lead-off man headed to the dl. getting ready for some high heat on thursday. today enjoy. i'll talk about the heat and the weekend forecast coming up. the bay bridge backup is on because metering lights on. also a pipe fell off a truck on the span and getting there, we have a car on the center divide for 580. a lot to report, coming up. >> announcer: from nbc bay area, those is "today in the bay." good morning. thanks for joining us. i'm kris sanchez in for laura garcia-cannon. >> i'm sam brock. we begin with breaking news. violent and chaotic night in the east bay, as investigators are now trying to piece together what led to a shooting that left a car riddled with bullet holes and blood. that shooting happened last night where the willow pass road on-ramp to highway 4. bob redell, that driver of the car had to take himself to the

hospital. >> reporter: or someone in the car. someone was hurt during the exchange of fire behind me, where willow pass road, highway 4, you can see here in bay point, taking place around midnight last night. the second shooting along highway 4 this week alone. last night's shooting, you can see in the video from overflight, sent law enforcement out here to shut down the area, searching for evidence, possibly looking for bullet casings. six miles away from here at the john mirror health hospital in concord where the person who was shot was taken to the hospital. you can see in the white sedan, we don't know if the driver was shot or someone else in the car, a passenger, but whoever it united states, they ended up at the hospital from what we saw from the car a violent exchange. a shattered window, blood on the outside of the car. the condition of the person that was shot, that condition unknown. and the contra costa sheriff,

our understanding, still looking for the shooter. as i mentioned, the second shooting this week, on saturday this man, 20-year-old thomas mendez, a far of a 2-year-old girl, shot and killed in unincorporated pittsburg as he was driving along highway 4. investigators believe that was a case of road rage. all they know about the shooter is that that person was driving a honda. they are still looking for that person. as of now, there's no indication that saturday's shooting is related to the shooting that happened here last night. reporting live, in bay point, bob redell, "today in the bay." >> be safe out there, bob. new concern for the new span of the bay bridge. talking more tiny cracks found on the rods in the new tower. "today in the bay's" stephanie chuang joins us one yerba buena island. we can see the bridge behind you looks beautiful but there are worries that this problem is more widespread than we might think. >> reporter: yeah, kris, the

chief engineer of the project himself saying now that caltrans has discovered cracks on some rods here on the new bay bridge tower, he has to assume they are on all of the them. adding one of four high strength tower anchor rods snapped. this is according to the chronicle, the other rods, more than 400, potentially in jeopardy. they fasten the tower to the foundation which secures the structure in an earthquake. caltrans says 99% of rods passed safety test. but the results are ominous, questioning just how long the other rods can last. now this also happened back in march 2013, just months before the new span was set to open caltrans announced 32 rods had cracks, the issue was the same then as it is now, exposure to water leading to em brittlement and cracking. the source of the problem these rods are standing in a structure that experienced a saltwater leak, one that the paper says

caltrans first discovered winter of 2011 to 2012. for the cost to replace rods in 2013, caltrans and the taxpayers spending $45 million on that. so the bridge has an oversight panel. it is likely to order further testing before approved any funding on what to do with the new reported problem. live on yerba buena island, stephanie chuang, "today in the bay." >> thank you. to the berkeley balcony collapse which proved deadly but was it also criminal? we could soon see criminal charges coming after the tragedy captured the attention of the alameda county district attorney. the d.a.'s office tells us it's looking into charges but the prospect of action comes after the city of berkeley released its report on the collapse. it didn't name a specific cause but the report did focus on the rotten wood supporting the deck. >> what our observations were, there was severe deterioration of the wood and structural members, the most likely cause of the deterioration was dry rot. >> the city planning director says the building did pass city

code standards but that code could change to include more building ventilation aimed at preventing waterlogged wood. city council expected to take up the new code proposal next month. >> from berkeley to ireland, two of the victims from the collapse were laid to rest. the 21-year-old owen and emir were honored in separate ceremonies yesterday. a police escort led their caskets through the street of south dublin. this video courtesy of tv-3 in ireland. the irish flag remains at half-staff across the country. there is encurrenting news for one of the seven survivors. this man reportedly is going to be released from the hospital, 21-year-old shawn fahey released from ian medical center in castro valley. he's expected to travel back home to ireland. days ago he thanked everyone on facebook for their support during these dark times. the boston marathon bomber

is going to have a chance to break his silence this morning when a judge formally sentences him to death. more than 40 victims and family members expected to talk about the attack's impact on that lives. last month a jury recommended the death penalty for his role in the 2013 boston marathon bombing. three people died and more than 260 were injured in that attack. the south bay search is on for a man accused of flashing an elderly woman and then robbing her in san jose. officers just released this suspect's sketch but say the attack happened back in april. that's when a 72-year-old woman was walking on blackford avenue when the man exposed himself and then knocked her down. the woman had minor injuries. the man took off with her purse. he's around 5'8", heavyset, brown hair, brown eyes. bad news for the san francisco giants and their fan base. overnight the team announced that lead-off hitter nori aoki

is going on the dl. he fractured his fibula when struck by a pitch in the leg on saturday. he leads the team in the batting average and an all star contender, one of the top vote getters for outfielders. he'll miss two weeks of playing time. tonight they'll take on the padres. our coverage 7:00 right after our 6:00 newscast. >> let's take you live to at&t park. 13 hours ahead of the action. we can see the clouds, not the clouds the flags in the distance. meteorologist kari hall here with the forecast. what you need to wear if you're heed to the game. >> of course the blanket. it's always cold and windy at at&t park. we'll have the same thing today, though it starts out mild at 65 degrees for the first pitch. by the end of the game, clouds move back in. we're in the upper 50s. with the wind kicking up from the southwest, it will feel cooler. and we're in the mid-50s now for

the east bay. 56 degrees. but as i take you to san francisco, it is 54 degrees at the civic center. and it is 53 degrees in stones town. with a lot of the temperatures in the 50, we have the low clouds. it will be reaching the low 70s for parts of the city. redwood city 81. san jose, today 85. it starts to heat up today and then the heat goes way up as we go into tomorrow. oakland reaching 76 degrees. for a closer look at what's happening in oakland, let's check in with mike. >> a couple of incidents for oakland drivers. if you're driving through that east bay city, let's look at map, first, westbound 580 a car that is on the center divide. sounds dramatic, and i'm sure it is to see that as well but we have two left lanes blocked. right at grand avenue because of the crash. trying to remove it from the center divide. they don't think it will take long but it's been there a half hour since the initial report of the crash. you see slowing on the approach

but that should change soon. chp says they're he hoping to clear that quickly. west bound 80, bay bridge toward treasure island, reports of i pipe that fell off the truck. that pipe pierced the tire of a car behind it and then that car lifted its way off of treasure island. more slowing. we'll look at our camera. steph chuang has a bird's-eye view, showing traffic flow in toward treasure island west bound 80, standard here. done look like lanes blocked or not additional slowing here. but i will continue to track updates from chp until they clear that. back out to your maps. zoom out and show you no problems for the approach through the east bay. north bay top of the screen, 101 slow through the novato narrows, it typical. it's narrow there. looking toward the tri-valley west bound 580 slow toward the dub llin interchange. san mateo bridge, standard

alike, end quote. >> that's not a denial. in fact, scott mcgrew, we've heard that nondenial denial before. >> we have indeed. good morning to you. we'll talk a lot about this spying incident and the french president this morning. talk about what exactly happened. we think this denial was saying, we don't do this unless we need to do it as you point out, that's not a denial. they have summoned the u.s. ambassador a formal step taken when countries are really angry at each other. if the wikileaks information is to be believed, and it's been accurate in the past, the american nsa spy agency tapped holland's cell phone, listened to them. you see a list of the things they were targeting. you can see on the top, fr prez cell, the president's cell phone at the top. now, one of the other reasons that we believe this information

to be true, we have done this before. we did it to angela merkel, chancellor of germany, we know that. president obama personally apologized to her. and the president of brazil, she reacted very strongly when we did it, complaining to the united nations that the u.s. violated her human rights. back to hollande, as it has in the past, the white house made a statement saying, quote, we are not, and will not, monitor the communication of president hollande. that statement doesn't say, and we didn't do it in the past. so, how recently did we do it if we did? well, according to one cable, which intercepted french communication, it was recently as recent talks with greece. there you see it, the french president, it says, seems worry if word got out paris is considering the possibility of a greek exit, it would deepen the crisis. that's one of the spy cables. the greek crisis has been going

on for years but this could have come recently as well. are these allegations real? where did wikileaks get them? it hasn't said. last time when we spied on merkel the documents came from edward snowden. this time we don't know, and snowden hasn't said. >> talking about our staunchest allies, germany, france, brazil. it problemic. >> sounds we, if it's true, not only spied on the french president but told the english as well. >> sorry but not sorry for now. new this morning, a ground breaking climate case out of the netherlands that could have an impact worldwide. dutch court ordered the government to cut greenhouse gas emissions by 25% by 2020. that case was brought by 900 citizen claiming the government has a duty to protect its people

against looming disasters. that includes effects of climate change on the low-lying country. >> 6:16. hear a lot about our drought but we are facing another water emergency which is a rising sea level. the santa clara county civil grand jury calls it a slow-rising emergency. the report points to a gauge near fort point that recorded a seven-inch rise in sea levels over the past 100 years. another study predicts a six-inch rise by 2030. a fourth by 2050 and 3 feet in 20 years. experts say even if you don't live near the water this will affect you. >> if they want to use sfo or the oakland airport, they're affected. if they want to use east bay mud flush their toilets or santa clara valley water district to get water or whatever, they're affected. >> the san francisco conservation and development commission is getting leaders from 9 counties and 41 cities to come to the table and talk about rising water to create a regional plan to handle it.

a developing story in the northeast where tens of thousands of people are waking up without power after thunderstorms ripped through the area. the severe weather caused chaos on the roadways and in the air. more than a half dozen of the country's busiest airports were halted. more severe thunderstorms exp t expected in the midwest later today. for more on the storms and triple digit heat headed to the bay area, let's bring in meteorologist kari hall. >> we want a little bit of the rain but not the storms, right? traveling today, looking across the northeast, the weather's clearing out there. but again, the problem spots will be in the midwest. for us, of course, it's all dry. we're starting out with low clouds and a thin veil of fog across the bay. as that rolls out of here, midmorning, we'll get sunshine and temperatures will start to heat up. looking at some low visibility in parts of the north bay, san francisco, the coastal areas. today we do still have an

onshore flow that will help make it a little bit more comfortable this afternoon, bringing in that ocean air. but tomorrow it won't be as strong. we do still have a nice breeze today. winds coming in from the northwest at about 10 to 15 miles an hour tomorrow. i think wins will be weaker. today a high of 91, warming up in the south bay 91 in morgan hill. and san mateo, 79 degrees. castro making it up to 70 degrees today. a lot of sunshine. reaching 90 degrees in pleasanton while fremont makes it up to 84 degrees weep have high pressure overhead. and as it builds right over northern california, the next couple of days, it will weaken the onshore flow, cause the heat to move in from the east, and we won't be able to block it from moving in from the central valley into the tri-valley and parts of our area will be really getting very hot. by friday that high moves to the east. a couple of showers and thunderstorms developing in the sierra.

and this is what we're expecting, tomorrow for temperatures, anywhere from the low 100s, 90s, and then 70s, even 80s for parts of the bay and the weekend forecast that heat started to come back down, which is great news, as we all want to get outside and enjoy the sunshine. a couple of storms may be popping in the tri-valley. we'll be watching that for sunday. let's check in with mike. >> i'm watching 880, oakland, better news for 580 came in, 880 was smooth. i want to show you this past the coliseum. look at same area for 580 or north of there, that crash west grand avenue, the car removed from on top of the center divide. that has cleared to grand avenue. all lanes clear. a quick recovery past that scene. approaching the scene, still a ripple effect. approaching grand avenue for west 580 expect slowing. debris looks like it's cleared and any disabled vehicle across the bay bridge. still tracking that closely. that's a critical spot for the bay bridge.

slowing down the east shore freeway. 580 for the tri-valley and highway 4, westbound, for both of those, that's a slower drive. northbound routes, nice. build starting to kick in for 101 toward the airport. 280/680 interchange, slowing. volume is building. a good change here, west 237, you can access or leave that car pool lane before you get to 1st street. that's a critical juncture for folks getting to and from the businesses. back to you. if you feel the urge to bask in the glory of the bayer's championship loot the place to be the moss sconeny center today. >> where there to start? the warriors' championship trophy on display. not only that, but so will the last three giants' world series trophies in the same place. the spoils of victory are there for san francisco travel

crystal-clear golden gate bridge to start off your wednesday morning. is the cannabis cure not all that it's cracked up to be? new questions how effective marijuana is as a medicine. new study suggests that the benefit of medical pot for some illnesses are still unproven. researchers found that marijuana was most helpful for parents with chronic pain and muscle stiffness related to m.s. but not as helpful for other conditions like anxiety, sleep disorders and turrets syndrome. people say the government needs to perform more studies. >> whether it's the medical benefit we expected or less than we expected, based on their results, it's talking about a medical benefit. >> also this morning, i should say this week, the obama administration removed a major hurdle allowing for more research on medical marijuana. however, pot is still classified as a schedule i narcotic, defined as a drug with no currently accepted medical use. americans are throwing away hundreds of dollars worth of

in that cabin where they left food and underwear behind. it's a remote area they don't think these two can get very far very fast. they flooded the area with officers and checkpoints and hope they charge close in pretty soon. you mentioned joyce mitchell. she's the prison employee who has been accused of helping them bust out of that clinton correctional facility. now the d.a. is revealing that mitchell says she hid those tools they used in ground beef and then had another prison employee deliver. the other employee, gene palmer, has been put on leave while he's being questioned but passed a polygraph saying he had no idea what he was delivering to inmates. the search continues but hoping and believing that they have narrowed down the area. hopefully in the next few days, maybe within the next few hours, they can find out where they are. >> danger and a costly manhunt as well. thank you.

punish family whose choose to pay ransoms to terrorists in hopes of getting their loved ones home safely. the white house will announce creation of the so-called hostage recovery fusion cell. it's a new u.s. government unit designed to coordinate tracking and rescue efforts. 6:40, another republican candidate could join the race for the white house today. make a little more room. louisiana governor bobby jindal expected to make a major announcement about his possible 2016 presidential bid. if jindal were to enter the race he would join more than a dozen other gop candidates at this point, vying for the nod. jindal would become the first indian american to run for president. union supporters say a looming california legal case has potential to chip away at the strength of public employee unions everywhere. the case involves california teachers and whether nonmembers should be forced to pay so-called fair share fees even when they choose not to join. the u.s. supreme court is weighing whether to take up that case. if the court eventually rules

the shooting happened late last night near the willow pass road on-ramp to highway 4. bob redell, one of the questions people are going to have, does -- should i be concerned go this is part of my commute? >> reporter: the only concern is if this is related to a shooting that took place saturday night. there's no indications that there's a relation. this is the second shooting, though, this week near highway 4, kris. the most recent taking place behind me last night around midnight, as you mentioned, here in bay point, along willow pass road, where it intersect with highway 4. you can see the video overnight, law enforcement shutting down this area, searching the area where the shooting took place, looking for evidence, possibly bullet casings. whoever was shot was in a white coupe. you can see the car, either think or someone else drove themselves around six miles to john mirror health in concord to

the fire's only 5% contained, and it's burned 17,000 acres. it burning miles 30 miles south of the lake near markleeville. smoke can see seen near lake tahoe. locals are on standby. meteorologist kari hall joins us now. the winds in the area, are they dying down? will the firefighters get any relief? >> it's calm now, as we start out the morning, but the winds will start to pick up overthe next couple of days and concerns of thunderstorms developing by friday. temperatures will be heating up, too. right now starting out at 51, calm wind and this afternoon we may have winds up to 10 to 20 miles an hour for the higher gusts. toward the end of the week, as well, we will have thunderstorms moving in on friday as well as the weekend. so the storm track right now is well to the north of us. we are expecting a major warm-up by tomorrow. and today just a little bit warmer. high pressure moving in, it will bring in the more of

northeasterly wind, knocking down that onshore flow and allowing for that heat to move in from the east. stwh by the one low pressure moves in as high pressure moves to the east. that may cost some showers and storms to develop in the sierra and make it into tri-valley, something woel be watching for the end of the weekend into the weekend. tomorrow the hot day. you could reach over 100 degrees in parts of the tri-valley and delta. for the south bay and north bay, 90s, what we're looking at tomorrow. and the 70s and 80s for the coast, including san francisco. so the weekend forecast, after seeing such a hot thursday, still hot on friday. this weekend, the hot -- the heat starts to go down just a little bit. still warm in many spots, like tri-valley reaching 90. 85 on sunday. and slight chance of few thunderstorms, something we'll keep you up to date on. let's check in with mike.

"today in the bay's" stephanie chuang live on yerba buena island they're worried the problem could be more widespread. >> reporter: that meaned that more money, millions more, will have to go to fixing the issue that we saw back in 2013. also, here on the news span, before it even opened. the likely source of all of the problems, take a look at the

rods in question. you can see the base structures, they're embedded in the base structure, not constructed well enough to keep saltwater out, leaving rods inside exposed to hydrogen, becoming brittle and then cracking. according to "chronicle," caltrans engineers learned of this in 2011 and 2012. the chief engineer of the project saying, now that caltrans has discovered cracks on some rods he has to assume they're on all of them. more than 400 rods that fasten the tower to the foundation, securing the structure in an earthquake. the paper says one of four high strength tower anchor rods snapped. now, this, you may remember, happened back in march 2013. this was just months before the new span was set to open caltrans had announced that 32 rods cracked and the cost to replace the rods back then $45 million. we don't know how much it will take to replace the new rods here if that's what caltrans will do. but the bridge oversight

committee likely to order more tests to get more information before deciding how to move forward. live on yerba buena island, stephanie chuang, "today in the bay." >> thanks. the berkeley balcony collapse was clearly deadly but was it also criminal? we could soon see criminal charges. the d.a.'s office tells us it is just looking into charges at this point but the prospect of action comes after city of berkeley released its report on the collapse. it did not name a specific cause but the report focused on the wood and rotted out and was supporting the deck. >> what our observations were is there was severe deterioration of the wooden structural members, the most likely cause of the deterioration was dry rot. >> the planning director says the building did pass the city code standard but the code itself could soon change to include more ventilation aimed at preventing that wood from becoming waterlogged and rotted in the first place.
