snarl traffic in and out of san francisco. >> announcer: from nbc bay area, this is "today in the bay." a very good morning to you. thanks for joining us, i'm laura garcia-cannon. >> and i'm sam brock. we start with a problem for commuters here an update to breek big issues for bart. smoke on one of the trains this morning is causing system he wide delays for riders using several lines through the east bay. >> we have multiple reporters this morning, bob redell is at the san leandro bart station. let's start with mike inouye. what do people need to know? >> we're going to focus on the impact to the bart line. the free ways are a good alternate rate knew. service between the lake merritt and bay fare station right side are shut down. bob is going to give more details on what happened, the impact cuts off the tri-valley, the it dublin plen an ton, as well as the orange and green lines. all threes of those lines are

cut off. yellow and red lines are moving smoothly through the transbay tube. this may ripple out to the rest of the system. you will hit the free ways those will be good alternates. the speed flow moves pretty smoothly, we see that build in the tri-valley moves folks over towards 580. another problem in the mini mayes which may complicate things if folks do hit the road. there are problems with the bart system. bob is out in san leandro. what is the latest that you have on what happened and what's happening? >> reporter: this is the san leandro bart station you can see commuters are not exactly starting their thursday mornings the way they would like to. you have a lot of them standing outside the bart station while the transit agency deals with this problem. i want to show you the problems they're dealing with, this is video from just south of fruitvale, a three-car train around 4:30 this morning heading from fremont northbound to richmond when it caught fire. we don't know how extensive that

fire was, we know it was severe enough that the train started smoking, the fire department is on the scene. they do have the fire out, but as a result bart has shut down electricity to its third rail on this section of bart between bay fair and lake merritt. right now this is tenacious lasts no service leaving a lot of commuters this morning -- these are some from the fremont bart station -- trying to figure out how they are going to get into work. >> it's terrible. big, big problem. there is no other way to go from san francisco from here. i just dropped off my child last night so -- >> very inconvenient. got to make other plans, got to go to cal tran on the other side, hoping my wife will get here on time to pick me up so i get to work on time. >> reporter: again, if you haven't heard there is no service on bart between bay fare and lake merritt, this effects

the blue, orange and green lines. the yellow and red lines into sf are not peaked. again, this is because of a fire around 4:30 this morning on a three-car train that stopped just short of fruitvale. reporting live in san leandro, bob redell, "today in the bay." another traffic story we're following, starting tonight you may want to avoid the iconic golden gate bridge. it's beautiful, but here is why, the main route on and off the bridge will be shut down for the next several days. "today in the bay" stephanie chuang live near doyle drive this morning. steph, this closure could add up to four hours for some is drivers. >> reporter: that's right, laura. you heard that right. especially that concern for tomorrow's peak commute hours. you can see this morning there is some traffic that's starting to pick up this stretch heading to the golden gate bridge. here marina boulevard as well as richardson avenue will be completely shut down starting tonight, so it will be completely quiet here. this is so crews can put the final touches on the presidio parkway project. the biggest change from drivers

going from san francisco to the bridge, they will go over a new short bridge and into two new tunnels. this will eliminate the twists and turns and marrow lanes of doyle drive which was originally built in 1936. project leaders say this new roadway will lead to more safety and better views. >> i'm going to take tomorrow off and look forward to monday morning. i think it's going to be beautiful. the work was done before time and i think on budget and i think it's going to be spectacular. >> reporter: take a look at the weekend's closure. you will not be able to ak is ses the bridge from 101 in the marina district. that will leave a bottleneck from park presidio and golden gate avenue. parking lots at the bridge pavilion and vista point will also be shut down. it is finally here, though, this this is after years of construction. it starts tonight at 10:00 and it's supposed to open monday at 5:00 in the morning. live in san francisco, stephanie chuang, "today in the bay." for more on specific routes and transit options for getting around that doilg drive closure

you can always go to our website, nbcbayarea.com and also our free app. at least two suspects are on the run this morning after a violent home invasion robbery that ended in gun fire. police say the victims are an elderly couple, the man living inside the home was shot in the back, he's now at the hospital in critical condition. this this happened on lake view drive not far from lake chabot. police put the neighborhood on slok down while they searched for the suspect. officers couldn't find him and they cleared the neighborhood less than two hours ago. new this morning detectives spent much of the night investigating a deadly crash involving a man and vta train which happened late last night off tasmin and alder drives next to the cisco campus. no passengers were aboard that train and investigators are trying to figure out exactly what happened to us can a the crash. morning vta service is not going to be impacted. the confederate flag is coming down in front of the

south carolina state house. early in morning representatives voted 94-20 to remove it. that's more than the two-thirds needed but it came after a handful of lawmakers mounted a ten neighbors last stand. >> i cannot believe that we do not have the heart in this body to do something meaningful such as take a bim bowl of cereal hate off of these grounds on friday. >> you can see there was a lot of passion. the bill now goes to governor nikki haley who says she will ion it into law. celebrating a life lost now. later today family and friends will gather in pleasanton to honor kate steinle, the 32-year-old who was walking with her father along pier 14 in san francisco last week was shot and killed. steinle graduated from a.m. do remember valley high school and cal poly in san louis abyss poe. the man accused of killing her

juan francisco lopez-sanchez lead pleaded not guilty earlier in the week. some surprising new details on that case. the chronicle is reporting not only was the sheriff's department aware of the return of the suspect to san francisco, but the department apparently requested to have him returned. the chronicle says that the sheriff eights department asked to gain custody of lopez-sanchez upon his release from a federal prison sentence. a few weeks after that in april san francisco deputies released him. sheriff ross mirkarimi has publicly questioned why federal authorities returned lopez-sanchez to san francisco. in union city someone brought a live tank round to the police department evacuating the entire building and city hall yesterday. here is a picture of what the citizen brought to the police department in the back seat of her car. she told police she found it in the industrial portion of the at this about two miles away. alameda county bomb squad came in and removed it from the back seat. it was about three o four feet

long, weighs about 100 pounds. >> we're working with the union pacific railroad to figure out the exact location, whether it was on a prifry of the tracks or actually on the tracks. >> police say there is no indication foul play is involved but they still immediate to figure out how it got there. former san francisco 49er ray mcdonald is expected to appear in a san jose courtroom, the santa clara county district attorney's office is not indicating with a the case involves. mcdonald has been arrested on three separate occasions over the past year. the previous two arrests were tied to a domestic incident back in may. prosecutors have not charged him in any of those cases. time to check the microclimate forecast on your thursday morning. let's take a peek outside overlooking san francisco. a little cloudy start to our day, overhead clouds, a little rain in the north bay. >> kari has even got that doppler radar working this morning. >> good morning. we've been tracking the rain for the north bay and the sun is rising, but you can't see it

unless you are at lake observatory's mt. hamilton. we see the low clouds from below. it is a cloudy start to the day and even patchy drizzle in spots. this afternoon there will be some peeks of sun but much cooler because of the cloud cover. los gatos reaching 71 degrees, redwood city 74, marina 64 degrees also light rain possible, a few storms for the north bay, santa rosa 74 degrees, oakland 68 and livermore topping out at 75 degrees. into the weekend all of this clears out, we will get some sunshine and nice weekend ahead. i will tail that and we will get a look at the rest of the microclimate forecast coming up. quite a few problems getting to work this morning, mike. this is going to complicate things. the reason is because of bart stoppage between some of your key east bay stations. let's look at the bay bridge toll plaza where we had the metering lights turned on, we are going to see a lot more traffic as folks hit the road and drive in towards san francisco. as we look at the traffic map

the freeways are moving slowly in the same area for 880 through oakland we have a closure for the lake merritt, fruit veil, coliseum and san leandro stations all stemming from a report of smoke on a bart car. so those trains on the bart map, blue, green and orange lines are cut off. folks coming from pittsburgh, bay point or richmond are moving slowly through the transbay tube, but those folks in the tri-valley and heading up through the fremont and oakland areas will be cut off and have to hit the roadway. let's take a look at the san mateo bridge. we see a smooth drive so far. there was a little drizzle and some lens spotting there, they used the wiper there, that's a good clear view right now. any problem on the bart system hits the roads and that rils and could potentially affect the peninsula drive which so far looks clear. it is 6:10. i'm next, two big recalls affecting more than 200,000

merritt and san leandro stations because of earlier reports of smoke filling a car. we will talk about where you can and can't access bart trains and what the affect is on your drive. we will give you some alternates coming up. there's a problem for some of the cars on the roadway. gm recalling 165,000 hummers after 42 vehicle tires that burned several people. gm says ventilation fans can overheat and pos he bloo start a fire. the company says three people received minor burns and several cars were destroyed. models being recalled include the hummer h3 from 2006 to 2010 model years and the hum hadder ht3 from 2009 and 2010. gm as you well know no longer makes the hummer but it still honors warranties. land recovery recalling more than 65,000 vehicles due to a glitch in the door latches. the problem can cause the doors to just fly open while the vehicle is in motion.

the recall covers 2013 to 2016 range rovers and 2014 to 2016 range recovery sport models. dealers will update the keyless entry software at no cost to owners. happening today, a community meeting about controversial police surveillance cameras in fremont. police want to install cameras throughout the city to help fight crime. the city council has already approved $300,000 to use in developing that program but it's still facing backlash from privacy rights advocates in the city. tonight it the city council meeting is at the chambers at 6:30. wall street back to normal had this morning. we effect a lot of people buying at the poem. >> demand maybe from yesterday from that computer glitch. the computers are fixed and everyone is also relieved about china. >> chinese stock saw their best trades in years. let's talk about the nyse. the exchange has not said specifically what went wrong but they do say they got it fixed. the entire stock market shut

down due to some kind of technical glitch on wednesday for several hours. chinese markets had their biggest gain in six yearsover night, this after beijing stepped in to prop up those markets. so this is not the free market at work, had this is a dictatorship prohibiting people from selling stocks in order to create a fact rally. case in point, vladimir putin says he has full confidence in the chinese market. that's the weirder thing. what's weirder after all than a communist country having trouble with its capitalist stock market and getting an endorsement from vladimir putin. putin met with the president of china in russia on wednesday. china stock market look like our markets but they are not are regulated like our markets. plenty of people say our markets are not regulated enough. speaking of horror shows, here is the movie pair a formal activity gose dimension this is coming to theaters in the fall. paramount the company that makes the movie has reached a deal

with two theater chains to release that movie in theaters and quickly turn around and release it to home video. several movies will be part of the experiment two weeks after the movie loses steam in treaters when it's playing in less than 300 theaters facial wide it will go to home video. let's talk about baseball, santa clara's yahoo announced a new fantasy sports team that awards regular prizes. regular sports lesion requires you to play for a week or season. the new game allows you to pick a team and win or lose daily. for instance, there are ten baseball games just today, you can win cash and all kinds of stuff every day. not gambling because it's skill based. >> it's fantasy sports and this guy is so into it. >> there's a couple of guys am our if you say room who know what they're doing that is for darn sure. it's like when jerry seinfeld said about cramer his whole life is one fantasy.

going to cut myself off. thank you, scott. tri-valley homeowners struggling to keep their lawns green during the drought have another way to get free recycled water. this is the wave of the future here in california. they are already o to go it in southern california. the dublin san ramone services district has opened up a second fill station. folks can get 300 gallons worth of water per visit and there is no limit on the visits you can make per day. the station is located on clark avenue near the 580/680 interchange in dublin. >> that would do so much for so many gardens. time to check that microclimate forecast as we give you a peek outside, bay bridge from emeryville this morning. a little cloud cover, bay area sky to start our day. kari joins us with a look at that forecast. >> we start out this morning with some mist and some rain for the north bay, something we don't always see this time of year, so now as we go into the morning we will see some wet

spots across the north bay, but the rest of us just get this picture, some low clouds as we get a view from at&t park towards san francisco service, it will be a cool day, too. we will see these clouds for most of the day, they will have a really hard time breaking up as this disturbance continues to move through, but it has been enough to produce some storms, even some lightning across parts of the north bay up around ukiah and just to the north of santa rosa moving toward bow degree fwa bay. this may be off and on through the morning with a few more spots getting in on that wet weather. near hills burring we're seeing that rain coming down. in the lower 60s across the bay area, 61 degrees for the south bay and this afternoon expect highs only in the 60s and 70s. yes, this is july. we're only going to see highs reaching 70 degrees in the east bay. a look at the future cast shows some rain moving across the north bay, but it just kind of

fizzles out before it makes it to the east bay, still a slight chance of showers there, you see clouds won't go anywhere, there may be more wet weather as we go into tonight. it does get warmer by the weekend, we're talking 80s for the inland area, 60s for the coast. our temperatures will be warming up another 5 to 10 degrees. if you will be heading to the jack-of-all-trades market happening in oakland this weekend on saturday we'll start out at 63 degrees and reaching into the lower 70s with sunshine, the rest of the mike owe climates expect some more comfortable weather and a touch warmer as we head towards sunday with a mixture of sun and clouds. that's weather, now let's check in with mike for traffic. the roadways are moving relatively smoothly but this may have a major impact especially for the east bay and tri-valley. bart riders listen up. this will affect the roads. if you're traveling from the tri-valley or fremont we have a problem because you're cut off. the lake merritt, fruitvale, coliseum and san leandro

stations are closed for service, no service between them. earlier reports of smoke one of the bart cars. let me get out of your way, bob redell has this video over there. this is one of the trains stopped there with a fire crew off to the side. this is in the oakland area. this is a reason why there are major delays for that portion of the bart line, you can get on the yellow or red line, service is okay from there. folks who cannot take the bay system will hit the road. we will track that as things itten to change. the bay bridge metering lights are on. you may see a few more people shifting over towards the san mateo bridge but so far no drama. the golden gate bridge bridge remains slowly, doyle avenue closes off service tonight through the weekend. avoid the golden gate bridge tomorrow if you can. if you can't try the ferry instead across the bay. back to you. 6:21. still ahead on "today in the bay," on the run for almost a

to day for a long time. the lights are going to turn back just in time for super bowl 50 early he next year and more good news, they should keep twinkling well into the next decade. the bay area toll authority approved a ten-year contract for that popular light display. the 25,000 lights were first installed in in 2013 as part of the bay bridge's 75th anniversary celebration. it is 6:25. the potential dangers of fracking will take the spotlight in sacramento. that's when a state sponsored assessment of fracking risks is set to be released. governor broup had asked for it ahead of a set of rules and regulations but those rules were announced on july 1st. commuters in london facing travel misery as the entire underground network is shut down by strikes. tube staff walked out in a disagreement over wages and schedules that will go into effect when 24 hour service is introduced later this year. workers won't be back until

the suspects this morning. officers kond find them. they cleared the neighborhood just about two hours ago. investigators still haven't figured out how a vta light rail train struck and killed a manipulate last night in milpitas near cisco's campus. starting at 10:00 tonight san francisco's doyle drive will be closed in both directions. it's part of an ongoing renovation to approve the approach to the golden gate bridge. doyle drive will stay closed through the weekend. history finally made in south carolina, the confederate flag will no longer fly in front of the state house. early this morning representatives voted to remove it. that rote capped off an emotional session. nbc bay area's tracie potts joins us live in washington with the details that included one last stand by lawmakers, tracie. >> reporter: sure did, sam. now we are racking reaction to this flag coming down just since i spoke to you last hour, the naacp has put out a statement

saying let's take it down everywhere, they tweeted this morning, also reaction from hillary clinton who echoed that thinking says that there is unfinished business in the south, that this is really just the beginning. that vote early this morning just hours ago 94-20 to take down the confederate battle flag that currently flies outside the south carolina state house. they have got to ratify that vote, send it over to the governor for her signature and they ever after that the clock starts ticking, 24 hours to get this flag down, the flagpole, fence they will deal with later but the flag comes down 24 hours after the governor puts her signature on that legislation which she is expected to do because she pushed for it. when the flag comes down it's going am a museum. the be con federal military museum about a mile away from the south carolina state house. it's history now, it's just a matter of working its way through the political system. but again the fallout now we are hearing reaction from political

candidates and others saying what about the other issues that they're dealing with there in the south? that's the latest. sam, back to you. it is 6:33. an international fugitive on the run for years finally captured in fremont. he will be spent back to canada soon to face murder charges in the death of his wife. he has been on the run since 2007 after his wife was beaten and strangled to death on christmas day in montreal. officials tracked him down to an apartment on fremont avenue. police had no idea they were living next door to a wanted man on interpol. >> what kind of person is he? >> yeah, he is a nice guy. >> yesterday in court chima waived extradition. he will space second degree murder charges once he returns to canada. at home you get a look outside at your microclimate

forecast and a picture of san francisco, the bay bridge as we've been talking about this morning it's been tough getting over the bridge with some commuters as bart is experiencing issues. mike has been following that. we will have more on the developments there. >> first we want to check in with meteorologist kari hall. you have the radar activated. >> something unusual this time of year, we've got some monsoonal moisture moving into parts of the north bay and there has even been a few lightning strikes up around let's say just to the north of santa rosa and moving on over towards bow dega bay. the rain has been fizzling out. we turn our attention to spots further to the south where strong storms have been developing down around interstate 5. we will see if that holds together and makes it into the bay area later on today, but in the meantime tracking this wet weather as it continues to move across the north bay and the chance of that even as we go into the afternoon. a lot of clouds and highs today only reaching into the 60s and

70s and a slight chance of a thunderstorm also possible for santa rosa. the rest of the bay area, clouds, mist and drizzle. kind of a soggy day but it clears out in time for the weekend. i have a look at the weekend forecast in a few minutes. i want to take folks out to the bay bridge. we've been focusing on bart problems for those lines and maybe forcing a lot of folks to the roadways. the bart system will reflect over here at the toll plaza as more traffic flows, we do have the metering lights on. let's look at your map. we do see a slowing down the east shore freeway, a build for 580 off 24 and northbound 880. looks like more slowing than we expect typically on a thursday at this time. we'll move the map out now, a remainder the folks from the richmond lay and pittsburg bay line you can access just line, red and yellow line. folks from the tri-valley and fremont they have closed those stations because of earlier smoke in one of those bart cars.

we will waiting on details on when they hope to reestablish connection. the roadways, the speed sensors aren't that bad but we to see a good number of cars heading offer to the san mateo bridge and palo alto. right in the median there are those flashing lights. now, the overnight road closures have cleared, this is that stretch between university and embarcadero. lanes are open but this added distraction likely to cause more slowly as well into you can already see it there. >> it hasn't been too disruptive yet. >> east bay traffic watch it. still ahead, a square just before takeoff, what forced a southwest flight to turn around as it was lifting off. and after quite a day on the nyse or really not yet as it was shut down for over three hours, look at the big word it this morning, up 234 points so far, we're keeping an eye on this. t. . an update to breaking news:

it is creating huge backups. this because smoke filled one of the trains, the tri-valley really suffering the worst from this as bart trains between san leandro and lake merritt completely shut down. this of course creating a ripple effect across all lines in the bay area. the bay bridge pretty backed up this morning as well as people are taking alternate routes just to get into the city. one we are keeping an eye on this morning. 6:40 right now. >> no injuries reported on that smoking train. new this morning, take off aborted, southwest airlines says no one was hurt overnight when a plane engine caught fire during takeoff, forcing the plane to return to the gate at midway international airport in chicago. about 150 people were on board that plane bound for boston and they were all evacuated safely. southwest says it's now inspecting the plane to try to figure out what went wrong. also new this morning, a new zealand judge sentenced former ac/dc drummer bill rudd to eight

months of home detention for threatening to kill a man and drug poe segment he faced up to seven years in prison for the death threats charge. ac/dc is out on tour this summer but the band is using a different drummer. a different tune for fifa which is blowing the whistle on the man who blew the whistle on fifa. fifa has issued a lifetime span on former executive chuck blazer. he informed agents about bribery allegations after he was charged with tax evasion and hiding money in offshore bank accounts. blazer pleaded guilty back in 2013. fifa cited some of that evidence when it issued the lifetime ban against blazer. coming up, new video just in on breaking news we've been following throughout morning, major bart delay system wide, the problem causing trouble on the tracks and your way around it all. another breeking story, a quiet east bay neighborhood rocked overnight by a violent home invasion and gun fire exchanged. the suspects had in the home invasion still on the run. and rain to the radar in the

service between the bay fair and lake merritt stations, that including the station here in san leandro where you can see commuters are standing outside what is a shut erred station, stranded and of course frustrated with their situation because it's been delayed, their trip into work. this is because of a fire in a three car train that was headed northbound from fremont to richmond, it started smoking and stopped just short of the fruitvale bart station. new video shows two bart passengers who were injured being taken out of that station, put into ambulances no official word on their conditions but you can you can see they are sitting upright. as a result of that fire bart has turned off the third electric rail between the bay fair and lake merritt stations which means no service between those stops. here at the san leandro station it is shut terd leaving many commuters stranded, stressed and frustrated. we spoke with one man who is supposed to be at his job in san francisco by 7:00 this morning. with this it's going to be another hour or two, sh he's

orange and green lines. now, the yellow and red lines are reportedly moving smoothly in through the trains bay tube into and out of san francisco. anytime anyone hears about a problem on the bart system they often take to the road. so far oakland is moving smoothly, so is the tri-valley, we don't see a major build, but this should start to kick in about though, we do see more traffic in toward the maze, 580, 880 and the berkeley curve. there are more cars heading through this area in the last 20 minutes. prepare for bigger delays getting in towards san francisco. we hope they can clear this but we don't have any word when bart plans to reopen those three stations over in the east bay. doyle drive there close, did he have chuang will tell you more about the project starting at 10:00 p.m. tonight. tomorrow morning you will want to avoid the golden gate bridge because this section cuts off the roadway, folks have to travel around the presidio. going to get swamped with

and demanded money then took off with the cash. police later found him hiding under a bridge. also new this morning another way the state is pitching in in the midst of this drought, cal state parks are shutting off the water in public showers at beaches. all of this in an attempt to conserve as much water as possible during the drought. authorities say the change could save up to 18 million gallons of water every year. the restrictions apply only to outdoor showers and rinse stations not to indoor campground showers. officials suggest using a towel to brush away sand or bring your own water at home and rinse it off. okay. now to west nile virus which is on the rise in california. experts say it is only a matter of time before we see the first human case this year. the count down is on. 31 counties in california have now reported west nile activity, ten more than at this time last year. in the bay area all but san francisco and that happen pa counties have seen signs of the west nile virus.
