sorry for the shooting and then he changed his tune and said if he was responsible, he didn't remember because he was on sleeping pills. the mexican national who has been deported five times was released from jail in april after charges of marijuana sales was dropped. a law meant that immigration officials were not notified when he was released. the case has people talking about the sanctuary law. >> one incident done by one individual, no matter how terrible and tragic, doesn't represent a whole community. >> none of it was ever intended to provide some sort of cover or shield for people who are dangerous, who are violent criminals. >> according to legal experts, sanctuary city policies are lawful, and san francisco is not unique in its policy. immigration officials make tens of thousands of detain requests to hold undocumented immigrants. and between january '14 and june this year, they were more than

10,000 detained. lopez sanchez is held on $5 million bail. his next court date is july 22nd. live in the san francisco newsroom, stephanie chuang, today in the bay. >> thanks for the added perspective. presidential candidate hillary clinton is weighing in on the sanctuary city policy as well. the democratic contender said san francisco officials, quote, made a mistake, and they were wrong to release sanchez from jail. she said they ignored, quote, strong evidence he should have been deported again. >> today, a judge will decide if there's enough evidence to try a teenager accused of stabbing a 9-year-old boy to death in his own bed in discovery bed. 18-year-old william schultz has pled not guilty to murder. defense attorneys say mental illness played a role in the stabbing of the third grader. while schultz could be eligible for the death penalty, the d.a. will not pursue this as a death case. new this morning, people

living near the university of maryland is stole to stay on high alert after a triple homicide overnight near college park. university police say two suspects got out of two different vans and opened fire, shooting into a crowd of people. a woman and two men were killed. a fourth person is recovering this morning. detectives are not naming any suspects or a possible motive at this time, but this is the second shooting at this location in just five days. now to the story you'll only see on nbc, they came for a wedding but instead they gathered to say good-bye to their son hit and killed by a drunk driver. greg ihm was walking on market street near third in san francisco last wednesday night when police say 26-year-old sean mcginnis lost control of his motorcycle and slammed into ihm and another pedestrian. police say mcguiness was under the influence of drugs and alcohol. the collision happened as his relatives were traveling to the bay area for his sister's wedding. >> never hearing hi, mom, it's

greg again, and it hurts so much. >> such a tragedy. police are urging the district attorney to charge the driver with a long list of felony charges. business news now. new this morning, a silicon valley boom. more cuts coming to microsoft. the tech giants could announce a new round of layoffs as early as this morning. how many jobs are we talking about? >> we simply don't know. we do know microsoft had promised to lose about 18,000 employees in a gradual layoff program. that came from the new ceo about a year ago. new job cuts are expected from the company's hardware division, according to the "new york times." this would almost certainly mean the smartphone business. you may recall microsoft bought nokia for about $7 billion in order to better compete with apple and the google android system. google bought motorola. google then laid off a bunch of motorola employees and we think the new layoff from microsoft

will be former nokia employees. phone guys never caught on, it's our understanding there's still going to be a windows phone, but it will be created by far fewer work workers, that's for sure. >> happening today, a crucial e-cigarette bill will be debated at the state capital. right now, e-cigarettes are allowed at most california schools, restaurants, and hospitals, but lawmakers are pushing for stricter regulations. a new law could classify e-cigarettes the same as tobacco products. that would mean they would fall under california's existing tobacco-free laws. they show they're growing in popularity among younger people. >> education is launching a bold new effort to streamline what has been described as a tangled process of transferring from a community college. if you have transferred from an in-skate community college, you probably know how confusing this can be and how some courses don't transfer over. each campus will now require the

same classes for the most popular majors and each school will operate under a more consistent and simple system. sdploo unusual sight in san francisco. a prowler, talking about a mountain lion, spotted not once but twice, but four times in the past week. >> checking both ways before he crossed the street in san francisco. bob redell live in the city this morning. bob, we see this kind of sighting happen all the time in the peninsula and the south bay, but now in san francisco. >> certainly more frequent up and down the peninsula, and in the south bay, yes, sam. but yes, highly unusual in san francisco. four sightings over the past week of what people believe is the same mountain lion. and of course, what makes this so unusual is that the sightings are taking place in settings that are urban or suburban, one of the sightings right here in the sea cliff neighborhood of san francisco. here's a screen grab from a surveillance camera that captured this guy walking down a sidewalk in this neighborhood. he's also been spotted in the

presidio, near lake merced, and on the 1,000 block of goff. the president of the puma project thinks that it's unlikely this big cat would go after anyone. a better chance that if there were an encounter with a person, it would run away. >> most likely, it could have been a young dispersing adult male that was leaving its mother's range looking for a new range in which to live. >> if you want to look up at the tv screen if you haven't already, we have plotted the location of the four sightings on a map. the first two a week ago last night in the western presidio, and here in the sea cliff neighborhood. the next day on goff, just down the street from cathedral hill. a couple days later near lake merced. the thought is that this mountain lion is heading south back down the peninsula, where we have been talking about, the sightings are more common. in may, law enforcement locked

down a neighborhood in san mateo to tranquilize and capture a big cat. then if you can see this image on the screen, you have a big cat sitting on a car. that was in san jose last october. reporting live here in san francisco, bob redell, today in the bay. >> thank you very much, bob. 6:08. state water leaders trying to figure out how to meet the governor's water regulations while still making money. they're hosting a workshop today in hopes of figuring that all out. they want californians to cut back on water use, but those cutbacks cost water districts money. the water board has asked some communities to cut back by as much as 36%. >> okay, right now, going to get a check of the microclimate forecast as we give you a live look outside. that, of course, the bay bridge. a day game is in the works today for the san francisco giants. they have jacob peavy back on the mound. if you're heading out today, want to find out what the weather conditions are like. >> i'll be at the game, too, enjoying the beautiful weather. although we start out with this

morning the low clouds in san francisco, as we get a view from at&t park toward the city. it's now 61 degrees in san francisco. and the south bay as well as the peninsula. east bay now at 63 degrees. as we get a closer look at the south bay, it's in the low 60s everywhere, basically, except for santa clara now at 59 degrees. in saratoga at 59 degrees as well. a cool start to the morning. we'll see highs reaching into the 70s and 80s all across the bay. napa today, 77 degrees. walnut creek, 83 degrees and not that hot in the tri-valley with highs in the upper 70s to low 80s. this weekend looking nice. in between, a little rain this evening and also some lightning that will be possible overnight. i'll talk more about that and what to expect as far as how much rain we can see. it's coming up in a few minutes. right now, let's check in with mike for traffic. >> a busy day at treasure island and the bay bridge.

i'm going to shout over to the control room if there's a way to get the shot. reason is because whatever we can take for the live, i'll show you. this is at the metering lights. a vehicle, looks like some sort of van maybe or a trailer there, that's going on just outside of the metering lights over off to the right shoulder. that black smoke was drifting across, and that was one distraction. look at all of the backup. now, that's because of the metering lights. they don't get clear for much more than a few dozen yards and you're jammed up again heading to treasure island as we take the rest of the sources. we'll show you the backup heading to the bay bridge and the tunnel itself. there's the shot from emeryville. the wider shot. a short distance until they can get that back up, up the incline to treasure island where the overturned vehicle has three blocked lanes there. this is your commute direction from oakland in towards san francisco. stopped up at treasure island. trying to make quick progress clearing the lanes, but this

backup is a huge problem for the morning commute. backed up to the maze. b.a.r.t., no delays reported for the system. richmond san rafael bridge heading to north bay, that's clear, and so is san mateo bridge, although it's getting more company. that's a good option as well. there's the rest of the commute, not looking so bad. a typical pattern for the tri-valley. i'll call out this incident as well, taking much longer than originally anticipated. the on-ramp at stevenson boulevard to northbound 880 has an overturned rig, a truck, and a fuel source, something going on there, so they need absorbants. they're not sure what's in the back of the truck. it's not marked with hazardous material. that's the good news. the driver isn't really sure what's going on as far as what the drainage is. they're going to have to sort out of the situation. it sounds like it's a matter of a spill. >> 8aty? >> 880 at stevenson. the bay bridge, an overturned vehicle. the bay bridge, the big one is the overturned vehicle in the turnal itself.

the computer programs. we have reached out to s ff and sjc. >> you won't see jared pitching a subway sandwich anytime soon. the sandwich chain suspended its relationship with the well known spokesperson after authorities raided jared fogle's home in indiana yesterday as part of a child pornography investigation. agents were seen removing a number of computers and other electronic devices from the home. fogle himself, he was not arrested and it's not clear if the raid is connected to the prior arrest of the business associate running his charitable foundation. >> time to take a deeper look at the chinese markets and what's gone wrong there. >> chinese markets stock plunging overnight. >> you were thinking this was going to be all about greece. i said, yeah, let's talk about the chinese markets. as it happens, they went bunk. we have to talk about them.

markets fell by as much as 8% in the middle of trading. these are huge numbers. you should know this is probably not some, part of some global contagi contagion. yeah, our stock market futures are lower in sympathy this morning, but this is or should be isolated mostly to china where a bizarre mix of speculation, a bubble, and buying on margin has come back to bite the chinese investor. it's kind of like this weird combination of our dotcom bubble where everybody invested in questionable stocks combined with the 1929 crash where people bought stocks on credit. it's a mess. there are three major markets in china. if these two that are particularly hard hit, the markets we know the least about, only about 2% of investments in the shanghai stock market are from foreigners. the rules seem to be a bit lax. the hong kong market is much more traditional, like our market, stricter rules at least by chinese standards.

in fact, the chinese company ali baba decided to list here in america partly because it couldn't get the hong kong stock exchange to bend its rules about how the company should be governed. the nyse was fine with it. how big of a deal is this? let's put it in terms of american markts. look at the top. what does it say? this is not real. i just want you to get the perspective here of what this is. the dow industrial s had it bee america would have fallen last night or overnight 1400 points. the nasdaq would be down 350 points. the s&p 500 down 164 in one day. if you're just tuning in, i want to point out this is not real. just a perspective. remember, that's 24 hours. that the dow industrials would have fell by 1400 points. >> wow. >> the government trying to put the brakes on it there. thank you very much.

the face of yosemite's famous mountain looking different. >> a huge sheet of rock measuring somewhere between 100 and 200 feet peeled off the iconic mountain. park officials say it happened some time last week, but no one saw it. luckily, no one was hurt. they say the rock fall changes the route used by more experienced climbers but doesn't affect the more popular cable route. >> take a quick look outside at the microclimate forecast. san jose, same face as always, and pretty similar weather to earlier in the week. any changes on the way? >> weefrl rr see the clouds clear out slower than yesterday, and a little bit of rain in the forecast through tonight with a possibility of some lightning, yeah, we'll have that as we go into the overnight hours as we take a look at san francisco. you see the usual low clouds and we'll get some slow clearing this afternoon as we go into the next several days, things will start to look a little better, but hopefully, we can get some

rain in between, and our temperatures right now are in the lower 60s today, reaching the 70s. so very comfortable, and breezy onshore flow. reaching 74 degrees in the east bay and the north bay topping out at 78 degrees. the estimated rain we'll have, it starts tonight between tonight and tomorrow. maybe .03 inch in san jose. doesn't sound like much, but this time of year, it is normally very dry. and that's the normal amount of rain we'll get during the entire month of july. so hopefully we'll be able to get that. looks like a higher chance of rain and possibly a thunderstorm risk for the north bay between 3:00 and 7:00 tomorrow, and higher amount of rain will be moving into those areas. it also moves into the sierra as we get an area of low pressure sitting overhead, and a flash flood watch in effect with locally heavy rainfall on an already saturated ground. and this area of low pressure

continues to move in as we go into today. keeping our temperatures down and the clouds slowly clearing, heading into tomorrow, friday, rather, more sunshine and highs popping out in the 70s and 80s for the inlpd areas. this weekend, it clears out and we'll have some temperatures that climb just a little bit each day. by sunday, highs in the upper 70s for the peninsula, and near 70 degrees in san francisco. i'll have an update on the microclimate forecast coming up, but mike's very busy this morning. what's happening out there? >> a lot of stuff going on. let's sort these out at the bay bridge. the focus point for your morning commute. the worst spot. here's the metering lights and activity at the bottom of inscreen. you can't make much out. all the smoke clears in the last few minutes. i want to get out of the way and show you the video from the chopper just a few minutes before. this is a van off the shoulder at the metering lights. fire crews made quick work of

it. everybody made their way out of the vehicle safely. we're not exactly sure how they got over there, but they were there, and that's what's going on. see the black smoke that drifted across the lanes, jamming you up further at the toll plaza. after that, we have the contend with the crash at treasure island. there's a jam down the east shore freeway and west 580 from 24 through the maze. this is jammed considering the light volume of traffic, horrible for today, and the treasure island tunnel with three lanes blocked by an overturned vehicle. we're hoping to have it cleared in the next few minutes, but we don't have firm word on when they can move the vehicle. so use the richmond san rafael bridge as the option. 580 to the north, or the san mateo bridge. we're talking about a lighter floi around the bay, so those are great options for you and the b.a.r.t. reports no delays. behind me, a standard commute out of the altamonte, and not a big deal for the south bay. but we have the stevenson boulevard on ramp to northbound

an update now to breaking news. the traffic anchor mike in oway has been following. this is video from about 20 minutes ago or so where we saw a burning vehicle off the shoulder of the approach to the bay bridge toll plaza. that one of two instants backing things up this morning. also an accident involving a vehicle near treasure island. that is a live picture right now of the backup that extends four miles. if you plan on trying to take the bay bridge into san francisco today, it is going to take a while. you should be looking at alternate right now. mike will be taking us through all of the options the next time we talk to him. >> the good news for people in the burning van, they all managed to escape. 8:26 right now. why the gop fears trump's

the update in the tunnel, the overturned vehicle cleared for all but the left lane. only one lane now blocked in the treasure island tunnel. even at that, recovery will be tough and the one lane blocked will be a big distraction. all this jammed as you're coming off the metering lights and it leads back to the toll plaza and past this, just a few minutes before, we had this car fire over off the shoulder, a van, all this smoke and fire, black smoke drifting across the lanes. that did not help everything. everybody got out safely, fraugfrom what i understand. we have this jam from 580, 24, and down the east shore freeway all moving back. fortunately, if there's any bright side, the path along the east bay is lighter now. b.a.r.t. is expressing no delays so there are good options. we'll give you the rest coming up. >> thanks. the headliner for many, but also top stories we're following. a mountain lion on the prowl in

"new york times" reporting microsoft may announce a new round of layoffs as soon as today. that comes on the heels of 18,000 layoffs announced last year. >> we now know the gun used in the deadly shooting along san francisco's embarcadero was stolen from a federal agent's car. in court yesterday, juan francisco sanchez pleaded not guilty to murdering kate steinle last week. republican presidential contender donald trump was quick to inject politics into the pier 14 shooting. now as immigration comments are sparking a national debate about federal policy. it may also be getting him into hot water with his own parter. tracie potts joins us live from washington, d.c. what are republicans who are trying to make inroads with latino voters saying about trump's agenda? >> well, sam, they're a little worried about that because with these comments that have been very offensive to many latinos, they worry that trump is

there will be a chance of rain, maybe some lightning as we go through tonight and it clears out in time for the weekend. i'll detail that and we'll talk more about a slight chance of rain coming up in a few minutes. right now, let's check with mike. >> even in the short time since my last report until now, we have another set of progress going on. a little recovery now. you see the traffic continuing to move sluggish still right here at the bend getting in toward treasure island westbound 80, bay bridge, good you haven't heard, a major crash blocking four lanes at one time into the tunnel. i just got the update, all lanes are clear toward treasure island. you're going to have the acco accordion effect. a period where things stretch out and then it will compress down as traffic does that stop and slow as we have a nice recovery right there on the incline, but not very good back at the bay bridge toll plaza. the jam going from the 580, 24, all the way up to the scene. this will continue likely for much of the morning commute and

blend in with traffic for the midday game for the giants. a tough one all morning. you see the jam coming off the minute maid and down the east shore freeway from golden gate field to berkeley as well. you're looking like a smoother drive, but the san mateo bridge is an option and so is the richard san rafael bridge. we're tracking this, this has been a long standing issue, all morning the stevenson boulevard on ramp to 880 has been blocked by an overturned truck. they were carrying a load of cardboard compressment, a very heavy truck, so they have to get big equipment and that may be visible from the southbound side. that's probably why we're seeing jaum to the stevenson boulevard. the rest of the bay, two major issues, clear. >> all right. >> earning the paycheck today, mike. >> well, you know, traffic problems on the ground in the

expected. a van caught fire. this is close to the toll plaza this morning. luckily, everybody in it got out. but the result was a lot of distraction. firefighters at the scene, and a huge backup. that, along with an accident within the townal headed to the bridge made for a rocky commute. mike keeping his eye on that and other things on the roadways. new this morning, a new move by the u.s. military is raising serious questions about our country's ability to fight war. the u.s. army is preparing to cut 40,000 soldiers from its ranks over the next two years. according to usa today, soldiers will be cut at home and abroad in an effort to save some money. an additional 17,000 civilians working for the army will also be laid off. this coming just one day after president obama said the u.s.-led coalition fighting isis would step up its campaign in syria. >> coming up, the new push to make getting into uc easier for transfer students. >> and a shocking new turn in a

bridge. the overturned rig will take time, it has taken all morning and they still can't right it. it's loaded with cardboard. in addition to this jam, we also have the big backup across the bay bridge. those lanes just cleared at treasure island. we'll show you that coming up. >> 6:45 right now. new details in a deadly shooting capturing the attention of the entire nation. we know the gun used to kill kate steinle was stolen by a federal agent. stephanie chuang is live in the newsroom. even though the suspect admitted to the crime, he pled not guilty in court. >> that's right. in fact, he said over and over again in spanning, i'm not guilty in the courtroom yesterday. he told reporters he found the gun near the bench and apologized for the deadly shooting and changed his tune saying if he was responsible, she doesn't recall because he was on sleeping pills. he shot 32-year-old kate shinely

>> thank you. right now, let's get a look at the microclimate forecast. a live look downtown, san jose, one of the parts of the area that may see a sprinkle in the next 24 hours. >> watching out for that as we go through tonight and tomorrow. we start out with low clouds. you may feel a mist as you walk out the door. as we take a look now from at&t park, san francisco, you can see the clouds there. and the seven-day forecast, now coming up at the bottom of the screen. it's time to start making plans for the weekend. yes, it's wednesday. now, as we take a look at our temperatures, as you head out, it is in the lower 60s. we'll even see raindrops there on the lens in san francisco where it is misting, and highs today will reach 69 degrees as we slowly see the clouds clearing out today, and highs reaching into the 70s. so a cooler day, and this is what is happening on the futurecast.

this plots what the radar, the satellite could look like and gives us an idea of when and where we could see rain. it looks like we'll see splotches of green which shows we could have rain as we go into tonight and early in the morning, but as the atmosphere gets primed for this, there may be lightning today late tonight and into the day tomorrow. by tomorrow evening, we see moisture moving across the bay area. it looks like the highest chance of rain will be for the north bay with some accumulating rain possible there and this is what we could expect, the possibility of some higher amounts up around ukiah and farther to the north. the rest of the bay area may measure rain in the hundredths of an inch. maybe .05 inch in morgan hill. this is normally a very dry time of year. we're pulling in some monsoonal moisture and that could also give us a little bit of rain, but the higher risk will be with thunderstorms moving through and

dry lightning. also for the sierra, if you will be traveling there, there will be locally heavy rainfall, and it's falling on an already saturated ground, so there are flash flood watches that will be hoisted. all of this rolls out in time for the weekend. we'll go back to our typical summertime pattern, but feeling nice and cool. even during the afternoon. in the tri-valley, we'll see the temperatures climbing a couple degrees each day. and by sunday, we'll see temperatures reaching 87 degrees. 69 degrees for san francisco. and i'll have more on that, what to expect with the rain coming up later. right now, let's check with mike. >> we're going to take you right here with our chopper, a little water droplets on the end, mist in the air, but that's not the concern. traffic, look at that, going to the left side of the screen, moving much better now for a greater distance off the metering lights. a backup at the bay bridge toll plaza, but the crash in the treasure island toll plaza has cleared and we have traffic

moving better and we have some recovery because of a lighter volume of traffic all around the bay. still the chopper shows you the big backup toward the maze and it will continue for your morning commute. we have gone from red to orange here at treasure island, where the crash was, and just cleared all lanes. no problems on the san francisco side. the slower drive recovering from the incline. we showed that, and still jammed up down the east shore freeway from golden gate fields to 880, and look at that, recovery for speed. a little better, but slower for a longer distance approaching 24 and the minute maid. that's characteristic of the lanes clearing there. the richmond san rafael bridge showing a slower drive. more folks heading there. those two bridges are your alternates, and b.a.r.t. reports no delays. we're going to give you a wide look before i zoom into more bad news for the commute. the rest of the bay looks clear. south bay looks really good. but the single other incident besides the bay bridge recovery

is in fremont, southbound 880 jammed up because of a crash affecting the northbound on ramp. look at this live shot from our photographing out there. this overturned rig. see, the folks coming southbound can see under the underpass. if you see that rig on its side, that's a big distraction for you. this is filled with cardboard. they have to off load all of this because it's very heavy and then they can right the rig. the stevenson boulevard on ramp closed for the time being and for the foreseeable future in the morning commute. use malory or the auto parkway which is moving smoothly. the southbound side is jammed. we'll track this. back to you. >> we know you will. thank you very much. >> breaking news, all united airlines flights are grounded because of a computer glitch. this has a national reach. across the country, expected to impact travel throughout the day. here's a live look right now from inside denver's airport. now, united says it's working to resolve the computer issues which are related to, quote,

network connectivity. this marks the second time in two months that united has been hit by major technical issues. computer automation issues forced the airline to ground its flights on june 2nd. new this morning, people living near the university of maryland are told to be on alert after a triple homicide overnight. university police say two suspects got out of two vans and opened fire, shooting into a crowd of people. a woman and two men were killed. a fourth person is recovering this morning. detectives are not naming any suspects or a possible motive at this time. this is the second shooting at this location in just five days. also, new this morning, police say an argument escalated into a deadly stabbing in burlingame last night. it happened around 6:00. that's when police say two men got into a heated confrontation in front of an office building. the argument soon turned into a fist fight and then a stabbing. the victim went to the hospital with multiple stab wounds where

he later died. police say the attacker left the scene before they arrived. today, a judge is going to decide if there's enough evidence to try a teenager accused of stabbing a 9-year-old boy to death in his own bed in discovery bay. 18-year-old william schultz has pleaded not guilty to that murder. defense attorneys for the teen said that mental illness played a role in the stabbing of the third grader. schultz could be eligible for the death penalty, the d.a. will not pursue this as a death case. >> 6:53. this morning, san jose police searching for two men who held a 10-year-old girl at gunpoint while they ransacked her family's home. it happened at an apartment complex on ranchero way on monday. the family said it started with a simple knock at the front door. police say that's when two men rushed inside with handguns. one of the suspects grabbed the girl around the neck and pointed a gun at her temple. the robbers demanded property and money. after they got what they wanted, the suspects took off in a get

week. and we believe this cat is a he because the president of the puma project tells us she believes it's a male mountain lion who left its mother for the first time looking for its own range to roam. but clearly, out of its element. >> a mountain lion seen in the video is probably going to run the other direction, probably quite scared. being in that setting. so i think that the chances are very slim that the lion would actually approach any person. >> we have plotted the locations of the four sightings on a map, if you want to take a look at your tv screen. the first two a week ago last night in the western presidio and sea cliff neighborhood. the next day on the 1,000 block of goff, and a couple days later near lake merced. the thought is that this big cat is headed south back down the peninsula where as you were mentioning, sightings are more common. you might recall in may, here's video of law enforcement locking
