the moment of the i take. a bomber blew himself up just outside the building. several other militants stormed the gates and engaged in a fire fight with afghany forces. tended with all seven gunmen killed, but civilians were also hurt. back at home, a stalemate continuing in downtown san jose where police are trying to persuade a man from coming down from a construction crane. >> several major downtown streeted are cordoned off and people are wondering what this is going to do to their commute. >> reporter: they are still trying to figure out the situation here at the scene. the man remains inside the cabin of the crane behind me. about 90 feet above the ground. he's been up there for eight hours or so. police are closing off this portion of sixth street. it's just one block.

police have been communicating with the man, but unable to coerce him down. the superintendent for the job site has been to the scene and told his 100 or so workers here to stay home. police say the man who was in the cabin right now was walking at one point on the arm of the crane. so no work will be done today. just across the street from city hall. at this point, police say they are not going to climb the crane to get him out. >> we have been communication throughout the night and morning with him. he's refusing to come down. there may be on an influence of something because of his action and his behavior and we're waiting him out. >> reporter: police, fire and paramedics are all on the scene. they are shining a spotlight to keep an eye on the man. he's been up there for just over

eight hours. police are going to wait him out. >> thank you. the supreme court is poised to announce another critical decision in same-sex marriage. >> the court has to decide whether the bans are or are not constitutional. bob redell is live with a preview. this ruling could reopen the door for prop 8. >> reporter: the u.s. supreme court work were to rule against gay marriage, then yes, those against same-sex marriage could try to bring back prop 8, which if you recall is a california ban on same-sex marriage that vot voters approved back in '08 before it was knocked down in 2013. what the supreme court is considering now is the legality of marriage bans in four states. kentucky, michigan, ohio and tennessee. it's possible that the justices could rule those bans unconstitutional effectively

forbidding any state from banning same-sex marriage and making gay marriage legal throughout the land. or the supreme court could lead this issue up to the individual states to decide. and as i mentioned, possibly reopen the fight for prop 8 here in california. as it stands, 36 states including the golden state allow same-sex marriage. this ruling is expected between now and the end of the month. the high court also expects it to rule on obamacare, specifically on whether or not the federal government can provide subsidies for medical insurance in 34 states. a ruling against that would have a profound or could have a profound impact on the affordable care act. reporting live, bob redell, today in the bay. >> thank you very much, bob. a pair of bills giving terminally ill patients more shot for long-term cures. the so-called right to try

legislation would give patients the opportunity to try experimental drugs or products or devices not yet approved by the fda. so far the bills have sailed through their chambers and will likely be combined into one bill. police in fremont want you to be on the lookout this morning after two women reported seeing flashers last week. a woman told police that a man exposed himself to her in the parking lot of the gateway plaza shopping center. two days earlier another woman reported a flasher. police searched the areas after both reports but made no arrests. they say the incidents are not likely relate d. this morning investigators are trying to figure out what the cause is behind a home that burned to the ground. a fire that tore through the home in east san jose yesterday evening. firefighters with your on a medical call when they saw the flames exploding. winds carried the embers into

the yard. no other homes were burned. . several propane tanks exploded at the home. neighbors recall sounding like bombs going off. >> there were explosives after the fire. so it was a little scary to say the least. >> neighbors also say the homeowner hasn't actually lived in the house for two years because he's out of state caring for his elderly mother. it appears squatters have been living in the house for months. the weekend reported sightings of fugitives may have been unverified but the viewings are giving officials insight into how they might be getting around. a woman reported matching the descriptions of the suspects walking along railroad tracks in friendship, new york. hundreds of officers searched the area, but turned up nothing. senator chuck schumer says

possible sightings of the two suggest that the fugitives are not traveling solely on foot. funerals will be held this week for the nine people killed inside a church in south carolina. this was an emotional weekend in charleston. across the country for that matter. bells rang for nine minutes. the church reopened for the first time since the massacre. hundreds more surround ed the building. >> it has been tough. it's been rough. some of us have been down right angry. but through it all god has sustained us. >> 21-year-old dylann roof faces nine murder charges. authorities have found more troubling pieces of his past. we'll have the latest at 5:45. a group walked to lake merit to stand with charleston in the wake of the mass shooting and to

call for support for the african-american community. this was an event dubbed charleston action oakland white silence is violence. they denounced racism and white su prep si. one of the organizers said it's important to generate a wide net of support. >> the intention is to gather white folks to speak up and break the silence around a lot of the violence, the racially motivated violence that's been happening across the country. >> there's a group of people who are in support of better things. >> half way around the lake the group stopped and read the names of those shot and killed in south carolina. they also held a moment of silence. then they continued walking and talking about solutions to racism. the event lasted about two hours and was peaceful. some local poll toitics now. the city council invites the

mayor to hold a community meeting to discuss vision sozer san jose. the goal is to eliminate all traffic deaths and make the city more pedestrian friendly. that plan includes lighting and sidewalk improvements and safety features on expressways. the meeting starts at 6:00 and will be held at the library and community center. meteorologist joins with us the forecast. >> so comfortable during the afternoon after the morning low clouds move out. then we get sunshine for the rest of the day. it's now 56 degrees in san francisco and the peninsula. let me take you to the east bay. 55 degrees in dublin. and it's 57 degrees in alameda. and then it just gradually warms up into the afternoon. this is where we're headed after once again the low clouds. we see the south bay making it

up to 71 degrees. this is lunchtime. and the east bay, 63 degrees, 76 degrees and the highs today reaching into the 70s for most of the bay area. a couple spots will be warming up like the trivalley reaching 84 degrees today and san francisco's high will be 62 degrees. i'll have a look at the rest of the forecast, which will not be this comfortable, more coming up in a few minutes. >> that was friendly, but that was a warning. coming on strong over the last few minutes. slowing westbound and eastbound. we have an overnight crew moving from the area. we'll check it. chp has not said if there are lanes blocked. no real surprises over here at the dublin interchange. moving from the trivalley north, i want to talk about the incident blocking the fast lane of westbound 37 just around

attention. >> left in the dark again, we feel your pain, scott mcgrew. ibm is rolling out software to prepare for natural disasters. they will unveil their operations center for emergency management today. the software connects with weather data to predict and plan for weather events. software can also simulate how a storm would affect the infrastructure giving a better idea of where to send emergency crews. >> there's a human touch as well. wildfires continue to rage in southern california as crews are struggling just to get a handle on that blaze. fires already scorched 25 square miles and officials say high temperatures and winds are going to push east towards residents. no evacuations are in place and no homes have burned. that fire is just 19% contained. kal fire says 2015 is

setting up to be the worst fire year on record. so far this year, they have responded to 1100 fires. usually at this time of year the number is around 650. firefighters say the moisture content in vegetation is very low and a that increases the moeshl pr for serious fires. it's alarming but not surprising given the lack of prescription. >> we are in trouble. we haven't even seen that much rain. and unfortunately as i look farther down the line at the forecast, not seeing a lot of rain this week. so it starts to heat up too so that it's going to add more fuel to the fire, so to speak. as we take a look at the seven-day forecast at the bottom of the screen, we do see the temperature trend going up especially toward wednesday and thursday, but right now it's still nice and cool. and the weather today will be b

absolutely gorgeous. so another day to enjoy it if you didn't get to take dad out yesterday, maybe you'll have a chance today. 62 degrees. as we see the sunrise today, it's now 85 degrees or will be 85 degrees this afternoon getting a look at what's happening now in oakland. you can see traffic is flowing nicely. update us on that in a little bit. a little fog across the bay and there's some low clouds and thicker towards the coast. overall this ability is is not too bad outside. the winds coming in from the northwest will get a nice on shore flow this afternoon. it starts to kick up for the coastal areas. but as far as the overall wind speeds at 15, maybe 20 miles per hour later o on this afternoon and will cool things down this evening. and as e we start out the day taking you hour by hour, we see the sunshine breaking out by noon. . 71 degrees, 73 degrees by 6:00. as you head home, let the w

side move smoothly. let's look at the drive past the university off ramp. still we'll have that jam today. >> several roads, bridges, highways in southern oklahoma are washed completely away by flood water there is. officials say a manmade levy crumbled when the river overflowed. you can see from the pictures muddy water poured into the town there. we haven't been told whether anyone was hurt, but we can tell you that the army corps of engineers are working to fix the levy right now. they will be working around the clock. >> that's a lot of water to deal with. there was a a disturbance in the force for a young "star w s wars" actor.

good morning, 5:24, a look at this picture. wouldn't this be a good place to start the day. it's coyote point. we see folks headed over the bridge. we'll see how it's flowing this morning. the force was not with him, the actor who played a young darth vader in "star wars" was arrested following a wild car chase. deputies in south carolina arrested jake lloyd after he failed to stop for officers on a highway leading them on a chase that stopped speeds of 100 miles per hour for several miles. he drove off the road where his car struck several trees. california inmates are dying of drug overdoses at nearly triple the national rate according to a new report. the study shows that more than 150 inmates have died of drug overdoses since 2006. so to deal with the problem, the department is spending $8 million this year on drug

detecting scanners and a new breed of drug sniffing dogs. officers will strip search visitors suspected of carrying drugs. a new study suggesting the hpv vaccine may be linked to a dramatic decline in precancerous cervical lesions in young women. the data is showing a significant drop in the lesions in the first few years after that vaccine was introduced. . now researchers also say the decline might reflect a change in screen canning recommendations during the same period. because screen rgs no longer recommended for women under 21 it makes sense that there were fewer reports of lesions. hundreds of snake hunters smithering into pennsylvania. the rattlesnake roundup drawing the most daring snake catchers hoping to snag the largest in the region. we want nothing to do with those suckers here in california. organizers say the snakes are

>> good morning, thank you for joining us, i'm chris sanchez. >> we begin with breaking news. that shakeup explosion captured on local live tv. it shows a massive taliban attack on the afghany parliament. militants detonated bombs and fired rockets wounding 31 civilians and startling lawmakers gathering for a vote. militants tried to swarm inside but afghan security forces managed to fend them off. it ended just hours ago with all seven gunmen killed. happening now, some downtown streets remain closed because of a police standoff at a construction site. >> one that's going. on for hours now at this point.

a man is on a crane? >> reporter: 90 feet we're told, no movement, the man remains inside the cabin of this big crane behind me in downtown san jose. he's been up there for about nine hours and he refuses to come down. the ordeal forced police to close off a portion of 6th street between santa clara and saint johns street. they have been unable to talk him down. the superintendent here has been to the scene and told his 100 or so workers to stay home today. no work will be done today on this parking structure under construction just across the street from city hall. for the foreseeable future, police say they are just going to wait him out. >> we don't have the ability to extract him out. it's too dangerous for our officers and for the subject

assisted suicide for terminally ill patients. parents and legal experts will be talking about bill 277. that's a bill that would tighten the rules of vaccinations in california. community leaders are going to hold a news conference at city hall. the bill would remove the so-called personal belief exemption meaning parents could only waive vaccinations for medical reasons. it would protect kids and the public. but some parents say the bill is taking the way the right to choose how they care for their kids. a follow-up now, investigators are asking for the public's help catching the pesh who shot and killed another driver on highway 4 in pittsburgh. witnesses say someone in an unknown vehicle fired shots at another car saturday afternoon. the driver of the second car was struck and veered into the center divide. that driver later died at the

a a crash blocking your fast lane. they have it on the report the slowing westbound is your commute kick iing in as well. there may be a slight distraction. pretty standard flow for westbound 37. the zoom out shows you nothing going on by the water for oakland. it's coming out of the try valley west. same thing for the south bay. but a 6 between st. john as damion said is blocked because of the police activity. we'll track that, back to you. >> thank you very much, mike. in san francisco, it was time to settle the score for mayor ed lee. you'll remember last year he and kansas city mayor james waged a bet over the outcome of the 2014 world series. yesterday james paid up for the kansas city royals loss to the giants. on the line was a day of community service and also food. he brought some kansas city barbecue to mayor ed lee.

escaped from a new york prison is intensifying this morning. police are now zerowing in on a the search for two men who escaped from a new york prison still intensifying this morning. police sooe oeing in on a new area of the state. they are in the small town of owls head. that's where sources say that the two suspects may have broken into a cabin near the wolf pond campgrounds. a person there reportedly saw someone fleeing the scene early this morning. more than 300 police officers are combing that area right now. this marks day 16 in the search for those two fugitives. an outpouring of emotion and support in charleston following last week's deadly shooting at that south carolina church. authorities try to put the pieces together as to how this all happened. >> today in the bay tracie potts is live with the call to action by survivors and the community there, good morning.

banned back in 1972. now a new study shows exposure could be a contributing factor in the development of breast cancer. researchers found women whose mother who is had higher level in their blood while pregnant were four full-times more likely to develop breast cancer as adults. a new study suggests that the hpv vaccine may be linked to decline in cervical lesions in young women. the data is showing a significant drop in the lesions in the first few years after that vaccine was introduced. . now researchers also say the decline might reflect a change in screen canning recommendations during the same period. because screenings are no longer recommended for women under 21 it makes sense that there were fewer reports of lesions. a popular app has been blacklisted in north korea. instagram users are getting a a

in the national forest. high temperatures and winds will push the smoke east. so far no e evacuations are in place and no homes have burned. the fire is just 19% contained. cal fire says 2015 is shaping up to be the worst fire year on record. so far this year cal fire has responded to 1100 fires. usually this time of year that figure is under 650, so almost twice as much. firefighters say the moisture content in vegetation is very low increasing the potential for more serious fires. we don't like super hot temperatures. that increases the fire danger. so today a little cooler and that's good news. kari hall is tracking that. >> it doesn't stay that way all week long, but as we take a look at this beautiful shot from mount hamilton, we can see the very thin layer of clouds. after that clears out, we'll have sunshine throughout the rest of the day. but let me take you to walnut
