we now know what the finals will look like, the u.s. versus japan. >> more on the game in a minute. we want to get to breaking news and take a live look at what has been a very active scene at the washington navy yard this morning. this all began about two hours ago with someone reporting hearing gunshots. investigators say at this point, there is no evidence of a shooting. tom costello is there. a little confusing. what's going on? >> yeah, savannah, good morning to you. we're right just a few blocks away from the nationals baseball park, and yet again, we're at the navy yard. two years ago, the scene of a shooting, and this morning, a mass, robust police response involving washington, d.c. police, military police, all responding to reports of shots fired inside the navy yard. also police and fire and paramedics responding as well. however, we are now told from multiple law enforcement sources there is no indication there were ever any shots fired inside the navy yard, no indication

anybody was injured. fire and ems said they didn't transport anybody away from the scene. this appears to have been some massive miscommunication or confusion that occurred just as the morning's shift was getting under way, so now the police are trying to figure out how did this happen. how did they get this mixed signal and this report of shots fired at the navy yard. again, all clear. the all clear has been given and they're starting to move the police out of this location. >> and unfortunately, so eerily familiar because we remember what happened in september 2013 when someone did open fire at that navy yard and killed 12 people. >> yeah, that's right. i was standing at this xablth intersection two years ago when there were reports of shots fired. and at that point, 12 people died, 8 people seriously injured. that was, by the way, the beginning of a very top investigative report on what went wrong in terms of the police response.

because there was poor communication, poor coordination coordination. at one point, there were capitol hill police officers who were closest who wouldcould have responded and were told not to. there was a reorganization and redeployment of all those things. they'll do another analysis to see if they learned any lessons and applied those. >> we're happy to have an all clear. thank you. in the meantime, breaking news in tennessee. a massive evacuation near knoxville overnight after at least one train car carrying toxs gas details and caught fire. katie, good morning to you. >> good morning. i'm at a local high school in merrillville, tennessee, about 50 miles away from knoxville. that's where a train derailed, caught fire, and started spilling a poisonous gas into the air, prompting the evacuation of 5,000 people.

what those evacuees want to know now is what's next. this morning, 5,000 residents of maryville, tennessee, have been evacuated from their homes and sent to a temporary shelter after a freight train carrying a highly flammable and toxic gas partly derailed and caught fire. officials say the train was traveling from cincinnati, ohio, to georgia whrx one car came off the tracks, sparking the blaze. the cargo included a chemical use in the mastking of plastic. the derailment could be in place for 48 hours. >> i didn't think of anything other than getting us out. >> ten deputies were taken to the hospital after breathing in the fumes. if inhaled in high levels, it can cause headache, nausea, and kidney irritation. this man said their family was surprised and they're eagerly awaiting going back home.

>> they were a little panicked but once we figured out everything, they kind of calmed down. >> around 6:30 this morning, a representative from the railroad told the evacuees if they wanted to check into a hotel, they would be reimbursed for that. as for the cause, we're still waiting to learn more information about the reason that this train derailed. we'll send things back to you. >> katie roach in tennessee this morning. katie, thanks very much. >> now to the powerful storm system spawning tornadoes and flash flooding in the midwest and south. >> good morning. six reported tornadoes, two were caught on camera. this is in leads summit, missouri. this was a rope tornado caught from a parking lot here. you can see how the trees are caught in the wind. also tornado also in lee's summit, and you can see that the wind is picking up all of that debris, basically destroying the roof of the building in the distance there.

and once the tornado starts to pick up the debris and dirt, you start to see it darken in color. this is amazing that there were no injuries reported, just damage to trees and buildings. also reports of flash flooding with several people having to be rescued as the rain came down torengsally, and it filled up the roadways quickly. that's why there were flash flood warnings in effect. even this dalmatian was rescued. we still have the threat of strong storms in the same general area today. although it is going to push a little further to the south. it's right along this stationary front where we're going to see the showers and storms fire up. we also have a flash flood warning in effect through south central missouri right now. it's in this area, northern texas, right through oklahoma, stretching into parts of tennessee, where we do have the chance of seeing extremely damaging winds up to 60 miles per hour, also large hail. but the threat of tornadoes is much less today. i don't think that will be a big threat. we could see as much as 3 to 5 inches of rain. some areas could get as much as 7 inches.

flash flooding a concern today. >> all right, thank you very much. let's go to north carolina now and what people are calling a perfect storm for shark attacks. a report seven so far this season. the latest just on wednesday. with the fourth of july weekend getting under way, it's got a lot of people uneasy. gabe gutierrez is live on nort carolina's outer banks. hi, gabe. good morning. >> matt, good morning. emergency crews here in the outer banks are on heightened alert as we head into the holiday weekend. but there are right now no plans to closeby of these beaches. this morning, the latest victim is in fair condition. a shark surge off north carolina's outer bank. the most recent victim, a 68-year-old man attacked while swimming in waist deep water just 30 feet from shore. bitten several times on his leg, hip, and both hands. eyewitnesses say the victim was able to swim to shore before being airlifted to a nearby hospital. >> communication air two is on the go.

>> i saw a baseball-sized chunk taken out right above his knee. >> shark attack. >> there's been an alarming rise in the number of shark attacks here. seven in the past three weeks. last friday, 47-year-old patrick thornton was seriously injured in a terrifying encounter. he says he feared for his life. >> i could see the fin slowly coming by me. a shark is upon me. it's attacking me. this could be it. >> since mid-june, 8-year-old brady survived an attack with minor injuries. 12-year-old kooirsirsten yow lost an arm and 16-year-old hunter treschl. and another woman is recovering from an attack. >> i saw a shark fin swimming away. >> experts say warm weather could be a factor. >> great weather this year, but we had even more people in the water on average each day. >> all leaving beachgoers to wonder, just how safe are the

waters. >> you always take a risk every time you go in the water that you could be bit by a shark. everybody knows that. >> obviously, tourism is huge here in north carolina. local officials expect millions of visitors throughout the summer. as you can imagine, they're in no hurry whatsoever to close any of these beaches. they view the shark attacks as rare and isolated snenlts. i can tell you, matt, over the past few weeks, we have spoken to visitors and to swimmers. they're still coming here. some of them are going into the water, but they're being very careful. many are staying closer to shore. >> i used to spend a lot of time down there, a beautiful part of the country, but people need to be cautious. >> thank you. meanwhile, federal authorities are sounding the alarm about the holiday weekend, sending an alert to law enforcement agencies to be on guard for terrorist attacks. we had a chance to go inside the huge security operation in new york city to protect the nation's largest city. >> a massive show of force in

direct response to a heightened threat. calls from islamic militants to launch spectacular attacks with the fourth of july holiday coinciding with the holy month of ramadan. isis has directed its followering to seize the opportunity. there have been no specific credible threats against new york city, but the nypd has launched what it calls a dynamic response. james waters is the chief of the nypd's counterterrorism bureau. new york is always a target, fourth of july, always a potential time for an attack. is there concern for this year? >> the last couple days, the arrests that have taken place locally makes us more aware here. we're on guard 24 hours a day. >> isis encourages its followering to launch attacks by any means they have at their hands. >> the nature of this new threat is the lone wolf, one person with a knife, with a gun, with a bomb. who potentially could really do a lot of damage.

>> that's very true. low force, low tech, high yield, would be one of the tactics that isil is looking to deploy. >> how do you guard against something like that? >> you have to rely on intelligence. we have a robust intelligence department. >> we got a look inside one of the intelligence nerve centers. here, officers work 24/7 monitoring images feeding in from thousands of security cameras around the city. on the streets, ready to respond within minutes, the nypd so-called hercules teams are heavily armed. and on the move. they travel with officers especially trained and equipped to detect any radiological weapons also known as dirty bombs. with barges for the fireworks already in place, radiation detecting speed boats patrol the waterways. >> this whole waterway will be shut down. >> we got a real sense of the officer waters the officers handle when we took to the sky.

in choppers equipped with cameras they can zoom into street level. >> anyone who is inclined to think they're going to come here and cause harm to people, we're ready and well prepared. >> again, should mention there's no specific credible threat against new york city, but there was this alert bulletin sent by the department of homeland security. law enforcement around the country being extra cautious. >> we see a lot on the streets of new york, visible security, but it's amazing to take a look behind the curtain and see what's going on. >> we went up in this chopper thousands of feet in the air. the camera is so strong, you can see a street level view. >> natalie is here with a deadly accident overnight. >> a tragic philippines. at least 36 people dead and 20 are missing after a ferry capsized in the central philippines. the coast guard said more than 100 people were rescued after it went down in strong winds and high waves. just a few hundred feet from the

port. new details about that dramatic plane crash in taiwan back in february. aviation officials there now say the trans-asia airlines captain mistakenly switched ought the aircraft's only working engine just seconds before it crashed. 43 people were killed. the investigation also revealed about three minutes after takeoff, the captain was heard saying, quote, wow, pulled back the wrong side throttle. cause of the crash is still under investigation. federal appeals court is telling officials in louisiana, mississippi, and texas they must comply with last week's u.s. supreme court ruling on gay marriage. wednesday's order was issued the same day a federal judge in alabama told counties they had to abide by the high court's decision and could no longer refuse to issue marriage licenses to same-sex couples. >> the justice department is investigating whether the nation's airlines have colluded to keep air fares high. it's trying to see if they

limited the number of seats to keep their profits high. currently, four airlines control 80% of the u.s. market. the airlines are making record profits and have increased ticket prices 13% since 2009. this morning, there's a settlement between bp and florida, alabama, mississippi, louisiana, and texas that resolves years of litigation over the 2010 oil spill in the gulf of mexico. that spill followed the explosion of the deep water horizon rig that killed 11 workers. bp will pay more than $18.7 billion to settle civil claims, most of the money will go to the states for environmental and economic restoration rogprojects. some dramatic video shows residents jumping to safety after a fire broke out in their apartment building. this happened in sandy springs, georgia. take a look at the young woman on the third floor when neighbors came to help her out. coaxing her to jump. she leapt to safety, and right

into the arms of her neighbors. just moments later, a younger girl also climbed and jumped out. omps say 11 families were left without a home as a result of the fire. thankful that the neighbors took part in helping them get out. a california woman is safe this morning after a difficult and dramatic rescue. two days after she lost control of her car, a jogger heard screams for help and saw jennifer's car at the bottom of a canyon in malibu on wednesday. rescuers climbed down the 70-foot cliff and were able to bring her back to safety. they say she was dehydrated but was conscious and talking. she was airlifted to a hospital and told her family for two days and night, she could hear the cars going by but didn't know if anyone would find her. today she is okay. now to the dramatic yet heartbreaking finish wednesday nouth in the sf game of the women's world cup between england and japan. not the end result but the unlikely game winning goal that has everybody talking this morning.

thanks. kleenex. someone needs one. i'm ... ==anim== some >> announcer: you're watching "today in the bay." good thursday morning it's 7:26 i'm sam brock. we start with breaking news this morning. fire pierts are on the scene of a grass fire if the east bay, it is burning in sunol. that is video from a little earlier it morning in what is said to be a remote area off of geary and calaveras roads. firefighters say already no structures in that area and so far has the fire has burned somewhere around 20 acres. the property is apparently owned by the san francisco water department. firefighters also believe it may have started as two separate fires, possibly from lightning that later merged together. it started seem in the overnight hours when lightning storms were whisking their way through the area. right now firefighters are only speculating that that might be the cause. >> you might is have missed it

peter, good morning. >> reporter: we have now moved down blocks from the washington navy yard. as you can see in the distance behind me, there is a massive police presence at this time. here is what we know at the moment. u.s. military officials and navy officials tell nbc news that police responded to this location as a result of reports of an active shooter at the washington navy yard. we are now being told by two federal officials that, at this time, there is no confirmation. in fact, no actual reporting that actual shots were fired at this site and no reports of any injuries at this time. this may be a familiar scene to a lot of people because two years ago, the washington navy yard was the site of a deadly shooting by a lone gunman where 12 people were killed and 8 injured.

good morning, it's 9-26... i'm ... ==anim== some breaking news this good thursday morning. it's 9:26. i'm sam brock. following breaking news this morning, firefighters still on the scene of a fire in the east bay. specifically that fire burning in sunol right now in what is said to be a remote area. firefighters say there are no structures in the area. it's in kind of a remote region. so far it's burned somewhere around 20 acres. and the alameda county fire department has not updated that figure. as of now we're continuing to talk with them. the property is apparently owned by the san francisco water department. firefighters also believe it may have started as two separate fires that at some point merged together. and it got ignited some time in the overnight hours when lightning storms were coming through the area.

it's speculation, but firefighters think it's possible that the lightning caused the fire. now, in case you missed while you were sleeping sadly in some parts of the bay area including the tri-valley lightning storms lit up the sky last night. this is what it looked like this morning in livermore. some areas got a healthy dose of thunder and lightning. the wild weather also left behind traces of rain in some places. will there be more rain to come moving forward? we'll have a check of weather and traffic after this break.
