let's first check that forecast with meteorologist kari hall. >> good morning, sam and laura. we start out with some mild weather again, especially in the tri-valley where we are now at 66 degrees, san francisco at 59 degrees, still some low clouds this morning, and it will be a beautiful day as we reach into the lower 90s in the tri-valley peninsula, 82 degrees, south bay look for a high of 87 degrees and the north bay reaching 84. in the city we will see a high of 73 degrees and getting ready for once again a very nice weekend after coming down from all of that midweek heat. into the neck few days we will take a look at the fourth of july forecast and what to expect even into next week. it's coming up in just a few minutes. we're getting ready for a light friday commute, taking a live look at the bay bridge. not too bad on this friday. a lot of people took off out of town already yesterday, roadways were busy. 880 in oakland this morning, things moving along quite quickly and along the 101 in san

jose. got your bright rights, don't put on the shades just yet but it looks bright this morning. >> i think of that song "one headlight." law enforcement is eefg more power now to crack down on illegal fireworks in the south bay. >> "today in the bay" bob redell live in san jose with a new law that could make the homeowner sobl even if you are not the one who is lighting the fuse out there. >> reporter: just this past month the santa clara county board of supervisors passed this new law just am time for this weekend fourth of july celebration. fireworks have been illegal in uninn skoorpted santa clara county for quite some time. now it is illegal to host fireworks on your property, even if you are not the one setting them off. fines $350 for the first offense, $700 for the second and $1,000 after that. the sheriff's office does have the discretion of giving you a warning if you weren't aware that people were using your land

as a fire owe technique playground, but if you you don't take reasonable teps to stop that activity then you could still be on the hook. again, just putting more responsibility on the property owners who might have turned a blind eye previously. now, fireworks are banned throughout most of the bay area, only 15 cities locally, this includes in santa cruz county, allow safe which are generally the nonexplosive fireworks. this year because of the drought the city of danville has banned all tire works on someone could accidentally set their dry hills on fire. reporting live here in san jose, bob redell, "today in the bay." you know, there is no need to set off illegal fireworks when there are plenty of events going on around the bay area this holiday weekend. in the south bay fireworks will go off at discovery meadow in downtown san jose, it's free to the ?>añ(ublic, and on the penia foster city has a whole day of festivities planned at leo ryan

park culminating with a firework show over the lagoon at dusk. there is a big celebration at berkeley marina, and of course there's the iconic fireworks at pier 39 in san francisco. also many more activities going on across the bay area. to find one in your neighborhood check out nbcbayarea.com and click on the fourth of july events guide. you're going to have a good time this weekend. while you're out celebrating the red white and blue officers want to make sure you are safe on the roads, police departments and the chp are stepping up their enforcement for drunk drivers today. the maximum enforcement period is bay area and statewide. if you are enjoining a few cocktails with the festivities make sure you do not get behind the wheel of a car. expect to see more police officers along san francisco's embarcadero as well. wednesday's shooting at pier 14 is raising concerns ahead of the shooting. police are have their is suspect

in that case but with so many tourists pouring in this the area will be crowded. one tourist says while the violence is alarming it won't change his plans. >> very concerning, sad for obviously the family and friends, but, you know, life is short and, you know, we're out here enjoying it and we hope nothing terrible happens to us and anyone else. >> waterfront crowds in san francisco will no doubt achy tomorrow night for the holiday. our crews say they could already see more police patrolling the area yesterday. amazingly the parents of the woman shot and killed on wednesday had the emotional strength to share their heartache less than a day afterward. jim steinle was with his daughter kate when the gunman struck. she had just finished lunch with a friend when they decided to stroll along pier 14. as he performed cpr witnesses jumped in to try to help. >> the paramedics with embarcadero traffic at that time, they got there fast, but

where she was shot, now that we know -- >> they said she was strong and she fought -- >> that was her case, but -- >> she didn't make it. >> kate steinle worked for the bay area medical equipment company medtronic. medtronic issued a statement expressing shock over such a senseless act. at 4:36 right now, you may have heard also nearly 12 hours after that deadly shooting our own news crew also attacked at the same spot as they were reporting on the deadly shooting. police say this is one of three men who robbed and pointed a gun at our camera hand and reporter as they were about to go live on air. the man also stole equipment from a ktvu crew as well. here is a picture of the fun used in the attack. police say the men sped off in a b approximate mw with no license plates. our cameraman was hurt, but he tells us he's doing fine and he is recovering at home this morning. 4:36. new this morning, a north bay

high school track coach faces charges with it -- he is accused of having a sexual relationship with a 17-year-old student who just graduated. deputies say the mother alerted authorities when she discovered suspicious texts. also new this morning, and across the globe, a massive earthquake shook up western china. reuters reporting at least six people have died, dozens are injured and thousands of homes damaged. the shallow 6.4 quake struck northwest of the southern city of hoton. three dozen homes have collapsed or were seriously damaged. about a thousand tents are being sent to that region to help people get some sort of shelter. 4:37. you need relief from the heat? let's see how hot it's going to get today. checking in with meteorologist kari hall. >> and as we start out this morning we've been tracking a

few showers that have been moving across the central valley and moving across the north bay as well, but a lot of that fizzling out as you wake up this morning. the only rainfall that we were able to pick up was between santa rosa and bodega bag and it was less than 100s of an inch. not a lot of rain as we head into a july 4th weekend. burlingame reaching 84, mission 73 degrees, 83 in in napa, the high reaching 84 degrees in free mon and pleasanton topping out at 90 degrees. so overall a very nice day, still warm in the tri-valley, but at least we don't have to deal with some triple digits and unbearable heat as we get ready for the long weekend. now let's check in with anthony for traffic. good morning. in nor mike inouye. traffic moving smoothly. not much happening across the bay area. you can see from our vantage point from the bay bridge toll plaza things are really quiet

(adlib) taking a live look interest from the south bay it this morning. all quiet in downtown san jose. happening today, california's puc will vote on a new electricity rate hike. that hike is expected to boost rates for more pg&e customers by $10 a month. some consumer groups are blasting the plan, accusing the puc of working in cahoots in the utility companies. they think they're trying to sneak the rate hikes lieu during the holiday weekend. jerry brown congratulations. it's been more than a decade but all that budget belt tightening now standard and poor's is boosting california's credit rating to a plus. that's something that has not happened in a decade and a half. but let's not start popping the champagne yet. 47 other states still have higher credit ratings, up to aaa

than california. >> i had that champagne ready to go. south bay residents say they're upset with their water provider after they were told they could get landscaping rebates to replace their lawns. santa clara county water district offers plans for drought family plans. one woman says she did just that, but was turned down for the rebate. >> he said your lawn is still green. >> i said, no, we stopped watering when they told us to. >> he said you are not eligible. >> to be eligible for the plan to reimbursement progress dents have to prove at the used to maintain a green law and then they are giving it up, but after many customers complained the water district told us yesterday they're actually going to do away with that rule. >> plus that lawn was about as brown as brown gets. 4:44. people living in the windy city are paying more money to streams videos. wait a minute. what? the 9% tax went into effect yesterday as the city of chicago

just looking for another way to raise revenue. the tax applies to all streaming services like netflix and spotify, but the tax does not apply to a purchase or permanent download, just rentals or temporary streaming options. it's expected to bring in an extra 12 million bucks for the city of chicago. >> that's a lot of orange is the new black. the largest environmental disaster in u.s. history has led to the largest settlement ever. bp will have to to pay $18.7 million. it happened five years ago but the oil giant is settling claims with five states. the money will be used to restore the coastline and pay fines. back in 2010 a bp oil rig exploded and sank killing 11 workers, sending millions of gallons of oil into the ocean. a notorious bay area stowe away is again free to go where she pleases within reason. a chicago area judge has ordered marilyn heart man released for

time served. she has been in custody since early may for loitering near a ticket county at o'hare airport. in the past bay area authorities have arrested her numerous times until she snuck away on to a flight from san jose on to los angeles. after serving her sentence in l.a. she later made it on to a flight from minnesota to florida with no ticket. a record officially broken. the pro correct team for the solar impulse 2 says it shattered the record for the longest nonstop solo flight for a solar powered airplane. the plane took off from japan monday and expected to land in hawaii this morning. it broke the previously record of 76 hours. the sla impulse 2 is the first aircraft to fly day and night without fuel. it only uses the energy of the sun. >> made it through that five day last trek there. we have been talking a lot about sharks this week. this morning we have an incredible video to show you. a shark actually pulling a

kayaker out of his boat and the man lived to tell about it. benn chancy was fishing for a grouper in florida, instead he hooked a bull shark. the shark pulled on the line so hard it flipped the kayak over. chancy landed right on top of the shark, started swimming madly trying to get to safety. >> you've just got to watch out whenever you have those big fish up along the side of the boat. we be they decide they want to do something they're going to to it. you can't do anything about it. >> experts say if you find yourself in the water with a shark which maybe sounded crazy a few weeks ago but not as crazy now, it's best to swim away as calmly, as you can, and quickly as possible. panicking and thrashing around can trigger a shark's instincts to bite you. in santa cruz, shark warning signs are up through the july 4th weekend. last week a helicopter pilot spotted around 15 great white sharks in aptos and tuesday a

marine biologist got up close with another one, this time it was intentional. beach goers say it makes them a little nervous. >> that's really scary. that worries me a lot because we do, you know, a lot of tourists around. >> it was freaking us out and we were like, oh, my gosh, too late to cancel the week vacation. >> yeah. it would freak you out. experts say the sharks have likely been feeding far offshore and came into shallower waters to try to warm up. >> i'm far from jesus but i would run on water out of there. >> or moses, part the waters and try to get right through. most of us like to stay away from sea creatures but not one brave driver. >> he hugged a man at that ray and it was all caught on camera. frankie grant got the shot about a month ago off the coast of mexico. he says that slippery creature opened up her fins as if to give him a big, warm, wet hug and he went for it, got in there.

man at that rays. what is going on in the water? it's like 10,000 lesion under the sea right now. everybody headed to the beach, probably for the fourth of july holiday if they don't have other plans. >> they may not be going to the water but hopefully they will be able to get good temperatures on that sand. let's check in with meteorologist kari hall. >> it's good all across the board. we will have great weather for heading to the beach, heading to the city, heading anywhere across the bay area. as we get a clear look this morning from at&t park we to see mostly clear skies, although those low clouds will start to move in by sunrise. we are at 59 degrees in san francisco, the north bay at 66 degrees and the peninsula at 63 degrees. let me take you to the south bay. it is 61 degrees now in morgan hill and downtown srj it is 66 degrees. so nice an comfortable once again and as we go through the day here is a look at the wind forecast. and this shows the wind speeds and the arrows show the wind

direction. so we will have more of an on-shore flow today, winds at noon picking up to about 10, maybe 15 miles an hour. here we are at 3:00, we have winds coming in at about 15 miles an hour in some spots and as we go into the weekend high pressure moving off towards the east, it is allowing now for that on-shore flow and some cooler weather in time for the weekend, although if you are heading to the sierra keep in mind that there may be some showers and thunderstorms popping up. in san jose for the fourth of july @&b parade starts at 10:0 in the morning, we will be at 71 degrees and for the festival picnic expect a temperature at 87 degrees, and then as those fireworks start at 9:00 we will be at 72 degrees. overall a very nice day. looking at the rest of the forecast, we will see temperatures in the 60s, 70s and 80s, kind of some seasonal weather for this time of year and not a drop of rain in that forecast. right now let's check in with sam. >> thank you, kari. you mentioned celebrating the

things really remarkable this week. we haven't had a whole bunch of traffic. we are not tracking a whole lot at the bay bridge approach. things are really quiet here this morning. we don't have any accidents popping up on the chp report. i want to take you to the traffic maps and show you what's happening. the coming down 880 down towards the 238 connector near the castro valley we have an accident but not causing any problems here. you can see over towards the altamonte pass coming this in towards antioch no problems there. coming into the south bay no problems there as well. we will continue to track the morning commute. outside in san jose, that's what i'm talking b really, really light this morning. back to you. a lot of people get up and at em and exercise. if you're using yourd hotel gy watch out for a few extra risk. they have less staff on hand and some wimt may be unfamiliar.
