police are searching for the driver who they say was behind an earlier robbery, and not a block later this, driver, police say, hit someone walking near mission street, sending him to the san francisco general hospital with life-threatening injuries. san francisco police say it began around 10:30 last night when officers -- investigators believe was used in an earlier robbery. the driver sped off and then continued on. for two miles to the bay bridge, headed to the east bay, where police lost of vehicle near the 580 split around emeryville. both oak lend police and the chp are helping san francisco police, the lead agency, unfortunately they say no new develops, and no one arrested for it. live in san francisco this morning, stephanie chuang, "today in the bay."

hope turning to anger for over 400 families. the official death toll is just 26, but there are so many unaccounted for. 14 people have been rescued, including the ship's captain and chief engineer. the majority of the 456 people on board remain unaccounted for. many of the passengers are elderly tourists rescued and taken to jail. a chp helicopter had to rescue a reportedly drunk man who fell down a cliff on stinson beach yesterday. investigators say he hit his head and was trapped on the rocks. rescuers plucked him from the rocks, but in the helicopter crews say he became combative. shortly after he was taken into custody, the chp says he passed out and had to be taken to the hospital. new details this morning. san francisco supervisors failed

to impose a 45-day moratorium on luxury housing construction in the mission district. obviously one of the city's most diverse working-class neighborhoods, skyrocketing rents prompting that heated discussion. >> we are in crisis in our community. [ yelling ] hundreds showed up to urge supervisors to approve that moratorium which would have only allowed housing projects with all of those united states sold as affordable units. that moratorium gout seven votes. it needed nine. supporters are vowing to put the proposed moratorium on the november ballot a graphic case of school vandalism is being investigated as a hate crime. rabidals formed a swastika on the football field. administrators say the vandals use snap-together tiles that covered the field during a graduation event on friday.

degrees this afternoon, but right now, as you walk out the door, in san francisco it's 51 degrees. as you look forward cold valley, 55 degrees with the sunshine coming up. as we go into the rest of the day, the winds start to pick up. if you're headsing out at times up to about 25, maybe 30 miles an hour. getting a look at that forecast for the pirates versus the giants first pitch. 62 degrees, not too bad. maybe be the end of is the game you'll have your blanket on, the winds from the northwest in for the next three days, slight chance of rain, all because of the leftover system from what's now hurricane blanca down in the pacific. that could stream a bit of moisture our way, but right now

layer to bakley nothing. we don't have that strong onshore flow, more of a northwesterly wind today. right now, as we look across the bay, our temperatures are in the mid 50s, all clear in san francisco, isn't that such a gorgeous shot? as you walked out the door, now today aforecast bringses up into the -- and the south bay 71 degrees, microclimates right now, let's take you to the east bay right now in altamont creek, lafayette at 50 degrees, alameda at 56, but cool still in the north bay. grab a jackets. the 48 degrees, now out to the pacific. we are still tracking tropical storm andres, though it started out the week as a category 4 hurricane, now it's a tropical storm with wind speeds of 70 miles an hour, so this thing is kind of dies out and going to make a hard right turn as it continue toss do so.

now hurricane blanca has really gained our takings, because this storm tuns to strengthen and may make a direct land impact into the next couple days. it may move right into cabo. we are all watching this, a lot of us like to take a vacation there, so hopefully not a lot of damage. as we go into the next couple days, something will be watching, may even change our weather now heading into the end of the weekend. we are seeing the mixture of sun and clouds walnut creek today reaches 73 degrees in the tri-valley, 74 degrees, a lot going on this weekend, including the union street festival in san francisco. we may have a slight chance of rain, 65 degrees and more clouds moving in by sunday. taking it to the weekend with highs in the mid 70s. nice and comfortable in the mid

to upper 60s but may need a jacket. east bay a couple showers there and slight chance of rain, 70 degrees, and the tri-valley looks like it will stay dry with highs into the mid 80s. that's where you want to go if you want the warmer weather. elsewhere stays cooler than average. right now let's check in with mike tees how things are flowing. >> they're flowing well right now. happening over the last week or so, and we see now no major slowing yet, just a build coming in toward the tri-valley, and physicals southbound 880, that's the worst of the slows now you see slower speeds in general down towards whipple, but speeds around 50 miles an hour, which is great as you head past 92. we'll give you a look at the san mateo bridge, and you see the traffic starting to build, you

a bear cub returns to the wild today. rescuers saying the paws were so badly burned she was pulling herself along by the elbow. now the cub named cinder is fully healed. the wildlife officers plan to release her to a nature preserve along with a male cub she

interpol has issued a new most wanted, include six executives tied to the fifa corruption probe. all six face charges in the u.s. justice department -- and that follows the recent ig nails of the president blatter. the search for any other suspects who may have been involved in a possible terror atta attack. officers shot and killed usaama rahim on tuesday after they say he came after them with this knife. >> the officers approached this individual without their firearms drawn. >> the officers are retreating, and that's from the video we have available, as well as witness accounts. >> a joint terror task force had been watching rahim 24/7. they were trying to question him fearing he had been radicalized through isis-inspired social media and was planning an attack on boston police within days. >> we had soon a sudden attitude change. >> my parent told me to stay away from him. >> authorities searched two homes in massachusetts and rhode island. rahim's brother claims the suspect was shot in the back while on the phone with his father saying i can't breathe.

authorities die nigh that. boston police say he was threatening them with that knife and that is why they believe the shooting was justified. >> tracie potts live in washington. with the sweep of a pen, the president reformed the government's controversial surveillance program. he signed the usa freedom act into law yesterday. you'll recall that congress had just a devil of a time, and it took quite a while to pass earlier this week. the bill updates a portion of the patriot act that changes the way phone records are collected. the phone company will keep those records. the government can go to the phone company and ask for the records security or invasion of privacy? the fbi confirming it is running what amounts to a secret air force, flying missions over many american city toss report surveillance video and cell phone conversations of suspects often without a warrants. they've been using the secret fleet of planes for years, and

shows what the cloud and rain could look like. of course it staying dry today, though we will see clouds mixing in, especially this evening, but what's happening here? we are at 5:00 tomorrow morning. there's some green showing up. that shows there could be a couple sprinkles tomorrow morning, so a change in the weather pattern, heading over toward the sierra, also some rain happening there. the higher elevations may see a bit of some snow, especially for the very tip top of the highest elevations and mountains there, and then a bit of some rain here, as we look across parts of the bay area, maybe creeping into our area for the weekend with the remnants of a tropical system moving mainly across southern california, back to day, mostly sunny skies. the temperature will be at 62 degree at first pitch, and breezy and cool day.

well, new details this morning on the victim of a deadly lion attack in south africa. the cast and crew of "game of thrones" no doubt mourning. the victim is 29 years old catherine chapel, she is from new york, she was living in vancouver, worked as a visual editor on the "game of thrones" she was in south africa to raise money for animal preservation. the cat attacked her as a refuge as she shot photos from her car. she did so with her window rolled down, which was definitely against the rules. it is 6:40, a memorial service today for six marines

killed while trying to help victims of the nepal earthquake. the marines were in a helicopter that crashed in a remote hillside last month. they were on a humanitarian aid mission after the two powerful earthquakes in nepal. today's memorial service will be held at camp pendleton. the cause of the crash is still under investigation dramatic new video out of the south carolina. a man reportedly drunk crashes his car, trapped in there as it catches fire, a police officers wasted no time running to help. >> i was thinking in my mind, please don't be dead. i reached in there, grabbed ahold of his arm. pretty quickly he came to, i was able to pull him out and we ran from the vehicle. >> the man inside the car was treat fold smoke inhalation and released. it's not clear why the car caught fire in the first place dangerous and on the run,

away from police in san francisco. the hit-and-run crash happened not too far from city hall. "today in the bay's" stephanie chuang is live in san francisco. we understand this victim is in pretty bad shape. >> reporter: that's right, scott, the case of wrong play/wrong time. he was walking around the neighborhood around 10:30 when she was suddenly blindsided by a speeding car, tryi ining to gety from police. san francisco police say officers in a marked car spotted a blue bmw four-door sedan he suspected was used in an earlier robbery. he hit the pedestrian, and the driver continued on headed to the east bay where police lost it near the 580 split. they are helping the lead agency, which is san francisco

san francisco also looking clear, with a few very low clouds. you can tell the marine layer is very thin this morning. that helped to clear out the skies this morning, as we get a look from tiberon to the city, it is beautiful. most of those temperatures in the upper 40s to lower 50s. elsewhere across the bay, 55 degrees for the east bay and the south bay now at 53. so as the skies clear, the winds will be picking up. i'm going to take you into the lunchtime hour. this will what it will feel like aacross the south bay. 69 degrees the tri-valley, warming up to 75 degrees from the tri-valley, north bay, 79 degrees, mostly sunny skies. also for the peninsula at 6 degrees. if you now the seven-day photographs, our temperatures

don't change that much, what we are hoping will change are the dry conditions. it feels pretty breezy out there. the winds gets even stronger. look at how strong those winds get towards the afternoon into the evening. we may have sustained winds at 30 miles an hour, and some of those customers a by higher, especially for the coastal areas. this is what the satellite and radar look like. we start to see a few more clouds rots in later tonight, but what is this stuff? some green here popping up. that shows the possibility of some light sprinkles early tomorrow morning, then just rolls out of here. and we'll have a higher chance of rain in the forecast for the weekend, but it may be enough to bring rain to the sierra. the microclimate forecast for

today brings it up to 79 degrees. 71 for san jose, and the marina today, 62 if you're head ing he to the giants game, first pitch at 12:45, skinned of cool there, especially when the winds kick up. you may see that ball head straight out to left field, and keep a blanket to stay nice and warm. pleasanton with some of the warmers temperatures will be towards the end of the week and a bit of rain in the weekend forecast. i'm trying to keep hope alive that we could see at least a couple showers across the bay ar area. that continues to weaken, but may be impacting cabo, so check in with your -- now, let's send it over, and -- >> i've been checking it out, reports of a crash westbound,

your commute direction, you'll see this moving picture s. westbound somewhere around the high rise, or on the approach, blocking one say. that's the only detail i have from them right now, and we see this traffic jammed up. we're talking about west 92, very slow from the hayward side, peninsula still light, so is the bay bridge, so that's looking pretty good. southbound 880s now we're going to move the map and we'll show you the rest of the commute moving very nicely, around the embarcadero, reports of the crash there, i don't see any slowing, and haven't for the last five minutes, but we'll track that. and overall we have a lighter volume of traffic other than the san matt use bridge, no real concerns. the bay bridge toll plaza metering lights are on. just a little slowing, typical for southbound 101 from the
