most upland valleys today. all of these areas you're seeing shaded in red. that's where you have to be careful today. that continues until 9:00 this evening. and we still have this high pressure over the desert southwest. it's knocking back the onshore flow and this where we're heed headed this afternoon. tri-valley and south bay could reach as high as 108. we still see 90s for the north bay, south bay, even san francisco may hit 80 degrees once again. i'll have a closer look at the microclimate forecast and what to expect the fourth of july weekend coming up in a few minutes. >> good morning. i'm anthony slaughter in for mike inouye. traffic, it's very light, smooth, no big problems. over towards oakland, bay bridge approach, lots of green headed into san francisco. no big problems, even coming through the altamont pass. lots of green. that denotes things are moving smoothly. no major traffic problems for

incidents coming through here. we'll continue to track this as the morning goes along. but otherwise, things moving smoothly, 4:31 the time. we'll get you out the door with any other accidents as the morning goes along. how it's looking? it's hot. >> it is hot. summer heat is setting in, anthony. if you thought yesterday was hot, wait until today. heat advisory sweeping parts of the bay area for a second straight day. when hot temperatures mick with our drought, there can be devastating consequences. crews are dealing with fires up and down the bay area. first, the latest developments on a fire in the south bay, hundreds of firefighters continue to battle this smoky brushfire, causing unpleasant and unhealthy conditions in gilroy. 50 acres of rugged terrain have burned since the flames started yesterday. it is now 50% contained. but still putting out a lot of smoke. so far, no structures have burned. no one was hurt.

but people in gilroy are dealing with that heavy smoke making it difficult to breathe. and to see. the soccer match went on as scheduled but the players did pay a price. >> a lot of smoke. a lot of contamination here. it's hard to us to be here, see the smoke on the lights. it's hard for us. >> it was overwhelming to breathe it, and also to inhale it it was impacting. >> it's only 50% contained now. crews are working on that while investigators are looking how that fire started in first place. not crews in the south bay are busy. firefighters stumbled upon these flames on the right along 680, in sweltering heat. that fire burning a mile away from another grass fire sparked but a truck fire. all of that smoke makes a hot day feel even hort. east bay temperatures in the triple digits and people out and about trying to stay cool.

a strategy they're going to need today as temperatures climb higher. >> trying to walk slowly, not rush anywhere, give myself plenty of time to get there. try to cool down in air-conditioning. >> i have a loose-knit shirt on. so what little breeze there is today. >> yeah. there wasn't much of it. amid extreme fire danger, contra costa officials talked about defensible space around your homes. don't forget, tall grass should be cut down 100 feet away from your home. more important as you get into the more rural areas. >> thank you. fire danger not the only concern amidst this intense heat. a flex alert, asking californians to cut down electricity between 2:00 and 9:00 p.m. when it's the hottest. the triple digit heat is putting a lot of demand on the state's power grid. you can help by keeping lights

off and avoiding running appliances during peak hours. download our nbc bay area app. there you can click on the weather tab, and the drop-down menu find temperatures in your neighborhood, microclimate temperatures. the new fiscal year means several new state laws take effect today. impacting the most people, california's new paid sick leave. the legislation will allow all full and part-time employees who have worked at least 30 days, 3 paid sick leave days a year. california will continue to phase in a ban on lead ammunition for banning its use for hunting in certain areas. all smartphones manufacture must have a remote controlled kill switch to make them less attractive to thieves. the controversial school vaccine bill signed into law. every california child in public or private school must be vaccinated. you saw governor brown, he did

decide to sign the legislation, unless the kids have a medical exception. it's 40 doses of 10 federally recommended vaccines. the law comes after the measles brought break to disneyland going into effect in january. opponents are vowing to fight the law in court. state tax on gasoline is going down today, but you're not going to see any extra coin in your wallet. the six-cent a gallon reduction comes as a result of yearly recalculation of gas taxs. official dozen this to make sure gases on tax are revenue neutral, state only makes enough money on the tax to cov what are it's supposed to cover, if not reduce another tax. heelsburg, the first city to raise the age from 18 to 21. and now, if you want to drop your pet off at the santa cruz county animal shelter, it will not cost you a dime. the shelter is eliminating the

owner's surrender fees hoping to prevent animals from being abandoned. >> back to court for senator lee, and he could be taking a plea deal. nbc bay area broke this story last year. yee, accused of taking bribes from undercover fbi agents in exchange for legislative favors and agreeing to import firearms. yee has pleaded not guilty. however a change of plea hearing will take place today. looking at the environmental cost of supplying californian's million of marijuana users in response to reports that illegally grown pot plants are guzzling billions of gallons of water along the north post. pot farmers are damming streams. one consequence, north coast salmon fisheries are running dry. more than 85,000 plants seized last week in humboldt and

mendocino counties. talking about it throughout the top of the show, we're swallowed up in a heat wave. >> i was going to get on the elliptical and i saw the flex alert, so i conserved energy. >> how thoughtful. >> you're welcome. kari hall. >> i saw people outside running in the middle of the day, i'm like, what are you guys doing? i want to roll down the window and give them a bottle of water, because here a look at those temperatures yesterday. made it up to 110 degrees in livermore. cloverdale, 109. gilroy 108. 108 brentwood. san ramon, 107. more hot temperatures. san francisco even made it up to 81. now we've come back down into the 60s and 70s. nice and cool in san francisco at 56 degrees. but this afternoon, the heat cranks up once again in the tri-valley may be hotter, reaching 109. 97 degrees for the south bay. take it easy today.

cost more. fares are going up 25 cents. if you use fas-trak, you will pay $6.25, pay by plate drivers pay 7.257 car pool drivers pay 4.25. that fare will keep going up over the next few years to close the bridge's budget deficit. new look for another iconic bay area spot. we're are going to get to see the renovated alcatraz. everything from the guardhouse to the library to the entrance will have a new look. crews also reroofed and repainted the historic tourist attraction. the project cost around $3 million. all of the people that have crossed off alcatraz on their list, get back there. >> back on the bucket list. isis continues its campaign, not of terror, but of recruitment. we'll show you where police arrested four people looking to join that terror group. in the berkeley balcony collapse investigation, the construction company under fire is firing back.

>> not a bad day to get out of town. it's going to be hot. new this morning, more evidence of an alarming trend in the war against terror. ten people arrested overnight in italy, accused of trying to join isis. authorities in milan say that the suspects were detained in three major italian cities and unnamed albanian city. they were planning to travel to syria to fight alongside isis. italian officials say several dozen cities have also joined the ranks of isis in just part of the year. 4:44. the united states is going to take a big step towards re-establishing its relationship with cuba. the u.s. and cuba going to announce opening up embassies in each other's capitals. still details to be hammered out here but the u.s. wants ability to talk to all cubans, including dissidents. cuba wants the u.s. to lift its trade embargo. that's a mat that needs congressional approval. >> i want to be the embassy to cuba. eurozone ministers are

meeting to discuss greece's request for a new bailout. greece yesterday missed the deadline on a nearly $2 billion debt payment and that news has shaken global markets. but there is word that greece is ready to play ball and accept a new bailout plan which could happen within days. if the problem cannot be resolved there are fears that greece may bail from the eurozone altogether. >> last-ditch efforts at 4:45. companies and business groups slamming president obama's new overtime proposal. >> for that and the rest of the news before the bell, we turn to landon dowdy live at cnbc headquarters. workers looking to get overtime for working longer hours. >> yes, that's exactly right. a quick check of the markets. poised to bounce higher, after clousing out the first half of the year with small gains. investors are taking in stride but greece missed the loan payment. dow, nasdaq, s&p 500 suffering

their worst month since january. look for private sector job growth and manufacturing data. nasdaq up 28 to 4986. automakers report june sales numbers today and it's expected to be another strong month for the industry. continued demand for pickup trucks and suvs and gas prices lower than this time last year. this could be the best first half of the year for auto sales since 2002. businesses are blasting president obama's plan to boost the number of people eligible for overtime pay. they say it would curtail hours and hurt job growth. retailers in restaurants are concerned about the higher income threshold, $1,000 her week since not many would qualify. companies may threat tonight hire part-time workers but it's cheaper to pay overtime than costs to add new employees. back over to you. >> lots of threats. we'll see how it plays out in

real time. the company under fire for the deadly berkeley balcony collapse will argue for a temporary restraining order against investigators. segue construction wants to keep prosecutors from testing evidence without having company representatives present. in its court filing, they argued evidence might have been damaged in the removal of the balcony after the collapse. one legal experts believes this filing may be a preemptive move in lieu of possible criminal charges. >> if the d.a.'s office files charges and they conduct destructive testing on the balcony, what could happen is the defense could later say, you've jeopardized our ability to defend ourselves. >> city investigators dis covered severe dry rot in the balcony, causing it to tear off, killing six people. that dry rot would have likely resulted from water exposure. now, to a developing story. firefighters in washington state are working to keep tanks full

of chemicals from catching fire. erratic wind and dry conditions are keeping that sleepy hollow fire in wewenechi burning. the fire has destroyed 29 homes. has burned 3,000 acres and looking at that, fuels the fear that we feel in the bay area as our conditions are so dry. >> raging conditions, so hot yesterday. you could feel it when you stepped out of the door. today's going to be very similar. >> it will. i think the humidity will be slightly higher, too, which doesn't make it any better. the golden gate bridge, we see low clouds and there's a huge difference in temperatures where we had the bay fog and where we had absolutely not a cloud in the sky. now it is already 74 degrees in the east bay. if you can believe it, this early in the morning, really?

70 degrees in dublin, livermore, 71. walnut creek is now at 70 degrees. 56 degrees, though in san francisco. this is where we're headed this afternoon. reaching 100 in los gatos, gilroy, 107. palo alto, 94. even the mission district reaching 81 today. napa 97. oakland 82 degrees today. pleasanton, 106. livermore makes it up to 109. i do think we'll have a few more clouds this afternoon. and that may make the temperatures a degree or two cooler in spots but feel hotter because the humidity will be higher. tomorrow, more cloud cover as showers and storms move into the sierra. will give us a bit of a reprieve in those temperatures and this heat. and a pattern change is ahead, which is a welcome sight because the bay fog rolls back in. we'll have a stronger sea breeze by the end of the weekend. and our temperatures coming down quite a bit in time for the

fourth of july weekend. redwood city on saturday reaching 79 degrees. half moon bay 62. a look at all of the microclimate this weekend. pick it out, we have more comfortable temperatures in the tri-valley reaching 90 degrees. i'm so happy about this forecast this weekend especially since i have plans to get outside. how about you? >> can i say, hallelujah right now to that? if you didn't have that weekend forecast, this would be a tough week for you. 4:50. the bay area roasted yesterday, parts of houston got soaked. between 2 and 4 inches of rain fell, flooding streets, stranding drivers. gas stations along the freeway were the only spots for high and dry land. one driver even had to be rescued by a cashier. >> when i got out there, she was in shock. i'm like, you've got to get out of the car. i pulled her out of the window, packed her on my back until she could stand up. >> did she say put her on the

through the slow cash lanes but, nonetheless, metering lights are not on. you can zoom through here. no problems approach that location. we have an accident more of a stall, if you will, coming towards oakland, 880 northbound, 29th avenue, heads up, oakland a's day game, that's going to add more traffic during lunch break, keep in mind, taking on the colorado rockies. altamont pass, traffic starting to build a little bit, overnight construction wrapping up near dublin, 586/80 corridor. south bay, things moving smoothly on the maps from 101 down morgan hill into redwood city and palo alto. right now, 4:56, here in the bay area we deal with our fair share of lakes contaminated with bird waste. maybe we should take a page from ohio turning to man's best friend to keep lakes disease free. it seems like a job any dog would love to done the dogs are specially trained to scare birds
