microclimate forecast. good morning, thank you for joining us on this monday. i'm chris sanchez. >> we have breaking news to get to. taliban till mil tants detonating bombs on the afghan parliament overnight. that attack wounded dozens and startled lawmakers who just gathered for a vote. >> no doubt they are trying to figure out what's going on. live tv coverage shows that lawmakers in parliament were reacting at the moment of the attack. security officials say a bomber blew himself up just outside of that parliament building. several other militants stormed the gates skpen gauged in fire fight. that attack ended just hours ago with all seven gunmen killed and 31 civilians injured.

100 workers are being told to stay home from work because of a man who is holed up in at cab of a construction crane. this is all happening right near san jose city hall. we are live in san jose. police are taking an approach to this ongoing situation that's a wait and see. . >> reporter: that's what it is at this point. in fact, they have already cleared 6th street behind me. it was closed for most of the night. the man is still up in the cabin of the crane 90 feet above the ground. he's refusing to come down. he's been up there for nine hours now. the crane is not over the street, but as a precaution overnight, police did close a portion of 6th street between santa clara and st. johns street. the superintendent for the job site here has been on the scene and told his 100 workers to stay home today. no work on this parking structure under construction

just across the street from san jose city hall. police say at one point the man was walking on the arm of the crane. at this point police say they are not going to take any chances. they are going to be patient here at the scene. >> he's refusing to come down. he may be under the influence of something because of his action and his behavior. we're at this point waiting him out. >> police, fire and paramedics were here at the scene standing by. they were shining a spotlight on the cabin to keep an eye on the man, but again, now since we have hit daybreak the fire department has gone. just a couple patrol cars behind me keeping an eye on the situation of the man who refuses to come down from the crane.

sglncht the u.s. supreme court poised to anuance another decision on same-sex marriage. this time the court must decide whether same-sex marriage bans are or are not constitutional. bob redell is joining us live with a preview. this ruling could reopen the door for prop 8. >> reporter: you're correct, sam. if the supreme court were to rule against same-sex marriage, that ruling expected as early as this morning. then those against gay marriage could try to bring back prop 8, which if you recall, that's the california ban on same-sex marriage that voters approved in 2008 before it was knocked down by the supreme court in 2013. what the supreme court is considering now is the legality of marriage bans in kentucky, michigan, ohio and. tennessee. it's possible that the justices could rule those bans unconstitutional effectively forbidding any state from making

marriage between a man and a man legal throughout the land. or the supreme court could lee this issue up to the individual states to decide. and as i mentioned, possibly reopening the decision for prop 8. as it stands, 36 states allow same-sex marriage. the high court also expected to rule on another issue we're talking about obamacare. specifically on whether or not the federal government can provide subsidies for medical insurance in 34 states. a ruling against that could have a profound impact on the affordable care act. reporting live here in san francisco, bob redell, today in the bay. police in fremont want to be on the lookout after women reported seeing two flashers last week. a woman told police that a man exposed himself to her in the parking lot of the gateway plaza shopping center. two days earlier another woman reported a flasher. police searched the areas after both reports but made no arrests. they say the incidents are not

likely related. a tragic accident or a homicide. police aren't saying. on saturday they were called to a home on d street by a man claiming that he dropped a gun and it wept off. the bullet struck a 46-year-old woman in the chest killing her. police are not releasing more information except to say so farther considering that death suspicious. a follow-up in the same area. sheriffs investigators asking for the public's help catching the person who shot and killed another driver on highway 4 in pittsburgh. witnesses say that someone in an unknown vehicle fired shots at another car near the off ramp on saturday afternoon. the driver of the second car was struck and the veered into. the center divide shutting down the highway for hours. he later died at the hospital. in san francisco a memorial mass for the six students killed in the balcony collapse in

berkl berkley. the archbishop provided over the ceremony, which was held at st. mary's cathedral. it comes as the four bodies arrived in ireland for burial. the flight touched down in dublin yesterday. family members attended a prayer service at the airport and then rode with the hearses carrying the bodies of the young people. seven other students were seriously injured when the balcony gave way. investigators trying to figure out what caused a home to burn to the ground. this fire tore through the house in east san jose yesterday evening. firefighters were on a medical call nearby when they saw the flames which completely engulfed the house. winds carried embers into neighboring yards, but fortun e fortunately no other homes burned. firefighters report several propane tanks exploding at the house in that fire. it sounded like there were bombs going off. >> there were explosions after

east bay at 68 degrees in the tri-valley, that will be one of the warm spots at 85 degrees. the north bay reaching 80 degrees with mostly sunny skies this afternoon. as i take you hour by hour, we start at 61 degrees in san jose. by lunchtime you see nothing but sunshine and there's more sun in the forecast through the rest of the day. and then we'll feel things heating up through the week. i'll talk more about that coming up in the next forecast, but right now, mike takes us to the south bay. >> better news for surface street traffic. still a stressful situation for police. we're talking about a standoff situation on 6th. but the e roadway has reopened. that means no e net effect. meanwhile the freeways looking very nice. a little build. a live look showhouse 101 at

on free music. >> apple says it wasn't just swift, the company had been thinking about this decision for awhile, but taylor swift has become the voice for musicians. she published an open letter to apple criticizing the company's plans for its new music system due at the end of the month. the plan is to offer for streaming music of any song or album and offer it free for three months to try it out. the issue was that apple wasn't going to pay musicians during that trial period either and swift called them out on that. now apple made a decision. it will still offer the free month trial, but it's going to pay the musician for the music. you may recall swift had an issue with spotify. she pulled her newest album off. that situation is slightly different. spotify does pay artists each time someone streams a song. swift didn't think it was enough

money. great weekend at the box office. "jurassic world" came in first again. we can show you some of "inside out" new movie as well. a daring movie for pixar. it's a movie about what happens inside a a teen's brain. they cleared about $91 million in its first weekend, but that was behind "jurassic world." i'm sure it's the first time in a long time pixar didn't have the number one movie. it was beaten by dinosaurs. but if you like dinosaurs, pixar has that too. that one is due out in november. there you go. i should point out the movie made. by universal is part of our grand system of companies.

and more weather like we had yesterday. as we get a look at those temperatures now, we see at lunchtime in the peninsula it will be 62 degrees. 63 degrees as you head home. it will be in the upper 60s. 68 degrees for the peninsula in sdprik. 62 degrees with the breezy wind as we go into the afternoon. so now it's 55 degrees. oakland at 56 degrees in san jose. 56 degrees as well. and we do have some fog on the bay. especially for coastal areas. and the usual spots where we see the morning fog and low clouds that reduces the visibility in time for the morning commute. but that won't last long. the marine layer is fairly thin today and will roll out of here as we make way for some sunshine. the wind forecast, here we are at 7:00. we have a northwesterly wind at 10 miles per hour. as we go through the day, we see

the winds picking up. it will be about 15 to maybe 20 miles an hour, especially for the afternoon to evening hours. it will be breezy in some spots as it scours out those clouds we'll see a lot of sunshine. but it also helps to cool down the temperatures later on today. so these temperatures are about average for this time of year. maybe slightly below in some spots. redwood city at 76. and then in the tri-valley, 80 degrees. so overall a nice day. you can see the seven-day forecast with the temperatures heating up through the rest of the week. and it just stays dry for the next several days. let's check in with mike. bay bridge where some of the low clouds are hovering around. and maybe some fog around the bay. not enough to affect your drive. at least those conditions not recorded for any of our jurisdictions.

that's great news. we have the bay bridge metering lights on. so as we look at your map, we're talking about a nice, manageable volume of traffic. the freeway at the top of the screen, a little slowing. that's a typical build. the early slow spot we see all the time. no problems. a little slowing there. westbound 580 your commute coming into the tri-valley, slowing for 680. again that pattern is very typical. exactly what you'd expect for a monday. a little build for northbound 101 through san jose. no surprises there. the rest of your freeway starting to e see more traffic. we'll have that jam heading toward the construction zone between university. we'll send it back to you. americans are spending more coffee than ever -- more money

militants. no civilians died in the attack. any minute we'll hear from the supreme court on the ruling for several high profile cases. we're waiting a critical ruling on same-sex marriage. president obama used the "n" word during his first presidential podcast to point out that america is not cured of racism. the president said racism extends beyond whether it's impolite to use the word and the legacy is still cast a long shadow over america's identity. a as race relations in the national con house is following last week's deadly shooting at a south carolina church. authorities right now are trying to put the pieces together into how this it could happen. tracie potts joins us live with the call to action by survivors and by the community. >> reporter: good morning, everyone. they are trying to figure out how it happened and why it

hu hurt, but we can tell you the army corps of engineers is working to fix the levy right now and will work around the clock to plug the leak. tornadoes and flooding in oklahoma. tough conditions there. let's check your microclimate forecast. the sun is starting to peek over the horizon as we start our post father's day week. let's get a check of the weather. >>. the good news is that if you didn't have a chance to take dad out yesterday, you can do it today with the same kind of weather. no changes here as we start out in the morning at 57 degrees in concorde. so this is what you need to know before you head out. once again this weather is on repeat. then we'll start to dial up those temperatures as we go toward the end of the week with mainly dry conditions. by thursday it will really start to feel very hot across the bay. even san francisco may come up a

few more degrees. as we look at the microclimate, 62 degrees while we see low 70s for parts of the north bay and tri-valley in the lower 80s. i'll have a peek at the weekend coming up and let you know what to expect as we go into the next few days. but right now, let's get a view of what's happening in the south bay. >> we'll show you a couple things. we still have the headlights on for some of these folks. they will have that transition time for the commute. let's look at your map. this is 680 where you see the stretch up to the airport for the bay shore freeway. it shows starting to dip into the upper 50s. volume increased. no surprise for the south bay. over here, southbound 680

through the tri-valley. 880, no surprises for them. it's a build for the san mahmoud tee owe in the westbound direction. hazard sign. chp just cleared that section. bay bridge, an easy drive for the freeway. slowing for westbound at the top of your screen. there is a report of a disabled vehicle blocking one lane. that will be an issue. a live look at the bay bridge toll plaza. we have the fast track lane moving pretty well. the fast track lanes indicate a lighter flow of traffic. that's good news and some low clouds in thks are the temperature for this area. it's 6:36 right now. still ahead, fires up and down the golden state and crews keep busy putting out flames on three

full swing... kris/2shot crews knocked down dozens of small blazes throughout the st summer has arrived in full swing. >> crews knocked down blazes throughout the state and slowed the spread of a huge forest fire in southern california. it continues to burn through old gross timber in the mountains down south. the fire scorched 25 square miles, 90 miles east of los angeles. no evacuations so far, no homes

are burning, but the winds are shifting and the residents may start to smell it. the fire is 19% contained. some residents forced to evacuate due to a fast-movering wildfire there are now returning to find their homes destroyed. the fire burned two homes to the ground and caused at least one injury. and a wildfire scorched more than 6500 axers not far from the border. this one started on saturday and has been spreading ever since. hundreds of firefighters are also battling steep rocky terrain, lack of vehicle access and heavy timber. the good news there is no structures are threatened, but there's no estimated time for containment.

police are now zeroing in on the new area of the state. sources say that the two fugitives may have broken into a cab cannen. more than 300 officers are combing that area. this marks day 16 in the search for the fugitive. authorities say searchers have found the body of o former white house chief or chef that was missing for more than a week. the body of the 61-year-old was found sunday night near a hiking trail. investigators have not released the cause of death or how searchers found the body. it was 11 years under president clinton and george w. bush. coming up next, an odd scene playing out right now in downtown san jose and its impact to a busy street. and caught on camera. that was a bombing at the afghan parliament. we have the latest breaking

but they are not going up the crane, not yet. >> thank you very much. a check of your forecast right now. if you are going to do construction work out there, today might be one of the better days of the week. >> they are the first ones we think of when it's really hot outside. that's the way we're trending towards the end of the week. it will be heating up across the bay. still a nice and comfortable for the first part of the week. as we get a look now, you can see the low clouds in san francisco and little droplets on the camera lens showing there are plenty of mist in some areas. happening about mid-morning. then it will be bright and sunny through the rest of the day. we see in some spots we do have some clear visibility like the peninsula and south bay. it's now 57 degrees. as we go through the rest of the day reaching highs in the 70s

while the peninsula stays in the 60s and the the north bay today reaching 80 degrees. the wind you'll start to feel it picking up as we go into the afternoon, but right now we are starting out with some mainly calm winds. then the winds coming on shore at 15 to 20 miles per hour later on this afternoon. it will be just enough to blow your hair around and then when you get inside you'll have to pull out the comb to straighten things out again. as we go into the evening, it starts to pick up as far as the wind speeds and bringing in those low clouds for san francisco. once again we start to see some clearing by mid-morning and then sunshine early afternoon by 3:00. we're at 64 degrees in the city. by 11:0056 degrees with mostly clear skies. as we look at the microclimate, 84 degrees. napa at 80 degrees. later on this afternoon and oakland at 68 degrees while pleasantton reaches 80 degrees.

we're only at monday. let's get a peek at the weekend forecast. it does really heat up in many spots. we're talking mid-90s by the end of the week and staying in the upper 70s and cooling down in time for sunday. let's get a look at traffic with mike. >> we're going to start over in the east bay. you talked about some clouds on the lens. we're looking at a greater sky. we had the east shore freeway. trending towards richmond and a general build. the metering lights causing a backup. it's moving very smoothly. we'll move the map out. 680 where they had reports of five vehicles on the shoulder and metal debris northbound. traffic flowed smoothly there. there may be a build off the interchange. southbound 680, a predictable

slowdown. 880 past the bridge. westbound 92 starts to build towards the peninsula. heading into the south bay. northbound through the south bay, a typical pattern. changing from green to yellow to orange. and i want to showout live shot for palo alto. folks are starting to tap the brake from university. same for the northbound direction. as we track the supreme court cases that could come down, the u.s. supreme court has just issued another round of decisions but we're still waiting for one big decision that could impact same-sex marriage across the country. bob redell joins us live with what that decision could mean for prop 8. >> reporter: a much-anticipated ruling in places like the castro here in san francisco if the u.s. supreme court rules against gay marriage, then it is possible that people who are

are considering that death suspicious. a follow-up, investigators are asking for the public's help catching the person who shot and killed another driver on highway 4 in pittsburgh. witnesses say that someone in an unknown vehicle fired shots at another car near the off ramp on saturday afternoon. the driver of the second car was struck and veered into the center divide shutting the highway down for hours. he later died at the hospital. a mass for six studentings killed in the balcony collapse. the archbishop presided over yesterday's ceremony held at st. mary's cathedral. it comes as the bodies of four irish students who died in that accident arrived in ireland for burial. the flight touched down in dublin yesterday and family members attended a private

prayer service at the airport and rode with the hearses carrying the bodies of the four young people. seven other students were seriously injured when the balcony gave way. investigators trying to figure out what caused a south bay home to burn to the ground. this fire tore through a home engulfing the entire house. firefighters were on a medical car nearby when they saw the flam flames. winds carried some embers into neighboring yards. fortunately no other homes were burned. firefighters also say that several propane tanks at the home exploded in the fire. people who live in the south bay can chime in tonight on a plan to make streets safer. the city council and vice mayor will hold a community meeting tonight to discuss visions. the goal is to eliminate all traffic deaths and make the city more ped and bike friendly. the plan includes sidewalk improvements and more safety features on major expressways. the meeting starts at 6:00.
