safely, the warning from firefighters ahead of this weekend's fourth of july festivities. i will have your forecast to get you ready for any events coming up in just a few minutes. and i'm anthony slaughter in for mike inouye this morning. tracking a very light commute. kind of a treat here on this friday morning. we will get you out the door and let you know what's happening on those area roadways coming up in a full traffic report >> announcer: from nbc bay area, this is "today in the bay." a very good morning to you, thanks for joining us, i'm laura garcia-cannon. >> and i'm sam brock. happy fourth of july one day early. we kick this off with a live lookout side your wind toe, san jose and san francisco. the weather has been pretty wild so far this week, from extreme heat to sprinkles and thunder and lightning, now we're seeing cooler temperatures rolling right in in in time for your holiday weekend. >> it's rather refreshing, as is meteorologist kari hall. big question, will it be clear

enough to see those fireworks? >> yes, i think so in many spots. we will get the low clouds moving in in the city but elsewhere there will be a lot of sunshine if you're heading to san jose this will be the parade forecast. at 10:00 in the morning 71 degrees, and the festival and picnic at 85 degrees. we will be warming up and then by the end of the day in time for the fireworks 70 degrees. let's get a look at more of those my row climates. we will have highs in the 70s and 80s for most of the bay area, but the warm spot of course the tri-valley reaching 90 degrees. we will take a look at some more events coming up in a u minutes. i will send it back to you. certainly you want to leave the fireworks to the professionals. that's the warning this morning as both authorities and firefighters gear up for what they fear could be a dangerous holiday weekend. >> "today in the bay" bob redell is live in san jose this morning. bob, a major change this year that holds homeowners more accountable for illegal fireworks. >> reporter: correct, sam and laura.

for homeowners unincorporated santa clara county just this last month the santa clara county board of supervisors passed a new law making it tougher to set off fireworks in the unincorporated area and did this just in time for the holiday weekend. as you are well aware it is illegal to set off fireworks in unincorporated santa clara county, it's been that way for quite some time. no you because of this new law it is also illegal to host fireworks on your property. even if you're not the one setting them off. fines are $350 for the first offense, double for the second, then $1,000 after that. sheriff's deputies do have the discretion of giving you a warning if you weren't aware that people were using your land to set off fireworks, but if you don't take reasonable steps to stop that activity, even if you don't condone it, then you can still be held responsible. fireworks are banned throughout most of the bay area, only 15 cities locally allow these so-called safe and sane fireworks which are generally not explosive fireworks.

this year because of the drought the city of danville has banned all fireworks over concerns that someone could accidentally set fire to their very dry hills. reporting live here in san jose, which is obviously not much wetter or moister, bob redell, "today in the bay." >> very dry out there. thank you, bob. there's no need to set off illegal fireworks when there's so many events going on around the way ba i this holiday. >> in the south bay fireworks will go off at discovery med toe in downtown san jose, free to the public. it's finally back. on the peninsula foster city has a whole day of festivities planned at leo ryan park. there's a big celebration at the berkeley mar ma with food trucks, kids activities and live music and of course the iconic fireworks show at pier 39 in san francisco. >> there are so many more activities going on all over the bay area. to find one this your neighborhood so you don't have to move around too much check

out nbcbayarea.com and click on the fourth of july events guide. one of the biggest celebrations in the world is the macy's 39th annual fireworks spectacular. you can watch that entire show right here on nbc bay area. we're also going to be stream tg live on our free app. click on watch live tv on the menu and that starts at 8:00 p.m. tomorrow night. across the country police departments are on high alert for this fourth of july weekend. authorities stress there are no imminent threats and increased security is a precaution. isis and other terror groups have called for attacks. there's concerns large crowds gathering for fireworks could draw extreme mists. the best advice is to be vigilant. if you see something strange say something. along with heightened security there's going to be more police officers along the embarcadero in san francisco this reason, the waterfront is perhaps the busiest place to be

in the bay area on the fourth of july. after wednesday's deadly shooting at pier 14 it's causing concerns with people already in town for the festivities. one tourist we spoke with says that while that violence is alarming, it's not going to change his plans. >> very concerning as am, you know, sad for obviously the family and friends, but, you know, life is short and, you know, we are out here enjoying it and we hope nothing terrible happens to us and anyone else. >> certainly we all hope that. waterfront crowds in san francisco are going to no doubt peak tomorrow night for the fireworks show. >> the warrants of the woman killed shared their heartache less than a day after the shooting took place. >> she was a beautiful human being. we loved her so, so much and we were such a close family. >> we will miss her a lot. she was everything to us. >> kate steinle's mother and father talked publicly about their daughter yesterday. jim steinle was with his daughter kate in san francisco

when the gunman opened fire. he says she had just finished lunch with a friend nearby when they decided to stroll near pier 14. as he performed cpr witnesses jumped in to try to help. >> the paramedics with embarcadero traffic at that time, they got there fast, but where she was shot, now that we know -- >> they said she was strong and she fought, but -- >> that was her case, but -- >> she didn't make it. >> that poor family. to have those images now seared into their minds. kate steinle worked for the bay area medical equipment company medtron medtronic. they issued a statement expressing shock over such a senseless act. >> you can understand the pain that that family is going through right though. we to have new details on the man now under arrest for killing steinle. he is 45-year-old francisco sanchez. he was he on probation out of texas. police say they still don't know why sanchez allegedly pulled the trigger. thanks to photos and key information from witnesses on the scene police say that they

were able to track sanchez down about a mile from pier 14 near at&t park. >> nearly 12 hours after that deadly shooting our own news crew was attacked at that same spot as they reported on the deadly shooting. police say this is one of three men who robbed and pointed a gun at our cameraman and reporter as they were about to go live on air yesterday morning. the man also stole equipment from a ktvu crew. this is a picture of the gun used in the attack. police say the men sped off in a bmw with no license plates. our cameraman was hurt, but he tells us he's doing fine and he's recovering at home this morning. we wish him well. new this morning, a north bay high school track coach facing charges of sex with an underaged student. the coach works at novato high school, 64-year-old steven deschler is accused of having a sexual relationship with a 17-year-old student who just graduated. deputies say the girl's mother alerted authorities when she discovered some suspicious text messages. investigators don't believe

there were other victims. officials in china assessing the damage this morning following a strong magnitude 6.4 earthquake. the quake hit western china and so far at least six people confirmed dead according to reuters. to sees others are hurt. officials say as many as 3,000 homes and buildings are either damaged or destroyed. happening here, if you pay an electric bill this could affect you, california's puc is going to vote on a new electricity rate hike today. that hike is expected to boost rates for more pg&e customers by about $10 a month. some consumer groups are blasting the plan, accusing the puc of working in cahoots with utility companies. they think they're trying to sneak this rate hike through during a holiday weekend. so we have to blast the air conditioning or just open the wind %if÷htoes, take a live loo outside. usually pretty warm up there along the sunol grade. let's check in with meteorologist kari hall. she's got all the answers. >> good morning. now we start out with some

clouds across parts of the bay and it is so nice, i think it will be a weekend to open up the windows, at least for most of the day, maybe turning on the ac for about an hour or two. 63 degrees is the temperature now as you walk out the door in the south bay peninsula and tri-valley, san francisco at 59 degrees and 58 degrees, still some fog in spots in the north bay. the high today reaching 92 degrees and the tri-valley and the peninsula 82 degrees, south bay 87 degrees, 84 for the north bay. a very pleasant day in san francisco as we see those highs reaching into the lower 70s. into the weekend our temperatures will continue to come back down. down from the heat that we had for the middle of the week and we will highlight some event going on this weekend coming up in the next microclimate forecast. let's get a look at traffic now with anthony. >> good morning to you. well, traffic is moving fairly smooth this morning. we don't have much to report on just because it is a holiday weekend. we will take you outside into oakland. you can see what i'm talking about. i mean, how do you make a

telescope to search for planets outside of our solar he system. his idea was crazy, wild, and for 20 years he shopped it around nasa and nobody would listen until somebody did and the kepler space telescope has begun. this has been one of the most successful projects on the books. finding more than a thousand confirmed solar planets. if we were to keep a scoreboard on this, him and his team can discovered 113,000 confirmed planets, galileo, four, and those are the moons of jupiter. 1,000, 4, he wins. >> now he gets to wake up and do nothing. >> i bet he won't. >> no kidding. >> galileo not really that important. >> almost a shutout really. and these were moons, too. >> it's a blow out. enjoy that retirement, bill. we've been talking about sharks

a lot this week and this morning we have pretty incredible shoo voo to show you. a shark pulls a kayaker out of his boat and the man lived to tell about it. ben chancy was fishing for a group nr florida, instead he hooked a bull shark. the shark pulled on the line so hard, look at that, businessman, it flips the kayak. chancy landed right on top of the shark and quickly swam to safety. >> experts say when you are in this that position be calmed and relaxed and don't disturb the shark. >> i don't want to be in that position. there is has been plenty of shark sightings along the sanity cruz coastline. >> if you are headed there this weekend signs it up warning of possible dangers lurking in the water. here is "today in the bay" ian cole. >> reporter: last week giancarlo and his friend from specialized helicopters heard of shark sightings so they took to the air. >> about five minutes after takeoff we counted 14 great whites. >> tomai graduated from uc santa

can you see in marine biology so on tuesday he wanted as closer look and went out on his kayak. >> juvenile white shark. right under my kayak. >> in my 20 years of doing this this i have never seen or heard of anything like this. >> reporter: all of his sightings off of sea cliff in aptos. some have watched from the pier. >> that's a little shark. >> reporter: shark warning signs remain here and at neighboring beaches as a they will through the holiday weekend. >> they are a little worried. >> reporter: michael and his family came to enjoy the beach for a few days, though they plan on barrel getting their feet wet. >> that's really scary. that worries me a lot because we do, you know, a lot of tourists around. >> lupe is one of those tourists from sacramento. >> it was freaking us out. we were like too late to cancel the week vacation. >> reporter: so why the sharks now? tomei thinks el nino is to blame

with warmer streams of water heading north. >> we are starting to cash species that are seen in south california or mexico and a lot of the food sources are being pushed further north as well. the signs warn the sharks are out there so it's best to stay out. >> reporter: in aptos, ian cole, nbc bay area news. >> build a sand castle instead, sam. >> i'm they ever getting back into the water. time to check your microclimate forecast right now. as we take a live look outside plenty of fog socking in that golden gate bridge. >> kari, you say that's going to clear am in time for the fireworks show? >> we will still have those low clouds in spots. it's what we have to deal with this time to year. just expect it if you're heading into san francisco for the fire works. elsewhere we do have mainly clear skies to start out the day. check out this shot as we take a look at san jose, a beautiful sunrise, you can see the clouds, all of the colors in the sky.

it is a great way to start out the holiday weekend. let's get a live look now at sunol. we to see some clouds also there as the sunrises and some low clouds settling into the valley. nice comfortable temperatures, too. it's 63 degrees in the east bay and 59 degrees in the north bay as we head into san francisco to get a look at some of those temperatures now, mostly about 57, 59 degrees, and a few of of the events going on, let's highlight some cities. minlo park 79 degrees for the fourth of july, half-moon bay will be at 62 degrees, maybe a light jacket as you head out there are po the fireworks. san jose we will start out with a parade at 10:00 in the morning, it will be 71 degrees and then as the events go on throughout the day we will be warming up to 85 degrees in time for the festival and picnic,0[ lot of sunshine so wear the sunblock. at 9:00 the fireworks begin and it will be at about 70 degrees. as i take you hour by hour in san francisco, this is today,

we'll tart out at 9:00 at 69 degrees and then we'll see the sunshine breaking out, 70 degrees am time for lunch and once again those low clouds moving back in and we stay in the same pattern also in san jose we will have more sunshine as we go into the afternoon and temperatures today reaching into the upper 80s. the next three days this weekend is looking spectacular for all of those outdoor activities going on. in the peninsula saturday 81 degrees, san francisco once again in the lower 70s, 83 for the north bay and the tri-valley reaching 90 degrees, but temperatures do come back down a couple of degrees all across the bay on sunday. let's check traffic now with anthony. >> that's good news. in packet, thi morning traffic is moving nice and smooth. if you're heading out this morning right about now not a whole lot happening. in the south bay lots of green on the map denotes traffic flow is moving smoothly up towards 101, same deal for 85 and 280. let's take you up the peninsula

apparently random shooting that killed a bay area woman. some call it hype, others say the threat is very real. heightened concerns about a u.s. terror attack as the july 4th holiday approaching. "today in the bay" brian moore live in washington. brian, what are security leaders saying about this? >> reporter: from there in the bay to here in the capital it's really the same message, go out and have fun, enjoy your fourth of july, there are no credible threads on the radar screen, but at the same time there is reason to be alert. in the nation's capital a rapid response to a report of shots fired at washington's navy yard where a dozen people were killed by a gunman nearly two years ago. this turned out to be a false alarm. but it was a dramatic example of the preparation police forces around the country hope they won't need on this yul 4th holiday. >> enjoy this if he is testify weekend, have fun and just stay vigilant and observant to the areas that you are in.

beach in tunisia, opening fire, killing 38 people. security forces shot and killed the gunman. eight other people were arrested yesterday in connection with the attack. more than a year now after malaysia ashls flight 370 disappeared questions surfacing about the crews searching for that wreckage. some experts are wondering about the effectiveness of the long and fruitless sonar search. there are concerns the equipment is not being used properly. some critics are even suggesting the crews may have passed over the sunken wreckage without realizing it, focusing on speed rather than thoroughness. it's 6:33. time to check that microclimate forecast for today and beyond as we take a peek outside, sun up over the bay area, clouds hovering over san jose. meteorologist kari hall. >> it's a heavenly start from that shot, kari, we have a nice weekend in store. >> we do. as we start out the day we are seeing some beautiful colors in the sky for sunrise and i think we will have a lot of colors in the sky this weekend once we get

those fireworks underway. in berkeley it will be 69 degrees for the fireworks show there, in fremont 82 degrees and concord reaching 88 degrees and alameda 69, or rind da 79 degrees, redwood city 79 degrees, half-moon bay a cool 62 degrees and pacifica 66 degrees. overall we do have some nice weather across the bay and we will get a look at the next three days as we see more of this clear weather, south bay 85 degrees, peninsula 81 degrees and san francisco 70 degrees. our temperatures coming down a couple of degrees by sunday. we will have some upper 60s for the east bay and tri-valley 87 degrees. overall nothing to worry about and i will have a look at some events going on. we've got the full lineup, though, at nbcbayarea.com. let's get a look at how traffic is flowing. >> you took the words right out of my mouth. nothing to worry about this morning if you are about b. to hit the area roads.

as we take a look at the bay bridge toll plaza, kind of unusual, it is a friday, but it is a friday light. that's the way we like to see it here. you can see not a whole lot happening. just a few cars every now and again. kind of an eerie shot this morning. coming through the altamonte pass lots of green, that denotes traffic moving without a problem. same deal heading down towards the san mateo bridge, down into fremont and the south bay no concerns at all. really light traffic. if you have to get out and head to work especially in san jose on 101, this is the time of day when it really starts to slow down. let's take you outside and show you what it looks like. you can see for yourself, no problems. i mean, really a nice way to end the workweek. of course, it is fourth of july holiday weekend so make sure you take it easy out there. be safe on those area roads this weekend, not only today but tomorrow and sunday. >> that's right. chp and police out on full force, too. >> they will be watching. >> we're going to watch that closely. thank you.

fourth of july right around the corner. developing story to tell you about had this morning that we're following in tennessee where thousands of families they're still waiting for thick toxic smoke to clear so they can rurp to their homes. look at how dark it was. early yesterday morning a train carrying dangerous chemicals derailed and caught fire. it happened just outside knoxville. the chemicals on fire are used to make plastic and they can be very harmful if inhaled. more than 50 people have been treated at a nearby hospital. >> we heard it could take a couple days to get them back home. a woman in washington state has died from the measles. this marks the first death from that disease this country has seen in 12 year. state health officials say the woman likely contracted a virus at a medical facility during the an outbreak earlier if the year. an autopsy confirmed she did have the measles. health officials say the woman's a death is not directly connected to that outbreak at disneyland that infected 150 people earlier in the year. a in you treatment shows

the fuse. fines are $350 for the first owe sequence, $700 for the second, $1,000 after that. the sheriff's office does have the discretion of giving you a warning if you aren't aware that people are using your land as a pyrotechnic playground. if you don't take reasonable steps to stop that activity you could still be on the hook. fireworks are banned throughout most of the bay area, only 15 cities, including some in it santa clara actually allow the safe an sane fireworks which are generally the nonexplosive kind. ñ year bect the city of danville has banned all fireworks over concerns that someone could accidentally set their hills on fire which of course are just as dry there as they are here in san jose. reporting live here in san jose, bob redell, "today in the bay." there's actually no need to set off illegal fireworks when there are plenty of events happening across the bay area this holiday weekend. >> until the south bay fireworks are going to go off at discovery meadow in downtown san jose,

4th. let's get a look at your microclimate forecast and the golden gate bridge. some fog out there to start your day. >> let's hope it clears in time for the folks going outs to the pier for the fireworks so he tomorrow fight. >> there will be low clouds moving in, hopefully it will hold off until the fireworks are done. as we take a look now at the sunol hills we see some clouds this morning and a beautiful start to the day. now as we see the forecast it will be coming up at the bottom to of the screen, our temperatures start out at 63 degrees this morning for the tri-valley, peninsula and south bay, san francisco now&=alñ at degrees. today's forecast it will be beautiful out there, reaching 92 degrees in the tri-valley, warming up there, but elsewhere across the bay we've got 70s and 80s with a mixture of sun and clouds. the wind forecast relatively weak right now, as we go into the noon hour we start to have more of an on-shore flow, winds at about 10 miles an hour, still

pretty weak, and it will once again, be warm for the inland areas, but as we look across the bay the on-shore flow gets a little bit stronger and that will help bring in that cool ocean air. so we will have some cooler weather ahead and i know that's welcome news after all of the heat we had for the middle of the week. if you are heading to the sierra keep in mind that there may be some afternoon showers and thunderstorms popping up. let's highlight a couple of the events going on. in san jose we start out with a parade at 10:00 in the morning, it will be 71 degrees. by the time a lot festivities get underway at 2:00, 85 degrees, still warm, drink lots of water and try to stay out of the sunshine as much as possible. by the time the fireworks start it will be 70 degrees with mostly clear skies. into the rest of the forecast for some of the other cities and foster city 75 degrees, minute low park 79 degrees and pacifica at 66 degrees.

something strange, say something >> good advice. along with heightened security there's going to be more police officers out along the embarcadero in san francisco this weekend, this this the embarcadero perhaps the busiest place to be in the bay area on july 4th. wednesday's deadly shooting there at pier 14 is causing concerns with people already in town for the festivities. one tourist we talked to says that the violence is alarming, but it's not going to change his plans. >> very concerning, as in, you know, sad for obviously the family and friends, but, you know, life is short and, you know, we're out here enjoying it and we hope nothing terrible happens to us and anyone else. >> waterfront clouds in san francisco will no doubt peak tomorrow might for the fireworks show. the parents of the woman killed share their heartache less than a day after the shooting took place. >> she was a beautiful human being. we loved her so, so much and we were such a close family. >> we will miss her a lot.

>> kate steinle's mother and father talked publicly about their daughter yesterday outside their pleasanton home. jim steinle was with his daughter kate in san francisco when the gunman opened fire. he says they had just finished lunch with a friend nearby when they decided to stroll along pier 14. as he performed cpr withins jumped in to try to help. >> the paramedics with embarcadero traffic at that time they got there fast, but where she was shot, it -- now that we know -- >> they said she was strong and she fought -- >> that was her case, but -- >> she didn't make it. >> so sad. kate signally worked for bay area medical equipment company medtronic. medtronic issued a statement expressing shock over such a senseless act. laura, we also have new details on the man under arrest for killing steinle. he is 45-year-old francisco sanchez. he was on probation out of texas. police say they still don't know why sanchez allegedly pulled the

trigger. thanks to photo and key information from witnesses on the scene police say they were able to track down sanchez about a mile from pier 14 near at&t park. nearly 12 hours after that deadly shooting our own news crew was attacked at that same spot as they reported on the deadly shooting. police say this is one of three armed men who robbed and pointed a twun at our cameraman and reporter as they were about to go live on air yesterday morning. the man also stole equipment from a ktvu crew. this is a picture of the gun used in the attack. police say the men sped off in a bmw with no license plates. our cameraman was hurt, but he tells us he's doing fine and he's recovering at home this morning. >> so happy to hear that. 6:54. a saddened to a summer trip for one south bay family. a 14-year-old boy dead after a freaky late night yet ski crash. this happened at bass lake, a popular summer get away spot south of yosemite national park.

kyle farr along with an 18-year-old were on board a sea-doo on wednesday night when they hit a hoard pontoon boat. farr was thrown into the water and died later from his injuries. neighbors say that farr and had his family have a home at bass lake and visit often. >> they are a great family, the can kids are great, very athletic, outgoing, sports-minded family. this is a terrible, terrible thing. >> horrible tragedy and it also marks the second jet ski-related death at bass lake this week. antioch police looking for a suspect after a drive by shooting that hit a home and several vehicles. it happened wednesday night on rogers canyon road near the lone tree golf course. no one was hurt. antioch police say they found 27 gun shell casings and bullet holes in six cars and a house. a similar shooting happened monday two and a half miles away. in that incident six bullet holes were found in a home. we are learning more about a fire fire that burned two children and forced them to jump
