backup corporal forming at the beautiful shot of the bay bridge toll plaza. i will find the traffic where it is. the bay bridge toll plaza. i will find the traffic where it is. d thanks for joining us. i'm kris sanchez - in for laura good tuesday morning to you. and thanks for joining us i'm kris sanchez. >> and i'm sam brock. let's start with breaking news overnight. new video i should say of an overnight house fire sending one person to the hospital with serious burns. this started a little after midnight in a garage on valley vista east of broadway in vallejo. firefighters say there were two people inside that house, one of them suffered second and third-degree burns and that fire is still under investigation, but crews on the scene believe it might have been caused by a welding accident. a suspicious death investigation is underway in wine country. someone found a body inside a home on pueblo avenue in sonoma, about a half mile from the sbrek of broadway and napa road.

the sheriff's deputies aren't saying much, including how the person died, but they do say they might release more details later this morning. san jose firefighters have agreed to that you labor contract and now the city council will vote on whether to approve that raise for the department which would be their first raise since 2008. >> it's been seven long year, "today in the bay" bob redell joining us this san jose. what does this mean for the fire department and also taxpayers? >> reporter: approximate the city council approves the plan here tonight at san jose city hall it means that the men and women who protect your homes here in the south bay could see a 15% raise over the next four years with the first year being retroactive. on top of that firefighters would also receive a lump sum payment that amounts to an additional 3% in pay. now, the firefighters local union points out that not only is this their first raise in seven years, but they have been working with fewer people during that time. the deal also requires every

unit to be manned with at least four five fighters and leaving future talks over their pensions which have been reduced in recent years. also today not far from san jose city hall. the santa clara board of supervisors, they're expected to approve a tougher ep forcement of illegal fireworks. this in time for the 4th of july weekend. currently police can openly charge the person who sets off the firework. it approved they would also be able to go after the property owner. let's say a tenant were to set something off, law enforcement could also go after their landlord. the illegal use of fireworks is not only a safety concern but fire concern as well given how dry conditions are because of the drought. reporting live here in san jose, bob redell, "today in the bay." new this morning, a woman was almost hit by an incoming bart train after she fell on to the tracks in san francisco. this happening at the pal low straight station just before 10:00 last night. police say she lost

consciousness and fell luckily the incoming train was able to stop before hitting her. she was eventually sent to the hospital. the city on the peninsula has a colorful idea to keep you from seeing red when you're trying to find a parking spot. >> stephanie chuang is live in san mateo. they are about to introduce a color coded parking system >> reporter: anything to help with the parking situation here. we're in downtown and the signs are already up, check it out, it says changes to downtown parking. look at this, central area in morning, that's where we're standing around b street and third avenue, high demand, higher price, it is no encourage people to get in and get out. the city says there are nearly 3,000 public parking spaces around downtown, the hope is the decreased time limit from four to three hours along with slightly increased parking prices will encourage kbrart parking turnover. this is phase one of a new downtown parking management plan that was adopted last year. so the time limit everywhere is down from four to three hours

they have been on the run for who are than two weeks now. a prison worker still facing charges accused of giving them tools to help this nare escape. this morning on the "today" show hear from the husband of that prison employee in an exclusive interview. what he has to say about the scandal and his wife at 7:00 this morning following "today in the bay." we will have to wait a few more days to find out how the spect will rule on same-sex marriage bans. it's an outcome that one particular group of students will be watching closely. ruth asawa school of arts in san francisco is going to offer a new las in the fall on the history of the lgbt community. it parks the first high school in the state to dedicate an entire semester specifically to that sub. >> both the city and school identify so strongly as allies and so many people within our city and within our school identify as lgbtq, how can we not be helping our students learn their story?

this is their history. >> so far 25 students have already signed up for the class. the supreme court is going to issue their next rulings on thursday. potentially revive a prop 8 like apparatus in california. firefighters are bracing for more tough conditions as they try to get a wildfire under control near lake tahoe. this is happening 30 miles south of the lake near the historic town of markleeville. the fire has scorched 15,000 acres and is just 10% contains. high winds are making that fire fight very difficult and there is more wind in the forecast today. keeping up to tackle the drought, san francisco's public utilities commission is meeting with several other large bay area public water agencies trying to come up with a plan to address the drought. the agencies are trying to fashion that plan to benefit the entire bay area as the drought continues.

it's unclear at this point, though, what it could actually mean for all of us. the santa clara water district is going to give an update on how much water we have left. among other things the board of directors is going to talk about the 2015 water supply and its drought response. >> we just got our statement from the santa clara water district or from our water company and we saved about 10%, more than we did last time. >> it's going to vary i guess throughout the bay area. 20% is the target and everyone is playing a role including our meteorologist kari hall. >> you've been tracking potential for rain and nothing in the near future. >> nothing in the near feature and that will not help the while fire situation going on around markleeville. the current conditions at 59 degrees, wind from the south at 10 to 20. we can even pick up on the smoke on the radar. so conditions may get worse as they try to contain that fire. we may have wind gusts up to 30 miles an hour and temperatures

will be going way up with the possibility of some thunderstorms by the end of the week. the drought level we've been talking about conserving water, we know that it is exceptional and still extreme for most of the bay area. now, as temperatures heat up through the rest of the week we've been talking about it hitting 100 degrees in parts of the valleys and when it does so we will be evaporating water at nearly a half of an inch per day. we produce nearly half of the nation's fruits, veges and nuts. so a real big concern over the next couple of days. today is stays fairly mild with 60s and 70s across the bay area, the warm spot in livermore reaching 86. good morning, mike. good morning. we're looking over the bay bridge. we had a back up for the cash lanes, looks like all of the toll takers are there. we're contributing to the orange for the sunrise with the orange lighting over here on the roadway. do what we can. look at your maps and we're contributing to some green as well, those sensors that's a

welcome sight, as well as through the north bay. look at the top of this screen, this crash is off highway 37, right there at sonoma boulevard, highway 29, that's major intersection but not a major problem right now, light volume all around the bay as you would imagine. no real problems, just a little build for highway 4 through antioch and westbound 580. we do have a fender-bender reported west 580 at 680. all lanes are clear but that could cue a little slowing. in the south bay the northbound routes show an easy route. remember, right through palo alto between university and embarcadero you will still have that slowing. there will be that continuing project for many weeks. we will get you more details as the week goes on. we will get more specifics in the next couple of days. a woman in new zealand got a bit of an unexpected visitor in her house and the video is u.s. just a it do rememberable, a sea lion pup finding its way inside the house, decided to have a look around, kind of cautious at

5:13 now as we look at a gorgeous picture of the bay bridge out of san francisco this morning. if you're debating whether to exercise early or late get it done early because we're expecting warmer temperatures tonight. a blistering new report finds african-americans in san francisco are far more likely to be arrested, booked and convicted than white people. san francisco's reentry council commissioned the report and it finds that african-americans are seven times more likely to be arrested, ten times more likely to be convicted. now, this as the city's african-american population has fallen 20% since the early '90s. the public defenders office will present these findings this morning. the confederate flag, a symbol of hate or history?

there is growing debate this morning over whether or not that flag should be outright banned. walmart recently announcing it is no longer going to sell confederate flags or any items wearing the flag's emblem. the company is one of many distancing themselves from the that image, the decision coming a week after police say a white gunman killed nine people during a bible study at a historic black church in south carolina. that gunman dylann roof was repeatedly field holding the confederate flag into yesterday south carolina's governor called for the removal of the flag from the state capitol. efforts to remove the flag have failed in the past but this time the decision it this overwhelming support. >> the fact that people are choosing to use it as a sign of hate something something we cannot stand. the fact that it causes pain from so many is enough to move it from the capitol grounds >> the flag mostly disappeared after the civil war mochl -- rather, from the government buildings, but it resurfaced at the state's capital in south

timeline for actually achieving that goal. plastic legos could soon be a thing of the past. the company says it wants the kids of the future to continue having fun and building things, but not at the expense of the environment. so now it is looking into sustainable materials to replace the plastic bricks. the company is expected to invest $150 million to make it happen by the year 2030. lego currently goes through about 6,000 tons of plastic each year. i think one ton is in my house. parents, you've seen a lot of legos, also a lot of sugary breakfast cereals. you're going to notice something different the next time you pour yourself a bowl of trix. it shifts from artificial ingredients to natural you ones. the purple color is sick itting around but general mills is dropping the blue because there is no way to get that color naturally. reese's puffs is also undergoing a similar change.

i've also been tweeting about this heat if the forecast and it is going to be unbearable for a couple of days. today not bad at all, we still keep the mild weather and it will be comfortable later on today. let's get a look at what to expect as you head out the door. right now it is 58 degrees in the east bay, san francisco 54 degrees, still some patchy fog rolling in, the north bay you see the mostly clear skies but there will be some patches of fog as well. 49 degrees. as we go into the afternoon a lot of sunshine, north bay making it up to 79 degrees, east bay 67 degrees, that's also where we will see those temperatures very nice and comfortable today. so if you're heading out to the giants game at the first pitch we are at 59 degrees and you will experience a beautiful sunset, a light westerly wind at about 5 to 10 miles an hour, by the end of the game you may start to see those clouds starting to move back in. we do have enough of an on-shore flow to give us at least nice morning fog, low clouds keeping

our temperatures cool. high pressure is target to build and it will be right over northern california by the end of the week as the high pressure builds the temperatures will start to rise. it's going to cause quite a few problems. we have a northerly wind and temperatures will be up to 100 it degrees in parts of the central valley kind of creeping into the tri-valley and san francisco even the coastal areas may even be warming up to the 70s and 80s as well. so the temperature trend the areas we'll really be watching will be the tri-valley. by thursday is reaching 101 degrees, and the average is just 83 degrees. we still don't get there by the end of the week. a weekend forecast, expect it to be hot on friday and coming back down this weekend. good morning, mike. what's happening on the roads? we're seeing a few more cars, here is the north bay, southbound 101, an easy drive as you see. just by north san pedro road.

"today in the bay" v. joins us live in san mateo with some solutions. they are introducing ago color coded parking system they hope is going to help >> reporter: it's a color coded system here in downtown where there are nearly 3,000 public parking spaces. here we're in the core area you can see where you pay at the station, there are already stations up telling you this is headed here. the point is to encourage higher turnover with these coveted parking spots. this is phase one of a new downtown parking management plan that began back in 2013. the city found that on-street parking in downtown core reaches a high of 97% occupancy touring the weeknights with many of the

dead in a plane crash. the small plane registered to james horner crashed north of santa barbara yesterday. we know the pilot died but he has not been official'd if i had identified yet. his personal assistant says he was flying the plane when it crashed. he won two oscars for his work on titanic but also composed music in field of dreams and brave heart. darrell hamilton being are erred this morning. police in texas say that the mother of hamilton's 14 month old son shot and killed him on sunday and then turned the gun on herself. officers found that child unharmed inside of the house. hamilton played two of his 13 major league seasons with the giants and following his retirement he worked for the mlb network. in a statement the giants say, quote, darrell was an important part of the giants during his playing time from 1997 to 1998 and we extend our deepest

sympathies to his family and friends. uber wants to track your every move, even when you are not using the uber app. customers say that's crossing the line. uber lance to track its users through their smart phones even when the app is closed and the gps is turned off. they've already filed a complaint with the federal trade commission over it. uber customers we talked with in san francisco say the company is really taking a wrong turn. >> i'm not a fan of that, but i love their service right now. let's keep the policy as it is and i'll keep using them. >> either through a private company like uber or the government, i don't want anybody tracking my movement. >> where the hot spots are in san francisco, where everybody is moving around, where everybody is at every second of every day, that's very valuable information no matter what line of business you want to -- you're in. >> uber issued this statement reading this part there is no basis for this complaint. our new privacy statements are much simpler to read and set out

"today in the bay" tracie potts joins me from washington, d.c. she has more on the unlikely group boosting the effort to remove the flag, tracie >> reporter: we are now seeing people who either didn't feel the need to deal with the issue or defend the flag before, now jumping behind had this effort to bring it down. make no mistake there are still people in south carolina who insist the confederate battle flag should not only stay up, but should stay up at the state capitol because it's an important part of the state's history despite being offensive to african-americans and other groups, however, we are now seeing people like governor nikki haley, senator lindsey graham change course and support removing the flag. >> the fact that it causes pain to so many is enough to remove it to the capital grounds. >> there is no way to get around. it the flag has to go >> reporter: in fact, graham said that they need to do that as soon as possible but can they? it takes a two-thirds vote of the legislature to even get that

process started and right now it's not clear if those votes are in place. walmart recently announcing that it will no longer sell confederate flags or any items bearing the flag. the company is just one of many distancing themselves from the image. the decision coming a week after police say that a white gunman killed nine people during a bible study is a historic black church in south carolina. the gunman dylann roof reportedly was photographed holding the confederate flag. now to a developing story and new evidence recovered from a hunting cabin giving police a fresh lead in that search is for those two escaped prisoners. new york state police now searching for the convicted murderers in a rural area about 20 miles west of the prison. this comes after officials found their dna in a burglar riced a cabin nearby. those two have been on the run for more than two weeks now. meantime a prison worker facing charges accused of giving them

more tough conditions today as they try and get a wildfire under control near lake toe hoe. this is happening 30 miles south of the lake near the historic town of markly vil, that fire has scorched 15,000 acres and is just 10% contained. high winds have made firefighting very difficult and there's more wind in the forecast today. lightning sparked that fire friday night. we're talking about forecasts let's get to that. >> let's know it's going to be hot here. is that going to make the fire fight worse? >> i think so, especially with the winds starting to kick up. it's not hot yet, won't be hot today or tomorrow, but thursday and also friday, those are the days we will be watching for that heat to really ramp up. so enjoy it while it is nice and mild now. as we get a look at these current temperatures all across the bay it is 58 degrees in concord, livermore 55 degrees and 49 degrees in santa rosa. notice the seven-day forecast that's coming up at the bottom of the screen, we do see a friend of our temperatures going upward over the next couple of

days. looking at the microclimates today, morgan hill 84 degrees, palo alto 74 degrees and mission trickett 60 degrees. napa today 75, beautiful weather there and in the low 80s in the tri-valley with mostly sunny skies. we will be watching the tri-valley as well. looking closer at this wildfire going on near south lake tahoe in markly vil, now the winds are at about 10 to 20 mile an hour. we can even pick up on that smoke on the radar, we can see those splotches of green. it looks like rain to us but we know that it is smoke and the winds will be picking up there at about 15 to 30 miles an hour. what's happening now? we do have an on-shore flow, it's causing the low clouds and allowing our temperatures to be nice and comfortable but as high pressure builds it will bring us more of an easterly wind and that heat that's over the east will start to creep into the bay area and the on-shore flow won't be strong enough to push it back so we could be talking about over 100 degrees in parts of the

central valley, moving into the tri-valley, 90s there, and even some 70s and 80s for san francisco and the coastal areas where we normally do have much milder temperatures. so the temperature friend in the areas we will be closely watching, the tri-valley could be hitting 101 degrees on thursday and then it starts to go back down in time for the weekend. mike, what's happening out there on the roads? pretty typical for this time. the build at the bay bridge. there's no drama at the maze. we did have a report of an incident as you're coming up, the mcarthur interaction with 580, there maybe a roadside fire, no slowing or lanes blocked for 580. we will wait until we get more details from crews. sounds like a smuler issue. over here the giants play at 7:15 so keep that in mind. there will be congestion around the ballpark. the north bay san rafael no problems for 101.
