you get to and from one of the bay area's busiest airports. and as we get a look from mt. hamilton, beautiful sunrise rg, a little patchy fog and it heats up this week, more on that coming up in the microclimate forecast. we have the build to your commute around the bay, reports of a car fire over near the tri-valley. we will wing you that coming up. a food tuesday morning. hugh for joining us, m sam brock. >> and i'm kris sanchez in for laura garcia-cannon. this morning we want to start you with some breaking news, a strong earthquake off the coast of japan. the preliminary 6.3 struck less than an hour ago, about 500 miles south of tokyo near the island of gasawara. right now no tsunami warnings are in effect and there are no reports of damage or injuries, but we will keep you posted. a developing story as the sun comes up we are getting our first look at the damage and

destruction left behind by severe storms overnight in the midwest. this is video showing what's left of cole city, 60 miles southwest of chicago. a tornado rips thousands of homes from their foundations. as a of now we know at least five people are injured, but searchers are going from house to house trying to account for everyone who lives there. a shelter is set up at a nearby high school. new video this morning of an overnight house fire that sent one person to the hospital with serious burns. this started a little after midnight in a garage on via vista east of broadway. firefighters say there were two people inside the home at the time, one of them suffered second and third-degree burns. the fire is still under investigation but crews on the scene believe it may have been started by a welding accident. happening right now, a suspicious death investigation underway in wine country. someone found a body inside of a sonoma home on pueblo avenue

late last night, about a half mile from the intersection of broadway and sonoma roads. they do hope to release new details later today. in san jose food city leaders could decide whether to let popular wide sharing companies like uber and lift pick passengers up at the airport. "today in the bay" bob redell is live at san jose international airport airport. bob, this is an idea that is not sitting well with everyone, especially taxi drivers. we just saw that protest about the same issue in san francisco >> reporter: taxicab drivers here in the south bay, especially those serving the airport are not happy to say the least because they argue that if this proposal does go through they would be held to a higher standard even though they are providing the same service. they are recommending that the city of san jose allow ride sharing services like uber and lift to be able to pick up passengers at the airport. right now those companies drop off fathers but they can't do

pickup without a permit. the airport says it has made this recommendation in response to airline passengers who want to use this service because of its convenience, you can request a car via smartphone and also because of its costs, sometimes it's cheaper than a taxicab. the mayor and some of his colleagues on the council are suggesting a one-year trial run drivers to submit to fingerprinting, a background check and vehicle inspections, as well as fees. taxicab drivers are angry because the fees that they would be paying are higher, namely because they have to pay for a dispatch service at the airport that the ride sharing companies don't use and cabbies also must follow tougher regulations. sfo started to allow the ubers and lifts of the world last year amid protests from the taxicab drivers. san jose city council expected to vote on this here in the south bay tonight. reporting live here. bob redell, "today in the bay." students returning to west valley elementary school in sunnyvale in the fall will have

not only new classmates but they will have an entire new staff. all of the teachers are being reassigned to other schools and the reason is tension. that's all the staff and administrators are saying. the parents and students held a rally to support teachers last night. one teacher told us that she felt like she was blinded and didn't think that the tensions were bad enough to reassign everybody. >> it doesn't give any continuity to the children and we don't understand how this could possibly be in the best interests of the children. >> last week the teachers union and school district signed an agreement solidifying that reassignment. the district says they already hired a third of the school's new staff. new this morning, a woman almost hit by an incoming bart train after she fell on to the tracks in san francisco. this happening at the powell street station just before 10:00 last night. police say that that woman lost consciousness and fell town. luckily the incoming train was able to stop on its brakes before hitting her. she was eventually sent to the

hospital for treatment. a driver is on the run this morning after hitting two people in san francisco's tenderloin neighborhood. a driver hit a woman standing on a street corner near the corner ever golden gate avenue and leavenworth street, that was sunday afternoon. the driver then took off with you bu in the process hit a second person in a crosswalk and again kept driving. police say the suspect was was driving a silver 2005 toyota suv with the license plate that you see on your screen. both victims should survive. the named composter is feared dead this morning in a plane crash. a small plane registered to james horner crashed 60 miles north of santa barbara yesterday. the pilot died and has not yet been identified. facebook posts from horner's personal assistant claims that horner was indeed flying that plane when it crashed. horner won two oscars for his

work on titanic and he also composed the music for field of dreams and brave heart. a developing story in the sierra where firefighters are bracing for more tough conditions today as they try to get that wildfire under control near lake tahoe. so far flames burned 15,000 acres and the fire is only 10% contained. this is happening about 30 miles south of lake tahoe near the historic town of merkleeville. highway winds have made firefighting ticket and there is more wind in the forecast today. the fire was sparked by lightning on friday night. it's time to check your microclimate forecast as we take a live look outside right now. san francisco on your tuesday morning. as you mentioned a second ago we're seeing these wildfires springing up all over the state and wind conditions not helping had. let's check in with meteorologist kari hall for more. >> we start out with the winds this morning already at 10 to 20 miles an hour, the temperature at 59 degrees and once again

they are only containing small amounts of this as we are able to pick up on the smoke by the radar we can see those splotches of green and we can tell that that wildfire is quite large and as we go into the rest of this week winds coming out of the southwest up to 30 miles an hour and temperatures will be heating up and unfortunately thunderstorms back in the forecast on friday in those areas. we'll continue to monitor that for you and keep you updated. today whether just beautiful. 77 degrees in los gatos today, san mateo 70 degrees, the marina 58 degrees. still in the 70s, even low 80s but it will be going way up as we go into the next couple of days. i think the let will be peaking on thursday. i will talk more about that in the next microclimate forecast. right now mike is tracking some slow downs if you have to cross the bay bridge. waste happening is the bay bridge. also what's happening is they're getting a little better lighting. we couldn't well make out these

cars, you can see the light now glits thing off the top of their roofs. fast track lanes do move well and the hov. the approach very easy, drama free build off of 580 westbound and 24. that's the biggest slow down for the whole approach. the northbound not a problem. the giants play tonight at at&t park. over here right now at we're getting to work we're watching west 580 just over the right shoulder reports of a car fire, maybe just a smoking vehicle there and nobody injured, no real slowing, either. the issue is the build for south 680 and south 880 that we typically see off of 580, a mild build. this is a tuesday, remember, this is very light for this time of morning. things will probably kick in closer to 7:00 as we have that summer time later build for the mornings typically. there's the south bay just a little build for north 101 and the peninsula moves smoothly. the live camera we have at 101 and 680, the second burst hasn't yet kicked had in, that should be another 20 minutes or so.

about 6:30 we will see that build coming through san jose. so far a great easy drive through the silicon valley. >> no drama on the roadways. one peninsula city hoping for a new colorful solution to curb its growing parking problem. "today in the bay" j. has been following this and is live in down down san mateo. we are talking green and orange zones. new color codes >> reporter: we're in downtown san mateo where if you've been here recently you know it's grown a lot with more shops and restaurants and that means more people who need parking. there are changes headed here. we are in the downtown core central area, this orange area where there are a lot of people could they are hoping that this will produce a higher turnover right. now, if you look at the video there's on street parking that reaches a high of 97% occupancy weeknights with many of the spaces taken by employees. so one goal is to cut down on that and open up spaces for

customers that helps the businesses as well as the people who are looking for spaces. now, the first thing to know is the time limit for street parking is going from four down to three hours. look at the orange area, the core or central part is designed for those running errands and for customers. that's going up from 50 cents to a dollar an hour. the green area, the perimeter, this grown is for people who work in the area who need to park all day, it's half the cost at 50 cents an hour. all levels except treat level have no time limit so you can park there all day long. parking is still free anytime after 6:00 and all day sunday. this all starts july 1st. now, coming up in our last report in half an hour what all this new money could go towards and what it could pay for coming here to the peninsula. stephanie chuang, "today in the bay." it is 6:10 now. up neck the surprising stat about rising rents here in the

but check out this temperature trend for the tri-valley over the neck few days. i will have details on that coming up in about five minutes. at least the bar graph colors are pretty. kind of hazy but a smooth drive as well. past the coliseum some folks heading north toward the bay bridge with a backup. we will give you the rest of your speeds coming up. and a fresh lead this morning. authority in new york searching for those two escaped killers said they found the dna from both suspects inside a cabin. it is in the small town of owl's head. which is 20 miles from where those men escaped. the owner says he saw someone running out of it and called police right away. police say the suspects are still on the run likely together one of the bizarre side bars of the story, now the husband of the prison worker arrested for allegedly helping those men escape a telling his story this

no savings. that fact according to a survey just released. it marks the highest number since the site began tracking savings five years ago. the culprit, they're saying a lag in income growth. experts warn there can be serious implications to not saving money. in you this morning data shows rent prices are going up across the country. while you might think it is bad here in the bay area our rents are not the ones rising the fastest. the new report from zillow found rent prices climbed more than 4% nash fael over the last year. the cities with the highest gains are jackson, mississippi, where rent went up almost 23%. portland, maine came in second at more than 17%. san francisco, san jose and denver also saw double digit rate increases. i would argue that ours were higher to begin with than jackson and portland. >> jackson, mississippi, probably not shelling out as much money to live there.

>> still probably like 20% of our rent. a complete opposite side of the spectrum. how does this sound, the three bedroom fixer upper for free. >> it is a charmer 1930s oakland bungalow, one string attached, though, you have to move it. oakland's children hospital built its complex around that little house when the owner would not sell it and when he died in 2002 the hospital bought the home and used it for staff offices, but now the house is in the way of a proposed outpatient center. the hospital says it will even provide $20,000 toward helping with moving costs. >> luckily we all ate our wheaties in morning. 6:18. a live look outside. there is a golden gate bridge and the sunrise in the background and not too much cloud cover for a change. >> you can see it this morning. >> we can actually enjoy the views in the area. good morning, kari. >> we start out with sunshine across most of the bay today.

weather just beautiful again kind of like yesterday but we don't see as many low clouds as we did. that shows you that this weather pattern is starting to change and the heat will be ramping up as we go through the week. i think by thursday we won't see any clouds at all to start out the day and it will be turning he have hot, but right now as we get a look at san jose you can see the sunrise and just the thin haze overhead. as we go into the temperatures as we look at what you're feeling as you walk out the door now it's 54 degrees in san francisco and the peninsula at 57 degrees. today's highs reaching into the 60s and 70s, even a few low 80s across our area. in the east bay 67 degrees, the tri-valley reaching 86 degrees and the tri-valley also where we will see those temperatures really going up over the next couple of days and could be hitting triple digits. we will be hitting some home runs today at at&t park hopefully for the giants. first pitch at 59 degrees with mostly sunny skies, beautiful sunset, you will be able to

watch it from the park with the light westerly wind at 5 to 10 miles an hour. by the end of the game we are at 58 degrees. so we do still have an on-shore flow giving us the low clouds and the fog during the mornings but i think at that on-shore flow will get much weaker as high pressure builds and temperatures start to soar by the end of the week. by thursday that's when the heat will be peaking and that heat starts to creep in from the west. we could be seeing over 100 degrees in parts of the central valley, making it into the tri-valley, 90s, even san francisco and the coast will be in the 70s and 80s and then the heat starts to back off for the end of the week into the weekend. as you start to make the plans keep in mind thursday and friday very hot. then it looks a little better on saturday and sunday, the south bay in the lower 80s by sunday in san francisco, about 66 degrees for both saturday and sunday. i will have another look at the microclimate forecast. right now let's see how traffic is flowing with mike we're going to start in fremont with just, you know,

nothing special going on, just the commute -- fremont is very special, we're looking at southbound 880, a little jack jam, but no incidents. that same area shows close to the same slowing, northbound 87 shows a little bit, subtle. we are expecting more traffic below. no problems here for the tri-valley. build for south 680. that car fire looks like it should be clear from the reports west 580. no injuries, slowing or lanes blocked. a little build for 880 through hayward. easier drive as we're talking about. easy build over towards the bay bridge toll plaza. a little slowing down the east show shore and at the bay bridge toll plaza itself. the north bay, the east bay across the benicia bridges. a smooth below. palo alto this slow down should start to form in a bit, southbound 101 just past university near embarcadero. there is that bridge project

before you get dressed this morning. squatting too long in your skinny jeans -- could result in about as you get dressed had this morning. if you are wearing skinny jeans you won't want to squat in them for long or you could end up in the emergency room. doctors in australia say a woman there ended up in the hospital after squatting for a long period of time while wearing tight jeans. she started having numbness in her feet and then her calves swelled so much the jeans had to be just cut off her body. doctors say the combo of squatting and the tight jeans actually damaged the muscle and nerve fibers in her lower legs. time to change up the wardrobe a little bit. plastic legos meantime could soon be a thing of the past. that company wants kids of the future to continue having fun with their toys but not at the expense of the environment. that company is looking into sustainable material to replace the plastic bricks. the company is expected to invest $150 million to headache that vision come to reality by 2030. lego currently goes through

debate, should the state ditch the confederate flag, a symbol of racial hatred for so many people? for more on thiségykykykññ deve story we turn to "today in the bay" tracie potts who joins us live from washington, d.c. the governor of south carolina did not initially take a stand on this issue. is she getting a little heat for that? >> reporter: that's right, but now she's squarely in front of this effort that we're going to see again with a rally there in about an hour and a half trying to bring the flag down in front of the state house. the general assembly meets later today and they are he' trying to push these lawmakers to take a vote. >> south carolina governor nicky haley who defended flying the confederate battle flag at the state capital now leads democrats and republicans calling for it to come down. >> the packet that it causes pain to so many is enough to move it from the capital grounds. >> joining her, senator lindsey graham, he has also reversed

changes? we do know that this effort is spreading. mississippi and tennessee are both now looking at removing confederate symbols. right now as we talk about issues surrounding race relations a new report finds that african-americans in san francisco are far more likely to be arrested booked or on vikd than their white counterparts. that report finds that african-americans are seven times more likely to be arrested and ten times more likely to be convicted. the city's african-american population has fallen by 20% since it peaked in the early '90s. the public defenders office is going to present those findings later this morning we will have to wait a few more days to find out how the supreme court will rule on the same-sex marriage bans across the nation. it is an outcome that one particular group of students will be watching closely. ruth asawa school of arts will offer a new high school dallas on the history of the lgbt

community. its the first high school in the state to dedicate an entire semester to the subject. both the city and the school identify so strongly as allies and so many people will be our city and school identify as lgbt how long we not be learning our students learn their story and history. >> 25 students have signed up for that class. the supreme court will issue its ruling on thursday. one of those could make the same-sex marriage the law of the land or it could allow states to maintain their ban which would then revive the prop 8 debate here in california. as we wait to see if history might be made later this week, we look now at what will maybe be a historic forecast of temperatures climb too much. a live look outside right now, that is is service. >> triple digits in the tri-valley by thursday, kari hall, record breaking? >> possibly. i think we will be very close, though. it will be hot as we go into thursday and friday.

today just gorgeous all across the bay. look at these temperatures now as you walk out the door, it's in the 50s, 58 degrees for the east bay and san francisco now at 58 degrees. now, as we head into the afternoon it will start to get a little warmer, but not too bad today, south bay 77 degrees and a lot of sunshine for the east way peninsula and san francisco, 62 degrees there. into the next couple of days that's what we've been talking about, the heat building. we still do have enough of an on-shore flow to keep it nice and cool, bringing in that ocean air, but as high pressure builds just to the north of us temperatures will be soaring, it will push the winds in from the east and causes that heat to who will rol in from the east as well. that's where our temperatures will be reaching near 100 degrees from the central valley into the tri-valley, 90s for a good part of our area for the east bay and the 70s and 80s even into san francisco once again that's thursday. i will talk more about that and what to expect for the weekend

that's coming up in the next microclimate forecast. let's see what's happening in traffic with mike. look at the san mateo bridge where the lighting is one of the issues for the morning your compute. coming toward us the eastbound direction you are going to get that sunrise slow down, especially coming over its high-rise from the foster city side. westbound the heavier volume of traffic that's the yellow for west 92, west 84 the dunbar ton bridge likely to see that traffic over the next few. the lighter flow of traffic overall this being a tuesday of course we will see this commute kick in over the next hour but right now some mild slowing for 680 and 880 through the tri-valley and east bay. a new crash reported right near the san mateo bridge poll plaz at that za. we will have to check that out. a smooth drive for the east shore freeway, no big deal, the bay bridge metering lights are on. we will show you the south bay

we have new details this morning on the arrest of hip hop mogul p. diddy or sean combs. he is facing three assault with a deadly weapon charges. police say that he convicted his son's football coach with a kettlebell. his son plays football for that college. mr. diddy is also facing charges of making terrorist threats and battery. he posted bail last night and is out of jail. will science be tom brady's ally? the new england patriots quarterback will try to appeal his suspension today in new york. that suspension that i am after the nfl found brady and the patriots deflated footballs before the afc championship dwam on purpose. a key question is a hearing is whether science supports the nfl's findings about deflated footballs. starting today bay area nonprofits can apply for a big boost from google. google will hand out $5 million in donations to 25 bay area

starting out the morning. as we take a look at san francisco you can see that we don't have the low visibility as you head out, but beware that there may still be low visibility and patchy fog in spots. now looking at the golden gate bridge just yesterday we had a completely different view with the low clouds, you couldn't even see the bridge, but this morning you can see it all. great news as you head out it this morning. we've also been tracking bad news for parts of south lake tahoe and parts of extreme eastern california where we see that wildfire going on. we can even pick up on the smoke from that wildfire on the radar, we can see those splotches of green there. conditions may get worse as we go through the week with the southwesterly wind and gusts up to 30 miles an hour, temperatures will be heating up, too, and thunderstorms will be possible on friday. for us we do have this mild start to the week. we do have enough of an on-shore flow to bring us the low clouds and fog to start out the week. as high pressure builds to the north it causes sinking air and

clear skies and the winds around high pressure go clockwise. it will bring in more of the easterly wind and that will help push in some of that heat from the east into parts of our area, the parts of the tri-valley, central valley also getting very hot. this is thursday. we could be hitting 100 degrees, 90s for parts of the east bay, south bay and north bay and even the coast will be in the 70s and 80s as that heat really peaks on thursday. right though it is nice and comfortable as you walk out the door. enjoy today as we take a look at the south bay, now it's 51 degrees in morgan hill and the north bay is at 48 degrees and this is where we're headed this afternoon. reaching 75 degrees in redwood city, marina 58 degrees and we see 60s and 70s across most of the bay area, tri-valley in the 80s today. we could be hitting triple digits by thursday. today and tomorrow more of the same and the heat ramps up on

patrol cars but we are waiting for an update to get out there and we have sent a crew out there. doesn't sound like a big deal and i don't see slowing just yet. fort 85 at 87, a new crash on the connector and that could be a problem for coax heading up into capital. southbound we see a smooth drive past university toward embarcadero. we have a lap shift in addition to traffic flow and that's why all the congestion happens there and it is just starting to approximate i can in now for palo alto. happening right now a suspicious death investigation underway in wine ton dree tree. someone found a body inside a sonoma home about a half mile from the intersection of broadway and napa road. deputies aren't telling us much, but they do hope to release new details today new this morning, a woman was almost hit by an incoming bart train after she fell on to the tracks in san francisco.

happened at the powell street station just before 10:00 last night. police say she lost consciousness and fell. luckily the incoming bart train was able to stop just am had time before hitting her. she was eventually sent to the hospital. one driver on the run this morning after hitting two people in san francisco's tenderloin neighborhood. that driver struck a woman standing on the street corner near the corner ever golden gate avenue and leavenworth street. he took off. in the process hit a second person in the crosswalk and kept driver. the driving was last seen on eighth street. the suspect was driver a silver 2005 suv toyota. both victims are expected to survive. the composter best known for creating the sound track for titanic is feared dead in a plane crash. the plane crashed 60 miles north of santa barbara yesterday.

we know that the pilot died but has not been official'd if i had i had though a facebook post from horner's personal assistant claims he was flying the plane when it crashed. he won two oscars for his work on titanic but also composed the music for field of dreams and brave heart students reporting to west valley elementary school in sunnyvale are going to have a whole new staffer. parents and students held a rally to support those type offers last night. one teacher felt like they were all blind-sided and didn't think that the pension tensions were enough to justify reassignment. >> it doesn't give any continuity to the children and we don't understand how this could possibly be in the best interests of the children. >> last week the teachers union and the school district signed an agreement solidifying the reassignment. the district says that it's already hired a third of the school's new staff.

a blistering new report finds african-americans in saf are far more likely to be arrested, booked and convicted than white people, though their population is on decline. san francisco's reentry council commissioned this romplt it found african-americans are seven times more likely to be arrested and ten times more likely to be convicted and the city's african-american population has actually dropped 20% since the early '90s. the public defenders office will present the if i had i think so later this morning you can expect to see a lot of veterans at san jose city council meeting this today. they are demanding the city recognize soldiers who have never come home. the city council will consider a resolution to fly the pow, mia flag on six days throughout the year. those days include national holidays designated by congress to recognize our armed forces. local receipt advance say that's not nufr. they want the flag to fly five days a week. san jose right now city

leaders could decide whether to lift uber and lyft pick up passengers at the airport. bob redell is live at the airport this morning. bob, the requested idea is not sitting well with everyone, especially the taxi drivers. >> reporter: sam, taxicab drivers are not happy to say the least because if this proposal does go through they argue that they would be held to a higher standard even though they are providing basically the same service. the airport is recommending to the city of san jose that it allow uber and lyft to pick up passengers at the airport. right now those companies can drop off, but they can't do pick up without a taxicab permit. the airport says it has made this recommendation in response to airline passengers to want to use this service because of its convenience, you can request a car via smartphone, for instance, and it's cost, sometimes it is cheaper than a taxicab. the mayor and some of his colleagues on the council are suggesting a one year trial run that would require the ride

protests from taxicab drivers. city council expected to vote on this issue tonight. bob redell, "today in the bay." speaking of uber, uber wants to track your every move, even when you are not using the app. customers say that is crossing the line. uber plans to track its users lieu their smart phones even if the app is closed and the gps is turned off. so some customers have already filed a complaint with the federal trade commission over the issue. uber customers we talked with in san francisco say this company is really taking a wrong turn here. >> i'm not a fan of that, but i love their service right now. keep the policy and -- as it is and i will keep using them. >> either through a private company like uber or the government, i don't want anybody tracking my movement. >> where the hot spots are in san francisco, where everybody is moving around, where everybody is -- is at every second of every day, that's very valuable information no matter what line of business you want to -- you're in. >> uber issued a statement a

saying there is no basis for this complaint. our new privacy statements are simpler to read and set out the data we collect as well as how we use it. uber says users can always opt out. the policy is scheduled to go into effect next month. when you are in your own car and trying to find a parking spot it's not always easy out there in the bay area. one peninsula city is hoping that a colorful idea is going to help curb its growing parking problem. >> "today in the bay" stephanie chuang live in downtown san mateo. steph, we're talking green and orange zones. tell us where to park. >> reporter: exactly. here in central downtown san mateo 97% of these parking spaces are taken up during the early evenings. a lot of times by employees here. the idea is to free up these spots. now, there are nearly 3,000 public parking pots around downtown san mateo, the city found that parking revenues have gone up 20% since 2010 to $2 million and that pays for all

the services and operations, but the city also found it needs for public parking spaces up to 400 more during the next ten years. money could pay for more parking lots and garages. take a look at the map. the first thing to know is the time limit for street parking everywhere in downtown is going down from four to three hours. now, the orange area is the core or central, it's designed for those who are running errands and customers. that goes up from 50 cents to a dollar an hour. the green area, the perimeter, this is for people who work in the area who need to park all day. it's half the cost at 50 cents an hour and the parking garages all levels except street parking have no time limit so you can park there all day long. parking is also still free after 6:00 and all day sunday. so back here live you can see the sign. it begins july 1st. that's when it takes effect. really the city has done a lot to make sure that you can't miss it. there are signs practically everywhere. july 1st. take note. live in san mateo, stephanie
