell 13.5% in april amid drought. they're making progress but it still falls short of the governor's mandatory 25% cuts. for cities and towns. one way homeowners are doing their part, they're tearing up grass in favor of artificial turf. in england two roller coaster cars collided in an amusement park yesterday leaving four people with serious leg injuries.

it took first responders several hours to rescue all 16 riders who were suspended 25 feet in the air. this ride reportedly has a history of technical problems since it opened in may of 2013. a new study with surprising results. minorities in retail get paid less and are promoted less. the naacp and demos conducted the study. here is what they found. black cashiers average $9.17, latinos $9.23. white cashiers make $10.06. when it comes to sales people black employees $11.54 latinos, $11.71, their white counter-parts $15.32. in switzerland, a french skier falls 15 feet into a crevasse while skiing in the swiss alps. this is crazy. it was caught on video from a camera attached to his helmet. after being trapped for 30 minutes, he was finally rescued by a guide. luckily the skier was not injured. >> very lucky. >> that is wild video.
