>> good morning. the heat is one day away, so this is the last day we'll have temperatures going up a couple of degrees. tomorrow it jumps way up. as we take a look at what's happening now across the bay, temperatures are in the 50s. and as we go into the afternoon, more sunshine, heating up to 90 for the north bay. east bay, 76 degrees. and of course, tri-valley, hot spot, reaching 92 degrees this afternoon. i'll talk more about that heat what to expect, even as we head into the weekend. that's coming up in a few minutes. good morning, mike. >> good morning. i'm getting warm in suit just looking at temperatures here looking here, no need to get hot under the collar, fremont, all fine. look farther east for the map. the speed sensors show, westbound 580 down to dramatic 59, it's worse out of the altamont. a great drive true the tlj as you expect. usual suspect, altamont and antioch, no problem but first see the slowing. in the city, construction, and

the project approaching the golden gate bridge. so far new york surprises around the bay. there's a backup at the bay bridge for cash payers. back to you. we begin with that breaking news we mentioned before. de deputies looking for the person who shot a driver along a bay area freeway. >> bob redell live in bay point with what we know this morning. bob? >> reporter: this is the second shooting this week to take place near highway 4, the most recent having taken place just overnight around midnight last night. here in bay point, in the area of willow pass road and highway 4, you can see video shows law enforcement searching the on ramp to highway 4 and the area underneath the overpass, looking for evidence, possibly bullet casings. whoever was shot was driving in a white car, either they or someone else in the car drove themselves six miles roughly to john mirror health in concord. their condition unknown.

it's our understanding the sheriff's office has yet to make an arrest of the shooter, in other words, still out there. on saturday, someone shot and killed this man, 20-year-old thomas mendez, driving on highway 4, unincorporated pittsburg, in what investigators believes a case of road rage when shot and killed. loft looking for the shooter who was driving a honda. no indication if the two shootings, wouldn't saturday and the one last night, no indication on whether or not they were related. live here in bay point, bob redell, "today in the bay." >> thank you. we'll check in with bob later this morning as well. to the south bay, where the search is on for a man accused of flashing an elderly woman and then robbing her in san jose. officers released the suspect's sketch that they say happened in april. the 72-year-old woman was walk on blackford avenue near the school when the man exposed himself and knocked her down. the woman had minor injuries but

the man did take off with her purse. he's around 5'8", heavyset, brown eyes and black hair. 4:33. the berkeley balcony collapse proved deadly but also criminal. we could see criminal charges coming after the tragedy captured the attention of the alameda county district attorney. the d.a.'s office tells us it's just looking into charges but the prospect of action comes after city of berkeley released its report on that collapse. it did not name a specific cause the report focused on the rotten wood supporting the deck. >> what our observations were is that there was severe deterioration of the wood and tru structural members. the most likely cause is dry rot. >> the city planning director says the building did pass the city code standards but that code could change to include more building ventilation aim at stopping waterlogged wood. city council expected to take up the issue next month. new, serious problems for

the new span of the bay bridge. according to "the san francisco chronicle," engineers found tiny cracks on some of the rods supporting the bridge. a caltrans engineer says a cracked found on two rods led him to believe the problem would be more widespread. caltrans is willing to replace the rods, if necessary. the agency has already spent $45 million to fix 32 other rods which became brittle after exposed to sea water. new this morning, a ground breaking climate case out of the nether lands that could have a global worldwide impact the dutch court ordered the government to cut greenhouse gas emissions by 25% by 2020. only five years away. that case was brought by 900 citizens claling the government has a duty to protect its people against looming disasters. that includes effects of climate change on the low-lying country. we've been talking a lot about the drought but we're facing another water emergency

which is a rising sea level. the santa clara county civil grand jury calls it a slow-rising emergency. the report points to a gauge that recorded a seven-inch rise in sea levels over the last 100 years. another study predicts a six-inch rise by 2030. a foot by 2050, and 3 feet in 85 years. experts say even if you don't live near the water this will affect you. >> if they want to use sfo or the oakland airport, they're affected. they want to use east bay mud to flush their toilets or santa clara valley water district to get water or whatever, they're affected. >> the san francisco conservation and development commission is getting leaders from 9 counties and 41 cities to the table to talk about the rising water to create a regional plan to handle it. the title change in the weather, probably not but a

climb in the heat as the week progressans let's check in with kari hall. >> good morning. we've been talking about this all week, the warm-up headed this way. but today will be the last day we'll be able to leave the ac off or maybe turn it on for an hour or two, and then turn it back. the temperatures are cool. campbell 56 degrees as you walk out the door and downtown san jose is out in at 58. the rest of the microclimate give us low to mid-50s across the bay. and today we won't have a strong onshore flow, more northwesterly wind and it will be rolling pack in with a westerly wind to cool cou cool down temperatures but the winds not that strong. as we look at microclimates today, redwood city reaching 81. san francisco up to 70 degrees. santa rosa, 91, while oakland tops out at 76 degrees. and 90s for the tri-valley. early in the morning, let's see how traffic is flowing, mike? >> so early we didn't have all of the cash lanes open at bay bridge. looked like all of the backup

here has cleared and now there's a pause if you're paying cash. over here the bay bridge smooth span itself. a breeze going on now, it's moving the top camera. drivers should be okay but across the san mateo bridge, chp says last night got caught with a gust of wind. here, not a concern for drivers. we'll track that. over on the san francisco side, crash involving a big rig but everything off to the shoulder and no slowing. we market the giants playing again. tonight 7:15, keep that in mind, at&t park. smooth drive, sensors around the south bay. a crash westbound 237, just after midnight, since on the chp blotter. it's out of the lanes westbound. slow on the approach. but that might be a car or two, very light volume down in this airport look towards san jose, live camera, 101, shows volume of traffic, most traffic in any of shots for the south bay, 101 at 680. we'd love it to stay that way all day but it will not. back to you. >> that would be a dream, but i

wouldn't bet the farm on it, thank you. 4:38. the search is on to find a humpback whale entangled in fishing line we spotted twice in monterey bay. that whale found near the mouth of the santa cruz harbor and then spotted on monday. the coast guard says the whale has two yellow recreational crab pot floats wrapped near its head. windy weather and choppy seas making it difficult to find that whale. rescuers are expecting better conditions for later today. san francisco bay, a warning to watch out for whales. experts say they're out there, but they might be hard to see. the national marine sanctuary is asking all ships and boats to slow down to avoid hitting the whales. environmentalists say they've spotted several whales along shipping channels near the golden gate bridge. the whales may be feeding on mackerel, it may be linked to unseasonably warm watt. >> new york, searchers continue

the arrest of the suspect in the deadly church shooting in south carolina. 21-year-old dylann roof facing charges of murder this morning, accused of gunning down nine people in that church. you're looking at police dash cam showing moments that officer as rested him a day after the shooting. roof appeared to be cooperative as several officers surrounded his carp he was searched, handcuffed, and then take noon custody. boston marathon bomber will get a chance to break his silence today when a judge formally sentences him to death. more than 40 victims and their family members are expected to talk about the attack's impact on their lives. last month a federal jury recommended the death penalty for the bombing of the 2013 boston marathon along with his brother. three people died, and more than 260 people were hurt in that attack. train transportation safety is up for discussion at our nation's capital later today. concerns growing about train control and passenger safety

after may's deadly amtrak crash in philadelphia. the house transportation subcommittee is scheduled to hear from federal bureaus and from railroad companies directly. a plan approved by bay area voters more than a decade ago remains in the air today this morning transportation advocates plan to rally to put it back in motion. they say the city of san francisco they want them to honor the original downtown extension to the transbay terminal. it would route caltrain from 4th and king street to the new transbay transit center in the downtown area. the project was approved back in 1999 but never happened because of funding issues. proposal was looked at and approved yesterday. uber and lyft getting the green light to pick up passengers from mineta san jose airport. the ride companies aren't rejoicing. the city council approved a one-year pilot program which allows for airport pickups for the ride-sharing services but they've got to pay for it trip

>> auto correct going to get you again. >> no incriminating e-mails on your phone, all right. a wildfire near lake tahoe nearly doubled in size but firefighters are starting to make progress. the fire 5% contained, nearly 17,000 acres are burned. it is still burning just 30 miles south of the lake near that historic town of markliville. smoke can be seen at lake tahoe. locals are on standby to evacuate. the fire was started friday by lightning. heat continues to be an issue as wind conditions. kari hall joining us now. we saw some cameras bouncing around, what are the wind conditions like today. breezy later on but the fact that the winds are not coming onshore as strong is what's going to help the heat build into the next couple of days. coming more from the northwest. so that means that we will have some higher temperatures over the next couple of days.

today, probably the last day we'll have some fairly comfortable temperatures. still warming up in a few spots. like the north bay, reaching 90 today. 87 degrees for the south bay. as you walk out the door, it's 57 degrees in the east bay. 56 degrees in the south bay. getting a closer look at the east bay now, walnut creek, 55 degrees in alameda. 57 degrees. and 52 degrees for the north bay. if you're planning to head out to the giants' game, first pitch 7:15, it will be 65 degrees but then turning cooler as the game goes on. winds kicking in at about 10 to 15 miles an hour. still breezy today. and the storm track is well to the north of us. we're seeing this high pressure building in and that's going to keep our weather dry. once again, the winds coming in, more from the north and bringing in some of the heat that will be creeping in from the central valley. then by friday there will be an enhanced risk of thunderstorms for the sierra. we know that's not good,

especially with the wildfire burning near markliville. unfortunately could be gusty wins and lightning there. the weekend forecast brings it up to 97 degrees for the tri-valley on friday. and then the heat tapers off for the most of the weekend. i'll have another look at forecast coming up. right now, sam, it's going to get hot out there. >> yes, it is. we'll be watching that carefully. while illinois recovering from monday's devastating tornado, a word of survival. swhoun wi someone will have no memory of the experience. baby braxton 4 days old when storms turned his family's home upside down. their second-story house is now a one-story house. the family made it into a crawl space as the tornado ripped through the neighborhood. despite the destruction, they're happy to have all of the things in life that really matter. >> he had the baby in the door with one hand and i'm holding on

americans are still struggling to avoid throwing away a lot of food. studies show the most common sources of food waste are when we buy too much food for prepare too much for a given meal. food makes up more than 20% of what is in our landfills. we've gotten better about it but it is hard to kind of estimate what a family of four needs for the week and actually make it. >> eyeball it. if you have issues, bring the extra food to me, i promise you, i'll put it away. mike, you know what i'm talking about. >> growing, young man. you should keep more green beans. look to south bay, folks, we have a nice robust commute, just getting started here. a lot of greens. that's good, that's what we like to see on speed sensors, at speed. the crash west 237 has cleared the report. westbound 237, hoq lane off of the transition with 880. early on i noted you can't get off on or before first street.
