warm temperatures before it just sizzles across the bay. i'll talk more about that coming up in the microclimate forecast. smooth drive across the bay spans but there's a new crash on the san francisco side of the bay bridge. i'll bring you those details in just a second. >> announcer: from nbc bay area, this is "today in the bay." good wednesday morning. thank you for joining us. i'm sam brock. >> i'm kris sanchez in for laura garcia-cannon. shooting along a busy bay area freeway. a trail of blood and a search for a gunman, all happening in the east bay. >> concerning for, among other reasons, bob redell, the fact this marks the second shooting along highway 4 in just the past week. good morning. >> reporter: sam and krsi, you had one on saturday and one last night in the area behind me, we're in bay point, willow pass road, highway 4 behind me, the overpass, as you can see it. the shooting taking place last

night around midnight. you can see law enforcement shutting down the area for quite some time, searching the area for evidence, possibly bullet casings. this was the scene six miles from here, the medical center in conco concord, where the person who was shot, either somebody in their car or they themselves drove their car, a white car, to the parking lot there where they received treatment inside the hospital. their condition unknown. as you mentioned, contra costa county sheriff's office is still looking for the shooter. then you go to saturday night, where you had this man unfortunately, 20-year-old thomas mendez shot and killed along highway 4, unincorporated pittsburg. investigators believe he was the apparent victim of road rage. he was obviously shot and killed, as i mentioned, and the person who shot him, they are still looking for that person. that person last seen in a honda. it not clear whether saturday night's shooting and last

night's shooting are related. live here in bay point, bob redell, "today in the bay." >> thank you. south bay now, the search is on for a man accused of flashing an elderly woman and robbing her in san jose. officers released the sketch but say the attack happened in april. 72-year-old woman walking back on blackford avenue near the school when a man exposed himself and knocked her down. the man took off running with her purse. they say he's around 5'8", heavyset, brown eyes, black hair. more problem for the eastern span of the bay bridge. we are going to get to stephanie chuang out there covering for us. but we'll talk about new changes that are swift changes for the berkeley balcony collapse. was it -- we know it was deadly but the question was it also criminal? we could see criminal charges coming after the tragedy

captured on camera. the d.a.'s office tells us it is just looking into charges at this point but the prospect of legal action comes of the the city of berkeley released its report on the collapse. though it did not name a specific cause, the report focused on the wood that was rotted underneath that deck. >> severe dear teariation of the wood and structural members, the most likely cause of the deterioration was dry rot. >> the city planning director says the building did pass city code standards when it was built but that code could be changing soon to include more building ventilation which is aimed at preventing the wood underneath from becoming waterlogged and rotted. city council expected to take up new code proposals next month. from berkeley to ireland, two of the victims from that tragic collapse were laid to rest. 21-year-old owen and emir honored in separate ceremonies. a police escort led the caskets

through the streets of dublin. this is video, courtesy of tv-3 in ireland. the irish flag remains at half-staff across that country. encouraging news for one of the seven survivors. the irish times reports that the 20-year-old has been released from eden medical center. he is expected to travel home to ireland. just days ago, he thanked everyone on facebook for their support during what he called these dark times. let's return now to the bay bridge story and tiny cracks we were mentioning. >> stephanie chuang talking about this. steph, there are new issues with those steel rods supporting the bridge and of course, with that comes new questions about whether or not it is going to be safe in an earthquake. >> it's the question of safety, and the problems continue for the $6.5 billion bridge. calling into question the stability of the structure and no easy or cheap fixes.

what we're talking about here, the chronicle is reporting that caltrans found microscopic cracks on the new bay bridge tower may jeopardize the 400 rods that fasten the tower to the foundation. that is what secures the structure in an earthquake in grout that had a shoddy construct leading to saltwater leak and that exposed the base to hydrogen after years in water. now, that's not all. the dhechief engineer says one the rods is showing signs of crack, this goes back to february, when it was reported engineers found the rust and microcracks on a newly tested rod. the oversight group, the pan has not made decisions on what to do moving forward. if it sounds familiar, it is, this happened back in 2013. how much money we're talking

about in fixes coming up in a half hour. stephanie chuang, "today in the bay." >> see what it costs the taxpayer. we hear so much about our drought, but we're also facing another water emergency, the rising sea level. the santa clara county civil grand jury calls it a slow-rising emergency. they issued a report which points to a gauge that's recorded seven-inch rise in sea level over the past hundred years. another study predicts six-inch rise will occur by 2030. a foot by 2050. three feet, 85 years from now. experts in bay area say, even if you don't live near the water, this is going to impact you. >> if they want to use sfo or the oakland airport, they're affected. if they want to use east bay mud to flush toilets or santa clara valley water district to get water or whatever, they're affected. >> the san francisco bay conservation and development commission is getting leaders from nine different counties and 41 cities all to the table to

talk about the rising water levels and create a regional noon try to handle it. >> new this morning, a ground breaking climate case out of the nether lands that could have an impact worldwide. a dutch court order the government to cut the country's greenhouse gas emission by at least 25% by the year 2020. that case was brought by 900 citizens claiming the government has a duty to protect its people against moving disasters and that includes the effects of climate change in the low-lying country. >> last couple of days have been the picture of perfection on the weather front. >> now it's going to start heating up. meteorology kari hall is here with when that's going to happen. >> we don't want to talk about it, but we have to, we have to, because you want to be prepared. as you head out today, we start out with low clouds. a live look from the castro. we see the clouds near coast. rest of us will start out with mostly clear skies. and it it warms up quickly by noon. today, though, not the hottest day we'll see. it will be a comfortable evening

as the temperatures come back down. and sunset at 8:32. looking at all of the moo microclimate in los gatos, 88. san mateo 79. the marina at 67 degrees. and napa reaching 88 degrees. even warmer than yesterday. all of these temperatures are warmer than it was yesterday, and tomorrow it goes way up. i'll talk more about that and just how hot it gets, coming up in a few minutes. mike? >> we'll start over at the bay bridge where there's no backup but we see more cars streaming through the shot of the toll plaza. let's see, a camera in emeryville pointed at the span. let's look at that. mid span, stephanie chuang is reporter, a great view. as far as flow and stability, it fine, camera shakes a bit, blown around in the breeze. look at the map, in san francisco reports of a crash still back on the chp report again. but it sound like all lanes are clear at free month on west 80 approaching.

bay bridge ==sam/cu== one of the leading figures a live look outside now at the bay bridge, just before sunrise. traffic moving, but a chink in the armor on the bridge. stephanie chuang will have that coming up in 15 minutes. one of the leading figures behind napster and facebook focusing his fortune on fill land throw philanthropy. parker is with more than $2 billion after striking it big with napster and facebook. donated $600 million to start his foundation. new this morning, ford is getting into the car sharing business, launching its pilot program right here in the bay area. san francisco, berkeley, oakland, among the six u.s. cities enrolled in the program. the carmaker partnering with

getaround to connect people with ford owners looking for ford short-term rentals. pare participants will be reimbursed through a ford credit. uber and lyft getting the green light to pick up passengers from mineta san jose. the ride-sar shharing companies aren't rejoicing. city council approved a one-year pilot program allowing for airport pickups but they have to pay for, trip fees and fingerprinting, similar to what's required for taxis. the taxi companies aren't happy, the move could put them out of business because they have to pay more than ride sharing services. >> i suppose it's telling everybody's unhappy. the most popular tv show in the world may be moving to netflix. >> "top gear" watched by viewers in 212 different countries every week. i thought you could watch it on

netflix. >> you can, old ep see. soeds. >> the cast would move from the bbc and become the netflix only television show, making new episodes only for netflix. that would be the company's biggest get ever. top gear canceled on the bbc after the host got into a fistfight with the producer. here, racing a car and an airplane. the car wins. the bbc wants to reveal 350 million people watch the show a week. let that sink in. nielsen, last year, says the super bowl was watched by 115 million people. the super bowl's once a year, 115 million. 350 million people watch "top gear" every single week. so netflix would have the tiger by the tail.

we knew netflix was planning to split its stock, 7-1, on july 14th. landon dowdy, good morning. >> scott, good morning to you. the marks will try to extend winning ways today. small gains on tuesday but closed off the highs of the session. investors are hoping greece can reach a deal with its creditors to avoid defaulting on its debt next week. to get the final report on first quarter gdp this morning expected to show the economy contracted early but not quite as bad as feared. dow rising 24 points to 18144. nasdaq up 6 to 5150. the french government summoned the u.s. ambassador, a formal diplomatic move used only in very serious disagreements between countries. this after new documents on wikileaks reveal the american nsa spy agency spying on the

french president's cell phone and e-mail. you'll talk about that shortly. also deep analysis coming up. >> thanks, scott. high-tech stopping a firefight in its track. firefighters say it's something they have to do too often because of drones. a lot of firefighting done by air. a plane drops fire retardant, survey the burn area and helicopters drop water. in some cases it's the only way to fight a fire. drones are gaining popularity and fire officials say civilians are sending private drones over fires for a better look. >> some will get up into the air and if their drone is in the air, we actually have to cease our air operations until we can get our arms around that. >> firefighters say this happened this week while crews were battling a wildfire in president know. it is important to monitor slight restrictions online. a wild fire near lake tahoe has nearly doubled in size.

firefighters say that they are starting to make some headway. the fire is 5% contained and has burned nearly 17,000 acres. it's burning 30 miles south of the lake near the historic town of markliville. smoke can be seen at lake tahoe. so far no structures damaged but locals are on standby to evacuate. the fire was sparked by lightning. i haven't heard kari hall talking about more lightning but there's more heat and dry temperatures. >> lightning in the forecast for the sierra. but for the bay area, it's nothing. as we get into the next couple of days the big story is the heat for the tri-valley. i know you're dreading this. talking about triple digits and we've been keeping you updated on that fire. if you're planning to head to lake tahoe, there's some smoke in the air. conditions are not favorable, a lot of the highways around that area are closed down. it's ten miles south of markliville. the temperature is 51 degrees.

humidity at 48%. but the humidity will be going down, winds going up and that will make conditions very bad for the firefighters who are trying to get this uncontrol once again. thunderstorms back in the forecast for the sierra. right now all clear across the bay. it's 51 degrees in santa rosa. san jose at 56. the storm track is well to the north of us. we have high pressure that's keeping everything dry, keeping the storm track away from us. and it will give us more of the heat. it will cause that heat to build over the next couple of days. keeping the onshore flow from cooling us off too much as we go into thursday as well as friday. and that's also when we will start to see the thunderstorm risk for the sierra increasing as another area of low pressure moves in. we may have a pop-up shower or storm in our area, too. we have had a mild start to the week. and the onshore flow, once again, bringing in that cool ocean air. it's enough to make it feel comfortable.

but once again, we have heat building on thursday. and our temperatures anywhere from the 100s for parts of the central valley into the tri-valley. 90s there for the south bay and north bay. and 70s and 80s for the rest of the area. so, looking today, the last day of fairly mild temperatures, it does get hot in the tri-valley. where we do see 90s. livermore, 92. walnut creey, reaching 93 degrees. tomorrow, ac will be pumping all day long. let's check in with mike. >> car, the ac and tunes popping. here, no need for stalling. smooth drive northbound 101, make a quick drive through san jose. look at your map, you see easy flow of traffic for freeways. little yellow strip there, down to 59. should clear between capital and curtner. 237, no problems with the striping. we could access, the car pool lane. before you get to north 1st. subtle difference but important

for folks using that 1st street business park to or from 237. they just completed that striping project, better news for the area's flow. the approach toward the bay bridge easy drive. we do have a crash on highway 4 off to the shoulder, between 680 and interstate 80. we'll track that over on the shoulder. the bay bridge toll plaza does have a bit of a backup forming from the cash lanes, mid parking lot for all lanes, that's start for the morning commute. highways near markliville, it's 89 at the southern part, but 89 along lake tahoe, it's fine. if you're planning on a visit it's fine but there may be smoke. americans buy organic, ban things like plastic bags and microbeads in an effort to protect the environment. a new study says there's one destructive thing many americans are doing without giving a second thought to the environmental impact. and looking live at san rafael, track moving smoothly but we see haze in the distance keeping things cool today. but by tomorrow, watch out, that

chronic pain and muscle stiffness from m.s. but not helpful for other conditions like anxiety, sleep disorders and tourettes syndrome. people in the industry say the government needs to do more studies. >> whether the benefit we expected or less than expected it's talking about a medical benefit. >> this week the obama administration removed a major hurdle, allowing for more research on medical marijuana. however, pot is still classified as a scheduled i narcotic defined as a drug with no currently accepted medical use. americans are throwing away hundreds of dollars worth of food every year, and according to a new survey, we don't really care about the environmental impact. though data shows americans are all about buying organic, they are still struggling to avoid throwing away a lot of food. studies show the most common sources of food waste when we buy too much food or prepare too much for a given meal.

food makes up more than 20% of what's in the landfill. despite warnings and thousands of poison control calls, kids are still getting sick from eating those liquid laundry packets and detergent packets. since 2012, 32,000 calls were made to poison control related to the packets, involving children age 5 and under. experts want to reiterate the importance of keeping those laundry pods and detergent pods inside their clothes containers and out of the reach of small children. earlier this year, a bay area congresswoman, jackie spear, introduced a bill forcing those types of detergents to be packaged differently. update to breaking news. investigators are looking into a shooting along a busy bay area highway, the second on the same highway since saturday. garcia-cannon. >> i'm sam brock. the search is on for a gunman who shot someone in a car along a busy bay bridge freeway. >> bob redell is live with the latest on the investigation. this is not first time this week. so the question is, are the two related? >> reporter: so far there's no indication of such, as you mentioned, yes, unfortunately, this is the second shooting this week near or along highway 4. the most recent taking place behind me, around midnight last night. we're in bay point, and the area willow pass road and highway 4. you can see the video from overnight shows law enforcement searching the on-ramp and the area underneath the overpass looking for evidence, possibly bullet casings. whoever was shot was in a white car, they or someone else in the car drove themselves roughly six miles to receive treatment. their condition right now, unknown. it is our understanding the contra costa sheriff's office has yet to make an arrest. in other words, the shooter's

still out there. on saturday someone shot and killed 20-year-old thomas mendez, a father of a 2-year-old girl. this happened as driving in highway 4 in unincorporated pittsburg, what investigators believe was a case of road rage. law enforcement still looking for the shooter who was driving a honda. it is not clear whether or not these two shootings, one last night and one saturday, not clear whether they are related. live here in bay point, bob redell, "today in the bay." >> hopefully they fine the clued that lead to that gunman. it has happened again, familiar problem on the new eastern span of the bay bridge. >> tiny cracks that could be very large problems. "today in the bay's" stephanie chuang joining us live on yerba buena island. concern that some of the steel rods supporting the bridge might be failing. >> reporter: that's right. according to the new report, taxpayers will likely end up having to spend tens of millions of dollars fixing this problem.

of course, the safety of the bridge here is on the line. now, according to the chronicle, caltrans found cracks on some steel rods on the new bay bridge tower which could endajer the 400 roads that fasten the tower to the foundation and that secures the structure in case of an earthquake. the chief engineer says one of four high strength tower anchor rods snapped. they're experiencing the same thing, that happened back in march 20137 you may remember, just month before the new span was set to open, caltrans announced 32 rods cracked. the issue, exposure to water leading to cracking. the source of the problem is the same, the rods standing in grout in a concrete and steel structure that experienced saltwater leak dating back to 2012. that exposed the base of the rods to hydrogen after years of sitting in water. the cost to replace the rods in 2013 was $45 million. replacement this time around may come again but may not come

cheap, as it it did not in 2013. caltrans says that most of the rods passed seismic tests. we'll have more coming up in a half hour. live on yerba buena island, stephanie chuang, "today in the bay." train transportation safety will be up for discussion at our nation's capitol today, concerns growing about train control and passenger safety, after may's deadly amtrak crash in philadelphia. house transportation subcommittee scheduled to hear from federal bureaus and railroad companies. a plan approved by bay area voters more than a decade ago remains in the air today. advocates plan on rallying to get it back in motion. they want the city of san francisco to honor the original downtown extension to the transbay terminal. it would rout caltrain from 4th and king to the new transit center in the downtown area. now the project was approved by voters back in 1999 but stalled

because of funding issues. new details in the closely watched special election. one candidate seems to have an insurmountable lead to fill a san jose city council seat. more than a 13% edge over orasco for the seat. 80% reporting. mail-in and provisional ballots must be counted. the winner will fill a seat left open. another republican could join the race for the gop presidential nomination. louisiana governor bobby jindal expected to make a major announcement about his possible 2016 presidential bid. if he enters the race, he would join more than a dozen republican candidates vying for that gop nomination. jindal would become the first indian-american to run for president. south carolina lawmakers debate the future of the confederate flag, retailers

chiming in. announcing decisions to pull confederate flag related products from shelves coming in the wake of the south carolina church shooting. retailers include walmart, target, ebay and amazon, all of whom have dropped flag-related merchandise. >> law makes can talk but so does the dollar. the moment the authorities moved in to arrest the church shooting suspect. dash cam shows when officers arrested dylann roof in shelby, north carolina, one day after the massacre. you can see that it appears that roof is cooperating as officers surround him and take him into custody. mobbing to sports now, new a big hit for the san francisco giant whose just lost one of their top hitters. the giants say that aoki fractured his fibula and he's going on the disabled list. that's their lead-off hitter. a pitch hit in the leg, he had to sit out sunday's game. scratched from the lineup before the start of the last night's

game. he leads the team in batting average. aoki expected to miss two weeks. >> a fracture and he walked off by himself, that's a tough guy. search is on this morning to fine a humpback whale entangled in fishing line spotted twice in monterey bay. the whale was spotted near the mouth of the santa cruz harbor sunday, then it was spotted again on monday. the coast guard says the whale has two yellow recreational crab pots wrapped near its head, rather the float attached to the pot and a white boyy around its tail. those appears to be some sensor they're using. rescuers are expecting better conditions today. in the san francisco bay, warning to watch out for whales. experts say they're out there but may be hard to see. the national marine sanctuary is asking all ships and boats to slow down to avoid hitting them. environmentalists now say they've spotted several whales

along shipping channels near the golden gate bridge. the whales may be feeding on ma mackerel in the area. >> meteorology kari hall is here with a look at a forecast. it would be a nice day to be near the beach if you're looking for cooler temperatures. >> absolutely. this morning, it's nice and cool all across the bay. 51 degrees in north bay. 55 degrees in san francisco. you do still see low clouds which will clear out very quickly. and break out with some sunshine this afternoon. 87 degrees will be today's high in the south bay. peninsula, 79 degrees. east bay 76. and san francisco reaching 70 degrees. tri-valley, one of the hot spots today, reaching 92. it gets hotter as we go into the next couple of days. focusing on what's going to happen in the tri-valley with temperature trend going way up, hitting triple digits by tomorrow. we'll talk more about that and

what to expect for the rest of the bay. that's coming up in the full microclimate forecast. let's check in with mike and the bay bridge. >> the bay bridge saw metering lights turned on or people on the bay bridge, i should say, saw the metering lights turn on. so we have the backup filling in all of the lanes. just a few minutes ago, noticing that the cash lanes were backed up. kris was appalled none of the phobes took the fas-trak lanes. but now the fas-trak drivers are waiting so everybody has to pause before they get across the span. easy drive on the approach. east shore freeway and maze over here, this is west 580, grand avenue, sounds like a car went up on the center divide, disturbing for both directs but got it back down on the westbound side. should clear off the off-ramp. slowing off of highway 13 and 580. no problems, build for highway 4 in antioch and west 580 into livermore. north bay is clear.

new details now ... =kris/2shot= new details now, new york authorities are narrowing their search for two escaped killers. >> we're still learning some details about how those two pulled off their daring jail break. "today in the bay's" tracie potts live from washington, d.c., with the very latest. >> reporter: sam and kris, richard matt and david sweat are still out there, they think they're closing in 20-mile from the clinton correctional facility. dna was found in the cabin where one of them was believed to have fled when the owner walked in. underwear and food left in the cabin. so how to they've got hundreds of people in checkpoints in that area.

it's pretty rugged. they don't think they can move very far, very fast, and trying to close in on that area, hoping to catch these two. when it comes to how they originally broke out in the first place, learning new details about that also. joyce mitchell, who is the woman charged in connection with this, the prison employee, apparently, according to the d.a., said that she sneaked in those tools by embedding them in ground beef and then having the ground beef delivered to these inmates in their cells. the man who delivered them that guard is on administrative leave right now, being questioned. however, they passed a polygraph say he had no idea what it was that he was delivering. we're watching up north in new york as they try to track these two down day by day. but it looks like authorities up there are fairly sure that they've got a contained area where they think these two escapees may be. >> hopefully a matter of time at this point before they catch

that once again this is the last mild day before we do have the heat ramping up tomorrow. as you see the seven-day forecast at the bottom of the screen, you can see 80s in the peninsula. yeah, check out where you live. you'll see those temperatures going up, too. this weekend it will still be hot starting out on friday but then the temperatures starting to come back down. right now in the east bay, 56. san francisco, 55 degrees. let me take you to the peninsula. it is 52 degrees in redwood city. and south san francisco at 52 degrees. so, nice and cool as you walk out the door. this afternoon, we'll see those highs reaching into the 70s and 80s. even some low 90s on the map here. fremont, 84. napa, 88. livermore, 92 degrees. high pressure building. it causes the sinking air, clear skies, as the air sinks it warms and changing the direction of the wind flow, making that flow weaker. so that gives us natural

got a crew, trying to pull it off the center divide and off the freeway. expect slowing. i saw spectator slowing eastbound. this should change quickly. that's an important spot for oakland drive. rest of the bay looks smooth, upper east shore and north bay. typical for antioch. coming out of the altamont, west 580 as far as slowing goes. south bay, north 101 is fine until 68 on slowing toward the airport. standard flow there. farther north from here, slowing through palo alto but it doesn't build for another hour and a half. update to breaking news. east bay, search still on for a gunman who shot someone in a car along highway 4 in bay point overnight. no word on the victim's condition this morning. that same freeway witnessed a deadly shooting as well. there's no indication that the two shootings are related at this point. a look at some stories we're working on for 6:00. a lewd act turned violent. the sketch police hope will help
