the microclimate forecast. and i'm anthony slaughter in for mike inouye. tracking your morning drive. things fairly light here on this friday. we will hope to keep it that way. let's talk more about that coming up in the full traffic report. joining us. i'm laura garcia >> announcer: from nbc bay area, this is "today in the bay." a good friday morning to you. i'm laura garcia-cannon >> and i'm sam brock. on this holiday at least we're heading into the holiday it's going to be a busy day on the roadways this morning ahead of the big holiday weekend, although it's kind of hard to tell that right now, the bay bridge on the left-hand side of your screen a couple of cars here and there, on the right highway 101 in san jose. now, a lot of folks are already getting ready to go out and about, we're going to check in with our traffic reporter anthony slaughter later on in the show. it's kind of been a mixed bag of weather this week from extreme heat to lightning in some parts of the bay area. what can you expect for the fourth of july in let's bring in

meteorologist kari hall to find out. >> good morning. weekend. after hoping to get a little bit of rain yesterday, though we dry things out once again. we are now in the lower 60s walking out the door, in the tri-valley it's 64 degrees, san francisco it is 59 degrees and we do have some low clouds. as we go into the afternoon expect the highs to reach into the 80s and even some low 90s in spots. peninsula 82 degrees for the high today, south bay 87 degrees and san francisco reaching 73 degrees. overall very pleasant across the bay, no major issues and i will have a look at the fourth of july draft, what to expect in your town, it's coming up in just a few minutes. got your fourth of july plans all ironed out? whether you do or do not authorities say leave the fireworks to the professionals. if they are not the ones who light the fuse. >> reporter: if you live in unincorporated santa clara county you should be aware of a new law that the board of supervisors passed just in time for this holiday weekend. it was passed last month. now, setting off fireworks if you are not aware in unincorporated santa clara county has been illegal for quite some time. now because of this new law it is also illegal to host fireworks on your property, even if you are not the one lighting the fuse. the fines would be $350 for the first offense, double for the second and then $1,000 after that. the sheriff's office does have the discretion of giving you a warning if you weren't aware that people were using your land to set off fireworks, but if you don't take reasonable steps to stop that activity, even though you might not condone it, then you could still be on the hook. fireworks are banned throughout most of the bay area, only 15 cities, this includes cities in santa cruz county as well. allow safe inn sans which are generally the nonexplosive

fireworks. the city of danville banned all fireworks over the drought over concerns that someone might accidentally set their dry hills on fire. reporting live here in san jose, bob redell, "today in the bay." you know, theres no need to set off illegal fireworks when there are plenty of events going on around the bay area this holiday weekend. in the south bay fireworks will go off at discovery meadow in downtown san jose, it's free to the public. on the peninsula foster city has a whole day of festivities planned, at leo ryan park culminating with a fireworks show over the lagoon at dusk. the berkeley wra ma with food trucks, kids activities and live music. of course, there's the iconic fireworks show at pier 39 in san francisco. also a lot of other activities going on across the bay area. we counted no fewer than 20 paredes and 20 fireworks displays. to find one in your neighborhood check out nbcbayarea.com. click on fourth of july events

guide. more than just fireworks, you can expect to see more police officers as well along san francisco's embarcadero. over the long holiday weekend. wednesday's deadly shooting at pier 14 is raising safety concerns ahead of the july 4th holiday. police have their suspect in that case but with so many tourists pouring in the area is obviously going to be more crowded. one tourist we talked to says that the violence is alarming, but it will not change his holiday plans. >> very concerning as in, you know, sad for obviously the family and friends, but life is short and we're out here enjoying it and we hope nothing terrible happens to us and anyone else. >> waterfront crowds in san francisco are going to peak tomorrow night obviously for the holiday. our crews say that they could already see more police patrolling that area yesterday and it was a heart breaking day. the parents of the woman shot and killed in that attack on pier 14 are sharing their heartache less than a day after it happened.

jim steinle was with his daughter kate when thatv34vñ gu struck. he said they just finished lunch with a friend nearby when they decided to take a stroll along pier 14. as he performed cpr witnesses jumped in and tried to help. >> paramedics with embarcadero traffic at that time, they got there fast a, but where she was shot, now that we know -- >> they said she was strong and she fought -- >> that was her case, but -- >> she didn't make it. >> i cannot even imagine what he had to endure. kate steinle worked for the bay area medical equipment company medtronic. medtronic issued a statement expressing shock over such a senseless act of violence. >> she was so young, too. nearly 12 hours after that deadly shooting our own news crew was attacked at that same spot as they reported on the deadly shooting. police say this is one of three men who robbed and pointed a gun at our cameraman and reporter as they were about to go live on air. the man also stole equipment from a ktvu crew.

this is a picture of the gun used in the attack, police say the men sped off in a bmw with no license plates. our cameraman was hurt, but he's degree us he's doing fine and he is recovering at home this morning. new this morning, a north bay high school track coach facing charges of sex with an underage student. the coach worked at novato high school, 6 four-year-old steven desh letter he is accused of having a sexual relationship with a 17-year-old student who just graduated. department wrees say the girl's mother alerted authorities when she discovered suspicious text pes js a. investigators don't believe there are other victims. also new this morning, a massive quake shook western china. reuters is reporting six people are dead and dozens hurt thousands of homes are damaged. these shallow 6.4 quake struck northwest of the southern city of hoton. the government says at least 3,000 homes have collapsed or

were seriously damaged. 1,000 tent are being sent to the region. elsewhere in the world, five people dead after an explosion rocked a chemical plant in south korea. one person still missing after that blast. exact cause of the explosion is under investigation. the victims were welding when that explosion took place. california congressman taking our state's water concerns to washington. the bay area news group reports representative jerry mic persony plans to seek medical funding for 27 recycled projects. all but six of it those projects are based in the bay j the water coalition is behind the proposed project. in addition to medical funding they will apply for money through california's prop 1 which allocates money for water related projects. south bay residents are a little ticked with their water provider after they were told they could get landscaping rebates to replace their brown lawns. the santa clara water district offers discounts for homeowners

who let their lawn go brown. one woman said she did just that but was turned down for the rebate. >> he said your lawn is still green. i said, no, we stopped watering when they told us to. he said, uh-oh, you are not eligible. >> vision check might have clarified the fact that that is a brown lawn. to be eligible for the plant reimbursement progress dents have to prove that they used to maintain a green lawn and that they're giving it up. after many customer complaints the water trickett told us yesterday that they are doing away with that rule. >> that wasn't just brown lawn, that was like crunchy brown lawn. >> yeah, you can actually feel the breakage. >> sound like gravel. let's check in with meteorologist kari hall. i don't even think a good dose of rain could save that lawn. >> no, and my yard is just dirt at this point. i don't think anything will happen that, either. we didn't get any help yesterday or the day before with not a lot of rain across the bay area. we start out this morning with mostly clear skies in the south

bay, a few clouds in san francisco. now it's 59 degrees. let me take you to the east bay. right now it is 64 degrees in danville and walnut creek also 64 degrees, oakland starts out the morning at 60 degrees and as we go through the day temperatures climbing into the 70s andl!vy 80s. here is a look at all of the microclimates. los gatos expect a high of 90 degrees, burlingame 74, in is san francisco, mission district, 73 degrees, fairfield 87 degrees, and oakland today reaching 74 degrees. let's get a look at the roads with anthony. good morning. this friday morning things are moving fairly smoothly, no big problems out on the roadways. from oakland northbound lanes moving fairly good, southbound lanes no problem. over towards fremont farther down 880, same condition, same deal for the north bay, light commute, southbound no problems there. as we switch over to the traffic maps you can see what i'm talking about. things are really light. it is a friday and you have holiday travel. not too bad coming through the altamonte pass.

same deal 880 down towards hayward and fremont. we do have one small accident on hayward 880 southbound near the 238 connector but not really affecting traffic all that much. south bay looks good from 101 headed over toward 880. as well 280 no problems as well. so really this morning traffic not all that bad as you get out on those area roadways. peninsula, red wood valley, san mateo, no major accidents this morning. we've heard of paying your fair share at 5:10 but one city taxing people extra for streaming services is. why windy city residents are paying the most in the country to watch netflix. changes may be coming to your electric bill as well. good changes or bad? it depends. i will tell you how it works just you a head. taking a live look joe outside, you want a little cloud, sun, you get a little everything in this live look. rafael this morning. a lot of people probably already heading out of town. california public utilities commission will consider raising your electric rates. "today in the bay" scott mcgrew has been looking over some of the paperwork. let's start with why today? >> critics wonder if it isn't to bury the news. july 3rd is a holiday for some people and perhaps these rate hikes would go unnoticed. in fact, it's more than a hike, it's a total restrukt ripping of the way electric rates are calculated. what's unusual is the rate hikes would hit the most penny wise people hardest. it turns out the less electricity you use the more likely it is you're actually paying less than it costs for power suppliers like pg&e to make at that electricity. you are a drain on the system. you're causing electric companies to lose money. so they bill people who use a lot of electricity even more to recover those costs. today's proposal would make that more fair, it would make people

who use very little electricity pay at least the cost of making that electricity and that would mean the other people wouldn't e books. that doesn't seem controversial, but the net effect here is poorer people would pay more, richerer people would pay less. that's not the goal, but it is the end result. the meeting is in san francisco this morning, laura, at 10:00. all right. so you couldn't, scott, just do one increase that is equally applied throughout the entire income scale? >> well, because you would be increasing for the poor people, but there would be no reason to increase for the rich because you have made up that difference. you've solved your problem and you wouldn't have a justification for raising rates for other people. >> gotcha. and the net effect is poor people have to shell out for. it is a first in more than a decade, standard and poor's is boosting california's credit rating to a plus. but that hasn't happened in 14 years. don't celebrate just yet because even after that 47 other states still have higher credit

ratings, up to aaa than california's rating. people living in the windy city now pay more to stream videos. the 9% tax went into effect yesterday as chicago looks for new revenue. the tax applies to all streaming services like netflix, spotify, but the fax does not apply to a purchase or permanent download, just rentals or temporarily streaming options. it is expected to bring if this an extra $12 million for chicago. the largest environmental disaster in u.s. history has led to the largest settlement ever. bp is going to have to pay $18.7 building for the massive oil spill off the gulf coast. this happened five years ago but the oil giant is now finally settling claims with five different states. that money will be used to restore the coastline and pay fines. back in 2010 you will recall that a bp oil rig exploded and sank, killing 11 workers and sending millions of gallons of oil into the ocean. record officially broken.

the project team for the solar impulse 2 says it shattered the record for the longest nonstop solo flight for a solar powered airplane. it took off from japan mon, it expected to land in hawaii this morning. it broke the previously record of 76 hours while crossing the pacific. the solar impulse 2 is the first aircraft to fly day and night without fuel, it only uses the sun's energy. i would imagine they had to really time that thing out. >> that is a brave pilot over there. >> right. >> hopefully we are not breaking any heat records. i guess we are not because things are finally coming back down. i am so happy that we don't have to deal with that heat we had a couple days ago in time for the fourth of july weekend. it would be nice to go to the beach. as we go into the next couple of days comfortable weather as we start out this morning. this is what you need to know, we are going to have a speck ak particular weekend and right now those temperatures across most of the bay area in the 50s and 60s. it is 58 degrees in the north bay and in san francisco 59

degrees. you can see the seven-day forecast is now coming up at the bottom of the screen and no major changes headed our way. into the rest of the afternoon you can make some plans without any weather worries. it's 87 degrees for the high today in the south bay, in the peninsula nice day, 82 degrees, and the north bay today topping out at 84 degrees. we do have a cooler weekend ahead. of course, that is much welcomed news considering we did have some triple digits this week and now we have more of an on-shore flow, but there will be a chance of some thunderstorms in the sierra. if you're heading up that way keep in mind there may be those typical afternoon showers and thunderstorms moving in and morning clouds and drizzle. let me take you to a few events going on. as you head out for berkeley on saturday, 69 degrees, fremont 82 degrees, concord reaching 88 degrees on saturday, fourth of july in san jose the parade starts at 10:00 in the morning, the festival and the picnic starts at 2:00 and it will be 85

degrees and 70 degrees in time for the fireworks at 9:00 in in san jose. as you make plans we also have the full lineup on nbcbayarea.com. let's take a look at some of the microclimates for the next three days. san francisco reaching 70 degrees on saturday and the tri-valley topping out at 90. let's get a look at how the roads are flowing. it is a holiday week so as we get into the holiday weekend you can imagine not a whole lot of traffic happening on those area roadways. this is the bay bridge toll plaza. wide open still early this morning. not a whole lot of traffic happening here. let's switch over to the traffic map. you can see coming down towards 880 in hayward near the 238 connector we had one small accident but not really affecting traffic all that much. keep in mind we do have another oakland game, a's taking on another mariners game this evening. south bay no problems across san jose and 101 over towards 280, same deal up the peninsula things looking good into palo alto up towards the dumbarton

bridge, same thing for the san mateo bridge but really things really looking real good. i mean, it's hard to find any accidents here this morning. let's switch over and show you what's happening outside. as we get you into the south bay this is 101, you can see what i'm talking about, it's really hard to find much happening on those area roads and up towards palo alto, same deal, no problems happening there. same deal 101, northbound lanes looking good, southbound as well. guys, back over to you. >> keep looking, maybe you will find something. we have been talking a lot about sharks this week and this morning we do have an incredible video to show you. a shark actually pulling a kayaker out of his boat and the man lived to tell about it. ben chancy was fishing for a grouper in florida. instead he hooked a bull shark. that shark pulled on the line so hard it flipped the kayak over. there goes chancy who landed right on top of the shark and then quickly swam to safety. >> you've just got to watch out whenever you have those big fish along the side the boat.

when they decide they're going to do something they're going to do it. >> that's more than a big fish. is that a hammer head? experts say that you find yourself in water with a shark, in the event that happens which is starting to look like more of a likelihood it is good to swim away as quickly and calmly as possible. panicking and thrashing around -- anyway, you can trigger a shark's instinct to bite if you panic too much. >> it's on you, if you're not calm it's on you. over in santa cruz the parks department is warning swimmers to stay out of the water. shark warning signs are up through the holiday weekend. last week a helo;$uju pilot spotted about 15 great white sharks and just tuesday a marin÷ biologist chose to check out what was going on, he got up close with another shark. beach goers say this is making them a little nervous. >> that's really scary. that worries me a lot because we do -- you know, a lot of

tourists around. >> it was freaking us out and we were like, oh, my gosh, too late to cancel the week vacation. >> just stay out of the ocean, i guess. experts say the sharks have like rily been feeding far offshore and now they're coming into shallower waters to try to warm up. >> a lot of people want to head to the beach over the holiday weekend. >> the brave ones maybe will get inside the water. >> most of us like to stay away from sea creatures but not one brave diver. >> he actually hugged a manta ray and all of this caught on camera. there it comes in. frankie grant got the shot a month ago off the coast of mexico. the manta ray sitting right above him there. he says that slippery creature opened up her fins and he said how many opportunities do i have to hug a manta ray. he went for him. 5:22. coming up, the best way to stay healthy ahead of summer vacation cravings. >> plus while working out at your hotel's gym may not be as safe as you think.

=sam/cu= researchers in "today in the bay." welcome back. right now a live look outside atomic cuffy cove in the early morning hours of your friday morning. the giants trying to get back on track after a couple of tough losses. researchers in australia have found recurring greg's can actually cause memory loss. the study from -- episodes of depression experienced shrinkage in the part of the brain responsible for forming new memories. scientists say that that study shows the need to treat initial episodes of depression effectively in order to prevent long-term damage to the brain. summer travel season is upon us. while you're escaping the every day routine dieticians say you don't have to let your diet fall off track. nutrition experts suggest planning ahead and checking out

today. so still warm in spots and reaching the lower 80s for the peninsula, south bay 87 degrees and mostly sunny skies as well for the north bay. very pleasant in san francisco as many people head in to watch the fireworks this weekend. we will have some nice weather for that, too. we'll look at a few fourth of july events coming up and let's get a look at what's happening with sam and laura. >> thanks so much. law enforcement of course receiving more power to crack down on illegal fireworks in the south bay. >> trooibt bob redell joins us live from san jose on a new law just passed that could make the homeowner responsible for what happens on your property even if you are not the one to lights the fuse. >> reporter: i know as you're well aware setting off fireworks in unincorporated santa clara county or most of the bay area for that matter is illegal, but just this past month just in time for this fourth of july holiday weekend the santa clara board of supervisors base past add new law.

yesterday. at 5:33 it is now to a saddened to a summer trip. a 14-year-old boy dead after a late night jet ski crash. this happens at bass lake, it's a popular summer get away spot south of yosemite national park. investigators say that kyle farr along with an 18-year-old were on board of a sea-doo on wednesday night when they hit a moored pontoon boat. farr was thrown into the water and he later died from his injuries. neighbors say that farr and his family are from los gatos, but they have a home at bass lake and they visit often. >> they're a great family, the kids are great, very athletic, outgoing, sports-minded family. this is a terrible, terrible thing. >> just a freak kind of accident and it's the second jet ski-related death at bass lake it this week. >> very sad. happening today, the6esoj co california public utilities commission will consider a massive change in the way it calculates electrical rates. scott, for many of us a rate cut. >> yeah, a rate cut if you have a house with two teenage boys who leave the front door open on a hot day you may pay less. at issue here is the actual cost of electricity. it turns out wheel who use very, very little electricity, the power miezers and poor who can't afford to pay big power bills are actually paying less money for power than what it costs to generate it. when they pay their bill power companies like pg&e actually lose money. so what does pg&e do? it passes those costs on to the rest of us who pay more who get those higher tiers of use. now, this restructuring proposed today would make people on the low end pay at least as much money it costs to make the electricity. so they are not getting the power for less than it costs. that might seem fair even if it does raise rates a little bit for the poor. with a some people object to is

weekend want to check the microclimate forecast with meteorologist kari hall. >> good morning. get started with some great weather, nice and comfortable walking out the door. although we do have some low clouds and today will be a spectacular day reaching 64 degrees right now in the east bay and south bay peninsula now at 63 degrees. let's get a closer look at the peninsula as you walk out the door, it's 58 degrees in burlingame and red wood 61 degrees, so into the next couple of days we see some more seasonable weather after having to deal with extreme heat. still warm in gilroy today, 93 degrees, palo alto 82 degrees and financial district at 71 degrees, napa today 83 degrees while free month also makes it up to the low to mid 80s in pleasanton, a high today of 90 degrees. overall we have a great start to the weekend, we will highlight some fourth of july events coming in just a few minutes, in less than ten minutes. let's get a look at the roads.

an explosion rocked a chemical plant in south korea. one person still missing after that blast. the exact cause of the explosion is under investigation. the victims were welding when the explosion took place. some may find this next statistic surprising, citizen complaints about police are at a 25 year low in california. the state attorney general's office issued that report. it found 15,700 complaints last year, that's down from a high of 24,000 in 2007. it's also 3/4 the annual average of nearly 20,000. experts cite several factors including lower crime rates, better training and higher sensitivity by officers. some south bay residents are upset with their water provider after they were told they could get landscaping rebates to %sk+ñ santa clara water distric does offer discounts on drought friendly plans for homeowners who let their lawns go brown. one woman says she did just that

tahoe we start out with some low clouds and fog this morning, but such a gorgeous shot. and keep in mind there in the sierra that there will be some pop up showers and thunderstorms each day for the next couple of days. seven-day forecast coming up. if you're staying close to home we walk out the door with temperatures in the 50s and lower 60s. today the high reaching 92 degrees in the tri-valley, 73 degrees in san francisco and peninsula reaching into the lower 80s. in san francisco let me take you hour by hour. by lunchtime the sun breaks out, we will be at 70 degrees. 71 degrees at 2:00 and as the sun sets we will see temperatures in the upper 60s and then the low clouds starting to move back in. in redwood city expect a high of 79 degrees tomorrow, in minlo park 79 degrees it, pacifica 66 degrees. overall we do have some comfortable temperatures. if you're planning to go to the fourth of july celebration in
